Colden Common VillageDesignStatement 2012 Colden Common VillageDesignStatement 2012 A Village Design Statement (VDS) is a Supplementary Planning docume nt that has been researched and developed by the local community. Its purpose is to help influence decisions on the design of new development. It is about managing change, not preventing it. A VDS should provide guidance on the distinctive features of the village which the local community values and wishes to see enhanced and protected. It provides additional guidance to assist local planners and applicants on how development may be undertaken so as to respect the character of the village. In order to be adopted by Winchester City Council (WCC), a VDS needs to supplement the Winchester District Local Plan Review 2006 (WDLPR) which has been prepared by Winchester City Council, together with Hampshire County Council as Highway Authority. The adopted policies of the 2006 Local Plan form part of the Development Plan for Winchester District, alongside the South East Plan 2009. The Development Plan forms the basis for decisions on land use planning affecting the area and a VDS needs to be compatible with its policies and with Government advice. The WDLPR 2006 identifies areas where future housing developments may be located. Within the Parish of Colden Common, the village of Colden Common has been defined within ‘a settlement boundary’ which specifies the area in which Contents new build is normally permissible. Page 2. DIOCESAN SYNOD ACTS 16 March 2017 Acts of the Diocesan Synod held on 16 March 2017 at St Luke’s Hedge End. 70 members were in attendance. The Revd Fiona Gibbs and Mr Nigel Williams led members in opening worship. The Bishop of Winchester welcomed members. AMAP PROPOSALS 2017-1019, DS 17/01 Vision & Implementation of Strategic Priorities The Bishop of Winchester shared an overview of the vision and implementation of the diocesan strategic priorities at a diocesan and archidiaconal level, focusing on sustainable growth for the common good, with the intention to be proactive rather than reactive. Four projects were proposed: 1. Benefice of the Future, Promote Rural Evangelism & Discipleship The Archdeacon of Winchester presented proposals for the Benefice of the Future to be trialled in three benefices initially: Pastrow with Hurstbourne Tarrant & Faccombe & Vernham Dean & Linkenholt; North Hampshire Downs; Avon Valley. 2. Invest Where There is the Greatest Potential for Numerical Growth – Resource Churches Planted, Flourishing and Preparing to Plant Again The Archdeacon of Bournemouth presented proposals for Resource Churches, with initial plans to go into Southampton and Basingstoke, each Resource Church to develop a pipeline to plant other churches. 3. Major Development Areas (MDA) – the Church Supports Sustainable Community Development and Offers a Missional Christian Presence The Bishop of Basingstoke presented an overview of areas across the diocese which will see developments of 250+ houses over the next few years; proposing that the diocese must engage with the new communities as soon as possible to ensure a Christian presence. 4. Further & Higher Education – Grow and Deepen the Church’s Engagement with Students and Institutions The Bishop of Winchester presented members with an overview of Further and Higher Education and the challenges the church faces with engagement. -
Otterbourne Parish Plan
1.0 Purpose of the Document The purpose of the document is to provide the Countryside Agency, Hampshire County Council and Winchester City Council with a perspective on how the residents of Otterbourne wish to see local issues that affect their quality of life managed over the period October 2004 to October 2009. It will give Otterbourne Parish Council, once they have formally adopted the Parish Plan, the consensus of the village and should give emphasis to the Parish Council's input to the wider future of the community. 2.0 Introduction The Government introduced a Rural White Paper - Our Countryside: the future - in November 2000 sponsored by the Countryside Agency, with the aim of encouraging local communities to take a more active role in deciding what is important to them and how each community sees itself developing over the following few years. The aim of a Parish Plan is to allow everyone in the Parish to have a chance to say what they think about the various social, economic and environmental issues affecting their community and how they would like to see it improved for the future. The proposal to prepare a Parish Plan was presented to the village at a meeting in July 2002, supported by the Countryside Agency and Winchester City Council. The meeting concluded with a request for volunteers to assist in the project. In September 2002, Otterbourne Parish Council notified the Countryside Agency of its intent to commence with the preparation of a Parish Plan. In March 2003 the inaugural meeting of the Otterbourne Parish Plan and Village Design Statement project team took place, by which time 40 volunteers had come forward to offer their assistance in a variety of roles from Project Leader to "Foot Soldiers" who were prepared to distribute letters and collect surveys. -

Yonge John Keble's Parishes: A History Of Hursley And Otterbourne CHAPTER I - MERDON AND OTTERBOURNE The South Downs of England descend at about eight miles from the sea into beds of clay, diversified by gravel and sand, and with an upper deposit of peaty, boggy soil, all having been brought down by the rivers of which the Itchen and the Test remain. On the western side of the Itchen, exactly at the border where the chalk gives way to the other deposits, lies the ground of which this memoir attempts to speak. It is uneven ground, varied by undulations, with gravelly hills, rising above valleys filled with clay, and both alike favourable to the growth of woods. Fossils of belemnite, cockles (cardium), and lamp-shells (terebratula) have been found in the chalk, and numerous echini, with the pentagon star on their base, are picked up in the gravels and called by the country people Shepherds’ Crowns - or even fossil toads. Large boulder stones are also scattered about the country, exercising the minds of some observers, who saw in certain of them Druidical altars, with channels for the flow of the blood, while others discerned in these same grooves the scraping of the ice that brought them down in the Glacial age. But we must pass the time when the zoophytes were at work on our chalk, when the lamp-shells rode at anchor on shallow waves, when the cockles sat “at their doors in a rainbow frill,” and the belemnites spread their cuttlefish arms to the sea, and darkened the water for their enemies with their store of ink. -
