MINUTES OF THE LITTLETON & HARESTOCK PARISH COUNCIL MEETING held on Monday 12 October 2015 at the Millennium Memorial Hall, Littleton

Present: Mr J Biddlecombe, Mrs H Saunders, Mrs A Neilson, Ms K Learney, Mr R Warren, Mrs Burgess, Mrs V Morton and Mr C Tee (Clerk)

Apologies for Absence 15- 092 Cllr P Bailey, Cllr P Twelftree, PCSO Harley, Mr Sallis, Mr Mead and Mr Cunningham all sent their apologies.

15- Declarations of Interest 093 Mrs Saunders and Mrs Morton mentioned that they live near 1 Harestock Close mentioned on the planning schedule and Mr Biddlecombe mentioned he lives next to Paddock View which is to be mentioned under Matters Arising and he is also adjacent to the Land on Littleton Lane mentioned on the planning schedule.

Minutes of the meeting held 14 September 2015 15- 094 The minutes of the meeting of 14 September were presented and accepted. It was proposed by Mr Warren and seconded by Ms Learney that the minutes be accepted. RESOLVED: That the minutes of the meeting held 14 September 2015 be approved.

15- Matters Arising 095 a) Election of Parish Councillors: Mr Warren wondered if any answer had been obtained from WCC regarding what is to

happen in May 2016 following the recent Boundaries Commission decision about the split of representation of the JB parish, have Parish Councillors all to go through an election then? No answer has yet been forthcoming from WCC and Cllr Byrnes agreed to chase this up for the parish. b) Bench seat in recreation ground: Mr Biddlecombe stated that it had been established that the wooden bench seat in the recreation ground in a poor state of repair had no living family member connections to the area, so it has been removed without replacement and the plaque from it placed on the adjacent bench seat. There are still a number of other serviceable benches in the recreation ground. c) HALC AGM: Mrs Neilson reported that she had attended this on 3rd October on behalf of the Parish Council at Sparsholt College. There had been a large number of exhibitors offering various services to parish councils and an interesting presentation about the so-called devolution of tasks to parish councils that other authorities were no longer able to carry out due to budget cuts. Mr Biddlecombe thanked her for attending. d) Paddock View: Mr Biddlecombe reported that the landlords,

1 Hyde Housing, have still to produce satisfactory discharge readings from the sewerage facility there. He has now written to the local MP Steve Brine as no-one is taking ownership of this problem and it is time for it to be resolved. Mr Brine is now firstly going to approach WCC about this continuing problem. The Parish Council, quite separately, has established with WCC that the Open Spaces funding that was in their legal agreement in 2008 for that development has been received in 2009. 15- Military Report: Sir John Moore Barracks/Worthy Down 096 WO1(RSM) Tippett mentioned that the large amount of rubbish left

outside on the grass of a married quarter by a former member of the

Army in Harestock is now scheduled to be removed shortly. There is a passing out parade this Friday to which all are welcome to attend, should any member of the council or public wish to do so. Similarly, the ATR(W) Remembrance Sunday service will take place on the morning of 8th November to which all are also invited and at which Mrs Burgess will lay a wreath on behalf of the Parish Council. He mentioned finally that he has changed the route of one of the fitness runs to try and avoid the village. Mrs Saunders asked if details of when the clay pigeon shooting takes place could be supplied as a local resident would like to know. WO1Tippett said that he would get this information for her. He also mentioned that any member of WO1 (RSM) the public could take part in the clay pigeon shooting on a Saturday Tippett at a cost of £20 for fifty shots. WO1(RSM) Worth from Worthy Down then mentioned that the project, project Wellesley, to reconfigure and re-role that site is now well underway and that nothing to do with that project the 86 bus service has been cancelled from going down into the camp which the Garrison commander is trying to fight.

Public Participation 15- 097 Nil.

15- Police Report 098 Our new PCSO, PCSO Donna Bidle, was unable to attend, but

produced the following report: This report details incidents from 15/09/2015 – 07/10/2015. Anti-

Social Behaviour: No reports of ASB in Harestock or Littleton. Burglary to a dwelling: No reported burglaries. Non-Dwelling Burglary: No reported non dwelling burglaries. Criminal Damage: No reported Damage. Drugs: No reports of drug dealing/use within . Theft from motor vehicle: 26/09/2015, tampering with Motor Vehicle. Stud Lodge, Littleton. Theft of pedal

cycle: No reports of theft of bicycles in Harestock or Littleton. Theft of vehicle: No reports. If you have any information relating to the

Also in the wider area recently we have had a few reports of burglary, they have entered via insecure windows and doors. If everyone could

PCSO 15- Planning 099 The planning schedule for September was circulated and briefly discussed.

