PRO2 ANNUAL ACCOMPLISHMENT REPORT CY 2020

(January 1, 2020 - November 30, 2020)

Executive Summary

Halfway through President Rodrigo Roa Duterte‟s administration, PRO2 is steadfast in implementing the governments thrust in the fight against criminality, illegal drugs, insurgency and terrorism. PRO2 continues its culture of excellence in the performance of its mandates with utmost respect to human rights and the rule of law.

True to its commitment, PRO2 intensified anti-criminality campaign for 2019. The strict implementation of the PNP Patrol Beat System resulted to a significant decrease in the Average Monthly Crime Rate of 20.72 from 27.86 during the previous year. In addition to this, PRO2 registered a Crime Solution Efficiency of 77.77% and a Crime Clearance Efficiency of 96.23% in 2019. These figures are significantly higher than the targets of 68% and 80% respectively.

PRO2 conducted a total of 558 operations against illegal drugs in 2019. These operations resulted to the arrest of 896 drug suspects and the confiscation of a total of 195.68 grams of “shabu” and 823,397.85 grams of marijuana.

In the operationalization of the Whole of Nation Approach to End Local Communist Armed Conflict (ELCAC) as embodied in Executive Order No. 70 series of 2018, PRO2 played an active role as a member of the Regional Task Force – ELCAC. In 2019, a total of 61 members of the CPP-NPA and Milisyang Bayan members were either arrested or surrendered while 31 firearms of the communist armed group were recovered.

It is not a secret that the is situated along the Pacific Ring of Fire and is frequently along the track of tropical cyclones making it prone to natural disasters. To help mitigate the impact of such incidents in Valley Region, PRO2 conducted a total of 5,111 disaster preparedness activities. Unfortunately, disaster did strike with the Batanes Earthquakes and Tropical Cyclones “Quiel”, “Ramon”, and “Sara” prompting PRO2 to conduct 311 disaster response operations in aid of affected communities.

In building a cultural identity known as the “Valley Cops”, 192 Programmed and Un- programmed In-service Trainings were conducted in PRO2 benefitting 217,491 personnel. 47,657 medals were also awarded to deserving personnel in 2019. PRO2 also supported the PNP‟s Revitalized Internal Cleansing with 55 administrative cases filed against 56 personnel. Of these cases, 38 were resolved, six (6) were dismissed while 11 are still under summary hearing proceedings.

The above accomplishments would not have been possible without the overwhelming support of PRO2‟s stakeholders. This is evidenced by the assistance received by this PRO amounting to 49,242,085.43 and the acquisition of 25 motorcycles from the LGUs in 2019. In the Client Satisfaction Survey, PRO2 did not receive any negative feedback while gathering a total of 31,027 positive feedbacks. This is an indicator that the service of this PRO is being felt and appreciated by the community it serves.

PRO2 is committed to sustain the gains of 2019 through the further improvement of Crime Clearance and Crime Solution Efficiency, reduction of Index Crimes and clearing of Drug- Affected Barangays in 2020. Resource Management

For the Maintenance and Other Operating Expenses (MOOE), PRO2 received the amounted of PHP 254,058,750.00 and is being utilized for the following programs:

On Capital Outlay, PRO2 received the amount of PHP 3,984,000.00 purposely for the construction of Type B/C Police Stations of Quezon Municipal Police Station (Phase 2).

Police Regional Office 2 has been consistently optimizing its effectiveness and productivity of the daily operations of our police units through providing necessary logistical resources:

On shoot capability, PRO2 is equipped with 4,484 long firearms (4353 serviceable; 95 unserviceable; 36 BER) and 8293 short firearms (8,100 serviceable; 113 unserviceable; 80 BER)

On the percentage filled-up for long firearms, PRO2 is in the 87.76% or out of 7,728 PNP personnel in this PRO, 4,275 of which were already has an issued long firearms. The issuance of long firearms was based on the guidelines under the Memorandum Circular 2006- 021 that only Public Safety Forces or high-risk Police Stations are advised to have 100% long firearms vis-à-vis their total strength, while only 50% of total strength of personnel assigned in the non-high risk stations will be issued long firearms. Further, this PRO has 132 crew served weapons, one (1) Tikka rifle and one (1) .

