Foundation Baja Poland is organising the 4th round of the 2014 FIM BAJAS World Cup on behalf of the PZM. The event will take place in accordance with the relevant legal and administrative requirements of the host country and with the FIM Sporting Code, the relevant FIM Technical Regulations, the FIM Medical, Anti-Doping and Environmental Codes, the FIM Disciplinary and Arbitration Code, the FIM BAJAS World Cup Regulations and the Appendices thereto, the present Supplementary Regulations and any rules and regulations adopted by the FIM International Jury. The present Supplementary Regulations may not be in contradiction with any of the FIM rules referred to above including but not limited to the Sporting and Technical Rules governing the discipline. In the case of a divergence or conflict between these Regulations and any of the above mentioned FIM rules referred to above, the latter shall prevail. In any matter not covered by the FIM Bajas World Cup Appendices or these Supplementary Regulations, the FIM International Jury shall decide ex aequo et bono. All additional provisions of a technical or organisational nature not contained in these Supplementary Regulations shall be announced by means of a numbered, dated addendum signed by the International Jury. These addenda shall form an integral part of the Supplementary Regulations and shall be posted on the official notice board of the Rally. They shall also be communicated during the riders’ briefing and the riders shall be notified of them in the shortest time practicable.

7. RIDERS

7.1 ENTRIES

7.1.1. OPENING AND CLOSING DATES FOR ENTRIES

• opening: Monday 07.07.2014 – 00.00 • closing date – 1st term (with reduced fee): Tuesday 19.08.2014 – 24.00 • closing date for entries (with normal fee): Thursday 21.08.2014 – 24.00 7.1.2. The entry form must be solely filled in online at www.bajapoland.eu or zgloszenia.pzm.pl. 7.1.3. ENTRY PROCEDURE Delivery of the correctly filled in entry form and required attachments is the responsibility of the rider. Any rider willing to enter BAJA POLAND 2014 is obliged to correctly fill in the entry form till August 19th 2014 /Tuesday/ – 1st term with reduced entry fee, or till August 21st 2014 /Thursday/ – 2nd term (deadline) with normal entry fee. The entry form shall be filled in solely via the internet website at www.bajapoland.eu or zgloszenia.pzm.pl. Correctly filled, with attached confirmation of payment of the entry fee and approved entry form shall be automatically sent by electronic mail to the Rally Organiser and to the competitor on his e-mail address, mentioned in his entry form. An entry will be accepted, only if accompanied by full entry fee payment receipt. When completing the on-line entry form and attachments, also the following files are automatically generated: - Administrative Checking Card and Technical Inspection Card (OA and BK-1 cards), - Additional Service Park Space Order Form (optional), - The Same / Neighbouring Service Park Space Order Form (optional). The maximum number of motorcycles that can be entered is 50.

7.2 ENTRY FEES

7.3 ENTRY REFUSED – WITHDRAWAL

The fee will be returned in full only in case of cancellation of the Rally or refusal of entry of a rider. Organiser may return 50% of the entry fee in case of riders who will present a written explanation from their parent FMNR, confirming a force majeure event. The notice of withdrawal from the competition must be sent to the Rally Office before the Administrative Control.

7.4 CONDITIONS FOR ACCEPTANCE OF RIDERS

The Organizing Committee reserves the right to reject a rider’s application to enter the event without to explain the reasons behind this decision. To register for any event in the FIM Bajas World Cup, any rider of any nationality must be over 18 years old and in possession of an FIM driver’s licence for the FIM Bajas World Cup, valid for the current year (article 70.2.1 of the FIM Sporting Code and article 09.1 of the FIM Medical Code), issued by their national federation. He/she must also be in possession of the relevant driving licence according to the capacity of his/her motorcycle or quad. The rider enters the BAJA POLAND in full cognisance of the risks that he/she may incur by participating in this event. He/she agrees to protect and hold harmless the Organisers, the FMNR and the FIM and anyone acting on their behalf or under their authority, including but not limited to employees, agents, officials, representatives and volunteers, from and against any and all liability, loss, expense or claims for injury to persons or death or any damage to or destruction of property arising in connection with or on the occasion of the BAJA POLAND.

