FEDERAL TRANSIT ADMINISTRATION vii EXECUTIVE Vehicle automation capabilities are being developed, and automation of transit SUMMARY buses could deliver numerous benefits in terms of service, cost, and efficiency. Stakeholders will need to see additional research, demonstrations, and guidance to make informed deployment decisions. Proof-of-concept prototypes will be necessary to demonstrate feasibility, maintainability, and effectiveness to the Federal Transit Administration (FTA), transit agencies, manufacturers, and other decisionmakers. Such testing and demonstration projects will require careful testing and reporting of data. This testing will take place at closed test facilities, local restricted areas (e.g., maintenance yards, parking lots, or closed campuses), and/or on public roads—in many cases, technology will be tested in a range of conditions progressing from less complex environments to more complex environments. Regardless of what facility hosts these tests, there will be requirements to assure that the program can produce meaningful results that can convince stakeholders of feasibility and effectiveness. To ensure that such projects produce meaningful results, FTA has conducted research on guidelines for test facility requirements. Stakeholders, including federal agencies, universities, transit agencies and operators, test facilities, and industry representatives were consulted and, based on those conversations, a list of requirements was compiled.     Transit Bus Automation Risks, Barriers, & Mitigations Introduction In 2016, the Federal Transit Administration (FTA) studied risks and barriers to transit bus automation and developed mitigations as a part of the development of its Strategic Transit Automation Research (STAR) Plan. • Risks are the potential for automated technologies, once in place, to yield negative consequences or for anticipated benefits to go unrealized. • Barriers are obstacles that could prevent or significantly challenge implementation of an automation technology. Both are challenges to the potential implementation of transit bus automation that require the development of mitigation options or strategies to overcome barriers or reduce the likelihood of a risk. This factsheet summarizes the findings of this study. For more information, please see the full report, contained in the STAR Plan. Risks Four categories of risks related to transit automation were identified: Safety and Security: Automated transit buses are at risk of potential hardware and software failures or limitations, human factor errors related to over-reliance on automated assistance or decline in driver skill, and cyber-attacks, as well as potential impedance with emergency response and communications. Operations, Maintenance, & Cost Effectiveness: Transit agencies run the risk of accumulating unrealized costs from technology and transition expenditures, workforce retraining expenses, and increased labor costs due to the need for specialized skills, and technological obsolescence. Changes in service patterns or transit funding mechanisms could lead to additional costs. In addition, automated bus transit will compete against other modes that are moving toward automation. Passenger Experience: Automation could negatively affect passenger experience, or fail to deliver expected benefits. This could include degradation in service reliability, slower travel speeds, reduced access and convenience, inadequate customer service, and poor ride quality.

    March 27, 2020 Guidance for Transit Agencies COVID-19 Pandemic Response Public transportation is an essential element of our critical infrastructure and necessary to support required trips to work and healthcare for those that must travel during this unprecedented time. Public transportation agencies around the Commonwealth have been working very diligently in order to maintain operations and ensure the health and safety of their customers and employees. Some examples of the types of actions that have already been taken include: Extensive cleaning of transit vehicles and facilities Elimination of fares to reduce high-touch areas and maintain more social distancing for transit vehicle operators Use of rear-door-only boarding and spreading out passengers on the bus to ensure spacing Adding additional vehicles to higher volume routes to ensure appropriate passenger loads Skipping stops if vehicles are already at a capacity that would ensure social distancing Recommended guidance: Continue to communicate to the public that they should not take transit if they are sick. Message: if you are showing symptoms, please use an alternate mode of transportation. Transit use should be limited to essential trips only – trips to work for essential workers and to meet essential personal needs (e.g., grocery store and medical trips, but not if you are sick). Transit agencies should closely monitor employee absenteeism and direct employees not to come to work if they are sick. Transit agencies should suspend fare collection for fixed-route services, where practical, to reduce the interaction with transit operators and to limit contact with high-touch surfaces. Use rear-door boarding, where possible, to increase separation on buses.

The tourism and hospitality industry serving these visitors accounts for close to 20 percent of the total workforce in metropolitan Washington.1 Tourism, therefore, is a vital force in the local economy and tour buses, which have been estimated to serve as many as one-third of the visitors to Washington’s historical and cultural attractions, perform a function crucial to both the economic life of the city and its role as the nation’s capital.2 The benefits related to tour bus operations currently come at a significant cost, however. Large numbers of tour buses contribute to traffic congestion on the roadways serving the District and its environs. Several factors compound the adverse traffic impacts associated with tour bus operations.

Keywords: bus rapid transit (BRT), operations Summary: BRT is a suite of elements that create a high-quality rapid transit experience using rubber-tired vehicles. This experience often includes a high degree of performance (especially speed and reliability), ease of use, careful attention to aesthetics and comprehensive planning that includes associated land uses. BRT seeks to meet or exceed these characteristics through the careful application of selected elements. Scope and purpose: The purpose of this document is to provide guidance to planners, transit agencies, local governments, developers and others interested in operating a BRT systems or enhancing existing BRT systems. This Recommended Practice is part of a series of APTA documents covering the key elements that may comprise a BRT system. Because BRT elements perform best when working together as a system, each Recommended Practice may refer to other documents in the series. Agencies are advised to review all relevant guidance documents for their selected elements. NYC Transit buses travel at an average speed of 7.5 mph. On bus routes such as the M96, M23, M15, Q32, BX35 and B63, the average speed is 6 mph or less. That buses are traveling in slow motion is obvious to everyone, especially riders, who rank it the most serious problem with bus service. Slow bus service discourages people from taking buses, especially for work trips where travel time is critical. Slow bus service contributes to very long travel times to work in New York City, as shown by the latest census. Bus service is slow for many reasons. Traffic congestion is clearly a major factor. But other problems are just as important: • Buses spend as much as 30% of their time waiting for passengers to board and exit. • Increased crowding on buses due to ridership growth has lengthened delays from boarding and exiting. • Traffic signals are not synchronized with bus speeds, so buses are delayed by red lights between bus stops. • Drivers often have to slow down to stay on schedule even when traffic is light. • Bus field supervisors lack the tools to prevent bus bunching.
