2. (FOUO) Health: Detainee is infair health and has no knowndrug allergies. He has spent most ofhis detention time in treatment for bipolardisorder, a non-specified personality disorder, along with Cluster B traits. He is on anti -anxiety andanti -convulsantmedications. Appropriate updated historyfrom mentalhealth is required prior to travel. He may require medical attendants for behavioralintervention.

For this update recommendation , detainee is assessed as a member of an Anti- Coalition Movement (ACM) with strong ties to Al-Qaida affiliated leadership . Detainee is assessed as an integral part of the Samoud Khan's -0001850DP (ISN 1850), ACM group operating in and around Gardez , AF . ISN 1850's group ultimately fell under the direction of Saifullah Mansour, a former Taliban commander and senior ACM leader. Detainee has studied at Saifullah Rahman Mansour’s madrassa for two and one half years and is assessed to have been indoctrinated into Mansour's Islamic extremist ideology; the detainee's anti American disposition has likely amplified during his detention at JTF GTMO . It is assessed this detainee is a MEDIUM risk , as he may pose a threat to the US, its interests and allies

4. ( SI/NF) Detainee Background Summary: Unless otherwise noted, the following paragraphs are based solely on the detainee's statements.

a . (S ) Prior History: Detainee belongs to the Andar Tribe in Gardez, AF. Detainee has no formal education except for five months of study ofthe Koran at the Madrassa under the guidance of Bismillahat the age of 14. Detainee has worked as a shepherd since age of seven. Detaineehas been imprisonedinthe past for usinghashish but was released when his friend Feda Mohammed (Feda), US9AF- 000908DP (ISN 908), paid 9,000 Pakistani Rupees for his bail, in approximately July of2002.

b . (S ) Recruitment and Travel: Shortly after detainee was released, he and ISN 908 went to see a warlord named Samoud Khan. Samoud was in conflict with a rivalwarlord namedAbdul Ali after Samoud killedAbdul Ali's son because he captured and maimed three of Samoud's friends. Samoud recruited detainee and ISN 908 on the 15th day of Ramadan (20 November 2002), to act as a bodyguard for Samoud in case ofretaliationby Abdul Ali. ( Analyst Note: Samoud Khan, ISN 1850, is a well known warlord inAfghanistan who has links to both Al-Qaida and the Taliban .) Detainee was to receive 4,000 PakistanRupeesper month ( approximately $70 USD) .

. (S ) Training and Activities : Detainee's unit was located in the Mousawal area of Zormat, AF, and commanded by Samoud. Samoud's supervisor was Dr. Hafizullah Shabaz Khaul (Dr. Hafizullah ), US9AF-001001DP (ISN 1001) . Detainee fought with Samoud during a battle between Samoud and Abdul Ali.

d . (S ) Capture Information : On 11 December 2002 , Samoud left his compound because he was fearful of being arrested for the murder ofAli's son. Detainee was arrested by US Forces during a raid on Samoud Khan's compound in Charkala , Zormat, , AF . Detainee was captured wearing a beige " Allah Akbar " headband that he claims to have stolen from Naqib Ullah (Naqib ), ISN -000913DP ( ISN 913 ). Captured with the detainee were Habib Rahman, US9AF - 000907DP (ISN 907) , Mohabit Khan, US9AF-000909DP (ISN

909), Mohammed Khan, -000910DP (ISN 910), Abdul Samad, US9AF- 000911DP (ISN 911), Asad Ullah, US9AF-000912DP ( ISN 912), ISN 908, and ISN 913. Detainee was transferred to Bagram Detention Facility prior to JTF GTMO.

a . (S ) Assessment: It is assessedthe detainee poses a MEDIUMrisk, as he may pose a threat to the US, its interestsand allies.

b . (SI Reasons for Continued Detention :

