MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF CHESAPEAKE, AND THE VIRGINIA STATE HISTORIC PRESERVATION OFFICE REGARDING 1414 OHIO STREET CHESAPEAKE, VIRGINIA

WHEREAS, the City of Chesapeake, Virginia (City) has received Community Development Block Grant (CDBG) Funds to address eligible housing and community development needs and did utilize such funds to address a dilapidated property of concern at 1414 Ohio Street (DHR ID# 131-0055-0468); and

WHEREAS, in accordance with 24 CFR Part 58, the City has assumed responsibility for compliance with applicable State and Federal laws and requirements, including the National Historic Preservation Act (16 U.S.C. 470f) (NHPA); and

WHEREAS, the City has utilized CDBG and City funds in implementing its responsibility and authority under the Chesapeake Community Reinvestment and Housing Initiative and other applicable City statutes to acquire the building located at 1414 Ohio Street (DHR ID# 131-0055- 0468), also known as Tax ID #1280000001180, Parcel #510034 007, and has defined the Undertaking as the acquisition, demolition, and new construction at 1414 Ohio Street (DHR ID# 131-0055-0468); and

WHEREAS, the City, in consultation with the Virginia Department of Historic Resources (DHR), which serves as the State Historic Preservation Office (SHPO) in Virginia, has established the Undertaking's Area of Potential Effects (APE) for direct effects as the National Register of Historic Places (NRHP)-listed South Norfolk Historic District (Historic District; DHR ID# 131-0055), and the APE for indirect effects as the South Norfolk Historic and Cultural Preservation Overlay District, as shown on the notated map (Appendix A); and

WHEREAS, the City, in consultation with the SHPO, has determined that the Undertaking will result in an adverse effect on the NRHP-listed South Norfolk Historic District (DHR ID# 131- 0055) and its contributing resource 1414 Ohio Street (DHR ID# 131-0055-0468) pursuant to 36 CFR Part 800.6 of the regulations implementing Section 106 of the NHPA; and

WHEREAS, the City has provided notification to the Advisory Council on Historic Preservation (ACHP) in accordance with 36 CFR Part 800.6(a)(1), and the ACHP declined to participate in consultation; and

WHEREAS, pursuant to 36 CFR Part 800.3(f), the City has invited the Tribe, the Tribe, Chickahominy Tribe, Eastern Chickahominy Tribe, Rappahannock Tribe, Upper Mattaponi Tribe, Tribe, , Cheroenhaka Indian Tribe of Southampton County, Nottoway Indian Tribe of Virginia, and Tribe of. Virginia, which are State-recognized tribes, to participate in consultation and to sign this Memorandum of 1 Agreement (Agreement) as concurring parties, and the Mattaponi Indian Tribe declined the City's request for consultation, while the Pamunkey Indian Tribe, Chickahominy Indian Tribe, Eastern Chickahominy Indian Tribe, Rappahannock Indian Tribe, Upper Mattaponi Indian Tribe, Nansemond Indian Tribe, Monacan Indian Tribe, Cheroenhaka Indian Tribe of Southampton County, Nottoway Indian Tribe of Virginia, and Patawomeck Indian Tribe of Virginia did not respond to the City's request for consultation; and

WHEREAS, pursuant to 36 CFR Part 800.3(f), the City has invited the Norfolk County Historical Society to participate in consultation and to sign this Agreement as concurring parties, and they did not respond to the City's request for consultation; and

WHEREAS, pursuant to 36 CFR Part 800.3(f), the City has invited the City of Chesapeake's Board of Historic and Architectural Review (South Norfolk Local Historic District), the City of Chesapeake's Historic Preservation Commission, the city of ,Chesapeake's South Niarfolk Revitalization Commission, and the South Norfolk Civic League to participate in consultation and to sign this Agreement as concurring parties, and they have accepted the City's request for consultation; and

WHEREAS, pursuant to 36 CFR Part 800.3(f), the City has invited the Chesapeake Redevelopment and Housing Authority to participate in consultation and to sign this Agreement as concurring parties, and they have declined the City's request for consultation; and

NOW, THEREFORE, the City and the SHPO agree that the City shall ensure that the following stipulations are implemented in order to take into account the effects of the Undertaking on historic properties.

