Trustee Martin introduced Mr. Paul McKinnon, Director of Finance and Facilities.

On Monday, October 23, 2017 the Board celebrated with Trustee Alexander to recognize his eight years on the board. The vacant Victoria Citizen Representative position will be filled in January.

Trustee Martin noted the recent Victoria Book Prize Society Award Gala, and recognized the efforts of GVPL librarians who worked behind the scenes to create a fantastic evening.

The 2017 UBCM conference was well attended by the councillor representatives. A BC Public Libraries exhibit was featured in the conference trade show.

5. CEO REPORT TO THE BOARD Ms. Sawa, CEO, reported on October’s activities. GVPL offered numerous activities and events during BC Library Month.

The City of Victoria: Witness Reconciliation program by Marianne Alto was well attended and presented.

The 2016 Annual Report will be available online shortly.

The 2017 Vital Signs report features the role that GVPL plays in the community.

Ms. Sawa noted her participation in a number of provincial and national professional association activities in October, including the Fall meetings of the Canadian Urban Libraries Council (CULC), Association of B.C. Public Library Directors and the Libraries and Archives Stakeholders’ Forum. As well, Ms. Sawa facilitated the B.C. site visit and instruction session for CULC’s Public Library Leaders (PLL) program.

The City of Victoria council will decide upon a name for the new branch after the City’s community consultation process is completed. Board input will be gathered and submitted to Council prior to the City’s November 19th submission deadline.

CEO Report to the Board

Community Open House: New Branch in James Bay On November 4, in partnership with the City of Victoria, GVPL welcomed the community to attend an Open House at the Central Branch to preview the plans for the new branch in James Bay. Approximately 150 people participated during the course of the four-hour event. City of Victoria Mayor Lisa Helps, joined by Councillors Chris Coleman, Charlayne Thorton-Joe and Geoff Young along with a number of GVPL trustees engaged with community members to share information about this ongoing project. The 12th GVPL location is anticipated to open in early 2018.

Collections Naxos Music Library On October 21, GVPL launched Naxos Music Library, a streaming music platform containing more than 132,000 albums and two million tracks of classical music and a selection of world, jazz, pop and rock. Naxos also offers education resources like composer biographies, liner notes and opera libretti as well as customized playlists prepared by Naxos and GVPL. Since the launch, GVPL has had 175 logins and streamed 1400 tracks.

Communications Promotion in Local Publications The Communications and Development Department has developed relationships with several local print publications and submits content to them to promote the library’s collections and services. Articles or advertisements appear regularly in the following: Active Living Guides (Esquimalt and West Shore), Island Grandparent, Island Parent and BlackPress papers.

Programs and Events National Novel Writing Month: Write-In at GVPL NaNoWriMo (National Novel Writing Month) writers across North America aim to write a 50,000-word novel in the month of November. Each Sunday, aspiring writers meet at the Central Branch for word count games, writing prompts and inspiration.

The ID Project GVPL will host the ID Clinic every fourth Friday of the month at the Central Branch for those who need help replacing their IDs. The ID Project is supported by Pro Bono Students Canada ( Chapter), the Downtown Service Providers Committee of Victoria and the Constituency Office of , MLA. Food for Fines To cap off BC Library Month, GVPL held its annual Food for Fines campaign on October 28 and 29. Patrons donated 44 boxes with over 700 pounds of food in exchange for GVPL waving up to $5 in fines per cardholder. The food was donated to local food banks.

Partnerships Women’s History Month Panel on Social Justice October was Women’s History Month, and GVPL hosted a program to discuss social issues from a feminist perspective. On October 5, Kat Sark, an instructor at the University of Victoria, whose book Montreal Chic is part of the Emerging Local Authors Collection, moderated a panel of seven people, including City of Victoria Mayor Lisa Helps, to discuss how there is no one-size-fits-all experience for women. More than 40 people attended. Sark is writing a paper about the event, which she hopes to publish in an academic journal.

Professional Development Workshop for Teachers GVPL partnered with Pacific Opera Victoria and the Royal BC Museum to deliver a day-long workshop for teachers on October 20, the province-wide professional development day. Experts from each institution provided practical tools and ideas for encouraging children and teens to think critically about what they view, read and hear. GVPL’s portion focused on the library’s Indigenous collections. The event was full within two days.

Truth and Reconciliation Speaker Series On November 7, author Monique Gray Smith gave the final presentation in GVPL’s four-part speaker series, Reconciliation: Opening the Door to Conversations, presented in partnership with the Victoria Native Friendship Centre. Approximately 250 people attended the event. The speaker series initiative was made possible by the Community Fund for Canada’s 150th, a collaboration between Victoria Foundation, the Government of Canada, and extraordinary leaders from coast to coast to coast.

Hijab Fashion and Awareness On November 18, the library held its first program in partnership with Masjid Al-Iman mosque. Girls from the Youth Activities Program demonstrated the ways different cultures wear the hijab and led a discussion in which participants learned about the hijab and what it means to girls and women.

