WP 4.2.1 & 4.3.1 INFORMATION AND SUMMARY ON THE INFORMATION EVENTS AND WORKSHOPS WITH REGIONAL INSTITUTIONS AND STAKEHOLDERS ALONG THE BB VALUE CHAIN IN THE BAVARIAN ALPINE REGION

Overview:

The Idea of the proposed meetings was to spread the word about the results of BB-Clean to local experts, companies and governmental institutions in the Bavarian alpine region. In order to reach this goal we prepared the results and invited to four online meetings. Due to corona, a personal meeting was not possible as foreseen.

Meetings:

We invited to four online meetings in the following regions: 1) Berchtesgardener Land 2) and Region 3) Markt Garmisch-Partenkirchen 4) Oberstdorf The events were organized as 2 hours online sessions.

The participants were representatives of the local public bodies, economic support agencies, SMEs, local organizations and energy consulting support agencies.

The agenda was the same for the four events and included the following topics: 1) Introduction and welcome remarks (10 min) 2) Presentation of BB Clean as project and main deliverables / results (20 min.) 3) Detailed presentation of new business model ideas and the related approach (30 min.) 4) Open Discussion (45 minutes) 5) Closing remarks (15 minutes) Presented Documents:

Meeting 1 – 09.02.2021 – 15.00-17.00

Main Discussion Points and Comments:

1) BB-Clean pointed out some very interesting insights. Especially the way to analyze and model the PM emission data was new to the participants. 2) What is missing is a clear communication concept. The different ideas from crowdfunding to more consulting along the value chain towards the end user are for sure interesting but a comprehensive framework is still missing. It always feels like “one-shot” activities. 3) The booklets were intensively reviewed. The discussions circled around more and more details on the different technical solutions. Some technical solutions were differently evaluated. However a compilation and overview of all existing solutions (or at least the most important) was seen very positively 4) The presentation of the new business models was difficult. The understanding of the new business models was complicate. The participants did not see the real value for the customers in these ideas. What was interesting was to interact more closely in the value chain. Emerging cooperation between the institutions could leverage different synergies. 5) We further had a look at the financial incentive schemes. Like for the business models, the participants here also had some challenges to understand the new approaches. Overall they did not see a real necessity to develop new support actions, but better to optimize the administration and grant process of the existing ones. 6) We also presented an overview on the policy recommendations (WP 5): The main issue here the participants see is, that the change to district heating solutions may be interesting from a PM emission perspective. But the costs, awareness and political process to really implement such solutions are very important. So the participants did not see this scenario as a realistic one. Main Discussion Points and Comments: 1) BB-Clean detailed a very important topic. Especially the modelling and analysis of the PM emissions would be interesting to do the same in the region. 2) The crowdsourcing activities were interesting. The local institutions are always looking for innovative approaches to raise the awareness and come into interaction with the public. 3) Technical deliverables and the booklets were interesting for the participants. The proposal of the group was to build a modular information booklet. The user could combine various installations/ technologies and can calculate optimization of his heating installation. 4) Developing new business models was interesting for the audience. However the approach seemed to be quite complicated to them. We discussed about the entire value chain and that a comprehensive solution provider across the entire value chain could really help developing synergies and optimize the PM emission. 5) The financial incentive schemes were discussed in detail. The idea to support the craftsmen/SME´s by related financial support action was rated very positively. The problem of actual financial support instruments is, that private households are often not able to understand the entire administration process. Moreover the money of the financial support instruments actually is always to finance at the end the costs of the installation company. Therefore a direct incentive based support system for the companies could really push forward the transaction. 6) Discussion on policy recommendations (WP 5): The discussion on the policy recommendations mainly concentrated around the app. The other options were not so interesting as either not in the decision range of the participants or already in place in . Main Discussion Points and Comments:

1) BB-Clean is overall a very interesting project. A lot of information would have been very useful already 10-20 years ago. 2) Technical deliverables and the booklets are interesting but of course they cannot include all potential options. However translations to German would be needed to use them more in the consulting activities. 3) The presented business models were intensively discussed. Especially the rent-instead-of- buy ideas were very interesting for the audience. 4) The financial incentive schemes were not discussed in detail. The main issue related to financial support for them is actually (and was all the time) to manage the administrative burdens. Especially a lot of support schemes have to be requested together with a bank. 5) Regarding the policy recommendations (WP 5): At local level the recommendation are often too broad. The ideas themselves were positively rated. Some of the recommendations have been already implemented. Others cannot be decided or implemented at local levels.

Meeting 4 – Oberstdorf region 17.02.2021 – 15.00-17.00

Main Discussion Points and Comments:

1) BB-Clean produced interesting insights. However many information were already known by the audience 2) The workpackage around individual sensors (France) war very interesting. The public institutions participating in the meeting will discuss the idea. They will think about a test activity next winter to raise awareness in the public. 3) Technical deliverables and the booklets were not so interesting for them. A lot of Information already exists in leaflets by various organisations in . What would be interesting is, to have an “intelligent” calculation app, that calculate the emission optimization per invested €. By this, the energy consultants would be able to show the environmental effects related to the costs of the different heating solutions. The problem here is the amount of potential factors to be considered in such an application. 4) The presented business models were intensively discussed. However actually there is no “pain” in changing the business model. The artisans / SMEs in the region have even too much work (not enough skilled staff available) and projects in their actual business models. The participants however rated the general approach positive to try to include the “business perspective” in the activities to support cleaner BB and not only “wait” for public financial support schemes. 5) The financial incentive schemes proposend were interesting. Again, a support action focusing on business perspectives is something which would be new and a change. 6) Regarding the policy recommendations (WP 5): Discussing about distributes heating solutions requires important infrastructure investments on regional level. This approach is not comparable to the other suggestions, which are more linked to individual actions. The web app could be an interesting solution to raise awareness. Regarding the exchange towards new systems, the general opinion was that many investments had been conducted in the last 10 years in the region. There are still less-efficient heating installations but here often the owners are not interested in an exchange as long as there is no governmental pressure.
