YORK RIVER: WEST POINT VICINITY Growing Area # 049 King and Queen, King William, and New Kent Counties Shoreline Sanitary Survey

SECTION A: GENERAL

This survey area extends from Reference Point 49 at Belleview on the York River to the mouth of Burnt Mill Creek on the River, across the Mattaponi River to a point opposite the mouth of Burnt Mill Creek, across King William County to the mouth of Herrick Creek on the River, across the Pamunkey River to a point opposite the mouth of Herrick Creek and south to Reference Point 50 at Terrapin Point on the York River; including the shoreline of the York River, Mattaponi River and the Pamunkey River between these two reference points, Hockley Creek, Bakers Creek, Robinson Creek, Goalders Creek, West Point Creek, Eltham Marsh, Thorofare, Mill Creek, Ferry Creek, Baker Creek, Philbates Creek and all of their tributaries. The survey boundary has been revised; see map for current survey boundary.

The topography of the area varies in elevation from 5’ around the shoreline to a maximum of 50’ at the outer edge of the survey boundary. The population varies from sparse in the countryside with moderate concentrations along US Route 33 in King and Queen County and the communities of Eltham, Plum Point, and Barhamsville in New Kent County to somewhat heavy in and around the of West Point. The 2010 U.S. Census population totals and percent change over the past ten years in each county is noted below: King William 15,935 (21.2%) King & Queen 6945 (4.8%) New Kent 18,429 (36.9%)

Since the last survey in 2005, there has been a significant increase in wildlife population, specifically flocks of geese and herds of deer in King and Queen County. The counties have implemented septic systems be serviced approximately every five years and the owners are to provide proof of service. The economy is dependent primarily upon industry, commerce and agriculture. The largest employer in the area is the RockTenn wood, pulp and paper mill.

Meteorological data indicated that 25.82” of rain fell during the survey period. A hurricane event occurred in August resulting in significant amount of rainfall, loss of electricity, and lack of potable water supplies for many properties in the Town of West Point and New Kent County. No reports of any tidal flooding had occurred. A monthly breakdown of rainfall is as follows: April 29-30 0.12” June 3.39” August 9.92” May 2.84” July 6.67” September 1-7 2.88”

Copies of Bacteriological, Hydrographic and Shellfish Closure data are available at the area office for review. Copies of the current condemnation notices and maps are available via the Internet at http://www.vdh.virginia.gov/shellfish/.

This report lists only those properties which have a sanitary deficiency or have other environmental significance. “DIRECT” indicates that the significant activity or deficiency has a direct impact on shellfish waters. Individual field forms with full information on properties listed in this report are on file in the Richmond Office of the Division of Shellfish Sanitation and are available for reference until superseded by a subsequent resurvey of the area. Data in the report is also made available to local health departments and other agencies to address items that may be out of compliance with their regulatory programs.

SECTION B: SEWAGE POLLUTION SOURCES

SEWAGE TREATMENT FACITILITES

18. DIRECT – Hampton Roads Sanitation District (King William County) Operator: James C. Pyne, Chief of Small Communities Division, 310 Industrial Parkway, West Point 23181. Municipal sewage treatment plant. VPDES Permit # VA0075434. Design flow 0.6 MGD. Treatment facility consists of chlorination and dechlorination pretreatment, an off-line flow equalization basin, two primary clarifiers, two trickling filters, two secondary clarifiers, and one chlorine contact tank. The wasted sludge is stabilized by two aerobic digesters and dewatered on six sand drying beds. Final effluent discharges into the Mattaponi River by a submerged diffuser away from the Eltham Bridge.

ON-SITE SEWAGE DEFICIENCES

1. CONTRIBUTES POLLUTION – 1135 Bellevue Lane, Mattaponi 23110 Dwelling -yellow, single story house. Contact made with occupant. Homeowner lives out of town. Unapproved septic lid; tank is covered by particle board-like material. The septic tank is located next to low area containing water which gets pumped out. Sanitary notice issued 7/29/2011 to Field # 163.