15- 100 Sparsholt College Biomass Energy Generator Mr Biddlecombe mentioned at the previous meeting that Sparsholt College are seeking to install a large biomass energy generator on their premises and that Mr Cunningham had attended the open public meeting recently held at the College about this proposal on behalf of the Parish Council. He had voiced concern over the considerable

number of additional large vehicle movements bringing in the raw materials to be used to generate energy that would cause further congestion on local roads within this Parish Council area. Two

separate information sheets produced by the College were then handed out to all Parish Councillors. It is becoming clear that this development, should it come to fruition, will cause considerable

significant heavy good vehicle movements through the Parish Council area once the generator is up and running as all the daily 20+ 18 tonne loads of silage will be coming to the generator from a 15

mile radius across the county using whatever primary routes they can to get to the college. The planning application will be carefully scrutinized by this Parish Council when it is finally submitted by the College, but in the meantime it was decided to write to the College to voice the Parish Council’s concern about the inevitable increase in

heavy good vehicle journeys through the area once this generator is up and to seek an assurance they are going to ensure that adequate mitigate measures are considered. 15- 101 Barton Farm Development Mrs Morton reported that, at the latest meeting of the Barton Farm

Forum on 7 October that many questions were asked of Cala about when building work would commence but no answers were

forthcoming. It is presumed that there is still an impasse between the landowners and Cala over the value of the land. Building is still scheduled to start this autumn, but WCC have already stated that they

will not be formally adopting the sustainable urban drainage scheme to be used for rainwater disposal there, so that will have to be managed by a separate management company that will need to be set

up. She also mentioned that contractors digging up Harestock Road

for electricity cabling to be inserted for Cala had been using the

entrance to the Harestock Road football field as a dumping area for spoil and storing their plant equipment without permission from the

Parish Council. This has now been rectified, but they have damaged the tarmacadam surface of that entrance which they have agreed they

will repair. Ms Learney then stated that she had been in contact with HCC who have been carrying out corridor studies for the roads adjacent to Barton Farm in relation to improving bicycle usage into and out of , as well as another bicycle route across country from South to Winchester via Worthy Down.

3 Whilst some of these studies have been completed, she voiced doubt

as to whether in the current fiscal climate any real improvements will come to fruition.

15- Littleton & Harestock Show 102 Mr Warren reported that the next meeting of the Show Society is Wednesday this week. Nothing else to report.

15- County Councillor’s Report 103 Cllr Bailey sent the following report. Pot Holes: Top of the League! ITV Meridian ran a story recently on the subject of potholes and how councils across this region are paying more than anywhere else in the UK for damage caused by potholes. The story

said that every 18 minutes someone, somewhere will make a claim for compensation for damage caused by potholes. It’s a problem costing local authorities £2M a year, with

paying out more than any other local authority in the country. Last year it spent more than £300,000 to cover the cost of damage, with half of all claims being paid for. Broadband - Wave 2 Announced:

Wave 2 of our programme is a large and complex project.BT Openreach will be upgrading connections to over 34,000 premises across the county between January 2016 and September 2018. Once

completed, Wave 2 will make Superfast Broadband available to more than 95% of premises in Hampshire. Upon completion of Wave 1 and Wave 2, an additional 97,000 premises will have access to Superfast Broadband; this will bring the total number of Hampshire homes and businesses with access to superfast services to 570,000.

15- 104 District Councillors’ Report

Cllr Byrnes reported that, regarding the River Park Leisure Centre, WCC’s cabinet are still to have details provided on the final two possible options before this comes to the public for consultation. Mrs

Burgess then asked if Cllr Byrnes could find out what is happening regarding discussions on flood action planning as she was aware that there might have been developments or discussions, but had not JB heard anything at all. He agreed to do this. Finally, he mentioned that the WCC local plan part 2 is due to finalized later this month.

15- 105 Sub-Committees and Other Reports a) Finance: The latest payments list for September was

presented for consideration and accepted. It was therefore proposed by Ms Learney and seconded by Mrs Neilson and RESOLVED – That payments totalling £10,164.69 on the September payments schedule should be paid. The new Parish Council

website was then discussed and Mr Sallis had put together a proposal for him and his wife to take over the running of the existing community website at no cost and

to put together a new website for the Parish Council at no cost. This proposal had been circulated and considered by the website working party who would remain in existence to monitor development of the new website and ensure that it meets all the Parish Council’s needs. Mr Sallis was also attempting to obtain

sponsorship locally to pay for the operation of the community website which will stand alone form the Parish Council website with just an electronic link to it.

b) Environment: Mr Biddlecombe mentioned that the undergrowth on the island at the end of South Drive needs attention and advice would be sought from a local retired horticultural specialist about what would be best

5 to plant there. In addition, a local resident adjacent to

Bradley Road playground had voiced concern about the size and state of two cherry threes there which it was agreed would both be trimmed back. CT c) Playgrounds: Mrs Saunders stated that both playgrounds now look really vastly improved with all the recent work that had been carried out on them by the contractor. She would double check that everything had been satisfactorily completed at both playgrounds before payment of the bill is made. d) Millennium Memorial Hall: Nothing to report. e) Pavilion, Sports Club & Recreation Ground: The quote for redecoration of the upstairs of the sports pavilion had been received and was accepted and work to install a separate water heater for the toilets is also going ahead. CT f) Transport, Traffic & Civil Engineering: Mr

Biddlecombe reported that he, Mrs Saunders and Ms Learney had had a useful meeting with Gina Chandler of HCC Highways in the Parish Office which had outlined

all the current areas of concern to do with footpaths and highways in the area. HCC Highways have already been seen to be carrying out some of the remedial work identified for the area. It was suggested that the visibility sight lines for the vehicle entrance/exit to the Harestock Road football ground need to be improved with trees CT cutting back which would be arranged. g) Pond: Nothing reported but it was confirmed with HCC Highways that they do have schedule for the maintenance of the large sump tanks underground adjacent to the pond.
