Territorial levels for statistics and indicators ................................................................................. 5 2 Introduction This document presents the maps of the territorial levels of Member countries used in the OECD classification and presented in the OECD Regional database (http://stats.oecd.org), which contains statistical information at sub-national territorial level for all OECD countries. It currently encompasses yearly time-series for around 80 indicators of demography, economic accounts, labour market, education, social and innovation themes. Territorial level classification In any analytical study conducted at sub-national levels, the choice of the territorial unit is of prime importance. Regions within the 38 OECD countries are classified on two territorial levels reflecting the administrative organisation of countries. The 433 OECD large (TL2) regions represent the first administrative tier of subnational government, for example, the Ontario Province in Canada. The 2 296 OECD small (TL3) regions correspond to administrative regions, with the exception of Australia, Canada and the United States. These TL3 regions are contained in a TL2 region, with the exception of the United States for which the Economic Areas cross the States’ borders. For Colombia, Costa Rica, Israel and New Zealand, TL3 level is equivalent to TL2. All the regions are defined within national borders (See Table 2 for the regional classification of each country). This classification – which, for European countries, is largely consistent with the Eurostat NUTS 2016 – facilitates greater comparability of geographic units at the same territorial level. Indeed, these two levels, which are officially established and relatively stable in all member countries, are used as a framework for implementing regional policies in most countries. Due to limited data availability, labour market indicators in Canada are presented for groups of TL3 regions. Since these groups are not part of the OECD official territorial grids, for the sake of simplicity they are labelled as non-official grids (NOGs) in this publication and compared with TL3 in the other countries. Germany has also a NOG category with the 96 Spatial Planning Regions, an intermediary level between the 16 Länders (TL2) and the 402 Kreise (TL3). The German NOG allows for a level of spatial disaggregation comparable to the other countries. Summary of changes: August 2021: update of the map of Japan // October 2020: addition of Colombian regions // March 2020: change in Chilean regions, with one additional TL2 region: Ñuble (CL16). This region was previously included in Biobío (CL08) as a TL3 under the code CL083. This new TL2 region has three TL3 new regions: Diguillín (CL161), Itata (CL162), Punilla (CL163) //