21. CONTRIBUTES POLLUTION – 8221 C Mill Creek Road, West Point 23181. Dwelling – mobile home tan and red aluminum siding. No contact. Effluent erupting from septic tank and drainfield onto ground surface. Sanitary notice issued 8/5/11 to Field # 333.

3. CONTRIBUTES POLLUTION (Kitchen or Laundry Wastes) – 345 Airport Road, Mattaponi 23110. Dwelling – 2-story brick. Direct line from house to ditch for laundry waste (pipe located under walking bridge and cement block). Sanitary notice issued 7/15/2011 to Field # 136.

23. CONTRIBUTES POLLUTION (Kitchen or Laundry Wastes) – 19110 Eltham Road, West Point 23181. Dwelling – two story house with white vinyl siding and white awnings. Laundry wastes drain onto ground surface via 2” black hose from shed. Sanitary Notice issued 7/29/11 to Field # 291.

POTENTIAL POLLUTION

6. 6885 Lewis B. Puller Memorial Highway, Mattaponi 23110. Dwelling – 2-story white siding. Observed trash and debris: old mowers, chairs, equipment, gas cylinders, scrap metal, tires.

7. 301 Dudley Ferry Road, Mattaponi 23110. Dwelling – 2-story brown shingle siding. Observed 200 gallon plastic container up on cement blocks with hose attached. No contact made.

8. Wooded lot at end of Dudley Ferry Road (passed # 469), Mattaponi 23110. Observed scrap metal, empty cans, inner tubes/rubber materials, Styrofoam, plastic materials.

17. Glass Island Road, West Point, VA. Dwelling – two-story tan siding with green trim. No contact. Observed several old cars, old house trailer, debris, metal, boats, and trucks. Note: house is fire damaged.

24. 19010 Eltham Road, West Point 23183. Dwelling – # 3A tan trailer with red trim and # 2A white trailer with maroon shutters. Observed 10 or more rabbits in cage between the two trailers. Significant amount of feces on ground and surrounding areas of cage.

25. 19200 Tidal Water Road, West Point 23181. Dwelling – 2-story blue siding with white trim. No contact. Observed 3 horses in pasture. Significant amount of manure in pasture. Odors present. Received complaints from neighbors observing manure draining into ditch approximately 500 feet away from property.

27. 6220 Hounddog Lane, West Point 23181. Dwelling – 2-story gray and vinyl/brick siding. No contact. Observed two old trailers and a significant amount of tires, trash, debris, and equipment.

SECTION C: NON-SEWAGE WASTE SITES

INDUSTRIAL WASTES

2. International Training, Inc. 1536 International Drive, Shackleford 23156. Owner: W.S. I. Florida Headquarters. Business – observed above ground tanks in containment area (500 gallon tank, 250-300 gallon gas tank, and 125 used oil tank).

4. Regional Airport 1000 Airport Road ‘S’, Mattaponi 23110. Business – airport for approximately 30 planes based at the airport. Observed the fuel farm left (east) side of terminal with a 20,000 gallon double wall tank containing ‘Jet A’ (Kerosene jet fuel) and a 10,000 gallon tank containing ‘AV’ Gas (aviator gasoline). Both tanks are above ground and sit in concrete containment area.

5. ASB-Greenworld, Inc., 496 Airport Road ‘S’, Mattaponi 23110. Business - manufacturer of Potting Soil and Bark Product (mulch including coloring). Observed one 1000 gallon diesel fuel tank above ground in a metal containment area. Bags of potting soil and mulch are stored on pallets outside the factory. Runoff is collected into a retention pond located on the property. Currently operating under VA DEQ Permit: # VAR051378. Specialty Fertilizer License VDACS # 59-0950.

13. Walter C Via Enterprises, Inc., 6574 Lewis B. Puller Memorial Highway, Mattaponi 23110. Business – shopping center - general contract. Located on property; one 500 gallon used-oil above ground tank which is pumped every two weeks.

15. Papco Oil Company, 270 Glass Island Road, West Point 23181, PO Box 471 West Point 23181. Business – fuel oil distributor. 6-9 employees. Located on property were two 20,000 gallon tanks (gas/fuel oil); three 15,000 gallon tanks (two with kerosene, one with gas/petroleum); one 40,000 gallon tank (fuel oil); six 55 gallon oil drums; and two 250 gallon waste oil tanks. All tanks are above ground inside an earthen berm with installed spill boxes approximately 15 feet from marsh.