STIPULATIONS

The City shall ensure that the following stipulations are met:

I. Documentation and Recordation

A. Intensive Level Documentation of 1414 Ohio Street (DHR ID# 131-0055-0468)

1. The City documented 1414 Ohio Street (DHR ID# 131-0055-0468) at the Intensive Level. The SHPO accepted the intensive level documentation into its archives in August 2013.

2. Given that the contributing resource has been individually documented at the intensive level, demolition of 1414 Ohio Street (DEER ID# 131-0055-0468) may proceed upon final signature of this Agreement and transmission to the ACBP and Consulting Parties per Stipulation V. (F).

B. Update Documentation Pertaining to the NRHP-listed South Norfolk Historic District (DHR ID# 131-0055)

1. The City shall provide updated documentation of the Historic District. The updated documentation will include 1) streetscape photographs, 2) spreadsheet, and 3) mapping. 2 a. The City shall complete photographic documentation of the streetscapes within the Historic District, Digital photographs shall be provided according to DHR's resolution and naming standards (Appendix B). The City shall provide the photographic documentation within one (1) year from the date of last signature on this Agreement.

b. The City shall update a spreadsheet of all resources within the Historic District. To aid in the development of the spreadsheet, the SHPO shall provide a spreadsheet that will include the dates of construction of the buildings according to the NREP nomination, DHR. ID#s, and addresses to the City. The SHPO shall provide this information within three (3) months of the date of last signature on the Agreement. The City shall utilize the SHPO data and verify or provide the physical addresses, parcel number, and date of construction based upon City records. Should resources have been lost since the survey of the Historic District, the City shall note that the resource has been demolished, etc. This information will be entered into the spreadsheet provided by the SHPO. The City will provide a draft of the spreadsheet to the SHPO and other consulting parties for review and comment within nine (9) months from the date of last signature on this Agreement. The City shall provide two (2) final, printed copies of the spreadsheet to the SHPO within one (1) month of resolution of review comments. One spreadsheet will be retained by the SHPO and the other will be provided to the National Park Service (NPS) as additional information to be filed with the NPS's copy of the NRITP nomination. The City shall provide one (1) final, printed copy of the spreadsheet to each of the other consulting parties within one (1) month resolution of review comments.

c. The City shall create a large, printed map that shows the boundaries of the NRHP-listed Historic District and individual parcel lines. To aid in the development of the map, the SHPO shall provide a GIS shape file of the Historic District to the City. The SHPO shall provide this information within three (3) months of the date of last signature on this Agreement. The City shall utilize the information gathered and entered into the spreadsheet to create a large, printed map that shows the boundaries of the NRHP-listed Historic District and individual parcel lines. On each parcel the DHR ID# and address will be shown. The City will provide a draft of the map to the SHPO and other consulting parties for review and comment within nine (9) months from the date of last signature on this Agreement. The City shall provide two (2) final, printed copies of the large map to the SHPO within one (1) month of resolution of review comments. One map will be retained by the SHPO and the other will be provided to NPS as additional information to be filed with NPS's copy of the NRHP nomination, The City shall provide one (1) final, printed copy of the spreadsheet and large map to each of the other consulting parties within one (1) month of resolution of review comments.

d. The 1) streetscape photographs, 2) spreadsheet, and 3) mapping shall be completed with the assistance of an architectural historian meeting the Secretary of the Interior's Professional Qualification Standards (48 FR 44 738-9) and in accordance with the SHPO's Guidelines for Conducting Historic Resources Survey in Virginia (October 2011) or subsequent revisions to these documents.

e. The SHPO and other consulting parties shall have thirty (30) days upon receipt of the draft(s) 1) streetscape photographs, 2) spreadsheet, and 3) mapping to review and respond. If no response is received within thirty (30) days of confirmed receipt of the draft(s) 1) 3 streetscape photographs, 2) spreadsheet, and 3) mapping, the City may assume the non- responding party have no comments. The City shall address all comments received within the thirty (30) day comment period and proceed.