Outreach Pop-Up Library at Diwali Event GVPL held a pop-up library at a Diwali community celebration at Saanich Commonwealth Place on October 29. The event was organized by Shan-e-Punjab Dance Performing Arts and Heritage School and featured local Punjabi musicians and dancers. Approximately 200 attendees enjoyed GVPL’s booth showcasing the library’s Punjabi and Hindi collection, Bollywood movies, bilingual books and language- learning materials. This was GVPL’s first time participating in a Diwali celebration. Pop-Up Library at University Librarian's Lecture On November 2, GVPL held a pop-up library at the Royal BC Museum, as part of the 2017 University Librarian’s Distinguished Lecture program offered in partnership with the University of Victoria. Dr. Guy Berthiaume, librarian and archivist of Canada, was the featured guest speaker with Jo-Ann Roberts acting as interviewer and host. It was a most engaging and informative evening with a ‘sell-out’ crowd interested in Libraries & Archives Canada initiatives.

Upcoming Tiny Stories Contest Reception On December 7, Central Branch will host a reception for the more than 160 writers who participated in the Tiny Stories Contest. GVPL will announce the adult and teen winners, who will read their works.

December Open House To celebrate the holidays and to thank patrons for their support of the library, each branch will have free, festive refreshments for all and crafts for kids on December 9 from 2:00 to 4:00 pm.

Staff Opportunities BC Library Month Event: BC Books in BC Libraries On October 30, GVPL and the Association of Book Publishers of BC held an event aimed at strengthening relationships between BC publishers and the staff of libraries in BC. Two GVPL staff members, Rina Hadziev and Margie Thompson sat on the panel that led the discussion. Event attendees included approximately 40 staff from various libraries on Island and 25 representatives from the publishing industry.

5.2.2 Key Performance Indicators Draft Report 2016 Ms. Sawa presented GVPL’s Key Performance Indicators Report 2016.

Ms. Sawa asked the committee for feedback and direction on what should be included in the metrics and evaluation report. The committee agreed that using infographics and capturing impact rather than only measuring numbers would be beneficial.

5.3 Facilities Planning 5.3.1 Esquimalt Town Square Project Update

Trustee Burton-Krahn provided an update on the Esquimalt Town Square project. The land remediation phase has been completed and the development process is continuing.

5.3.2 James Bay Project Update

The City of Victoria has received correspondence from GVPL regarding the naming of the James Bay Branch.

5.4 Trustee Orientation Working Group Update

Trustee Burris provided an update for the Trustee Orientation Working Group and encouraged new trustees to complete the trustee orientation survey.

Policy G.3 Board Roles and Structure

Purpose/Background

The purpose of this policy is to specify how the Greater Victoria Public Library Board (Board) conducts itself as a Board to fulfill its governance responsibilities in accordance with the Library Act (RSBC, 1996, Chapter 264), section 48 (Act) and the Library Operating Agreement 2017 – 2020 (LOA). The primary roles of the Board are to provide effective governance of the Greater Victoria Public Library (Library), act in the best interests of the Library, and to carry out its responsibilities in a manner that enhances public trust and support.

Scope

This policy applies to Board trustees.

Policy Statement

ETHICAL CONDUCT Each Board trustee is committed to ensuring business is conducted according to ethical as well as professional and legal standards, as reflected in the Board’s governance, values and operational policies. Such standards include, but are not limited to:

• confidentiality of information; • conflict of interest; • compliance with legislation and legal agreements; and • respectful interactions with others.

BOARD MEETING MANAGEMENT The rules and practice of The Standard Code of Parliamentary Procedure by Alice Sturgis (latest edition), are the basis of the conduct of Board meetings.

OFFICERS The Board has the following officers:

• Chair, elected annually by the Board; • Vice-Chair, elected annually by the Board; • CEO, serving as Secretary of the Board; and • Director of Finance, serving as Treasurer of the Board.

COMMITTEES There are two committees of the Board: Finance and Planning and Policy.

TRANSPARENCY Board meetings are open to the public, with the exception of in-camera agenda items. The Board is committed to transparent decision-making processes and to ensuring that the public and municipal councils are informed regarding its business. Board meeting agendas are posted on the Library website in advance of meetings and board meeting minutes and documents are posted following approval by the Board.

Greater Victoria Public Library Mentorship

Congratulations on becoming a trustee on the Greater Victoria Public Library! As part of the board’s commitment to ensuring that you have the support and tools that you need it has created a GVPL Trustee Orientation designed to: • Help you feel welcome and knowledgeable; • Provide context about GVPL’s structure, governance and programs and; • Assist you in deciding where you can make a contribution.

Why Mentorship? As part of your orientation, you have been given a board handbook and password to the board extranet, which contains numerous resources and documents. Given the volume of the materials, the initial learning curve can seem daunting, and that’s where your mentor comes in.

A mentor is a personal guide who can shorten your learning process. An experienced trustee, your mentor was once in the same position you find yourself in. They believe there is no such thing as a stupid question. Ask away!

What’s Involved in Mentorship?

After your appointment to the board, you will be given the name of your board mentor, who will contact you. The relationship with your mentor is for your benefit, and can look however you like. What’s important is that you know that your mentor is eager to assist in whatever way they can. Ideally you’ll meet in person or on the phone if commitments make that difficult; times, places and number of meetings are up to the two of you.

