1 RURAL PROTECTION ISSUES

HIGHLIGHTS

• 160 communities were covered in Rural Damascus governorate with one or more protection issues. • 94% of covered communities reported child labor preventing school attendance as occurring, 89% reported lack/loss of civil documentation as occurring and 87% reported early marriage as occurring. • Domestic violence was described as a “very common” issue for one or more population groups by 21% of covered communities while sexual harassment was described as a “very common” issue for one or more population groups by 11% of covered communities. • Boys and girls are described as most affected by domestic violence with 15% of covered communities describing it as a “very common” issue for both groups. • 96% of covered communities described reliance on humanitarian assistance as a coping mechanism that was used at least "sometimes" by one or more population groups, while accessing local community support were also described as used “sometimes” (54%) by one or more population groups. • 29% of covered communities described children dropping out of school to work as a coping mechanism “commonly” used by one or more population groups and 21% mentioned early marriage as a coping mechanism “commonly” used by one or more population groups. • Movement restrictions were reported as occurring in 62% of covered communities. Out of those, 86% covered communities reported lack of identity documents, 83% mentioned screening processes and 82% identified checkpoints among reasons, while men (91%), IDPs (86%), and people without civil documentation (85%) were mentioned as the most affected groups by movement restrictions. • Needs for protection services were identified for all population groups, in particular recreational activities (64% covered communities reported it was needed but not present for one or more population groups), women and girls centers and care mechanisms/services for elderly persons (55% covered communities reported it was needed but not present for one or more population groups). • 86% of covered communities reported concerns with humanitarian assistance. Out of the total covered, 119 communities mentioned the request for documentation to access assistance as a concern, 105 indicated that the assistance delivered was not “what the community needed” and 71 mentioned discrimination/exclusion. • Among covered communities having reported lack/loss of civil documentation as occurring, 76% indicated concerns of approaching authority, 71% reported “left behind when fleeing” or “loss” among causes while 87% reported the inability to register birth/marriage/death, 86% identified “restricted freedom of movement” and 83% mentioned “cannot register land/access transactions” among consequences. • Among documents that were described as difficult to obtain in covered communities having reported lack/loss of civil documentation as occurring, passport (76%) and travel authorization document (71%) were mentioned. • 79% of covered communities reported housing, land and property issues as occurring. Out of those, 70% mentioned “lack of documents” and 67% “disputed ownership” as HLP concerns happening “sometimes”.
