This, after 10 years, is my last editorial, as you may be aware we have been unable in the last twelve months, to find a anyone to take on the editorship of the print magazine, a shame but that doesn’t mean an end to your fix of News! With the assistance of a few willing helpers we shall be continuing with an on-line presence on www.warbstowanddistrictnews.com or on our Warbstow & District News “Facebook” page. I’m sorry to those who will miss our print copy dropping through your door but we will endeavour to keep everyone informed about what’s going on. So it’s with grateful thanks to Thelma and Annette who have ensured that the newly printed magazines are distributed around the parish within days of receipt. Ladies it’s time to put your feet up! Thanks also to Bella, Gill and Sue who have kept me on the straight and narrow. Contrary to popular belief we are not going anywhere I shall still be supporting the defib fund raising and will gladly help fund raising for the church preservation. I shall also be supporting Ray Haynes’s exciting new community project the details of which are on page 18 and please, please complete the questionnaire inserted into this edition of the news. Lynette has done her Parish Council report on page 4 and the Minutes of the last meeting are on page 12. The Warbstow Eco page is on page 17 and the “thank you’s” are on page 21. On page 26 Adam Rutter has noted his problems with plastic and Dean & Jo have organised litter pick in your area, the dates and times are on page 29. HAPPY NEW YEAR TO EVERYONE, THE PARISH COUNCIL ARE LOOKING FORWARD TO WORKING FOR YOU ALL ONCE AGAIN IN 2020.

I would like to thank all the Councillors and of course Lesley our Clerk, for the work and time they have given throughout 2019 and in years past. A great deal of work goes on behind the scenes which residents may not be aware of. All Councillors are available to listen to parishioners, if any further action is necessary, it will then be taken to the Parish Council.

2019 and ongoing work: – We have been working with the school to help build a good working relationship between the School, Parish Council and the local Community. The speed of the traffic through our villages, with new signs and road markings. - speed checks have taken place. Meetings with Highways Management for their feed- back and action, if required, on parking and the conditions of our roads. Working on the Easement, the crossing of Downinney Parish Green to the old Mission land. This is with Legal team and the Developers. This year Roger Jones retired as a Councillor the end of March. The co-option of a new Councillor is a long process and finally took place in August.

Congratulations to Lesley for passing her Clerk exams – Well done.

Community Planting – It was lovely to see so many taking part in the planting of the shrubs around the cycle track. The children really loved helping and getting dirty, I must confess, I arrived 30 minutes late and my spade remained clean, most of the work already done! Well done to everyone who helped and a big thank you to Katie Webb for all her organisation and passion.

….Thank you also to Mr and Mrs Woodward from Trelash, who I saw on my travels, they were doing their own `litter pickup` Just out for a walk and armed with a bag to pick up the rubbish thrown from cars. Well done and thank you.

The gate at the top of the school field will be open out of school hours but locked while children are there, this includes afterschool sessions. Therefore, access to the Warbstow defibrillator will be from the main road only. Please see the Parish Minutes for more details about this and the Community hall hire.

Thank you to Audrey (Atkin) for putting the Christmas lights at the back of the war memorial – we do welcome any feedback.

WARBSTOW PARISH COUNCIL MEETING 3rd December 2019

4. Signing of the minutes - from the last meeting on the 1st October and 29th October 2019 No changes Agreed by all

Councillor Hutchinson explained that members of the public can speak on an agenda item for only for 5 mins and then it is over to the Councillors. All conversations and comments must be directed through the Chair. Councillor Hutchinson explained to the Councillors that there will be a change to the minutes in future. The Chair and Vice Chair will proofread them. The clerk will then post the minutes on the website as a draft document. Any changes will be brought to the next meeting.