2. The information collected pursuant to Stipulation I. (B) (1) shall be utilized by the City to update the Historic District (DHR ID# 131-0055) record in DHR's Virginia Cultural Resource Inventory System (V-CRIS). The City shall provide information regarding any demolitions, new construction, and major changes to the landscape of the Historic District.

a. The Historic District (DM ID# 131-0055) V-CRIS record shall be completed with the assistance of an architectural historian meeting the Secretary of the Interior's Professional Qualification Standards (48 FR 44 738-9) and in accordance with the SHPO's Guidelines for Conducting Historic Resources Survey in Virginia (October 2011) or subsequent revisions to these documents.

b. The SHPO and other consulting parties shall have thirty (30) days upon receipt of the Historic District (DHR ID# 131-0055) V-CRIS record to review and respond. If no response is received within thirty (30) days of confirmed receipt, the City may assume the non-responding party have no comments. The City shall address all comments received within the thirty (30) day comment period and proceed.

IL New Construction

A. Within two (2) years of the completion of the demolition of 1414 Ohio Street (DHR ID# 131- 0055-0468), the City shall, as soon as is practicable, submit design plans for new construction to the SHPO for its review and approval and to the other consulting parties for review and comment. The City shall ensure that the design for the new construction is compatible with the appearance and materials of the historic properties in the APE of the Undertaking.

B. The SHPO and other consulting parties shall have thirty (30) days upon receipt of the complete design submittal package to review and comment on the design of the new construction. If no response is received within thirty (30) days of confirmed receipt of the complete design submittal package, the City may assume the non-responding party has no comment. The City shall address all comments received within the thirty (30) day - comment - period and proceed-, with the Undertaking.

III. Post Review Discoveries

The City shall include the provisions in Stipulations III. A. to E. in all construction contracts.

A. If previously unidentified historic properties or unanticipated effects to historic properties are discovered during construction, the construction contractor shall immediately halt all activity within a one hundred (100)-foot radius of the discovery, notify the City of the discovery,' and implement interim measures to protect the discovery from looting and vandalism.

B. Immediately upon receipt of the notification required in Stipulation ITI. A., the City shall 1. Inspect the construction site to determine the extent of the discovery and ensure that construction activities have halted;

2. Clearly mark the area of discovery;

3. Implement additional measures, as appropriate, to protect the discovery from looting and vandalism;

4. Have a professional archaeologist inspect the construction site to determine the extent of the discovery and provide recommendations regarding its NRHP eligibility and treatment; and

5. Notify the SHPO and other consulting parties of the discovery describing the measures that have been implemented.

C. Within forty-eight (48) hours of receipt of the notification described in Stipulation III. B. (5), the City shall provide the SHPO and other consulting parties with its assessment of the NRHP eligibility of the discovery and the measures it proposes to take to resolve the adverse effect. In making its official evaluation, the City, in consultation with the SHPO, may assume the discovery to be NRHP eligible for the purposes of Section 106 pursuant to 36 CFR Part 800.13(c). The SHPO and other consulting parties shall respond within forty-eight (48) hours of receipt of the notification.

D. The City, which shall take into account consulting parties' recommendations on eligibility and treatment of the discovery, shall ensure that it carries out appropriate actions, and provides the SHPO and other consulting parties with a report on these actions when they have been implemented.

E. Construction activities may proceed in the area of discovery when the City has determined that implementation of the actions undertaken to address the discovery pursuant to Stipulation III are complete.

W. Human Remains

A, The City shall treat all human remains and associated funerary.objects encountered during the course of actions taken as a result of this Agreement in a manner consistent with the ACHP "Policy Statement Regarding Treatment of Burial Sites, Human Remains and Funerary Objects " (February 23, 2007, available online at http://www.achp.govidocs/hrpolicy0207.pdf). All reasonable efforts will be made to avoid disturbing gravesites, including those containing Native American human remains and associated artifacts. To the extent possible, the City will ensure that the general public is excluded from viewing any gravesites and associated artifacts. All consulting parties agree to release no photographs of any gravesites and/or funerary objects to the press or to the general public.

B. If the human remains encountered appear to be of Native American origin, whether prehistoric or historic, the City shall immediately notify the appropriate tribes, which may have cultural interests in ancestral homelands in Virginia.

If the City agrees that avoidance of the human remains is not prudent and feasible, the City shall apply for a permit from DHR for the archaeological removal of human remains in accordance with provisions of the Virginia Antiquities Act, Section 10.1-2305 of the Code of Virginia, and with the final regulations adopted by the Virginia Board of Historic Resources and published in the Virginia Register of July 15, 1991.

D. In considering issuance of a permit involving removal of Native American human remains, DHR will notify and consult with the appropriate tribes as required by the regulations stated above. The treatment of Native American human remains and associated funerary objects will be determined in consultation with the appropriate tribal leaders.

