Assessment of student learning involves the systematic collection, review, and use of information about educational programs/courses/ experience undertaken for the purpose of improving student learning and development.

§ It does not mean testing or grading only § It is a discipline and scholarship § It is not only done because someone said we had to Evidentiary Reasoning

“Educational assessment is at heart an exercise in evidentiary reasoning. From a handful of things that students say, do, or make, we want to draw inferences about what they know, can do, or have accomplished more broadly.” (Mislevy & Riconscente, 2005, p. iv).

Put more simply it’s a way to justify stated beliefs about students and their learning as well as the role of our institutions and programs in getting them there. Mission

The mission of HBCU-CEEQA is to demonstrate the effectiveness of HBCUs through the use of best- practices in assessment and evaluation by leveraging the collective expertise of assessment and institutional effectiveness professionals and other stakeholders. The term assessment has evolved over time from one that solely entails the collection of information for institutional improvement (Upcraft & Schuh, 1996) to more recent definitions that include both the collection and the subsequent use of data (Bresciani, Zelna, & Anderson, 2004; Huba, & Freed, 2000; Suskie, 2009).

The shift in how assessment is used in practice is ASSESSMENT IN PRACTICE indicative of the philosophical shift of the field from a focus on simply collecting information to an emphasis on the use of data for institutional improvement.

Yet there is one more dynamic shift that I would say adds to the factor and that is ASSESSMENT WITH INSIGHT!