5. Parish - David Wilson and Phil Wilson introduced themselves. Over the past year they have been involved with Treneglos Parish and are keen to get a Parish Council set up. They have looked in to widening the scope to include neighbouring parishes and this has proved not an easy task. They have attended a meeting regarding forming a larger parish out of the smaller ones. Rob Rotchell has been reviewing all local councils, this is a big process and they are looking at changing boundaries. The threshold to have a Parish Council has been increased and also the population of Treneglos has dipped. At a recent meeting it became apparent that there is a link between Treneglos and Warbstow. There is nothing for Warbstow to do and no action needed but they were advised to inform Warbstow of the discussion that had taken place. Councillor Hutchinson asked about parish numbers. There are 40-50 houses, with less than 100 people. is in Treneglos and also part is in . Treneglos may lose Hallworthy in the future. They are unable to form a Parish Council on these numbers. are keen that Treneglos has representation. Geographically they have a stronger boundary with Warbstow. The question of funds / precept was brought up. They currently don’t have any finance, a bank account or a clerk but if a Parish Council was formed then .. Cont….

...there would be cost involved. It is the number of residents that make a parish council, currently over 200. Something needs to be done as Treneglos will never get to this figure. Councillor Hutchinson thanked David and Phil for attending. 6. Finance Accounts Reconciliation - Councillor Hutchinson reported that the bank balance is £13,911.89. There is £60 that is not yet cleared. Community funding spent so far is £6366.48, leaving a balance of £7383.52. Cheques to be written: Clerk salary Trevor Shute – Wreath - £15 (335) Precept - Councillor Hutchinson stated that the Precept for 2018/19 was £2,800 and the same for 2019/20. This is equivalent to £13.52 per household. The expenditure has been slightly more than the precept but we do have a healthy reserve of £6500. The precept was last increased 2 years ago. Councillor Uglow proposed that the precept should be decreased as we have plenty in reserves, Councillor Carter seconded this. Councillor Hutchinson put it to a vote: Decrease – 3 Keep the same - 4 Councillor Hutchinson reported that Roger Jones will now be deleted from the bank account as a signatory and in the future we will add on Councillor Haynes.

7. Speed Watch - Councillor Luckwell reported that Neighbourhood Watch signs are now in place in Warbstow and Trelash. Thanks to Councillor Haynes for Warbstow and Mr & Mrs Molyneux-Dickinson for Trelash. Speed watch was exercised in Warbstow on the 7th November and 4 vehicles were found to be speeding. Another will be arranged soon and Councillor Luckwell will be in attendance. The speed watch in Canworthy Water is on hold until the signs have been replaced. The signs were demolished a few weeks ago. Cornwall Council and Highways have suggested that it would have taken a very strong vehicle to do that amount of damage. Councillor Hutchinson thanks Councillor Luckwell.

8. School Update Meeting - Councillor Hutchinson reported that the planting day organised by Katie Webb and was a great success and was completed in less than 2 hours. Councillor Hutchinson and Councillor Carter had a very successful meeting with the Headmaster Mr Stuart Ellis last Friday. He answered all their questions and took them for a tour around the Community Centre. We asked the following questions: Did the school instruct parents to park in Bury Close? He was adamant that this had most definitely not come from the school. The gate at top of field has now been measured and they are awaiting quotes. This gate will remain locked during school hours. It should be open for children to come in, locked during the day and unlocked for out of school hours. The gate will be a 2 metres high, the same as the wooden fencing. The caretaker will be locking and unlocking. Parents who are DBS checked will also be keyholders. They can then be called on if there is a problem with the unlocking of the gate. They currently have keyholders in Canworthy Water, Warbstow and Trelash. The fence at the front of the school is going ahead and will be Cont..