V. Administrative Stipulations

A. Dispute Resolution 1. Should any party to this Agreement object in writing to the City regarding any action carried out or proposed with respect to the Undertaking or implementation of this Agreement, the City shall consult with the objecting party to resolve the objection. If after initiating such consultation, the City determines that the objection cannot be resolved through consultation, the City shall forward all documentation relevant to the objection to the ACHP, including the City's proposed response to the objection. Within thirty (30) days after receipt of all pertinent documentation, the ACHP shall exercise one of the following options:

a. Advise the City that the ACHP concurs in the City's proposed response to the objection, whereupon the agency will respond to the objection accordingly;

b. Provide the City with recommendations, which the City shall take into account in reaching a final decision regarding its response to the objection; or

c. Notify the City that the objection will be referred for comment pursuant to 36 CFR Part 800.7(a) (4), and proceed to refer the objection and comment. The City shall take the resulting comment into account in accordance with 36 CFR Part 800.7(c) (4) and Section 110(1) of the NIWA.

2. Should the ACHP not exercise one of the above options within thirty (30) {lays after receipt of all pertinent documentation, the City may assume the ACHP's concurrence in its proposed response to the objection.

3. The City shall take into account any ACHP recommendation or comment provided in accordance with this stipulation with reference only to the subject of the objection; the City's responsibility to carry out all actions under this Agreement that are not the subjects of the objection shall remain unchanged.

4. At any time during implementation of the measures stipulated in this Agreement, should an objection pertaining to this Agreement or the effedt of any individual undertaking on historic properties be raised by a member of the public, the City shall notify the parties to this Agreement and take the objection into account, consulting with the objector and, should the objector so request, with any of the parties to this Agreement resolve the objection. 6 B. Amendment and Termination 1. Any signatory to this Agreement may request that it be amended, whereupon the parties shall consult in accordance with 36 CFR Part 800.13 to consider such an amendment. All signatories to this Agreement must agree to the proposed amendment in accordance with 36 CFR Part 800,6(c) (7). The amendment will be effective on the date a copy signed by all the signatories is filed with the ACHP.

2. If the City determines that it cannot implement the terms of this Agreement, or if the SHPO determines that the Agreement is not being properly implemented, the City or the SHPO may propose to the other party that it be terminated.

3. Termination of this Agreement shall include the submission of any outstanding documentation on any work done up to and including the date of termination.

4. A party proposing to terminate this Agreement shall so notify all parties to the Agreement, explaining the reasons for termination and affording them at least thirty (30) days to consult and seek alternatives to termination. The parties shall then consult.

5. Should this Agreement be terminated, the City shall either:

a. Consult in accordance with 36 CFR 800.6 to develop a new Agreement; or

b. Request the comments of the ACHP pursuant to 36 CFR 800.7.

C. Additional Agencies In the event that there is additional federal involvement in the Undertaking that is not otherwise referenced in this Agreement, that federal agency will have the option to accept the terms of this Agreement, without acquiring an amendment, if the federal agency signs as an invited signatory. The City must notify the Signatories in advance of the federal agency committing to the terms of this Agreement.

D. Duration of the Agreement This Agreement shall continue in full force, and effect until five (5) years after the date of the last signature. At any time in the six (6)-month period prior to such date, the City may request the SHPO to consider an extension or modification of this Agreement. No extension or modification shall be effective unless all parties to the Agreement have agreed to said extension or modification in writing.

E. Counterpart Execution The Parties agree that for ease of execution, each Party may separately execute five (5) counterparts of this Agreement and exchange executed pages with each other. Each counterpart of this Agreement so executed and reassembled so each counterpart is executed by all parties shall be deemed to constitute a completed and fully executed Agreement.

F. Transmission to the Council and Consulting Parties 1. Once all parties have executed this Agreement, the City shall submit a copy of this 7 Agreement, along with the documentation specified in 36 CFR Part 800.11(f) to the ACHP.

2. The submission of documentation and filing of this fully executed Agreement with the ACHP pursuant to 36 CFR Part 800.6(b )(1) (iv) constitutes evidence that the City has taken into account any adverse effects of this Undertaking on the historic properties and afforded the ACHP an opportunity to comment.