This PRO ensures that all MOOE funds that were released to the different Program Directors, PPOs/RMFB and Police Stations are properly utilized and liquidated based on the Program of Expenditures. This Office reviews and evaluates the correctness and completeness of the liquidating instruments submitted by the different Finance PCOs/PNCOs before its submission to the Auditor‟s Office for post audit. Additionally, Team from Management Division of the Directorate for Comptrollership conducted Annual Management Audit to this Regional Headquarters, all PPOs and RMFB2.

5. Research and Development

The advent of COVID-19 Pandemic this CY 2020 led this Office to implement the conduct of virtual meetings and inspection on the logistical assets of PRO2. The usual way of travelling to higher or lower units and does the said activities are no longer encourage, because same activities with the same results are now conducted virtually. As a result of such, not only time and money are saved but it also develops the PNP strategy relative to their jobs in our changing world. Likewise, this Office have conducted its first two virtual specialized training/schooling, the Basic Logistics Course on October 3-November 7, 2020, and Research and Development Course (RDC) on October 27-October 26, 2020.

 Basic Logistics Course (BLC)

Basic Logistics Course (BLC) is a course conducted by LSS, DL in coordination with PNP Training Service (PNPTS) for PNCOs and NUPs which focuses on basic supply management, repair and maintenance of equipment and facilities, etc. (PNP Memorandum Circular Number 2008-012 dated August 13, 2006)  Research and Development Course (RDC)

Learning and Growth

The Regional Personnel and Records Management Division has performed well its mandate in consonance with the PNP Integrated Transformation Program, our roadmap to a more responsive and transformed PNP. With regard to its Personnel Development and Management, Morale and Welfare Boosters, the RPRMD has gone ahead through the following activities.

1. Recruitment Program

This Regional Office through its Chief, NUPAS, was able to deliberate and fill-up 9 positions through original appointments; promotion and transfer of NUP on January 27, 2020. Likewise, appointments were processed and attested by the Civil Service Commission, Cagayan Field Office 2 for the same period.

The Oath-Taking ceremony of the above appointees (9 NUP) took place on January 27, 2020. To date, NUPAS has published forty-four NUP vacant positions for filling-up.

The oath-taking and donning of rank insignias of the above-named Police Commissioned Officers were administered by PBGEN ANGELITO A CASIMIRO, Regional Director, assisted by their respective families. Oath-Taking and Donning of Ranks of PCOL ZAIDEE M DACULUG to the next higher rank was conducted on July 6, 2020 at about 9:00 in the morning at the PRO2 Transformation Lounge. The oath-taking and donning of rank insignia was administered by PBGEN ANGELITO A CASIMIRO, Regional Director, assisted by the promotee‟s wife and his father.

Internal Reforms

In adherence to the memorandum circulars and directives coming from the NHQ regarding “Enhance Revitalized PNP Internal Cleansing Strategy”, this Office also believes in the importance of preventive strategies to keep in check our police force from committing illegal and criminal activities. 8. ICT Keeping in Stride with the Information Era

PRO2 Rehabilitation and Centralization of Internet Connectivity in Regional Headquarters (RHQs)

PRO2 has existing internet connectivity provided by Department of Information and Communications Technology (DICT) thru wireless IP Radio Antenna installed at the Rooftop of Admin Building. The 300+ mbps bandwidth ran smoothly and catered the Regional Monitoring Command Center (RMCC) at ROMD. The said connection is continously maintained and managed by the ITMS2 together with the personnel from DICT.