Councillor Uglow had asked if the following questions about the Community Centre could be discussed at the meeting: (answers recorded here) Can the community hold a card rather than having to obtain one from the school? Unfortunately not for security reasons as the card also opens internal school doors. Do you need to swipe fire door? No, the fire doors will automatically be unlocked in the event of a fire. Do you have to keep swiping people in? Yes, the door will lock itself. However, the door can be propped open and people can come in and out. If it shuts though it would automatically lock again. Are there enough tables and chairs for large events? There are tables with seats attached which seat 86 people. There are also another 60 chairs available. It was commented that these were not really suitable for adults. Could the lines on netball court be redone? Mr Ellis agreed that they need doing along with the badminton court and he will look at budget. Cleanliness of the hall - He apologised for this, they have contract cleaners from Aspire. They did have 2 but now only 1 and this person only comes in the morning. He agreed this is not good enough and is a health and safety issue. He will take our points to the next Aspire meeting. The school have now purchased smaller pads for the defibrillator. He didn’t want to take over the running of it as it is too expensive. School could purchase their own one and it would be much cheaper. First aid kit – He reported that this has just been renewed. Councillor Uglow stated that It is difficult for public to use the hall. It should be a community use and more accessible and easier to use.

9. Community Hall Questionnaire - The questionnaire has been sent out to all Councillors and Councillor Hutchinson informed everyone that we need to decide if the questionnaire should be sent out from the Parish Council. Councillor Haynes stated that the final questions may change as he has now engaged with Rural Community and they are giving us advice on this. It is intended that the questionnaire will be printed in the January edition of the Warbstow District News and collected 14 days later for analysis. A PowerPoint presentation was sent to Councillors via email beforehand for a proposed new Warbstow Area Community Hub.. This project is intended to benefit all the local residents. Over the past few weeks Councillor Haynes and Gerry Brown have carried out a great deal of work. This is going to be a long term project and will take about 5 years. ….The Parish Council are asked to vote as to whether to send the questionnaire out from the Parish Council. It was thought from the majority that the questionnaire should go out but from a Warbstow Community Hub and not the Parish Council, the Parish Council will support where they can. The question of where the venue would be was brought up. Councillor Haynes reported that at this stage they do not know, but they have 5 options and would have to look at all of these. Councillor Haynes thought that the questions may need to be revamped if not sending through the Parish. He didn’t think the response would be as high as if it was sent through the Parish Council. Councillor Hutchinson thanks Councillor Haynes

10. Mission – Easement Update Councillor Hutchinson reported that we are moving forward slowly with the Easement. She has contacted the legal team at Cornwall Council and we have someone to represent us. Peter Jeffs will be paying all the costs. Councillor Hutchinson re- ceived an e-mail today from Peter Jeffs solicitors regarding costs and this has been forwarded on to Cornwall Council legal team, who are well aware that we are not covering any of the costs. Gerry Folkard said he will contact Mr Jeffs solicitor and will get back to us.

11. Avallen - It has been agreed that the mud will be removed within 6 months from the planning dates. Simon Ellacott reported that the garage plans had changed, it was attached before and now a separate garage. He said that they are planning to move the earth in April. No comments – Lesley Bain to reply to planning.

12. Follow Up Items a. Trelash Footpath Councillor Carter reported that there is about a 6 month waiting list for applications so she doesn’t expect to hear anything until February or March. b. Avairy Junction Councillor Hutchinson reported that the entrance hasn’t been blocked off and it still being used. She will contact Oliver Jones c. Hedge behind Parish Notice Board Councillor Uglow confirmed that this work should be undertaken soon. d. Community Funding N/A e. Defibrillators Councillor Carter reported that we need to buy pads for both defibrillators in January. Lesley Bain will add this to finance for the next meeting. f. Warbstow News - Editor Gerry Brown reported that he had received a couple of names of people who are interested and he is hopeful this will go ahead in the New Year

13. Any other business a. It was printed in the Warbstow News that we are charging for the PA system. Councillor Hutchinson confirmed that this was an error and we will not be charging for the use of the PA system. b. Councillor Uglow reported that a lot of water sits on the road between Trelash and Trengune towards the A39. There was an accident there last year due to the amount of water. Councillor Hutchinson will have a look and report back to Oliver Jones. Church Notice Board - The Church Warden would like to put up a notice board at the base of the community centre. The school have said that they probably wouldn’t approve this because they are not a church school. Aspire as the tenants would need to apply for any planning permission so the church would need to ask Aspire/school. The church are waiting for a response from Cornwall Council. NEW WARBSTOW AREA COMMUNITY HUB

You will have noticed a Residents Questionnaire inserted with this edition requesting your thoughts and ideas on the above. When completed, we will arrange for our District News team to collect it no later than 17th January 2020 or you may return it to Ray Haynes at 26 Bury Close, Warbstow at any time before the 17th. The sole purpose of this questionnaire is to help evaluate the level of potential need and use of a new residents’ facility. We are hoping to build not just a village hall but something far wider in scope offering a flexible multipurpose hub for the village.

