The world has witnessed the UNs* achievements under your dynamic leadership, in resolving the various conflicts around the globe, be it political, social or economic issues and particularly in the field of human] rights abuses, as you have recently affirmed of your committment with full confidence.

With reagrds to the above, we respet tfully drjwj^^^ of Acheh, in the northern^tip of Sumatra, In their solemn aspllStions and in their just struggle lo^exeYcise* fEeir rigjit bFsislf-^eterrin ination arid independence (since 1976*2001), Achehnese are being massacred with impunity and their land laid to waste by successive Indonesian governments in Jakarta, beginning from Suharto, Habibie and now under President Abdurrahman Wahid, while the worl d keeps silent.

Ever since the declaration of the Pn sidential decree no.04/2001 by Mr. Wahid, last April 11, the deaths tolls of innocent Achehnc se civilians and the burning to the ground of their houses and properties destroyed or robbed I - the TNI/POLRI, are increasing by the day.

DIRECTIVES OF THE JC ENT COUNCIL FOR POLITICAL DIALOGUE

1. The Government of the Repuibb|: c of Indonesia (RI) and the Leadership of the Free Aceh Movement (GAM), members o the Joint Council for Political Dialogue, met on 30 June - 1 July 2001, The parties review d the progress of the dialogue and the situation in Aceh Since their last meeting (Februay 15 -16 2001) with particular reference to the reports of the Joint Committee on Security Matters, the Joint Committee on Humanitarian Action, and the Monitoring Team for S curity Matters. The Parties exchanged views 01 substantive political issues, and confirmed their intention to review together some import mt points of the Provisional Understanding arrived at between them during their meeit ing from 6 - 9 January 2001. In this context the GAM agreed to provide comments on the RI proposals for Special Autonomy for Aceh. 3. The Parties reaffirmed their corjimitment to dialogue in order to find a solution to the situation in Aceh and agreed to meet again in the Joint Council in September 2001, 4. The Parties reaffirmed their corhmitment to initiate as soon as possible preliminary and informal all inclusive dialogue musyawarah), involving broad elements of Acehenese Society, including GAM, to bei iield in Aceh, as agreed in their meeting on IS -16 February 2001, and including thei utilisation of a Steering Committee to be established by both Parties for this purpose. 5. In line with the termination of t|he Humanitarian Pause, and as provided for in Paragraph of the Directives of the 15 -16 February meeting of the Joint Council, the Joint Committee for Humanitarian Action was dissolved 6. The Government of the Republ c of Indonesia has directed that the operations of the Joint Committee on Security Matters to be suspended pending (1) a decision to initiate a High Level Commander Meeting anc (2) attainment of security guarantee from GAM for the resumption of Exxon-Mobil op rations. The GAM would have preferred to maintain the JCSM as a facilitator of Comm|ander to Commander meetings at the operational level. The Monitoring Teams will be prov ;ded with a security contact person from the RI and GAM. Personal security for the JCSM| members-ini-absentia in relation to their official function at the Said Committee will be gm ranteed by both parties.

7, The Parties agreed to facilitate he work of the Henry Dunant Centre in administering in a fair and equitable manner the p rogramming and implementation of Quick Impact Rehabilitation projects for thos affected by the conflict in Aceh. Personal security for former members of the JCHA i nrelation to their official function on the Said Committee will be guaranteed by both parties.

8. The Henry Dunant Centre will explore with Exxon-Mobil the conditions required for an adequate guarantee for the safe and secure resumption and continuation of their operations in Aceh, and to report back this information.

Statement by the Acheh-Sumatra National Liberation Front (ASNLF/GAM) delegation at the Talks held with the Government of Indonesia under the auspices of the Henry Dunant Centre (HDC), Gene a, June 30-July 1,2001

We welcome the decision to continu peace talks and to embark on a process of political consultation with all sections of opnmti n in Acheh.

In this respect, we would like RI t< provide guarantee.of freedom of movement and of meetings to all parties involved in this process, including international monitoring teams. We regret the unilateral decision of the Republic of Indonesia (RI) to put the Joint Security on Security Monitoring into cold storage , which could be interpreted as a lack of concern for the safety of the people of Acheh, in a s tuation of intensifying military operations arising from the implementation of the Security Operation and Law Enforcement, presidential decree of 4/200 Ion April 11,2001.

As Amnesty International confirms, [violence has escalated over the past year, and this has included the systematic targeting of human rights activist by security forces. Yet, the RI has rejected our proposal to enhance ana expand the work of the Joint Monitoring Committees, which have been severely cramped by the authorities' refusal to allow free travel, or to grant them credentials or protection of thei/ personal safety.

Unofficial estimates put the number of people killed so far this year at 900, of whom 75% are civilians. We ask that the RI to invito the United Nations Special Rapporteur on Extrajudicial Executions, Ms Asma Jahangir, to visit Acheh, for the purpose of advising on measures to be taken to put a stop to the killing and other atrocities against civilians. We believe hi a political solution to the conflict in Acheh, which can only be achieved through dialogue. The present level of violence and oppression, makes this task infinitely more difficult, and we call upon the international community to use their influence with Jakarta to end the SOLE and concentrate wholly on achieving a solution acceptable to the people of Acheh, through democratic means.
