PARISH COUNCIL MINUTES OF THE PARISH COUNCIL MEETING HELD ON 7TH JULY 2010 AT 8PM IN THE VILLAGE HALL

Present: Tina Bath – Vice Chair, Robin Main, Alan Hutfield, Nobby Clark, James Small and Celia Meaden-Clerk 1. Apologies for Absence Indra, Will & Tom Killen 2. Acceptance of the Minutes of 2nd June 2010 After one alteration these were agreed and signed as a true record. 3. Declaration of Interest on matters included in the Agenda None 4. Matters arising from the minutes of the previous meeting not otherwise on the Agenda No matters arising 5. Public Forum on Matters included in the Agenda only Jean McCulloch made an appeal on behalf of local residents re: P/A 20101259. Jean felt that not enough attention was being given to the fact that it was Triple SI Site and also in the AONB area. She asked that the Parish Council would recommend a refusal to the plans. Alan Butcher responded on behalf of the application – he stated that the Wild Life Trust is preparing a management plan to encourage the correct species to the site and every care was being taken to safeguard the site. Gwyn Thomas stated that he was opposed to the proposed 30MPH speed limit as it stands. 6. Financial – The following payments for consideration: Tom Owen - £5875.00 – sum agreed for work on kerbing the lower green C. Meaden - £396.00 – Salary and expenses for April/May/June SALC – Affiliation Fee - £136.61 – Previously agreed but payment overlooked D B Gibbons Ltd - £211.50 – Topping Green (ongoing as agreed) All the above payments were approved unanimously 7. Planning Applications (1) Planning Ref:2010/1151– P.O. Kelly O’Connor Proposal: Rear Single Storey Extension Location: 1 Wellington Cottages, Priddy. BA5 3BT Applicant: Mr Rob Cooke Application Type: Householder Planning Permission (2) Planning Ref: 2010/1259 – P.O. Conrad Rodzaj Proposal: Erection of 2 storey extension with bridge link to car park and retaining wall. Extension to single storey element and extension to car park through the construction of a gabion basket retaining structure with associated landscaping Location: Shepton Mallet caving Club Headquarters, The Mineries, Priddy Road, Priddy. Applicant: Mrs Kirsty Davey, 38 Elm Park, Wootton Bassett, Wilts. SN4 7TA Both the above applications were considered and recommended for approval unanimously 8. Agenda Items not already covered (a) Planning Application No. 2010/0725 – Ground Levelling on Priddy Village Green Discussion on whether to proceed with works – Nobby was asked by Will in his absence to pass on his feelings on this item. Will felt that the council should leave this project alone. Alan proposed the following resolution: The Council does not proceed with the works until legal definition is clarified. Seconded by James. A vote was taken 4 in favour one against therefore the resolution was carried.

(b) Emergency Items – Any Item that the Chairman deems to be included – There were no extra items (c) Ideas for future use of Old BT Telephone Box – Tina asked that parishioners should bring forward any ideas for the use of the BT box to the PC (d) SCC Finger sign Posts project – Grass cutting around signs – members of the public have volunteered to cut the grass around the signs but the PC cannot authorise this. Tina is to get definition from MDC re: the legalities of members of the public cutting grass (e) The Area of land behind Pincross – Tree cuttings left on site – This land is registered to the PC – Indra is to look into legality of the agreement. The Clerk to write to Chris Winter to request removal of the tree cuttings (f) Proposed 30 MPH Speed Limit- Suggested deadline for correspondence relating to this PC to review all concerns relating to this and consider a public meeting for this purpose – It was agreed that the deadline for correspondence relating to this issue is to be 15th August 2010. Belinda Brownlow had mentioned to Tina that the plan showed some of the signs in the gateway to her house. It was proposed that a public meeting is to be held to debate this issue prior to the September PC meeting at 7pm and to follow on with the usual meeting at 8pm (g) Ground Levels around Swildons Swallet – cavers offer to make good – The Parish Council agreed to cavers making good the sunken area at Swildons Swallet. Tina requested that whoever is undertaking work will liaise with her as she has a waste exemption licence in place (h) Parish Council Committees – Revised Agenda Format - Standing Orders are to include a 5 minute Public Forum at committee meetings in future. It was proposed by Robin that the 5minute period be increased to 10minutes seconded by Nobby, all voted in favour. (i) Greens & Highways Committee Report – Nothing to report (j) Sheep Fair Committee Report – Nobby reported that at the recent Multi Agency meeting proposals were made to reduce costs. The Sheep Fair is to go ahead following the same format as last year but with some cost cuttings put in place. Tina asked if any measures were to be put in place at Splotts. Nobby assured the meeting that toilets etc will be put in place in plenty of time.
