The fare and toll proposals allow for a range of options to be considered; increases to fares or crossing charges may be less than the maximum amounts specified. Following the hearings, after considering public comment, the Boards of the MTA and its affiliated agencies will decide which potential fare adjustments to adopt. Space limitations prevent newspaper publication of each proposed new fare or crossing charge. For more complete descriptions of these potential changes, please consult information posted at MTA stations and on the MTA website, www.mta.info, or call (646) 252-6777. The entire report can be found in Appendix B of this report. 2.1 Existing Passenger Services on the Line The only existing passenger rail service on the Springfield Line is a regional service operated by Amtrak. Schedules for alternatives in Chapter 3 and the Recommended Action in Chapter 4 include current Amtrak service. Most Amtrak service on the line is shuttle trains, running between Springfield and New Haven, where they connect with other Amtrak Northeast Corridor trains. One round-trip train each day operates through the corridor to Boston to the north and Washington to the south. One round trip train each day operates to and from St. Albans, Vermont from New Haven. The trains also permit connections at New Haven with Amtrak’s Northeast Corridor (Washington to Boston) service, as well as Metro North service to New York, and Shore Line East local commuter service to New London. Departures are spread throughout the day, with trains typically operating at intervals of two to three hours. Springfield line services are designed as extensions of Amtrak’s Northeast Corridor service, and are not scheduled to serve local commuter trips (home to work trips). The Amtrak fare structure was substantially reduced in price since this study began. The original fare structure from November 2002 was shown in the existing conditions report, which can be found in Appendix B. -

It is a solution to the problems of instability and inefficiency that has limited other type of hybrids. It can be configured to have good seakeeping as well, but the concept has not been used as widely as would be justified by its merits. The purpose of this paper is to reintroduce this concept to the marine community, particularly for small, fast ferries. We have performed analytic studies, simple model experiments and manned experiments, andfiom them have determined some specljic problems and issues for the practical implementation of this concept. This paper presents background information, discusses key concepts including resistance, stability, seakeeping, and propulsion and suggests solutions to what we believe are the problems that have limited the widespread acceptance of this concept. Transit Bus Automation Risks, Barriers, & Mitigations Introduction In 2016, the Federal Transit Administration (FTA) studied risks and barriers to transit bus automation and developed mitigations as a part of the development of its Strategic Transit Automation Research (STAR) Plan. • Risks are the potential for automated technologies, once in place, to yield negative consequences or for anticipated benefits to go unrealized. • Barriers are obstacles that could prevent or significantly challenge implementation of an automation technology. Both are challenges to the potential implementation of transit bus automation that require the development of mitigation options or strategies to overcome barriers or reduce the likelihood of a risk. This factsheet summarizes the findings of this study. For more information, please see the full report, contained in the STAR Plan. Risks Four categories of risks related to transit automation were identified: Safety and Security: Automated transit buses are at risk of potential hardware and software failures or limitations, human factor errors related to over-reliance on automated assistance or decline in driver skill, and cyber-attacks, as well as potential impedance with emergency response and communications. Operations, Maintenance, & Cost Effectiveness: Transit agencies run the risk of accumulating unrealized costs from technology and transition expenditures, workforce retraining expenses, and increased labor costs due to the need for specialized skills, and technological obsolescence. Changes in service patterns or transit funding mechanisms could lead to additional costs. In addition, automated bus transit will compete against other modes that are moving toward automation. Passenger Experience: Automation could negatively affect passenger experience, or fail to deliver expected benefits. This could include degradation in service reliability, slower travel speeds, reduced access and convenience, inadequate customer service, and poor ride quality. -
