District of 1620 Mills Road Minutes of the Committee of the Whole Meeting Monday, March 8, 2021 at 7:00 p.m.

1 CALL TO ORDER

The Chair called the meeting to order at 7:00 p.m.

Council announced the departure of the Director of Corporate Services and acknowledged his role at the district over the past 12.5 years and welcomed the arrival of Ben Martin as the new Director of Infrastructure Services.

2 TERRITORY ACKNOWLEDGEMENT

The Chair acknowledged that the meeting is being held on the traditional territory of the W̱ SÁNEĆ people.

3 APPROVAL OF AGENDA

Council added a grant in aid application from Peninsula Dry Grad Society as a late item to 5 (a) and updated Appendix 1 and 3 in the report dated March 2, 2021 from the Director of Financial Services.

4 PRESENTATIONS

A. Krupper, Bike to Work Society, gave an overview of the proposed program and use of funds and addressed questions from Council.

D. Jackson, BC Aviation Museum, thanked Council for their support in the past and gave an overview of the facility and the use for the museum.

K. White, North Saanich Freeride Park, thanked Council for the funding support they received last year and noted they are withdrawing their grant in aid application and spoke to the proposed use of their COVID-19 Restart Grant application.

M. Weaver, NEED2 Suicide Prevention, gave an overview of the organizations services provided.

F. Loro, Peninsula Streams Society, gave an overview of the organization and education programs.

D. Lye, Friends of Dominion Brook Park, thanked Council for their continued support; described impact of COVID-19 on year's activities and gave an overview of the year's work program.

J. Harper, Life Boat Society, thanked Council for its past support and provided background information of the organizations activities.

P. Fogarty, Saanich Marine Rescue Society, gave an overview of their activities and services.

B. Robinson, Sidney Guide and Scout Hall Society, gave an overview of the organizations activities and services and impact of COVID-19.

V. Berben, Island Search & Disaster Dog Association, expressed appreciation for last year's support and gave an overview of organizations activities and intended use of this years requested funding.

A. Wong-Harrison, South Film and Media Commission, thanked Council for last year’s support and gave an overview of current activities.

D. Winkel, Peninsula Dry Grad Society, gave an overview of how the funding would be used and expressed appreciation for Council receiving the late application.

D. Hartshorne and S. Duck, Cycling without Age Society, gave an overview of the organizations activities and the intended use of the requested funding.

B. Stewart, Food Eco District Synergy Foundation, gave an overview of the organizations program and its activities.

D. Marecek, Leadership Victoria, gave an overview of the organizations activities and programs and the intended use of the requested funding.

K. Kurta, Greater Victoria Festival Society, described organizations activities and intended use of requested funds.

H. Kopcok, Deep Cove Elementary PAC, provided background information and gave an overview of the organizations activities and intended use of requested funds.

S. Munkley, Balfour's Friends Foundation, described the organizations activities and services and the impact of COVID-19.

N. Caverley, Farmlands Trust (Greater Victoria) Society, gave an overview of the organizations services and proposed use of funds.

B. Edgett, Memorial Park Society and L. Chicanot, Parklands Secondary School, described impacts of COVID-19 on fundraising and needs for funds.

The Director of Infrastructure Services left the meeting at 8:31 p.m.

4- COW That Council fund the North Saanich Freeride Park $3,000 from the District's COVID-19 Restart Grant funds to assist with their opening. CARRIED OPPOSED: Councillor McClintock

5- COW That Council direct staff to revise the COVID-19 Restart Grant process with revised criteria to include additional non-profit societies experiencing revenue challenges that support vulnerable populations that include children and seniors. CARRIED
