38 MINUTES OF MEETING OF THE RHOSYR COMMUNITY COUNCIL HELD AT THE VILLAGE HALL LLANGAFFO ON 25th JUNE 2018 AT 7.00 PM

PRESENT: Councillors Tim Owen – Chairman. Councillors: Gwilym Roberts, Thomas Hughes, Councillors, Dennis Owen and Lowri Owen. Councillors David Roberts and Glenys Owen, Councillors Jane Sykes and Jane Roberts and County Councillor Bryan Owen

3: PREVIOUS MONTHS MINUTES: Decision: Confirmed by Councillor David Roberts and seconded by Councillor Jane Roberts These were accepted and signed as correct the minutes of the meeting held on 25th June 2018.

4: MATTERS ARISING FROM PREVIOUS MONTHS MINUTES:

4.1. Maurice Wilks Memorial : It was agreed for Councillor T.Owen to speak to the headmistress for the new Bro Dwynwen school in Newborough to see if the memorial can be situated there.

4.2. Access to playing field in Dwyran School : It was agreed for the clerk to forward all correspondance between the community council and Aanglesey C.C regarding the playing field to County Councillor Bryan Owen for discussions with the education dept regarding the lease and access to this playing field.

4.3.Passing Places on Mermaid Road : Eamil in hand from Highways informing the Community Council there are no funds for work to create passing places on the Mermaid road.

4.4. Illigal Camping in the Forestry in Newborough : Email from NRW regarding the illigal camping in the forest outling the measures they are taking to combat this problem.

4.5 Cynefin : Pen y Bryn Est Dwyran : Email from Cynefin enquiring if the problems outlined in last months meeting are still ongoing: agreed that the clerk email to confirm that the problems are still ongoing.

NO OBJECTION BUT with the following concerns

At the Rhosyr Community Council meeting concerns were raised regarding access to and from the above farm as the road to this farm is narrow and there are no passing places and the concern is that large vehicles are using and will in the future be using this road and the concern raised by the councillors was that at present the road is inadequate for this type of traffic and what measures are or will be taken to overcome this problem.

8: COUNCILLERS REPORTS : Councillour Glenys Owen Reported that the horse tender permit scheme will be run by Natural Resources Wales in the future.

9: COUNTY COUNCILLOR REPORTS : Councillor Bryan Owen agreed to look into the problem regarding the access for the playing field in Dwyran.

11: FINANCIAL MATTERS AND ADMINISTRATION :

11.1 : Monthly Financial Report : Bank statements Submitted and signed as correct By the chairman. 11.2 : Risk Assessments No changes at present.

12. PAYMENTS : Resolved to pay the following : £

£ Ddraig Goch Fuel 77.59 Village Hall Llangaffo Room Rental 20.00 Wages x 3 M.Owen 1,119.36 ------£1,216.95

Money received : £60.00 from Cemetaries and headstones.

13. ANY OTHER MATTERS :

13.1 Various hedges and verges and footpaths need cutting .Resolved to inform The County Council and Alun Thomas and arrange for these to be attended to. 13.2 Complaints were received regarding Japenese knotweed in Dwyran Resolved to inform Anglesey County Council of this problem. 13.3 Concerns were raised regarding the weight limit on the bridge on the Cefnmaesoglan road between Llangaffo and Dwyran : Resolved to enquire with Highways as to the weight limit of this bridge. 13.4 : Rhosyr Community Council adopted the Local Resolution protocol.
