WARBSTOW & DISTRICT NEWS ND 92 EDITION. MAY/JUNE 2021 SPRING EDITION Editorial. A cautionary tale. For years I’ve been using a mains electric lawn mower with all the hassle of trailing a cable around the garden and taking extra care not to slice through the live wires. But I decided that it was time to splash out and buy something a bit more eco friendly and, although slightly more expensive, use less electricity and so I got a cordless mower. The mower was purchased and yes it does a good job of cutting the grass but whilst folding down the handles to stow it I managed to do something I hadn’t done in fifty years and sliced through the only cable on the mower between the control handle and the electric motor. Doh! A person doing better than me is young Jago Wickett who is featured on the front page and on page 21. Please donate for this great cause. Lynette’s PC report is on page 4 and the minutes of the Parish Council start on page 8. Marian Haynes has updated her page 22 in support of local Cornish businesses . They are going to need all the help they can get coming out of lockdown. Adam has a new electric toy. Find how he plays with it on page 26. Thelma has posted thanks on page 29. With weeks to go there still needs to be social awareness by us all so let us get to the magical 21st June safely and enjoy our summer Roger Bolt has made the decision not to stand for re-election this time. Roger has been a Warbstow Parish Councillor for over 28 years, which is amazing. His knowledge and input at Parish meetings will be certainly missed. We would like to thank Roger for all his support and work carried out throughout the years, especially over the last four. His knowledge, assistance and guidance has helped to move the Parish Council forward. May 6th Elections – Our Parish local elections are ‘uncontested` this means there were fewer nominated candidates standing than seats available. The number of seats available on Warbstow Parish Council is seven. We have six nominated candidates who will automatically take their place on the Parish Council as Councillors on the 6th May. - Jan Carter, Trevor Shute, Terry Luckwell, Andy Ireland, Roy Barton and myself. Roy Barton will be a new Councillor for the Parish on 6th May. We would like to welcome Roy and are looking forward working with him. It was with great sadness that the nation said their goodbyes to HRH Prince Phillip. Many thanks to Audrey Atkin the Church Warden for placing a tribute of pictures and lovely flowers at the war memorial. The Parish Council held two successful Zoom Parish meetings in March and April. These minutes are included in this issue and on the Parish website, 13th April minutes are unsigned. Signing of the minutes from the last meeting on the 8th December 2020 No changes Agreed by all – signed by Chair, to be scanned to Clerk Latest unsigned minutes to be placed on the notice board after a meeting. 5. Council Update Cllr Jordan was unable to attend the meeting but reported the following: Elections - He is standing again for the new division of Camelford and Boscastle, which takes in Canworthy Water, Warbstow, Laneast, Tremail, St Clether, Marshgate, Tresparrett, Otterham and Otterham Station, Davidstow, Trevalga, Lesnewth, Camelford, Helstone and Boscastle. It is the largest division in the county, because it is so rural. The Warbstow School will not be used this year for the elections, all voting will take place at the Methodist Hall in Canworthy Water, from 7am to 10pm and the counts will take place the following day. 6. Finance - Accounts Reconciliation Councillor Hutchinson reported that the bank balance at 30th November was £16,343.31 Expenditure to date £625.98 Bank statement balance as at 28th February 2021 - £15,717.33 Within that balance is: Community funding balance as at 9th March 2021 - £6,635.60 Community Infrastructure Levy (CIL) balance as at 9th March 2021 - £2,315.25 Cllr Hutchinson contacted Dan Statton regarding the audit and he is happy to act on our behalf again this year. 5 in agreement, 1 abstain Cllr Hutchinson to confirm appointment with Dan Statton Budget – Cllr Hutchinson talked through the budget for 2021/22. It was agreed to increase the insurance by £25 to cover the laptop insurance. All in agreement with the 2021/22 budget. Cont…. Warbstow News - £50 – All in agreement Domain Renewal - £20 – All in agreement for Cllr Hutchinson to pay and be reimbursed at the next meeting. Cllr Hutchinson - £14.39 (Zoom) Laptop - Cllr Carter has been researching suitable laptops for the Clerk. Woolacotts currently have an Acer 509 JA notebook for £449.99. Woolacotts are a local reputable Company and this is a good price in comparison to other companies. All in agreement The laptop will need to be added to asset register. Cllr Carter will draw up an agreement for the Clerk to sign. Malware protection may need to be purchased at an additional cost. Cllr Carter will contact Woolacotts to ask if this can be included. Also enquire about an extended warranty. The Clerk will contact Zurich Insurance to add the laptop to the policy. 7. Mission – Signing of the Easement Contract Cllr Hutchinson has received the Deeds for signing. All in agreement for Cllr Hutchinson to sign the agreement in the presence of the Parish Councillors at the meeting held on 9th March 2021. Cllr Hutchinson to return the signed Deeds to the solicitor. 