8. CLASSES

The mandatory FIM classes are as follows:

9. IDENTIFICATION AND ADVERTISING

9.1. Participants are free to affix any kind of advertising on their vehicle, provided that: a) It is authorized by FIM regulations and the national laws of the country in question. b) It does not contravene accepted public decorum. c) It does not overlap the spaces reserved for the race plates. 9.2. The spaces reserved by the Organizer for its advertising, which cannot be refused, will be published in an Appendix. 9.3. The absence or incorrect positioning of mandatory or optional advertising where required shall entail a fine of 50% of the entry fee and, if repeated, exclusion from the Rally.

10. ADMINISTRATIVE CONTROL

10.1. LOCATION Rally Office “Rally HQ”, Sports and Entertainment Arena, Szczecin, st. Szafera 10.2. PROGAMME The Administrative Control will take place on:  28.08.2014 /Thursday/ between 15:00 and 19:00 10.3. ADMINISTRATIVE CONTROL SCHEDULE The Administrative Control schedule will be published on the official rally website www.bajapoland.eu on 25.08.2014 /Monday/. Presence in scheduled time of riders or their authorized representatives is obligatory. Each crew that reports to the Administrative Control on any other time than that scheduled will be sanctioned with a fine of 100 EUR. 10.4. DOCUMENTS TO BE PRESENTED  original, signed entry form,  valid rider licence,  valid driving licence,  International Health Form.  start permission issued by the competitors FMNR.

The ID bracelet, correctly attached to the wrist of riders, crew and service personnel, is considered the only authorisation to be present in an official location, service area and the service park. Rider staff must show the bracelet at any time on request.

11. TECHNICAL INSPECTION

11.1. LOCATION Automotive School Complex Szczecin, st. Klonowica 14 11.2. PROGRAMME Technical Inspection will take place on:  28.08.2014 / Thursday / between 16:00 and 20:00 11.3. TECHNICAL INSPECTION Technical Inspection schedule will be published on the official rally website www.bajapoland.eu on 25.08.2014 /Monday/. Presence in scheduled time of riders or their authorized representatives is obligatory. Each crew that reports to the Technical Inspection on any other time than that scheduled will be sanctioned with a fine of 100 €. Only those crews who have completed the Administrative Control may present their vehicle at Preliminary Technical Inspection in accordance with the published time schedule. 11.4. DOCUMENTS TO BE PRESENTED  Scrutineering card (BK 1 card)  valid vehicle registration,  valid vehicle insurance.

12. BRIEFING

12.1. LOCATION “Rally HQ” Sports and Entertainment Arena, Szczecin, st. Szafera 12.2. Briefing will take place on 29.08.2014 /Friday/ at 14:30. The briefing is compulsory for all riders, who must confirm his presence by signature.

13. CEREMONIAL START / OFFICIAL RALLY START

13.1. PUBLICATIONS OF THE LIST OF THE RIDERS AUTHORISED TO START AND STARTING ORDER The starting list for Super Special Stage will be published on the Official Notice and Results Board on: August 29th, 2014 / Friday / at 14.30.

9/22 BAJA POLAND 2014 – SUPPLEMENTARY REGULATIONS 13.2. PRE-START PARK 29th August 2014 – Friday, from 17:00 to 17.30 Sports and Entertainment Arena, Szczecin, st. Szafera On the day of the Ceremonial Start, the Pre start Park shall be suited for all riders. Each rider must report in pre-start park in their time fixed in the schedule that will be put up on the Official Notice and Results Board on 29th August 2014 / Friday / at 14.30. Mechanics are allowed to insert vehicle into the pre-start park. A penalty for late appearance at the pre-start park entry control point in relation to the scheduled time will be 50 EUR. All riders dressed in rally suit and ready for start must be present in the area of the Ceremonial Start at 17:30 to participate in the Ceremonial Rally Start. 13.3. CEREMONIAL START 29th August 2014 – Friday, from 17.30 Sports and Entertainment Arena, Szczecin, st. Szafera

14. SUPER SPECIAL STAGE

14.1. DESCRIPTION 14.1.1. LOCATION / DATE The Super Special Stage will take place on August 29th 2014 / Friday / in Szczecin near Rally Fun Park. 14.1.2. RUNING The Super Special Stage will be run as a Selective Section as a Leg 1 – Section 1. 14.2. RECONNAISSANCE OF THE SUPER SPECIAL STAGE Reconnaissance of the Super Special Stage is possible only by foot, bike or motorcycle / scooter up to 100cc. If any motor vehicle is used, the use of a helmet is obligatory.