Upgrading of PRO2 Transformation Lounge as ANNEX to PRO2 Conference Room and Chief Regional Staff (CRS) Mini Conference Room

RD, PRO2 tasked ITMS2 to upgraded the PRO2 Transformation Lounge as Annex to PRO2 Conference Room. ITMS2 coordinated to PCAPT JUNNIEL A PEREZ, C, RPSMU for the installation and procurement of ICT Equipment intended for the Upgrading of PRO2 Transformation Lounge. on May 21, 2020. ITMS2 personnel headed by PLTCOL GERALD P MIGUEL, IT Project Officer, PRO2, installed ICT Equipment and Testing Internet Connectivity at PRO2 Transformation Lounge.

Technical Support to all PRO2 Activities/Other Agencies

ITMS2 continuously support the PRO2 activities and provides technical support specifically on IT expertise. The PRO2 activities are being catered/indulged by the RITMS2 conducted at PRO2 Conference Room, PRO2 Transformation Lounge, PRO2 Grandstand, PRO2 Staff Clubhouse, PRO2 Covered Court; PPOs/CPO, Outside Camp or/and held from respective offices using the Electronics Communications Platforms due to COVID-19 Pandemic.

PRO2 Website Maintenance and Management

PRO2 has its own existing and functional website, developed and being regularly updated by the ITMS-PRO2, IT Project Officer and IT PNCO. As of now, Nueva Vizcaya, Quirino, Cagayan Police Provincial Offices and Santiago City Police Office are already developed and available link at the (pro2.pnp.gov.ph).

Establishment OF PRO2 IT Center

ITMS2 facilitated the allotment of an area of at least 400 square meters inside the PRO2 Camp as a requirement for the establishment of Regional IT Center thru the Regional Director, PRO2, RLRDD, Camp Commander and Regional Engineering Unit 2 and subsequently included in the approved PRO2 Headquarters Master Development Plan and it was the first established PNP Regional IT Center in Luzon.

Launching of Project Artificial Intelligence Facial Recognition thru Responsive Electronic System Tracking of Warrant Persons (A.R.R.E.S.T.)

The Police Regional Office 2 initiated the Project Artificial Intelligence Facial Recognition thru Responsive Electronic System Tracking of Warrant Persons (A.R.R.E.ST) with partnership from Bitnull Computing Corporation and was launched on October 19, 2020 held at the PRO2 Covered Court, organized by the Office of the Regional Investigation and Detective Management Division (RIDMD) together with Mr. June Galileo from Bitnull Computing Corporation and PLTCOL GERALD P MIGUEL, ITPO, PRO2 –Technical Support Member of the Project Team/Screening Committee and attended by the Action PNCOs from the different PPOs/CPO and MPS.

It increased by 1.76% as compared with the 84.66% CSE of previous period. Santiago City PO has the highest CSE with 89.15% and Batanes PPO has the lowest with 50.00% CSE.

It increased by 0.83% as compared with the 98.30% CCE of the previous period. Quirino PPO garnered the highest CCE with 100.00%, while Batanes PPO has the lowest with 96.67% CCE.

f. Assessment

It can be noted that there is an increase in crimes. It is attributed to the aggressive implementation of all Special Laws which yielded to a significant increase in the number of arrest made against the violators. Cagayan PPO, Isabela PPO and Nueva Vizcaya PPO significantly contributed to the increase as they registered high number of accomplishments on campaign against violation of special laws.

On the other hand, it can also be noted that there is a decrease in Index Crimes. The decrease was due to the holistic crime prevention efforts by the PRO2 personnel in the field to eliminate the opportunity of the would-be violators to accomplish their criminal acts. Likewise, the strict implementation on the guidelines of Community Quarantine immensely contributed to the decrease in index crimes and vehicular incidents.

Further, the increase in CSE is due to the aggressive implementation of Arrest Warrants in relation to LOI Man-Hunt Charlie which resulted in the arrest of culprits/suspects/perpetrators. Moreover, CCE increased due to the relentless efforts of the field investigators in the conduct of in-depth follow-up investigation which resulted in the establishment of the identities of the culprits/suspects/perpetrators that led to filing of appropriate cases against them.