For us all to pursue this long term project and raise capital funds from the likes of the Lottery, Government and other charitable organizations who do offer grants for village/community projects, it is only right that this process starts with full consultation with our residents. If the feedback from the questionnaire is positive then we propose forming a residents’ committee who will help drive the project forward for what may well be 4 or 5 years with no guarantee of success. This will involve creating a “not for profit” charity to manage the project, then working through all the stages of fund raising, planning and building.

But why now?

When we look at the graph of the age groups in our Parish it offers some very clear information covering the diversification of needs of our community in such a rural area, with all the health, social and basic needs a good car journey away. We have some fitness/keep fit activity demonstrating a need that really highlights more the need for better local facilities. Also sadly the covenant on community use of the school hall runs out in 2025. We need to act now to have a chance of a new facility in time as there is no doubting the acknowledged schools needs for all the hall space for the children, but is restricting more and more the residents’ use of the hall and any other facilities there.

When we look at our Parish population, we can see in the graph below that 389 out of 528, which is a massive 73.67% of the 40+ range, with the 60 to 80+ as the eldest residents bearing the brunt of isolation leading to loneliness and an acute lack of social interaction and support. With a high percentage of residents 64+, a high percentage of residents who are disabled and long term sick, a high percentage of residents in the parish who are unpaid carers, a good percentage of residents who either have no car or challenges around transport. Clearly, apart from everyone else’s need, a new Warbstow Area Community Hub facility is urgently required. Cont….

..A purpose build eco designed zero running costs facility, with solar panels, thermal heat conversion, triple glazing, thermal fleece insulation, rainwater harvesting, rain percolation etc. Warm in the winter and cool in the summer, a great modern facility for now and the future for all our residents of all ages and abilities to gather, go and enjoy with neighbours and friends alike.

The annual spend each year for our Cornwall Council is £1,200,000,000,000; just look at that its £1.2 billion to spend on all the services in our county! If you take the Cornwall County total population and run a straight line graph comparison for the population in our Parish, then every year we should have around £1.2 million spent on us. It does not feel as though we have had that much spent on us last year, the year before and not for perhaps a very long time! But it gets worse because the West of (us) gets less spend than London and the East per household, and then our County Council spends even less again on our Parish. We feel our wonderful folk are, through no fault of their own are being marginalized, left isolated and behind on many of the community aspects that other places in the UK are not. Surely we have a justifiable case to have that reversed just a little and gain support for our project. It is our wish that a new facility, if we can deliver it, could improve and address a lot of our residents needs the fastest across all ages. For instance there are “out reach” plans at County level for GPs, Physiotherapists, and Chiropodists etc. who could come to us if we have the right facility, not a welfare centre but a space where help could visit Cont…

….Prescriptions dropped off for collection in the village, sports and keep fit groups for the youngest to the eldest and all in between. Just imagine the saving in cost to our residents in time, planning and worry to our population if we work hard and achieve our goals. The impact on the environment with so many fewer petrol/diesel cars running all over the County will be considerable. A new facility, which as can be seen from the lists in the questionnaire, proposes to include lots of great stuff to cover all ages and needs too.

I truly believe it is a very worthy residents cause, so please take this opportunity and complete the questionnaire and ensure it comes back to us and we will work alongside you with honest best endeavours to bring this about, IF, it has good support from our residents reflected in the replies and answers.

