Scope of procurement Title: Construction of new airports in Nuuk, , and , Greenland Short description of the procurement The purpose of this notice is to inform relevant stakeholders/parties in the market of the coming tender for the works described below. Thus, this notice is not a call for interest or tender. The call for interest will be announced at https://www.rib-software.dk/udbudsportal/ at Byggeweb. No. TN523093 - see below for expected time schedule. The split into lots may vary from the below in the launched tender. The invitation to apply for prequalification is expected to be issued in January 2018 with a deadline for applying for prequalification in February/March 2018. The prequalified Tenderers for Nuuk and Ilulissat airports are expected to receive the tender material in May 2018 with an expected deadline for submitting their bids for the projects separately or in combination in August 2018. For Qaqortoq airport the tender material is expected to be released in October 2018 with an expected deadline for submitting the bids in December 2018. Refer to section VI for a short description of the Employer and the works expected to be part of the tenders.

Description Title: Site-development work Nuuk, Lot no.: 1. Main site or place of performance: Nuuk, Greenland Description of the procurement Site development works will comprise local roads, parking facilities as well as utility facilities. Works will generally include the following elements:

In the airport area and in the immediate vicinity thereof, roads and utilities will be affected by the construction works for a new , and will to a large extent need to be relocated. For the most part, though, use of these facilities should be maintained for the entire construction period, as the existing airport will remain in operation during the construction period. Works at Nuuk will take place in an urban environment.

Main site or place of performance: Nuuk, Greenland Description of the procurement Construction works will comprise a new runway, new taxiways, new apron as well as technical installations needed for the airport operations. Works do not include airport buildings. Works will generally include the following elements: Digging of soil, blasting and filling of rock Utilities Pavement works (including markings) Security fence Mast structures for approach lights Electrical works Navigation equipment Airfield ground lights Meteorology equipment Tower and communication equipment

The upcoming construction works are to be carried out at and near the existing airport, which must be kept in operation during the entire construction work with minimal disturbance to air traffic as well as to passengers, staff and others with errands at the airport. This poses special requirements for the planning and coordination of the construction work, including expectations that part of the works need to be carried out outside the airport’s normal opening hours.

Construction of the runway will need to be completed on a phased basis with construction of the southern half of the runway first, as the northern part of the future runway is located partially on top of the current runway. Once the southern half of the new runway is constructed, this part of the runway will be put into operation for the daily air traffic, while work can commence on the northern half of the runway. Works at Nuuk will take place in an urban environment, and it will be required to apply for permission to perform works outside the airports normal opening hours.

Works do not include airport buildings. Works will generally include the following elements:

The construction works shall be carried out at and near the existing airport, which must be kept in operation during the entire construction work with minimal disturbance to air traffic as well as to air passengers, staff and others with errands at the airport. This poses special requirements for the planning and coordination of the construction work, including expectations that part of the works need to be carried out outside the airport’s normal opening hours. Ilulissat is located in permafrost area and some works can only be expected to be conducted during Summer time. Subject to the conditions in the Aviation Authorities’ permits for the airport project, it may be required to perform installment of lightning systems on mountain tops that are within the northern approach path to the new runway. Works at Ilulissat will take place in an open area outside urban areas.

Section IV: Procedure Description Information about the Government Procurement Agreement (GPA): The procurement is not subject to the Government Procurement regulation (GPA).

Section VI: Complementary information Additional information Kalaallit Airports A/S was founded by the Government of Greenland the 1st of July 2016. The company's aim is to build, own and operate airports in Nuuk, Ilulissat and Qaqortoq and related activities.

Works tendered will comprise expansion of the existing airports of Nuuk and Ilulissat as well as construction of a new airport in Qaqortoq. For each of the three airports, works tendered may be split into agreements for parts of the site development works and construction works, respectively. Further description of the works is provided below. The is being expanded by constructing a new runway of 2,200m partly at the location of the existing

5 runway, construction of apron area, and land development/preparation where the future airport buildings are to be located, as well as relocation of existing roads and utilities, construction of new parking areas, etc. Blasting of rock is expected to amount to almost 6 million m3 while approximately 8 million m3 crushed rock fill is expected to be built into the new runway etc. The airport in Ilulissat will be expanded by establishing a new runway of 2,200m immediately north of the existing runway, construction of apron area, and land development/preparation where the future airport buildings are to be located, as well as extension of the existing access road, and construction of new parking areas, etc. There is a need for excavation of approximately 0.7 million m3 of soil (of which approximately half is likely to be permafrost soil). Works will comprise blasting of an estimated 5.5 million m3 rock and filling with approximately 7.7 million m³ of crushed rock. The airport at Qaqortoq will be established with a new runway of 1,500m, as well as paving of access road from where the existing municipal road ends, establishment of new parking area and relocation of utilities. There is a need for blasting and filling, respectively of approximately 2 million m3 rock. For the airports in Nuuk and Ilulissat, works must be planned so that they take into account that the existing runway must be able to continue daily operation while the construction works for the new runways etc. take place.

Works are expected to be executed according to the following overall schedule. However, the tenders will provide the bidders with the opportunity to also submit alternative bids with alternative schedules: Nuuk: 2018 - 2022 Ilulissat: 2019 - 2022 Qaqortoq: 2019 - 2022
