To ensure our policies our effective, we hope to demonstrate a ‘five year supply’ of housing sites. Completion of these attached statements of common ground will therefore be an important part of our evidence base.

Many thanks for your time earlier.

I mentioned that the NPPG now promotes the use of Statement of Common Ground as evidence to support the inclusion of allocations into the ‘five year supply’, so we are giving this a go. It was helpful to know that Redrow/Jones and Richborough are coming forward in separate parcels. Given this, for the purpose of our monitoring I think its best to treat these as separate sites. The attached draft statement of common ground therefore just seeks agreement between Redrow/Jones and the council on this years completion forecast. I’ll contact Richborough separately.

Attached draft statement of common ground

For outline permissions of 10+ dwellings and allocated sites to be included within the five year supply, the National Planning Policy Framework requires councils to obtain evidence demonstrating that completions will begin on site within five years. To comply with National Planning Practice Guidance, this evidence should include a completion forecast agreed between stakeholders associated with delivery of the site and the council via a statement of common ground. Attached is draft statement of common ground in an amendable PDF format.

Section 1 (page 1) includes the council’s current understanding of the site’s progress and the completion forecast currently published in the council’s Housing Monitoring Update (2017/18). This related to the whole allocation.

Please complete Section 2 (page 2) to propose a forecast for the Redrow/Jones parcel. Any additional information supporting your forecast and/or relevant to the delivery of the site is most welcome. If you prefer not to use this section or run out of space, feel free to just explain the site’s progress in an email reply.

We would be grateful if the attached draft statement of common ground could be completed and returned to us by Monday 10th June at [email protected]. As discussed, we’d also be most grateful for a map which shows the extent of Redrow/Jones’ land interest. Please send this through along with the completed form.

Once agreed, the council will return a finalised copy of the statement of common ground which will then be published as part of the final HMU on the council’s webpages. Naturally, we are happy to discuss any amendments that should be made to the document before this.

The assumptions for LPS15 may be a little optimistic. I say this because we have appealed against non-determination of application 17/2206M. The appeal was submitted earlier this year and despite being confirmed valid by the Planning Inspectorate they have yet to appoint an Inspector to the appeal. I would suggest moving the 25 unit assumption to year 4 and going from there. I trust this helps and is clear. Apologies for not replying sooner but I still cannot find the previous emails. Build out rates: anticipated that the mix of units will include more 2 and 3 bed than other permitted schemes in Holmes Chapel and site could therefore accommodate 140 dwellings +. Rates anticipated to be minimum 30-35 per year on average with single outlet however could achieve high rates through sale of smaller properties depending on uptake and market conditions. 3. Agree with year end 2024 assuming favourable market conditions prevail. 4. As the LPA will be aware actual commencement of build out can only follow Fine Décor relocation which is legally required in s106. Realistically this will probably happen in first half of 2019 following which a remediation programme is required. A ‘finger in the air’ assessment would suggest first dwellings on site early 2020.
