: TROPICAL BASELINE ASSESSMENT – PROVINCE Data collection period: 02 to 13 May 2019

OVERVIEW

On the night of 14 to 15 March 2019, Tropical Cyclone IDAI made landfall in central Mozambique. The cyclone brought torrential rains and winds affecting mostly the Provinces of Manica, Sofala and Zambézia, causing flash flooding and subsequent destruction. From 2 to 13 May, in close coordination with Mozambique’s National Institute for Disaster Management (INGC), IOM DTM (Displacement Tracking Matrix) teams conducted baseline assessments at Locality level (Localidade), which corresponds to the lowest administrative level in the Country. The first round covered 4 districts in , specifically Beira City, Buzi, Dondo and Nhamatanda. The DTM teams interviewed locality chiefs capturing population estimates and geographic distribution, population movements, shelter repairs and access to services in host communities.

Through the Baseline Assessments, DTM tracks the locations and sizes of four core target population categories, building an understanding of the main internal displacement patterns and dynamics in the affected region. In each locality, the number of IDPs and Returnees is captured who stay outside accommodation centers or resettlement sites.

- In the 4 assessed districts of Sofala province, population displacement happened within the same district;

- More than 700,000 people were affected by shelter damage;

- The estimated displaced population who stay outside accommodation centers and resettlement locations is around 25,000 individuals and 5,000 households;

- More than 10,000 people have returned to their locality of origin.

USE OF SHELTER KIT

- In 60% of all assessed localities, corresponding to a total of 358,831 individuals and 79,267 households affected by shelter damage, beneficiaries have not used the shelter kit because: o 56% reported it was not received; o 2% didn’t have enough structural support material and o 2% didn’t have labour support to install the kit.

- In 40% of all assessed localities where the shelter kit was used: o 30% reported using it to cover the whole roof, corresponding to a total of 266,935 individuals and 59,422 households affected by shelter damage; o 5% reported using the shelter kit to cover part of the roof, corresponding to a total of 19,995 individuals and 4,090 households affected by shelter damage; o 5% reported using the shelter kit to cover other built structures used for living by the household, corresponding to a total of 67,562 individuals and 16,838 households affected by shelter damage;

ACCESS TO SERVICES

OPEN MARKETS

In 10 out of 58 assessed localities, corresponding to 7% of the total affected population (36,694 individuals), there is no access to functioning open markets.

- In 50% of these localities, the main reason for the lack of access to open markets is distance; the remaining 50% reported the absence of market. 7% NO ACCESS

HEALTH FACILITIES In 5 out of 58 assessed localities, corresponding to 6% of the affected population (24,448 individuals), there is no access to functioning health facilities. - In 50% of these localities, the main reason for the lack of access to functioning health facilities is distance; 20% reported costs and the remaining 30% reported lack of medicine. 6% NO ACCESS EDUCATION FACILITIES In 57 out of 58 assessed localities, corresponding to 96% of the affected population (686,034 individuals) there is access to functioning education facilities.

- More than half of the localities (65%) reported having been affected by shelter damage, amounting to a total of 257,474 individuals and 53,421 households; - In 23% of all assessed localities, people have started returning to their locality of origin; - In 19% of all assessed localities, IDPs have arrived from other localities in the district.

USE OF SHELTER KIT

In 62% of all assessed localities, corresponding to a total of 159,389 individuals and 25,649 households affected by shelter damage, beneficiaries have not received the shelter kit.

ACCESS TO SERVICES

Access to open markets, and functioning health and education facilities are reported in above 84% of all assessed localities.

BUZI DISTRICT

MAIN FINDINGS:

- Most of the localities (80%) have reported being affected by shelter damage, amounting to a total of 144,476 individuals and 29,221 households; - In 20% of all assessed localities, people have started returning to their locality of origin; - In 20% of all assessed localities, IDPs have arrived from other localities in the district;

USE OF SHELTER KIT

89% of all assessed localities reported having used the shelter kit; of which, 76% to cover the whole roof and 13% to cover part of the roof. The remaining 11% of localities reported not receiving the kit.

ACCESS TO SERVICES

All 10 assessed localities reported full access to open markets, and functioning health and education facilities.

USE OF SHELTER KIT

In 92% of all assessed localities, corresponding to a total of 118,265 individuals and 24,120 households affected by shelter damage, beneficiaries have not received the shelter kit.

ACCESS TO SERVICES

All 13 assessed localities reported full access to open markets, and functioning health and education facilities.

In 33% of all assessed localities, corresponding to a total of 65,238 individuals and 16,148 households affected by shelter damage, beneficiaries have not received the shelter kit.

ACCESS TO SERVICES

Access to functioning health and education facilities are reported in all assessed localities, and access to open markets is accessible in 84% of all localities.
