In this fifth volume of the series the Marriage Registers down to 1812 of eight more Hampshire parishes appear in print, and the information they contain is thus preserved from all risk of being lost or improperly tampered with. The preceding four volumes contained, in addition to the Register of Winchester Cathedral, the Marriage Registers of the following thirty-seven parishes: Volume I. — that great evil —an undue multiplicity of indexes. Moreover, the postponement of index-making expedites the printing of the Registers themselves, a matter of no small moment in view of the serious risks of fire, theft and forgery as well as those of natural decay and accidental loss, to which these valuable records are continually exposed. The following abbreviations are again made use of: \v.=wido\ver or widow p.=of the parish of b.=b.ichclof dioc.=in the diocese of s.=spinster or son of co.=in the county of d.=daughtcr of //c.^niarriage licence Of the Registers in the present volume that of St Michael's, Winchester, was transcribed by Miss A. C. Moberly and Mr. Herbert Chitty. Miss Clark copied that of St. Lawrence, Winchester ; and Mr. Andrews, of Basingstoke, is responsible for the others. The Editors also desire to acknowledge the valuable help in collating the Registers of St. Michael and St. Lawrence, which has been rendered by the Rev. F. T. Madge and the Rev. H. E. Moberly. Thanks for permission to print the Registers are due to the Clergy, whose names are mentioned under the respective parishes. It may be well here to remind the reader that these printed abstracts of the Registers are not legal "evidence." For certificates application must be made to the local clergy. Volume \T is in the printer's hand and will be issued at an early date. It only remains to add that the Editors will gladly welcome further help in the way of transcribing marriages. Such voluntary help alone renders it possible to issue this series of the Parish Registers of Hampshire. July, 1903. SUVI 1bamp0hirc parieb 1RcGi6ter0, Marriages at Long Sutton, 1561 to 1812. Note.—The oldest Register is a small quarto volume on vellum, in which Baptisms, Marriages and Deaths are entered indiscriminately. It is in good condition and well cared for. It dates from 1561 to 1653. The next Register is an octavo volume and is not in such good condition. Much of the writing has perished through damp. It also is on vellum, and dates from 1654 to 1721. The entries are mixed. Volume III extends from 1733 to 1788 and overlaps Volume IV, which contains the period 1754 to 1812. Some entries are in one volume, some in the other, and some in both. These entries have been extracted by leave of the late Rev. W. Standen, Vicar of Long Sutton, and the proof has been collated with the Register by the Rev. C. D. Stooks.     Barton Stacey Conservation Area Character Appraisal 1 Introduction Conservation Areas A conservation area is an area designated by the local planning authority as one of special architectural or historic interest. Once designated, the local authority has a duty1 to ensure that the character of a conservation area is preserved or enhanced, particularly when considering applications for development. Purpose of Character Appraisals Local authorities are encouraged to prepare Character Appraisals, providing detailed assessments of their conservation areas. Appraisals enable the local authority to understand the elements that give each area its distinct and unique character, identifying special qualities and highlighting features of particular signifi cance. Those elements include: historic development; landscape and topography; style, type and form of the buildings, and the spaces between buildings; materials, textures, colours and detailing; and less tangible aspects, such as sounds and smells, which can contribute to the special character of the area. A Character Appraisal is intended as an overview, providing a framework within which individual planning applications can be assessed. It includes text, an appraisal plan and photographs. It is not realistic to refer to every building or feature within a conservation area – but the omission of any part does not mean that it is without signifi cance. 1 Under the Planning (Listed Buildings and Conservation Areas) Act 1990. 2 2 The Barton Stacey Conservation Area Context Barton Stacey Conservation Area was originally designated on 25th April 1984 in recognition of its special architectural and historic interest.