( S //NF) Detainee was a member of an ACM group operated by warlord Samoud Khan, ISN 1850. ISN 1850's group possessed an anti -US agenda and was affiliated with the Taliban , Al-Qaida, and its global terrorist network . //NF) ISN 1850 is known for being an Al- Qaida / Taliban affiliated ACM leader and conductingAnti-Coalition attacks inthe Gardez and Zormat Districts ofthe Paktia Province, AF. ISN 1850 is also known to possess ties to SaifullahRahman Mansour. ( Analyst Note: Mansour is the former Taliban 8th Division Commander. He is a known ACM leader listedon CENTCOM's Tier IIIpersonalities and is wanted by and coalition Forces. The leaders ofAl- Qaida, Hezbi- e - Islami Gulbuddin(HIG) and Taliban; Usama Bin Laden (UBL), Gulbuddin Hekmatyar and Mullah Omar, respectively gave Mansour, Malawi Kabir and Jalaluddin Haqqani the responsibility to attack coalition forces in the , Paktia and .) ( S //NF) ISN 1850 worked for ISN1001who was a subordinate to Saifullah RahmanMansour and has been assessedto be an ACM leader with ties to Al Qaida andthe Taliban. In early September of 2002, ISN 1001was reported to be planningan attack against US andAfghan TransitionalAdministration(ATA) positionsandpersonnelin the PaktiaProvince, AF. (AnalystNote: Considering ISN 1850's group was subordinate to ISN 1001 and Saifullah RahmanMansour, it is assessesthat ISN 1850's group was associated withACM activities transpiring in PaktiaProvince, AF.)

//NF) Based on detainee's affiliation to the ISN 1850's group and the detainee's substantial knowledge of one of the perpetrators, the detainee is assessed to have been associated with a rocket attack conducted by ISN 1850's group on US forces in Gardez, Zormat, Paktia Province AF. ) ISN 907 was captured with the detainee and also worked for ISN 1850's group. ISN 907 has been assessed to be a member of an ACM with strong ties to Al QaidaaffiliatedTalibanleadershipincludingSaifullahRahmanMansour. ( S //NF) Detaineeis associatedwith ACM, Taliban, and Al-Qaida personalitiesand has been indoctrinatedinto Islamicextremist ideology. Detaineeadmittedheattendedandgraduatedfrom the SaifRahmanMansour Madrassaaftertwo and one-halfyearswiththe title ofQari Sahib (one who recites the Koran). Detaineetries to avert attentionfromthis by explainingthat Qari means cross-eyed. (Analyst Note: Detaineehasbeen indoctrinatedinto the extremeIslamic beliefsof SaifullahRahmanMansour.) ( ) Allof ISN 1850'smenwere requiredto attendthe SaifRahmanMansour MosqueinWakilKalie, Zormat, AF. MullahAbdulMalik gave a sermonin Decemberof 2002, praisingthe Taliban, it's leader, MullahOmar, and Mansour. Malikcalledforjihad against Muslimswhowere cooperatingwith Americans, and all non-Muslims. ( AnalystNote: MullahAbdulMalikis knownto havetargetedUS and Coalitionforces in ZabulProvinceof Afghanistan.) //NF) Detaineeclaims he knowsAbdulBari, and statesthat Bariis a well knownTaliban/Al-Qaida member. ( Analyst note: There is a possibilitythat Abdul Bariis AbdulZahir, US9AF- 000753DP(ISN753) who as been assessedto be a memberofAl-Qaida servingas interpreterand financialmiddlemanfor AbdulHadi Al-Iraqi, a seniorAl-Qaidacommander. ISN753 also admitsto beinginthe Zormat Districtand workingwith SaifullahRahmanMansour.) Detainee is aware that the compoundhe servedat, ISN 1850'scompound, has beenused as a transientpoint for Al-Qaidapersonneltravelingthroughthe area. ( Analyst note: Itispossiblethat the detaineepossessesunknownassociationsto Al Qaidapersonnel.) ( //NF) Detainee'sveracity is in question. //NF) Right before they were captured, ISN 907 told the detainee and ISNs 912 913 and 930 that it was important that they all have the same story and not to reveal any secret information about Mansour. ISN 907 instructed the others to tell the Americans that they all worked for Dr. FaisalUllahwho is assessed to be referringto Hafizullah Shabza Khaul, ISN 1001. During one debriefing, detainee claimed that he carried a Kalashnikov but did not know how to use it. Duringan alternate debriefing, detainee claimed that all Afghans were taught how to shoot guns at an early age. He was familiar with operating/ firing weapons prior to the time he spent at ISN 1850's compound.

(SI/NF) Detainee's Conduct : This detainee has a past history of aggressive behavior. This detainee has many instances of inciting a disturbance. The detainee also exposes himself to guards on a regular basis .

6. (SI/NF) DetaineeIntelligenceValueAssessment:

a . (S ) Assessment: JTF GTMOdeterminedthis detaineeis ofLOW intelligencevalue.

(S) Detainee has failed to be truthful during debriefings given at Guantanamo Bay, Cuba. The only debriefing that is assessed to be accurate was his first debriefing shortly after capture. Other ISNs captured with detainee have stated detainee told them to lie when asked questions. Detainee is likely able to provideinformation on ACM activities, leaders, and personalities in Patkia Province, AF .