Encounter July 15, 2020 at about 6:58 PM between one (1) section of Blocking Force of Special Action Company (SAC) led by PCPT ROLDAN T PORTERA, and a group of fully- armed men believed to be CTGs in So. Birao, Brgy. Villa, Cielo, Buguey, Cagayan

Encounter: August 15, 2020, at about 8:28 AM, intelligence operatives of Gattaran PS, 203rd MC, RMFB and 1st PMFC encountered an undetermined number of armed men at Brgy. Mabuno, Gattaran, Cagayan

c. Joint Reconaiisance patrol with the AFP

On August 24, 2020, Joint force of 95th, IB, 5th ID, PA and 201st MC, RMFB2 together with former rebels @ROMEL, @LITO and CAA Kingkingan, recovered CTGs equipment/items. These were abandoned by the combined forces of CFC and RSDG, KR-CV within the vicinity of GC 51Q UU 96434 99013, Brgy. Rang-ayan, Ilagan City, Isabela.

Recovered Items: two (2) Commercial Handheld Radios (ICOM), two (2) civilian NPA back packs with personnel belongings owned by FRs @LESLIE and @JIMBOY, which was formerly rescued by the operating troops of 95th, IB, PA on February 16, 2020, one (1) roll of water hose (approx. 100 meters), one (1) roll of electric wire (approx. 100 meters), thirteen (13) laminated black sacks (approx. 5x5 meters each) (for tent making), two (2) large cooking pots (for 2 squad-size), one (1) large cooking pan (for company size), three (3) 20 liters water container and one (1) water jar.

d. Recovery of Skeletal Remains of Suspected CTGs

On September 14, 2020, joint forces of 203rd MC, RMFB2 and 17th IB, PA found two (2) unknown skeletal remains of suspected CTGs that was buried at the hilly precipice of KM16 at GC 51Q UV 97716 92589. This remains were believed to be the casualties who died during the armed encounter between CTGs and Regional Public Safety Battalion of PRO2 last February 16, 2016 at Kilometer 16, Brgy. Sta. Margarita, Baggao, Cagayan.

Prophylactic Patrol Operations

In adherence to Memorandum from NHQ CMC 05-2014 “Intensified Internal Security Operations” and NHQ CMC 201-068 PNP Internal Security Operations Campaign Plan “KATATAGAN” 2017-2022, this Unit has vigorously conducted 1670 prophylactic patrols or 40, 080 man-hours of prophylactic patrols in the region.

Simulation Exercises (SIMEX)

In adherence to PNP Memorandum 2016-059 Police Operational Procedure in the conduct of Condition Situation Response System, PRO2 is conducting a monthly SIMEX in colaboration with other friendly forces, in order to evaluate and develop troops capability as the need arises. Simulation Exercises play a very important role in securing peace and order in the community. It is a variety of exercises where in the participants of the diferrrent peacekeeping agencies adheres to respond and sustain in the needs of the PNP in combating urban and rural insurgencies. These exercises covers the ISO REFRESHER COURSES, SPECIAL POLICE OPERATIONS DRILL and the PUBLIC SFETY OPERATION DRILL to lessen the incindents of terrorism, hostage taking, harassment of the CTGs and other unlawful activities our country has been experiencing for the past years. For the period covered by this report, this unit has conducted 438 Simulation Exercises (SIMEX) composed of 214 camp defense rehearsals, 77 simex on AHARA, 102 Special Operations Drill, and 45 Public Safety Operations Drill.

On April 15, 2020 at 9:00 AM, personnel of Bambang Police Station, Nueva Vizcaya Police Provincial Office under the supervision of PMAJ FERDINAND R CORPUZ, Officer-In-Charge conducted visitation and dialogue among Muslim elder of said municipality and solicited their support to maintain peace and order in their localities. Likewise, distributed flyers regarding Anti-terrorism, Anti-criminality, Anti-illegal drugs and preventive measures regarding COVID-19.