3. In accordance with 36 CFR Part 800.6(c) (9), the City shall provide any consulting party (as defined in 36 CFR Part 800.3) with a copy of this Agreement.

Execution of this Agreement by the City and the SHPO, and its submission to the ACHP in accordance with 36 CFR Part 800.6(b) (1) (iv), pursuant to 36 CFR Part 800.6(c), shall be considered to be an agreement with the ACHP for the purposes of Section 110(1) of the NHPA. Execution and submission of the Agreement and implementation of its terms evidence that the City has afforded the ACHP an opportunity to comment on the Undertaking, and its effects on historic properties, and that the City has taken into account the effects of the Undertaking on historic properties.

Photographic Documentation for Virginia Department of Historic Resources (DHR) Basic Survey Important. Note: If submitting photographic documentation to accompany a National Register of Historic Places nomination, please refer to "Photographic Documentation for National Park Service (NPS) Register Nominations" (page 3 below),

There are two options for submitting photographs for DHR, architectural surveys: traditional 35irim black-and-white or digital images. The following are requirements of all photographs submitted to DHR, Below these general guidelines are the technical requirements for each type of image.

Photographs. must be either 3 1/2 x 5 (preferred) or 4 x 6 inches, unmounted, and printed in black and white on archival-quality photograph paper. Photographs should be labeled on the reverse side, using soft...lead pencil or china marker. ' Pens, felt-tin markers% and adhesive labels are not accepted. On the back lower left corner of each photograph, provide the following information: Example of accurately labeled photograph (reverse side):

• Negative number (for 35mm photographs only, see below) • MIR identification number for resource • Date of Photograph • Name of Photographer (Optional) • A Brief Description (e.g. "Main House, south elevation" or "Main House, second-floor, southeast bedroom") 65l23 127-9999 March 2, 2006 Doi? Photographs must be submitted in transparent, Print File brand photograph sheets (style 35-10P or 46-6P). Each photograph sheet holdsup to ten 3 '/2 x 5-inch photos or six 4 x 6-inch photographs, arranged back-to-back. The DHR ID number(s) should be written in the white margin along the edge of the photo sleeve, Black-and-White (35mm) Film: Each roll of 35mm film receives a unique 5-digit negative number that is assigned by the DHR Archivist in Richmond at (804) 367-2323. Negatives are 'submitted in Print File brand, style 35-713XW protective transparent sleeves in strips of four to six frames. Each strip must have the five-digit DHR negative number written between sprocket holes at the top right corner. Do not cut apart the negative strips or the negative sleeves. Label the top of each negative sheet with the DFIR negative number, date that the photographs were taken, and the subject's name and DHR file number. A photograph log for each set of negatives must be provided. The photograph log, should include a detailed list of the resources with their names, DHR identification numbers, frame numbers, city or county, date of photograph, name of photographer, and brief descriptions of the images. For historic district surveys, the name of the historic district and the historic district's DHR file number must be included on the negative sleeve. The photograph log for a historic district must include the address and name (if one exists) of the photographed resources (by frame) and the three-part DHR identification number. Digital Images: Electronic image files must be saved as uncompressed .TIF (Tagged Image File format) files on. CD-R media. The size of each image must be 1600 x 1200 pixels at 300 ppi (pixels per inch) or larger. It is recommended that digital images be saved in 8-bit (or larger) color format, which provides maximum detail even when printed in black-and-white. Digital images should be printed according to the general photography guidelines above. DHR has adopted the National Register of Historic Places and National Historic Landmarks Survey photograph policy with regard to acceptable ink and paper combinations for digital images. See NPS regulations at http://www.cr.rips.gov/NR/policyexpansion.htin. Digital images should be named using the following convention: DHR File Number, resource name, year that the photograph was taken, and view. There should be no spaces in the file name. The TIF image tile name should be no longer than 100 characters in length (abbreviate resource name and/or view description if possible).

The folder should be named using ONLY the DHR file number: for example, the three folders for the example image files above should be named: 134-0011, 002-0130, and 111-000-0085. No other information may be included in the folder name.

CD-Rs should be labeled with a project name, agency/company, month/year of photographs, project/contract # (if applicable), and the range of DHR resource numbers saved on the CD-R.