15. RUNNING OF THE RALLY

15.1. ROAD SECTIONS AND SELECTIVE SECTIONS The route of Baja Poland 2014 is composed of Road Sections with a scheduled driving time, open for road traffic, and of Selective Sections on roads closed for the traffic. 15.2. WITHDRAWAL Rider who withdraw from the Rally before the end of the rally or who leave the official route must notify the Clerk of the Course of their withdrawal within one hour and return their time card and signed withdrawal form at the closest control point. Riders failing to abide to this prescription will be fined 100 EUR of penalty. 15.3. OFFICIAL RALLY TIME The official Rally time will be communicated via GPS (Polish time = GMT+2 – summer time). The time measurement accuracy of the Selective Sections is 1 second.

15.4. SAFETY TRACKING EQUIPMENT 15.4.1. It is compulsory for the competitors to equip their vehicles with AutoGuard “ASTO” safety system, for active monitoring and communication with all competing vehicles. AutoGuard “ASTO” safety system includes live tracking, route & velocity recording. 15.4.2. AutoGuard “ASTO” safety system units will be delivered and mounted by organizer personnel, during the Scrutineering.

15.4.3. No rider with a vehicle without properly mounted and fully operational the AutoGuard “ASTO” safety system unit will be authorized to start. 15.4.4. Recording route & velocity The Clerk of the Course will use the data recorded by the unit for verification of the rally regulations obedience (route, speed limits). All deviations and especially short cuts will be reported to the International Jury who may apply penalties. 15.4.5. Any attempt to tamper with, to manipulate or to interfere with the tracking device fitted to the competing vehicle or any device that fails to record a trace due to external interference, will be reported to the FIM International Jury who may impose a penalty up to exclusion 15.4.6. Rental & installation conditions The rent fee of the “ASTO” unit is not included in the entry fee. Fee for rental AutoGuard “ASTO” tracking & vehicle-to-vehicle unit is 125 EUR. Each entrant must also give 200 EUR per unit as a guarantee deposit to the organisers. The system renting, manual and installation method will be presented at the Official Rally website www.bajapoland.eu.

15.5. TIME CONTROL POINTS (TC) – LATENESS-MISSING-PENALTIES The maximum lateness at a Time Control Point is thirty (30) minutes. A penalty of 1 minute will be applied for each minute or fraction of minute of differences to target time. 15.6. STARTING SYSTEM FOR THE SELECTIVE SECTIONS At each Start, there will be 2-digit electronic starting device with 2 green lights, coupled with a photocell responsible for detection of false starts. The photocell will be placed about 40 cm beyond the start line. The display will be placed so to be well visible to a crew sitting in a vehicle on the starting line. The vehicle with the crew is placed at the start line. The starting device continuously counts down to the moment of the green light. Numbers are shown in the sequence: 30, 15, 10, 5, 4, 3, 2, 1 and the green light. The green light will stay on for 20 seconds. Within this time, a crew must start.

15.7. The riders will be notified of any such modification as soon as possible. Riders that exceed the maximum time to perform / finish the Selective Section are obliged to leave the Selective Section route through the first available evacuation route. About the above fact the crew will be informed at the first SOS point encountered along the Selective Section route. Failure to comply with this provision will result in exclusion the crew from the rally. 15.8. FIXED PENALTIES 15.8.1 Fixed penalties for the failure to complete (finish) / exceed the maximum time of the Selective Sections No. SS Special Stage name Start and not Not Start to Special completing / finish Stage SSS - 1 SUPER SPECIAL STAGE 15 minutes SS – 2/3 POLIGON DRAWSKI 6 hours 8 hours SS – 4/5 DOBRA 3 h 15 min 4 h 15 min Riders who for any reason have not finished a one of Special Stages may return to the rally route only under the following conditions: • put the vehicle to the Regrouping in the scheduled Check-out time of the first crew form the Regrouping or Parc Ferme /during the Leg/, • give back their Time Card on TC 3E during its working hours and put their car into Parc Ferme on 31.08.2014 before 7:30, • get the rally continuation permission from the Technical Delegate after explaining the reason of the SS completion failure 15.9. TIME CONTROLS The Time Controls (TC) will be operational from the time each participant starts until 30 minutes after the theoretical arrival time of each competitor. This means that the competitor will not be allowed to start the following stage but neither will he/she face complete exclusion.

