The settlement pattern in this community network area is characterised by a relatively large number of small settlements and a small market town. Camelford is the principal settlement within this area, and acts as the local service centre to the many smaller settlements in the area. Larger villages in the area include Boscastle, Delabole, St Breward, St Teath, Tintagel and Warbstow Cross. There are a number of different landscape types that make up this large area. The area stretches from Rough Tor and Brown Willy – Cornwall’s highest points on Bodmin Moor – to a low coastal strip in the west. In between there are a number of settlements – some like Delabole on an exposed ridge, others such as Camelford in more sheltered locations. The town of Camelford is a typical small attractive market town with a population of about 2,256. The A39 through the town is extremely narrow in parts and causes traffic problems particularly during the summer months. The coastal village of Tintagel is situated about 8 km (five miles) to the north west of Camelford and is a popular destination for tourists who are drawn by the Arthurian legend and ancient castle with its spectacular setting. Since the 15th century Delabole, situated three kilometres (two miles) to the west of Camelford, has been inextricably linked with the quarrying of high quality slate. Recent years have seen significant growth in this community network area - the total population is now around 12,100. The number of dwellings has grown in the order of 28% over the period 1991-2010 to around 6,100. Objective 2 – Congestion Address congestion within Camelford town centre. Objective 3 – Travel Reduce private car use and improve and encourage the use of public and community transport within the area and with adjoining areas. Objective 4 – Community Facilities and Services Strengthen Camelford’s role as a local centre by supporting and enhancing the town’s community facilities and services, and sustain the community infrastructure of surrounding villages, including through co-location of facilities. Objective 5 – Jobs and Housing Enable new employment opportunities and ICT improvements in the area to align housing and employment provision. Objective 6 – Renewable Energy Promote renewable energy generation that is sensitive to the landscape character of the area. Objective 7 – Environment Protect the unspoilt character of the undeveloped coast and the area’s special historic significance. Camelford Community Network Area Discussion Paper 43 Approach to Future Growth and Distribution 4 CM 4 Approach to Future Growth and Distribution The following factors have been identified and taken into account in arriving at the proposed growth and distribution levels within the Camelford Community Network Area(1). Figure 2 Camelford Growth Factor summary table Key: Supports the case for No conclusion reached / Suggests concerns over future future growth Further evidence required growth 1 For more detail on these factors please see the supporting evidence base document ‘Community Network Area Growth Profiles’ available at www.cornwall.gov.uk/corestrategy. 44 Camelford Community Network Area Discussion Paper 5 Levels of Proposed Growth CM 5 Levels of Proposed Growth In determining the growth and distribution targets for this community network area we have taken into account feedback received during the Options consultation (which took place during February – April 2011); as well as the conclusions from the supporting evidence base documents, such as the Community Network Area Growth Profiles. Full details for all of these documents can be found at www.cornwall.gov.uk/corestrategy. The only Parish Council in the network area which expressed a view on the Options consultation, was St Clether Parish Council which opted for low growth with a dispersed distribution pattern. This was the same response as that of Camelford Chamber of Commerce. The responses received, together with the information detailed above in Section 4, suggest that this community network area should only plan for a limited amount of future growth. Housing Growth Based on a Cornwall-wide growth target of 48,000 new homes, we have identified that the Camelford Community Network Area should anticipate a growth target of 800 new homes over the period 2010-2030 (equating to about 40 new homes per year)(2). This is lower than the housing growth rates seen over the past 10 years where there was an average of 77 new homes built per year in this network area(3). Dominant industries in the area include agriculture (in the rural area), tourism (the coastal strip has a high proportion of employment in the hotel and restaurant sector), whilst Camelford has a mixture of manufacturing, wholesale/retailing and some service industries such as education. Slate deposits around the Delabole/Tintagel area have been, and still are actively worked and provide significant local employment. The growth in housing has out-stretched the area’s employment opportunities and a key priority is to create enhanced job opportunities. There is an aspiration for additional employment land in Camelford. Residents generally shop in Bodmin or Wadebridge for food (47% shop for food in Wadebridge, 22% in Bodmin) and ‘top-up’ locally; there is potential therefore to meet more retail demand locally. 2 For more details see the Housing Growth and Distribution paper via www.cornwall.gov.uk/corestrategy 3 Dwelling Number by Parish and community network area 1991-2010 Camelford Community Network Area Discussion Paper 45 Levels of Proposed Growth 5 Infrastructure Delivery An Infrastructure Delivery Plan (IDP) is being developed alongside the Core Strategy to ensure that the infrastructure required to support development growth is identified early in the process.
