27 MINUTES OF MEETING OF THE RHOSYR COMMUNITY COUNCIL HELD AT THE COMMUNITY CENTER DWYRAN SCHOOL ON 26th FEBRUARY 2018 AT 7.00 PM PRESENT: Councillors O.M Thomas – Chairman. Councillors: Gwilym Roberts, Thomas Hughes, Councillors Tim Owen, Dennis Owen. Councillors Angharad Jones David Roberts and Glenys Owen and Lowri Owen. County Councillors Peter Rogers and Bryan Owen 1: APOLOGIES: Councillors Jane Sykes and Jane Roberts Dylan Owen Rural Housing Enabler gave the Community Council an update on the Housing Need Survey undertaken in the Bro Rhosyr parish : There was a very poor response to the questionnaire sent out to the residents and based on the information gathered during the survey and the conclusion was that there was no need for social housing in the parish. 2: DECLARATION OF INTEREST: No Interest Declared 3: PREVIOUS MONTHS MINUTES: Decision: Confirmed by Councillor David Roberts and seconded by Councillor Glenys Owen These were accepted and signed as correct the minutes of the meeting held on 29th January 2018. 4: MATTERS ARISING FROM PREVIOUS MONTHS MINUTES: 4.1 : Playing field Dwyran. Community Councillors raised concerns regarding the access to the playing field at Dwyran Primary School. After Monday's meeting of the Community Council it was agreed after discussion to request a map of the site to clarify the site access and it was brought to the council's attention to enquire about the possibility of asset transfer? and some of the councillors were unsure if there was a protection of access clause in the lease as well. Resolved to write to the education department again to enquire. 4.2. Email was in hand from the Highways Department regarding the broken reactive sign in Llangaffo. Highways have agreed to remove the unsafe sign. 4.3. Email from Enviroment Health Dept of Anglesey C.C with regards to the concerns regarding possible asbestos in the farm buildings in Treaserth Farm Llangaffo , initial enquiries will be made with the Building Control Section with regards to this matter. 5 : CEMETERIES AND GRASS CUTTING : A new Honda and strimmer have been purchased. It was agreed that a review of the buriel fees in the Rhosyr ward was needed and the cemetaries panel would meet to look and review the fees and these new fees would come into force in the new financial year. 6 . PLANNING DECISIONS : 45EL 1550/E TYN Y GOEDEN NEWBOROUGH: Full application under section 37 of the Electricity Act for the erection of an ovehead electric line 240v/415V21 1 NO OBJECTION 45C15E PEN PARC PENLON NEWBOROUGH: Full application for alterations and ext at the above NO OBJECTION 28 7 : COUNTY COUNCILS PLANNING DECISIONS: No decisions received this month 8 : COUNCILLERS REPORTS : Councillor Tim Owen updated the Community Council regarding the meeting about the recent floods in Dwyran in which 13 houses were affected. The outcome of the meeting was that all the residents attending are awaiting actions and reports from Natural Resources Wales as to what can be done in moving forward. 9 : COUNTY COUNCILLOR REPORTS : Councillor Peter Rogers updated the Community Council regarding the ongoing election problems regarding the appointment / dismissal process of teachers at the old Schools in the ward and the new Bro Dwynwen school in Newborugh Councillor Rogers also updated the council regarding the ongoing problomatic traffic situation in Newborough. Both Councillor Rogers and Councillor Bryan.Owen are committed to bringing the two bodies together and working with them but have been disappointed by the lack of response and reaction from ACC Councillor Rogers updated the Community Council regarding the meeting regarding Parc y Plant in Newborough,The meeting was between members of the Community Council , Representatives of ACC The Prichard Jones Inst and formers members of the Parc y Plant committee where it was agreed to try to encourage the formation a new younger committee and all parties agreed to move forward with a view to saving the park. 10 : CORRESPONDANCE January / February 2018 ; Please See attached sheet 11: FINANCIAL MATTERS AND ADMINISTRATION : 11.1 : Monthly Financial Report : Bank statements Submitted and signed as correct By the chairman. 11.2 : Risk Assessments No changes at present. 12. PAYMENTS : Resolved to pay the following : £ Anglesey C.C Election Fees 405.00 Anglesey Computer Solutions Repairs to Computer 170.00 One Voice Membership 343.00 -------------------- £ 918.00 Money received Derwyn Jones Funeral £ 75.00 Sales of two plots at Rofft Wen £150.00 ---------------------- £225.00 29 13. ANY OTHER MATTERS : 13.1 The hedges along the road from Newborough school to Llain Nest needs to be cut back : resolved to write to Highways to request this work be carried out once again. 13.2 Complaints were received regarding the potholes in the road from Mermaid to Ink Bottle cottage in Dwyran and Llwyn Idris and by the turning to Fondeg Farm Llangaffo and from the post office down the hill to Hengai in Llangaffo: Resolved to write to Highways Dept of ACC to inform them of the potholes. 13.3 Ty Croes Hill Dwyran : Water is raising from the road at the top of the hill and running down to the road by the church This leak needs investigating Resolved to write to Highways once again to report the matter. 13.4 : A Request was raised for the speed awareness cables to be laid on the road in Llangaffo. Resolved to write to Highways regarding this request. 13.5 : Concerns were raised about fireworks being let off by Clynnog in Dwyran once again Resolved to write to Menai Cottages again to request they inform the tenants to refrain from letting off fireworks without good reason. THE NEXT MEETING OF THE RHOSYR COMMUNITY COUNCIL WILL BE 7.00PM ON MONDAY 26th MARCH 2018 AT VILLAGE HALL LLANGAFFO .