On June 8, 2020 at 8:00 AM, PCAD personnel of Cauayan City Police Station, Isabela PPO led by PSMS Maria Cacal, conducted visitation/dialogue among Muslim Elders at Muslim Compound, Brgy San Fermin, Cauayan, City. PSMS Cacal discussed to them the prevailing peace and order situation within their locality. Likewise, distributed flyers concerning their welfare and safety, anti-criminality campaign, rape prevention tips and campaign against illegal-drugs for public awareness.

On July 16, 2020 at 8:30 AM, personnel of Diadi Police Station, Nueva Vizcaya PPO conducted dialogue among BPAT members of Brgy. Bugnay, Diadi, Nueva Vizcaya regarding the peace and order situation within their AOR.

On August 12, 2020 at 10:00 AM, personnel of Cabarroguis Police Station, Quirino PPO, under the supervision of PCPT ALEX F ORBILLO, Chief of Police, conducted dialogue to Barangay Police Action Team (BPAT) and officials of Barangay Burgos, Cabarroguis, Quirino regarding peace and order, and the implementation of Municipal Ordinance in relation to COVID-19 pandemic.

On September 17, 2020 at 9:30 AM, PLTCOL GERALD P GAMBOA, COP, Cauayan CPS, Isabela PPO conducted Brgy. visitation and dialogue among Brgy. Officials and Brgy. Peacekeeping Action Teams (BPATs) of Brgy. Baculod, Cauayan City, Isabela regarding the COVID-19 MGCQ Guidelines, PNP Campaign on Illegal Drugs, Illegal Gambling, ELCAC, Exploitation of CTG Front Organizations (CFOs) on the Anti-Terrorism Act of 2020 and Project Figurine.

On October 14, 2020 at 2:45 PM, personnel of Benito Soliven PS, Isabela PPO led by PCPT KRISMAR ANGELO P CASILANA, Officer-In- Charge conducted Barangay Visitation and dialogue among Barangay Officials of Barangay District 1, Benito Soliven, Isabela regarding the current peace and order situation in their locality.

On November 20, 2020 at 10:30 AM, personnel of Solana PS, Cagayan PPO led by PSSg Faustino L Zingabo, Asst. MCAD PNCO had a dialogue among constituents of Brgy. Dassun of the said municipality regarding their issues and concerns in their barangay relative to peace and order, terrorism and illegal drugs. Likewise, said PNCO reiterated the guidelines on MGCQ (Modified General Community Quarantine) to mitigate the COVID-19 pandemic.

On July 22, 2020 at 2:00 PM, PLTCOL VICTOR P PAGULAYAN, C, CRMC, RCADD conducted IOWG Meeting at the RCADD Office attended by the representatives from RIMD, ROMD, RID, and RPIO. The group discussed the actions to be undertaken by the concerned Offices with regard to the issue on Anti-Illegal Gambling. On November 12, 2020 at 9:00 AM, personnel of Ambaguio PS, Nueva Vizcaya PPO, under the supervision of PMAJ ALEXANDER M CABANG, Officer-In-Charge, together with the 54th IB Alpha Coy conducted dialogue to the residents of Barangay Labang regarding the deceptions of the CTG‟s and encourage them to support the program of the government.

On November 11, 2020, personnel of Ambaguio PS, Nueva Vizcaya Police PPO, under the supervision of PMAJ ALEXANDER M CABANG, Officer-In- Charge, coordinated with the 54th IB, Alpha Coy regarding the upcoming “Bayanihan sa Barangay” to include lectures in Anti-Terrorism at Sitio Hukhukyong, Labang, Nueva Vizcaya.

On October 10, 2020 at 10:00 AM, PLT ERNESTO DV GAPUZ, DCOP, Santa Fe PS, Nueva Vizcaya PPO conducted dialogue among the farmers of Brgy. Atbu, Santa Fe, Nueva Vizcaya and discussed matters regarding the CTG‟s deceptive way of recruitment. Likewise, encouraged them not to support the activities of left leaning organization in their locality.