8. Election Information - Cllr Hutchinson reported that the publication is to be on the notice board on the 22nd March. This official notification will be sent to the clerk. All documentation to be returned by the 9th April. 9. Defibrillators - Cllr Hutchinson made arrangements with an independent electrician and BT to check the Canworthy Water Defibrillator. On the 1st March at 9.30am Marcus Bulman (electrician) and Mark Evans (BT) met with Cllr Hutchinson at Canworthy Water. Marcus confirmed that it didn’t need separate earthing stake as it was a Class 2 unit and all connected to the exchange. The cable that was used from the exchange to the phone box is the correct cable. The defibrillator is connected directly to the BT exchange therefore the RCD would automatically switch off if for any reason there was a problem. Mark Evans (BT) said that an electrical test is undertaken every 5 years in the exchange so they would have the certificates and this includes the phone box. Marcus would not recommend an earthing stake being put in as too close to the exchange with all the underground cables. Cllr Bolt asked if we could have an email confirmation that the installation is correctly installed from the exchange to the box. Cllr Carter said an email from Mark Evans would confirm the meeting on the 1st March and that all is compliant. All Councillors agreed that they were happy with this. Warbstow and Trelash are different because they are further away from the exchange. Cllr Hutchinson would like to thank Marcus Bulman and Mark Evans for their time. Cont…. Correspondence - Request for Grant – Scouts Hut Jacobstow - Dry Stone Wall The Parish Council discussed this and unanimously agreed that this is a really good cause, something worthwhile for the children and would like to fully support it.

    Extract from Pigot’s Directory of Cornwall, 1830 (page 139) Camelford Is a small market town and parliamentary borough, in the parish of Lanteglos and hundred of Lesnewth; 229 miles from London, 56 from Exeter, 12 from Bodmin, and 5 from Bossiney. It is situated amidst good agricultural land, bur devoid of prospects picturesque or even pleasing. A feature, the most prominent in the landscape of the neighbourhood, is a mountain, the ‘Rough Tor’ the highest in the county, about a mile distant, on which are immense square blocks of granite, provincially called the ‘Kairns’. This is a place of little trade; the nearest mine is at Freburget [an error – it should be Treburget] three miles hence; it is prolific in lead, with some silver. The town is governed by a mayor, 8 burgesses, and 10 freemen; these elect two members for parliament; the mayor is the returning officer: the present representatives are, Mark Millbank, Esq. and Colonel Craddock. The parish church is situated at Lanteglos, about a mile from the town; the living is a rectory, in the gift of the See of Exeter; the present incumbent is the Rev. C. Luxmore, and his curate the Rev. Thomas Amory. The only places of worship in the parish besides, are two chapels for dissenters. The market-day is Friday; the fairs are, the first Friday after the 10th March, the 25th May, 17th July, and 6th September. The parish of Lanteglos, with the borough of Camelford, contained, in 1821, 1,256 inhabitants.     DIRECTIONS TO WOOLGARDEN FROM THE A30 WESTBOUND (M5/Exeter) About 2 miles beyond Launceston, take the A395 towards Camelford and Bude. After 10 minutes you come to Hallworthy, turn left here, opposite the garage and just before the Wilsey Down pub: - Continue straight on for 2 miles. The postcode centre (PL15 8PT) is near a T-junction with a triangular patch of grass in the middle. Continue round to the left at this point: - Continue for about a quarter mile down a small dip and up again. You will the come to a cream- coloured house and bungalow on the right. The track to Woolgarden is immediately after this on the same side, drive a short distance down the track and you have arrived! DIRECTIONS TO WOOLGARDEN FROM CORNWALL AND PLYMOUTH From Bodmin, Mid and West Cornwall: Follow the A30 towards Launceston. Exit the A30 at Five Lanes, as you descend from Bodmin Moor, then follow the directions below. From Plymouth & SE Cornwall: Follow the A38 to Saltash then the A388 through Callington, then soon afterwards fork left onto the B2357, signposted Bodmin. (Or from Liskeard direction, take the B3254 towards Launceston, then turn left onto the B3257 at Congdons Shop.) Then at Plusha join the A30 towards Bodmin and then come off again the first exit, Five Lanes, then follow the directions below. In the centre of Five Lanes (Kings Head pub), follow signs to Altarnun and Camelford: - Continue straight on, through Altarnun, for about 1.5 miles, then turn left at the junction, signposted Camelford. Soon afterward, keep the Rinsing Sun pub on your left:- After a mile, turn right at the crossroads, signposted St Clether and Hallworthy: - And after another mile, go straight across the crossroad: - A half mile further on, you will pass Tregonger farm on your right, and then see a cream coloured bungalow on your left.