Roles and Responsibilities Mentees should: • Communicate their expectations, needs and objectives to their mentor; • Accept responsibility for their own learning and development and; • End the relationship when they feel their needs have been met. Mentors should: • Clarify and explore how they can help their mentee; • Be welcoming and encourage questions and; • Encourage as much contact as the mentee needs.

Possible Topics for Discussion Some topics you might want to discuss with your mentor include: • The GVPL’s strategic plan; • The facilities plan; • The B.C. Since its inception in 2011, the opportunity for all staff to gather together for a full day of shared learning and development has proven to be a most effective means of team building to create a strong culture of inclusiveness and exemplary customer service across the GVPL system. GVPL’s Staff Development Day programs are developed for all staff so that they flourish in their roles to meet the needs of our diverse communities.

The support of CUPE 410 and the Library Board is greatly appreciated and we look forward to another successful Staff Development Day in 2018.

The Libraries Branch is pleased to inform you that your library will receive the following grants to complete provincial funding for 2017:

Quarter 2

 Resource Sharing Grant: This grant supports libraries in the sharing of materials by alleviating the costs involved in running and managing the interlibrary loan service. Please note ILL rate change in attached document.  BC OneCard Grant: This grant is for libraries participating in the BC OneCard program. BC OneCard enables active patrons of any public library in BC to use their library card to borrow from other libraries throughout the province.  Equity/Literacy Grant: Access to learning and literacy experiences are a core service of B.C. public libraries. These funds support the expansion of library collections, programs and services that promote literacy and life-long learning. Grants received to date:

Quarter 1 (June 2017)

 Per Capita Operating Grant: All B.C. Libraries established under the authority of the Library Act receive the Per Capita Operating Grant to support the ongoing public library operations and their participation in province-wide initiatives.

Please find attached the 2017 Public Library Grant Allocations summary document, which provides the details by library for funds allocated in Quarter 1 and 2.

 2017 Provincial Library Grants Report (March 1 2018)  2017 Statement of Financial Information (SOFI) (due May 15, 2018)  2017 Annual Survey of Public Libraries (also due May 15, 2018)

The ministry is committed to open public access to information and is bound by the Freedom of Information and Protection of Privacy Act. The ministry may release any or all information submitted for these reports to the public.

Please be aware that the ministry will reclaim any portion of the grants should the library not use the funds received for the purposes outlined in the attached grants description and associated expectations.

Operating Grant

All public libraries, established by the authority of the Library Act, may be eligible for annual per capita operating grants based on a funding formula.

The Libraries Branch provides some libraries with minimum provincial levels of funding (known as Grandparent Rates) in order to mitigate the effects of future population loss on funding levels. The Libraries Branch continues to honour these Grandparent Rates for affected public libraries in 2017.

Resource Sharing Grant

The Resource Sharing grant is based on a piece rate for materials lent through interlibrary loan (ILL) services during the previous calendar year. Interlibrary Loan is a service that allows BC public libraries to share materials with other libraries in BC and across Canada.

The piece rate for the 2017 Resource Sharing Grant is $2.24 per item lent in the 2016 calendar year.

There are three types of eligible ILL transactions that are used to calculate the grant:

Types of Eligible ILL Transactions Description

Primary means of tracking interlibrary loan transactions by BC public libraries. Libraries Agent OutLook transactions request items from other systems through a shared catalogue that is updated at regular intervals.

For items requested through other means, particularly email or over the phone. Also ILL Exception transactions includes requests for multi-volume sets. Excludes items lent to destinations outside of Canada.

Multi-library direct loan project that allows libraries using the Sitka Evergreen ILS to request items via live connection from each other. Currently, three library federations are using this system.

OneCard Grant

The BC OneCard Grant is funding to enable libraries to provide expanded library service to BC residents through participation in the BC OneCard program. The OneCard program ensures that active patrons of any public library in BC may use their card wherever they travel within the province.

BC OneCard grants are based on either a tiered or piece rate (whichever is greater) for materials lent and returned in the previous calendar year.

Library Literacy Grant

Literacy & Equity Grants are funding for the promotion of literacy and life-long learning within BC public libraries. Libraries may use these funds to expand their collections and services which support literacy in their community. Funds may not be used for building projects or upgrading the library’s facilities and furnishings. Libraries may, however, use their grant funding in collaboration with other public libraries or federations on related projects.

Some examples of how libraries promote literacy and lifelong learning with these grants:

 Summer reading programs  Building special collections (ex: low-literacy materials, ESL materials, multilingual materials, or materials for the visually impaired)  Reading programs for reluctant readers  Purchasing equipment in support of literacy for the visually impaired, such as DAISY (Digital Accessible Information System) readers  Outreach services  Early childhood initiatives such as Mother Goose, Father Moon, Baby time, etc.

Literacy funding rates for BC public libraries have been maintained at steady levels since 2009/10, and are not based on a calculation formula. Please refer to Table 1: 2017 Library Grants Summary to see a breakdown of Literacy & Equity Grant funding by library.
