STRATTON CONVENTIONAL DISTRICT – TERMS OF REFERENCE Purpose: The establishment of the Conventional District of Stratton (co-terminus with the deanery of that name) is solely for the purpose of enabling ‘The Deanery Plan’ as agreed by Deanery Synod on 11th September 2018 to be implemented throughout the deanery. The CD will be formed by the Bishop of St Germans making a declaration with the consent of the incumbent and priest in charge currently in office within the deanery. The terms of the declaration and these terms of reference will be kept under regular review by the Archdeacon of and the Deanery College. It is intended that four clerical posts be held within the CD (one of these being a ‘house for duty’ Mission-enabler post). Once all of these posts are occupied, it is proposed that pastoral reorganisation will enable the plan to become formalised, and incumbency posts to be established within the respective benefices formed following the completion of the pastoral reorganisation. It is intended that the CD will cease to exist when the pastoral reorganisation is complete. Intended Clergy posts within the CD The following clerical appointments are proposed to be made to the CD: 1. The "Priest in Charge" of the CD, to be known locally as the "CD Interim Minister". This priest will have pastoral responsibility for the parishes of Haven, , , and . The individual appointed to this role will also have a more strategic role in facilitating longer term change within the deanery and giving effect to the Deanery Plan.

2. The associate priest of the CD with pastoral responsibility for the parishes of , , , , & , with & and .

3. The associate priest of the CD with pastoral responsibility for the parishes of Stratton, , , and .

4. To begin with, a house for duty priest (Rev Richard Ward Smith) with pastoral duties within the parishes named in 3 above and accountable to the associate priest for these parishes. When this post becomes vacant, the Deanery Synod may consider the appointment of a half-time (or equivalent) Missioner with responsibility for encouraging and enabling mission across the Deanery. Parish Identity: Each parish within the CD will retain its own individual identity, responsibilities and authority, as exercised by the respective PCC and priest.

Deanery Synod: The deanery synod will remain the body within which decisions are made regarding the life of the deanery (therefore the life of the CD). The Deanery College will continue to consider the practicalities and details of how the CD is formed, and once formed, its functions and how it moves towards pastoral reorganisation. The Deanery College only has the power to make recommendations to the synod, which the synod has the power to accept, amend or decline. PCCs should continue to engage with the implementation of the Deanery Plan and are encouraged to share information and discussions with the synod via the PCC's deanery synod representatives.