LIVING WATER METHODIST CHURCH

Thank you everyone who attended our stable Nativity service. The children and some adults had the opportunity to dress for the occasion with grateful thanks to our Open the Book team who loaned the costumes. Boyce the donkey was well behaved, if not a little startled by our carol singing. Before we returned to the hall to have refreshments and say our goodbyes we went and sung a Carol for two of our members who were unable to attend due to ill health. Thank you also everyone who attended our Christingle service. It was great to see old friends and new. We would love to see you again. Maybe at one of our groups held in the hall. (see the list below) or at our regular Sunday service 10.30am in the church.

Monday: Toddler group 11am – 1pm (term time)

Tuesday: (Alternate weeks, starting 7th January) Young at heart social group, 1.30 -3.30pm, all welcome for light refreshments, chat, games, craft, snooker, pool and darts.

Wednesday: Kids Club 4.30 – 5.30pm (term time) Open to all primary age children upwards, parents are welcome too. Rolling programme of activities including Kids Messy, Food Explorers, Popcorn and games night.

LIFE WAS SO MUCH EASIER WHEN

I DIDN'T CARE! ADAM RUTTER It's not really that I didn't care or even that I didn't know...... I just don't think I ever actually thought about it! And now that I have? Well it makes my head hurt!

When I was a kid, my best thing in terms of a hobby or even just something to keep me amused during the summer holidays was building balsa wood aeroplanes, covering the wings with Jap tissue and dope and chucking them off a hillside somewhere. If I had run out of balsa wood, I loved painting and spent hours and hours painting murals on my bedroom wall. Debbie Harry never looked so bad!!! Toyah Wilcox however was a different kettle of fish. Recently an old school friend sent me a photo of the mural I had painted of her circa 1980 I guess and it actually wasn't half bad!

Next came cars...... A series of old wrecks in constant need of attention and repair. In terms of learning a skill set, great but environmentally, a little less friendly than balsa wood and tissue. The car thing went on for years with several speed machines and a rally car...... My carbon footprint increased somewhat and what for? A nice car and a fast one?!!!! I'm not proud! I am totally over cars now as long as they get me from a to b. The current model which I bought for £300 about 12yrs ago, still goes through it's MOT and now doubles up as a potato patch as I haven't cleaned the inside since I bought it. The scientists reckon that running a car into the ground is environmentally far better than buying new cars even if their fuel consumption is much better so I pride myself on being slightly more environmental than I could be! Growing veg in your car has to be green, right?

My hobbies now though?!?! Without a thought to it are pretty dreadful!!! The guitar thing is pretty ok as they are basically wood and steel so will biodegrade with time but...... Windsurfing..... best sport ever but my god is there a load of plastic. 4 boards and about 6 sails 3 neoprene wetsuits etc etc. And the boat...... solid plastic.... even the mast is plastic. I am a self confessed adrenaline junky (or was) but I'm beginning to wonder how much longer I can play these games. I have tried selling a couple of boards but no takers and I'm sure I'll be able to sell the boat come the day but It has set me thinking. Cont….

...It never even crossed my mind when I bought these toys what would happen to them at the end of their life. Knowing what I now know and what we all now know, I worry! Ok it's not single use plastic but it is a hell of a lot of plastic with a 30,000+year shelf life and all that just so that I can just blast around by the seat of my pants, just for fun. Not sure how I feel about that?! Embarrassed maybe! Like an electric car though, windsurfers have no carbon footprint and you can't hear them coming! LOL.

So my tip for the green page is 'think before you buy', about what the hell is gonna happen to it once you and the next and the next etc etc person are done with it. Bury my boat and in 1500 generations time when the last 1498 generations have forgotten I even existed, they will be able to dig it up and still take it for a sail!!

On that note, I'm done. like you, I know that this is all just a waste of breath and ink!!!! We ain't gonna change! Bring on the revolution!