The following penalty will be applied: 30’ for a delay at that TC, plus a penalty for not starting the following

CLASSIFICATION CONDITIONS For being classified with all the applied penalties and avoid the exclusion from the competition, a crew has to follow:  to have started in all the Legs of the rally,  to have regularly carried out (in shorter time then the maximum time) at least one Selective Section in the Leg 1 and one Selective Section in the Leg 2,  to have started in the first Selective Section of each Leg,  to transit the Time Control of the end of every Leg, before closing time of the Control;  put the vehicle into the Parc Ferme in working hours of TC 5D. 15.11. EARLY CHECK IN AT THE END OF A LEG An early check in is allowed for the following control points:  TC 1B – Parc Ferme - In,  TC 3E – Service – In,  TC 5D – Parc Ferme – In. 15.12. HANDING IN, EXCHANGE AND COLLECTION OF TIME CARDS Time cards will be handed in, exchanged and collected at:  Leg 1 – SECTION 1 /FRIDAY/ Section 1 – TC 0 Start /handing in/ Section 1 – TC 1B – Parc Ferme In /collection/  Leg 1 /SATURDAY/ Section 2 – TC 1C – Parc Ferme Out /handing in/ Section 3 – TC 2C – Regrouping In /exchange/ Section 3 – TC 3E – Service In /collection/  Leg 2 /SUNDAY/ 13/22 BAJA POLAND 2014 – SUPPLEMENTARY REGULATIONS Section 4 – TC 3F – Parc Ferme Out /handing in/ Section 5 – TC 4B – Regrouping In /exchange/ Section 5 – TC 5D – Parc Ferme In /collection/ 15.13. RECONNAISSANCE OF THE ROUTE Reconnaissance is not allowed (except Super Special Stage). Any rider taking part or wishing to take part in Baja Poland 2014, whose will be found present on the route of any Special Stage before 29.08.2014 r. will be considered as a violating this rule. 15.14. COLLECTION OF VEHICLES FROM THE FINAL PARC FERME Vehicles must be collected from the Final Parc Ferme (Sunday, August 31st 2014) immediately after publication of the decision of the FIM International Jury Members authorise its opening. The Organiser will ensure protection for one hour from the opening of Parc Ferme.

16. STARTING ORDER

16.1 MINIMUM INTERVAL BETWEEN THE LAST MOTORCYCLE AND THE FIRST CAR:

Super Special Stage SS 1 – 10 minutes Selective Sections SS 2,3,4,5 – 30 minutes

16.2 STARTING ORDER FOR THE SUPER SPECIAL STAGE SSS 1 – LEG 1:

The starting order for the Super Special SS 1 will occur in order to the list of race numbers.

16.3 STARTING ORDER FOR LEG 1 – SECTION 2:

The starting order of the LEG 1 - SECTION wil be made in the order of the overall classification of the Super Special Stage, otherwise according to the order of the rider’s race number. The first ten riders will start one by one every two minutes; the others will start minute by minute.

16.4 STARTING ORDER FOR THE LEG 2 (LAST):

The starting order of the Last LEG will be made in the order of the accumulation of the Selective Sections of the precedent Leg. The first ten riders will start one by one every two minutes; the others will start minute by minute.

17. ROAD BOOK AND NAVIGATION

The road books, descriptions and descriptive maps for the rally are handed to the riders at the Administrative Controls. The information provided by the opening vehicles will be shared with the competitors during the briefing and by posting on the Official Notice and Results Board.