Slides: A survey project may require color slides for intensive-level surveyed properties, public slide presentations, or to accompany Preliminary Information Forms, Slides are labeled, with the resource name, DHR identification number, location (county, independent city, or county-), and date (if it does not appear on the matte). Photographic Documentation for National Park Service (NPS) Register Nominations

Please include one of the following options with your nomination (each item will. be described in detail below): - In each; case DIM needs either a set of slides or a CD with all the photographs -

lS mm Photographs - Two sets of Black and White (B&W) photographs to match the photograph list in the nomination; and one set of any extra photographs; and the negatives. 2. Digital Photographs Two sets of Black and White (B&W) photographs to match the photograph list in the nomination; and one set of any extra photographs; and one CD with the photographs to match the photograph list in the nomination.

For individual resource nominations: 4 — 8 photographic views are sufficient, including both interior and exterior views. For historic district nominations: 8 — 12 photographic views are sufficient, including some single buildings and some streetscapes.

Printed Photographs: Printed size can either be 3W' x 5", 4" x 6", or 5" x 7" (publication photograph no longer necessary). Photographs must be B&W and printed on B&W paper or the equivalent on 75-100 year archival paper. Be sure to include a continuation sheet (after Section 10) in the nomination that provides all the information common to all photographs, followed by a photograph list providing information pertinent to each individual photograph. Each photograph should then be labeled with a soft pencil (8b or 9b) or a china marker (no adhesive labels) with a minimum of: the resource name, city/county/state, and the photograph number that corresponds to the photograph list. For guidance refer to NPS Bulletin #16-A online at http://www.cenps.,gov/NR/publications/bulletins/nrhl61. The alternative is to follow the DHR survey photography guidelines as described below. The photographs matching the nomination list may be turned in loose. However, all photographs to be turned into the archives must he put into photograph sleeves as noted in the survey photography guidelines below. For acceptable ink and paper combinations, refer to the NPS photograph policy regulations at http://www.cr.pps.gov/NR/policyexpansion.lum. Negatives: Each roll of 35nirn film receives a unique 5-digit negative number that is assigned by the DHR Archivist in Richmond at (804) 367-2323, extension 124. Negatives must be submitted in Print File brand, style 35-7BXW protective transparent sleeves in strips of four to six frames. Each strip must have the five-digit DHR negative number written between sprocket holes at the top right comer. Label the top of each protective negative sheet with: the DHR negative number, date the photographs were taken, and the resource's name and DHR file number. Attach a sheet of paper to each negative holder listing frames and a brief description of each frame (e.g. west elevation, east elevation, living room mantel, smokehouse; etc.). This list is separate from the photograph list used with your nomination. Contact the archivist with any questions.

Slides: Ten (10) to fifteen (15) color slides, interior and exterior, for individual properties and general views for historic districts are required for the final presentation, or a CD with all the photographic images. Please label each slide with resource name, .DHR File number, date, and location. Slides are to be submitted in archival sleeves, similar to the photograph and negative sleeves. Attach a sheet of paper to each sleeve providing a brief description of each slide (e.g. west elevation, living room mantel, smokehouse, etc.). This list is separate from the photograph list used with your nomination.

Computer Disk: DHR now asks that you submit your nomination in hard copy form as well as in disk format (Word Perfect or MS Word) so it can be downloaded into our archives database and onto our web site. Please make sure the entire nomination is in one document and not in separate parts for each section, including the inventory section for historic districts. The nomination will be returned if it is not presented in one document. This CD may also contain all the photographs that have been taken for the resource if they are in digital format.

Photographic Disk: Prints produced from digital photographs submitted as official documentation must be accompanied by corresponding electronic image files. Electronic image files must be saved as uncompressed .TIF (Tagged Image File format) files on CD-k media, in keeping with guidance on digital photographic records issued by the U.S. National Archives and Records Administration. The size of each image must be 1600x1200 pixels at 300 ppi (pixels per inch) 'or larger. It is recommended that digital images be saved in 8-bit (or larger) color format, which provides maximum detail even when printed in black-and-white. The file name for each electronic image saved on the CD-R must correspond with the photograph log included in the nomination and the information labeled on the back of each photograph, and it should also reference the state and county in which the property is located. For example, the image files for the James Smith House in Albemarle County, Virginia, would be saved as "VAAlbernarleCounty_Smithl .tif," "VA_AlbemarleCounty_Smithltif," and so forth. Label the CD itself with the resource name, city/county/state, DFIR file number, and date that the photographs were taken.