BBARRYARRY JJORDANORDAN CCCC I hope everyone has had a good Christmas and have started the new year in good spirits, we start this year with a new Government and a new outlook but we must not become complacent. We have to keep the government to their promises, I have no doubt that after the 31st when we officially leave the EU there will still be a lot of work to do. For those of us that remember the UK pre the Common Market will be as hopeful as me that we can be a country that is prosperous and can achieve many things some of our large companies were tempted to move into the EU countries with huge grants, I am hoping now that some will see that this country has much more to offer. Closer to home, Cornwall Council are still paying over £50k to keep and office in Brussels, plus £1000’s of pounds are paid to send officers and cabinet members to meetings. This needs to stop and I will be pushing for that with other members of our group. The proposed rise of 3.99% on our council tax is, in my opinion a disaster, people are struggling now, families are having to use food banks, and that makes my blood boil. I contacted Kate Kennally this week regarding the £20 million of unpaid Council Tax, that is just under 10% of the annual total, the answer I received from Mark Read was “The total council tax arrears at April 2018 was £20.4m, which included the arrears for the most recent year of 2017/18 of £8.6m. By the end of November 2018, the total has reduced to £14.4m, of which £4.9m was due for 2017/18. The position at April 2019 was that the total arrears were £21.9m, which included £9.2m for 2018/19, and by the end of November 2019 had reduced to £16.0m, of which £5.4m was for 2018/19.” I think this is appalling, more must be done, that money would offset a great deal of the proposed increase. Following on from my last report I attended the Constitution and Governance committee to try and get them to address the unlawful action of the Council and Officers at each annual meeting of the Council. The Local Government Act 1972, 15 para 4 sates that “The Chairman shall, unless he resigns or becomes disqualified, continue in Office until his successor becomes entitled to act as Chairman” Para 2 states that “the First item of business transacted at the meeting MUST be to elect the Chairman”, I could go on, but those are the most important regulations. I failed to get the Committee to accept that they need to change, Cont….

….I raised it again at full Council because Lord Porter from the Local Government Assoc is looking into Councils such as CC but at the meeting Cllr Pollard stated that the way they did it was to “Facilitate the election of Chairman with an Officer taking the Chair was the way it was always done and should not be changed” Cornwall Council has and will continue to act outside the Law and this is an unacceptable risk to Councillors and members of the public so I will be writing to the Chief Exec as she has a duty to ensure the Council acts at all times within the Law and if she fails to act I will get the media involved. An Officer, Town or Parish Clerk cannot under any circumstances take the Chair at any Council meeting. So again, I will follow this up and report back to you as it is your elected representatives who are ultimately responsible for making sure the Council is lawfully constituted. My next meeting is on the 7th January so have a little time to recharge the batteries and I look forward to 2020 with new enthusiasm and I hope the next year proves to be a new start for us all. 15th November. Get together with friends to watch "Yesterday". An enjoyable film. Also watched YouTube, Freddie Frinton, "Dinner for One". Hilarious! A traditional favorite in Germany, watched at New Year.

16th November. Defib refresher training for some of us, and a first time to learn for others.

20th November. Jacobstow Parish Hall, Fish and Chips lunch. Funds raised for Jacobstow Church.

23rd November. Tresmeer Hall. Our local talented folk duo, Annown. Beautiful music. All their own compositions. See them on facebook, and listen to "Allentide". Stunning!

24th November. Tree planting on school field. Very wet ground, but mission accomplished. Certificates presented on behalf of Woodland Trust. Hot chocolate and cookies provided.

30th November. Second evening at The Curiosity Lounge, Park House Centre, Bude. Music by Esmay Grace of Bude, lovely voice. Belly dancers very entertaining. Rendition of The 12 days of Christmas, very funny. The 1st day of Christmas, "A camel underneath a Palm Tree" and so on. Classes to learn the art of Belly Dancing held in Bude and for anyone with the energy and attributes!

11th December. Warbstow School plays. The Mousehole Cat, and Cinderella Rockerfellla. Full house for great performances.

18th December. School Carol concert at Warbstow Church. Delightful as usual. Church full.