18.1. SERVICE PARKS During the Rally, there will be two Service Parks, located in:  Szczecin, st. Szafera / military shooting range / (Service A, Service D, Service E)  Drawsko Pomorskie, st. Toruńska / Parking / (Service B, Service C) 18.2. ENTRY OF SERVICE VEHICLES Service cars may enter the service park no later than one hour before the entry time of the 1st vehicle scheduled in the Timing. 18.3. During the Rally, service vehicles must bear “SERVICE”, “AUXILIARY”, “TRUCK” plates. Vehicles without such stickers are not allowed to enter the Service Park. Inside of all Service Parks the staff charged by the Competitors must wear (in a very visible way) their bracelet (Color: ORANGE) supplied by the Organisers at the delivery materials. 18.4. Displaying advertisement in Service Park out of designated surface for each competitor is accepted only after receiving a written permission of the Organiser. Should the Service Park Manager detect any insubordination in this field, the competitor will be punished with penalty in the amount of 500% of Entry fee. 18.5. Any infringement of servicing and refuelling rules will be reported by the Officials to the FIM International Jury Members.

19. FUEL / AUTONOMY

19.1 AUTONOMY

In the SS’s 2& 3, the Organiser will provide a reuelling point only for motorcycles and quads. Acces for services will be marked in Rally Guide.

19.2 REFUELING ZONES

Any refuelling activity is prohibited in the Service Park. There will be a special Refuelling Zone. Near the Service Park there will be a Refuelling Zone (between two TC`s), scheduled in the Timing and indicated in the Road Book, for the refuelling (time 20’). The organizer allows refuelling at petrol stations located on the rally route and indicated in the Road Book.

20. TRAFFIC REGULATIONS

Right Hand Driving. Safety belts compulsory in front and back seats. Speaking by mobile phone forbidden while driving (except by hand-free equipment). Alcohol limit in Poland is set at 0,02%. Maximum speed limits:

Drivers using motorways have to pay tolls.

21. INSURANCE

21.1 CIVIL LIABILITY

The entry fee includes the insurance premium to insure civil liability of competitors against all third part risks whilst taking part in the Baja Poland.  The indemnity provided under this special insurance is: TBA  The insurance policy shall be drawn up with this Insurance Company: TBA  Name of the Company: TBA  Address: TBA  Policy n.: TBA  For contact: TBA The riders must bear in mind that the insurance policy taken out via the Organiser covers only damage caused to third parties by the Organiser. Any injury caused by competitors and crew members to themselves or damage to competing vehicles participating in the Rally are not covered by the insurance. The riders are recommended to take information about the cover afforded by their racing driver’s licence and to take out a convenient and individual insurance on their own which they deem fit, in addition to the aforementioned liability insurance. Service vehicles, even those bearing special marks and plates issued by the Organiser, may never be considered as official participants in the rally. Therefore, they are not covered with the Rally insurance policy and are subject to the owners sole and exclusive responsibility. The Organiser bears no responsibility for them. The Organiser shall not be liable for any accident caused to the competitors and competing vehicles during the whole time of the event, in the case of catastrophe, cataclysm, riots, demonstrations, vandalism, etc. The competitors and crew members must bear all consequences (damages, fines and penalties) of any accident. The Organisers also shall not be liable for any infringement of the Polish Laws and regulations. The insurance cover will come into effect from the Administrative Control and Technical Inspection for the Competition and end upon the expiry of one of the following time limits, whichever is the later: - time limit for protests or appeals or the end of any hearing by the FIM International Jury, - end of the Administrative Control and Final Technical Control,

16/22 BAJA POLAND 2014 – SUPPLEMENTARY REGULATIONS - end of the prize giving ceremony. By submitting their entries, the competitors, crew members and vehicle owners waive any claims or rights to pursue action for damages in connection with the event against the organizer.

21.2 TRAFFIC INSURANCE

Third party risk insurance (Traffic insurance) is compulsory for all crews taking part in the rally. All competitors must have a valid traffic insurance (Road legal) policy and present it during the Administrative Control.

22. FINAL TECHNICAL INSPECTION

Any complaint shall be presented according to requirements of the Disciplinary and Arbitration Code. They must be submitted in writing to the Clerk of the Course, within the required dates, by the concerned competitors and not by third parties. Each complaint should refer only to one single matter and it must be accompanied by the amount of € 220,00 (see art. 4.2 of the Disciplinary and Arbitration Code). Furthermore, in case of an engine dismantling, a deposit of € 250,00 for a two strokes engine and of € 500,00 for a four strokes engine must be additionally given. Concerned competitors must be heard by the International Jury.

Each competitor/driver is obliged to behave in a proper manner during the event, personally participate in the award ceremony and if receiving an award be clothed in sporting suit.
