ROAD TRAFFIC REGULATION ACT 1984 AND HIGHWAYS ACT 1980

CLEMENS STREET, LEAMINGTON SPA – PROPOSED 20 MPH SPEED LIMIT ORDER AND ASSOCIATED ROAD HUMPS, TRAFFIC CALMING FEATURES AND NO WAITING AT ANY TIME RESTRICTIONS

Warwickshire County Council propose to make the following Orders, pursuant to the Road Traffic Regulation Act 1984:-

1. The Warwickshire County Council (Central Leamington Spa) (20 mph Speed Limit) (Clemens Street Variation) Order 2021, the effect of which will be to impose a 20 mph speed limit as described in Schedule 1 below; and

2. The Warwickshire County Council (District of Warwick) (Civil Enforcement Area) (Waiting Restrictions, On Street Parking Places & Residents’ Parking) (Consolidation) (Variation No. 9) (Clemens Street) Order 2021, the effect of which will be to replace an existing parking bay with no waiting at any time restrictions to facilitate the build out referred to below, as described in more detail in Schedule 2 below.

Warwickshire County Council further proposes, under sections 90A and 90G of the Highways Act 1980, to install the road humps and traffic calming features as described in more detail in Schedule 3 below, in connection with the proposed 20 mph speed limit.

Clemens Street, Leamington Spa East side, from a point 146 metres north of its junction with Ranelagh Street, northwards for 9 metres

SCHEDULE 3 (Proposed Road Humps and Traffic Calming Features)

Clemens Street, Leamington Spa

1. 1 x raised pedestrian speed hump (6.4 m width x 5.5 length x 75mm height) in the centre of the carriageway adjacent to numbers 66 to 70 and 43 to 41, with associated pedestrian refuge (2 m width x 8 m length)

2. Replacement of existing parking bay with 1 x build out (1.8 m width x 8.8 m length x 75mm height) adjacent to numbers 25a & 25b and opposite numbers 32a & 32b

3. Upgrading of existing block paved surfacing of 4 x road humps with tarmac surfacing (3 x to be coloured green)