19. DIRECT – RockTenn, PO Box 100, West Point 23181. Business: wood pulp mill, paper mill and bleach plant. Approximately 460 employees. Process waste water treatment plant utilizing an activated sludge process. VPDES permit # VA0003115. Has no designed flow limitation. Treatment facility consists of 5 pump stations, flow equalization, 6 mechanical bar screens, 2 primary clarifiers, a 30” magnetic flow meter, nutrient addition, de-foamer, a cooling tower, 3 UNOX aeration basins, 3 secondary clarifiers, 2 sludge screws, 2 coil (vacuum) filters, 1 belt press for dewatering sludge. Sludge is burned in a wood waste boiler. Final effluent is piped into the Pamunkey River. Facility also has an industrial waste lagoon. The lined black liquor storage pond contains black liquor generated as a byproduct of the pulping process. The storage pond is a manufacturing process unit which recycles the black liquor to be used as a fuel and a feedstock in a chemical recovery furnace. There is no discharge to surface or ground surface.

SOLID WASTE DUMPSITES

22. DIRECT – Bob Alley Towing, 19343 Eltham Road, West Point 23181. Business – car towing company. No contact. Observed 3 vehicles, 3 commercial trucks, 1 boat in disrepair. Approximately one-half to one acre of car parts 5-10’ from the Pamunkey River.

10. Alexander’s Auto Service, 7190 Lewis Puller Memorial Highway Mattaponi 23110. Business - located on property were approximately one 235 gallon tank, one 125 gallon tank, and one 55 gallon drum of waste oil and antifreeze. Not brimmed, but elevated above ground level.

11. F&M Marine, 7192 Lewis B. Puller Memorial Highway, Mattaponi 23110. Business - located on property were two 55 gallon drums of waste oil. Not brimmed, but elevated and stored inside building.

SECTION D: BOATING ACTIVITY

MARINAS

20. RockTenn, PO Box 100, West Point 23181. Business – wood pulp mill, paper mill and bleach plant with docking facilities for fuel oil by barge. Approximately 460 employees. Boating services provided are fuel, water and electricity. There are containers available for solid waste collection and bilge water collection. Sanitary facilities provided are 2 commodes, 1 urinal, 2 lavatories, and 2 showers for men. Sewage disposal is by connection to the HRSD West Point Facility.

UNDER SURVEILLANCE

14. Burnt Mill Landing, End of Chain Ferry Road N or end of Route 605, Mattaponi 23110. Owner – Department of Transportation, Richmond 23219. Public boat ramp. No contact. Very small area, paved area not maintained leading to sandy beach area. Possible canoe area. No mooring available. No sanitary facilities, boat holding tank pump-out facilities, or dump station facilities provided at this location.

16. Glass Island Boat Landing, End of Glass Island Road, West Point 23181. Owner – Department of Game and Inland Fisheries 4010 West Broad Street, Richmond 23230. Public boat ramp and fishing pier. No contact. One unisex privy available on-site. Several garbage containers for solid waste available. No permanent mooring available. No boat holding tank pump-out facilities provided at this location.

SECTION E: CONTRIBUTES ANIMAL POLLUTION

9. Second Chance Farm, Dudley Road, Mattaponi 23110. No contact. At time of survey there were 8 horses in the pasture. Manure disposal unknown.

12. Walter C. Via Enterprises, Inc., 6574 Lewis B. Puller Memorial Highway, Mattaponi 23110. Pasture located directly behind and to the right of the shopping center activities. At time of survey there were 27 Black Angus steers. Manure and waste disposal is left on ground in pasture. Pasture extends to Airport Road.

26. 6601 Holly Fork Road, West Point 23181. Dwelling – two story white vinyl siding with red shutters and matching horse stable. 2 persons. At time of survey there were 4 horses, 12 goats, 1 rooster, 2 guineas, and 3 donkeys. All animals are in fenced areas greater than 500’ from a tributary of the York River. Waste disposal is spread over pasture.
