PROJECT NARRATIVE

The proposed Maguire Fiat Chrysler Addition & Alterations project is planned to be complete in December 2015, by Maguire Family Enterprises at their existing Maguire Fiat Chrysler dealership located at 308-318 Elmira Road. The existing parking lot at 308 Elmira Road would be combined with the lot at 312-318 Elmira Road where the store is located. The main objective of this project is enlarge the showroom to better meet the requirements of Fiat which is limited to one car in the showroom, to add the Fiat logo on the building and to add a freestanding Fiat sign along Elmira Road.

The site on the east side of the building will be substantially reorganized by several major changes: • The main entry drive has been shifted 65 feet to the northeast. While this change was necessary to avoid a conflict with the addition, it will create a simpler and more coherent entry point. • The site display parking had been reorganized with a single loop around a central triangular green space with walkways leading to and from the green space allowing customers to view cars from the landscaped walkways with the cars facing toward the green space. • 18 hard wood trees are being added to the site to complement the 6 existing trees. 5 pin oak are added along the front. 5 swamp white oak are added along the back and 8 accolade elm are added in the parking area itself to provide ample shade for customers. • Extensive shrubbery has been added near the customer entries and along the east side of the site abutting the right of way. • A walkway from the addition has been added to connect to the sidewalk on Elmira Road. • One bike rack has been relocated near the new customer entry. The bike rack near the service entry will remain.

The existing gravel display parking lot at 308 Elmira Road with be paved.

The project will increase the parking (including display) spaces on site as follows: • Display spaces from 183 to 203 • Customer space unchanged at 7 • Service spaces unchanged at 7 • Employee spaces unchanged at 11 • TOTAL spaces from 208 to 228

When the project is complete the the site will consist of landscaped versus green space as follows: • Landscaped areas 4,710 SF or 5% resulting in an increase of 1% of the total site area • Building and pavements 89,982 SF or 95% resulting in a decrease of 1% of the total site area • TOTAL SITE 94,692 SF or 100%

Dear Scott,

Regarding the need for a Stormwater SPDES permit for the Maguire Fiat Chrysler Addition and Renovations project offer the following narrative:

The project encompasses 2 different parcels (Tax Parcels 122-1-1 and 122-1-3 located at 308 and 318 Elmira Road) resulting in in a combined site area of 2.17 acres. The proposed project anticipates to disturb approximately 0.98 acres of land during construction. Of the total site area disturbed 0.86 acres is onsite and 0.12 acres is within the public right-of-way. Site disturbance of more than ¼ acre and less than 1 acre requires the preparation of a “Basic” Stormwater Pollution Prevention Plan (SWPPP) for review and approval by the City of Ithaca Stormwater Management Officer (SMO) prior to the issuance of a Building Permit. A Basic SWPPP requires controlling erosion and sedimentation during construction but permanent stormwater controls to reduce the rate of runoff and provide water quality treatment are not required.

The existing site cover is predominantly impervious with 96% of the 2.17 acre site consisting of a building, asphalt, gravel and concrete. Surface stormwater runoff from the northern 1/3 of the site sheet flows off the site to the north and is conveyed through an existing neighboring drainage swale to the northwest that discharges to the flood control channel. Stormwater runoff from the remaining 2/3 of the site is captured by onsite drainage inlets and is piped to the City’s stormwater collection system in Elmira Road. The proposed development of the site will largely maintain these drainage patterns. Existing storm piping will be rerouted around the proposed building addition and additional drainage inlets will be added. A curb along the north property line will be added to better channel runoff to the drainage swale. The proposed condition will reduce impervious cover by approximately 1.1% or 1,100 sf. This reduction will inherently lead to a minor reduction in the rate of runoff and pollutant loads from the site.