Camp Defense Rehearsals

The defense of headquarters is critical for preserving combat power and synchronizing military actions in a theater of operations. Because the enemy has the capability of projecting forces with the objective of disrupting PNP operations, RMFB2 maneuver company headquarters have become likely targets.

RMFB2 conducts Camp Defense Drill at 201st MC Headquarters, Brgy. Sindon Bayabo, Ilagan City, Isabela. SIMEX

In adherence to PNP Memorandum Circular 2016-059 “Condition Situation Response System” (CSRS), this Unit has conducted seventy-seven (77) SIMEX in different scenarios. These activities enhance the techniques and strategical capabilities of the operating troops of this unit. The experience they can gain through these exercises would give them enough awareness for the right techniques and decision-making they would employ whenever such incidents happen.

RMFB2 conducted SIMEX on Camp Harassment at 202nd MC Headquarters, Virginia, Sto. Niño, Cagayan.

Immediate Action Drills (IAD)

The Internal Security Operation (ISO) Refresher Training is an initiative of this Unit for learning and growth. This training is conducted to RMFB2 personnel to revitalize the theories they learned during their training with the actual conduct of ISO duties. It provides an opportunity for them to acclimatize with their assigned teams to enhance their operability.

Combat Medics

Having knowledge in combat medics is specially important, lives would depend on the readiness and awareness of troops who are trained to provide immidiate medical care in a combat environment. This activity is done to ensure and enhance the interoperability of communications equipment between this unit and other friendly forces for future joint internal security operations.

SPECIAL OPERATIONS DRILLS

For the period covered, PRO2 conducted one hundred two (102) special operation drill to assess the operational readiness, equipage, competency and capability of RMFB2 personnel in dealing and responding to certain situation. This unit also aim to promote discipline, efficiency and competence to its members in all police operational procedures in handling situations.

PUBLIC SAFETY OPERATIONS DRILLS

On November 9, 2020 at 9:00 AM, personnel of Diadi Police Station, Nueva Vizcaya Police Provincial Office, under the supervision of PCPT FELIX V MENDOZA, Chief of Police provided assistance to the walk-in clients in securing travel authority and Oplan Visa.

On November 4, 2020 at 11:00 AM, PSSg Ma Corazon P Tiam, Asst. WCPD PNCO, entertained the walk-in client who seek advice regarding a case on the violation of RA No. 9262. PSSg Tiam discussed about the four forms of violence and the process of filing appropriate case. She also gave pieces of advice to the client to prevent the cycle of the said violence.

On September 30 - October 3, 2019, the NPCS was launched and enabled the PNP to consolidate all records from different towns and cities in this region in the database. The record has simplified the process of acquiring police clearance and to determine whether the applicant has a derogatory record nationwide . As of this date there were two (2) applicants particularly in Police Station 1, SCPO who have a “hit” status on the said clearance namely: Janice Elerma Suguitan and Larry Gonzaga y Andres wherein the accused were arrested for the crime of theft and qualified theft respectively.

PRESIDENT RODRIGO ROA DUTERTE during his arrrival at Tuguegarao City Airport,Tuguegarao City, Cagayan on November 15, 2020 at 12:09 PM and were welcomed by Hon. MANUEL MAMBA, Governor, Province of Cagayan, Hon. Jefferson Soriano, Mayor of Tuguegarao City, Cagayan, other government officials and PBGEN CRIZALDO O NIEVES, RD PRO2. Upon arrival, CODE 1 and party immediately boarded on a Presidential Chopper and conducted aerial survey to the damages caused by the massive flood of Typhoon “ULYSSES” and arrived in Iraga, Solana. PRESIDENT RODRIGO ROA DUTERTE presided the press conference with the Department Heads of the different Government Offices and Local Officials due to the damages caused by Typhoon “ULYSSESS.

On September 18, 2020 at 7:30 AM, personnel of Uyugan Police Station, Batanes Police Provincial Office led by PSSg Robin-Dave B Caugao, OPN PNCO under the direct supervision of PLT EUSOBIO C CASTILLO, Officer-In-Charge conducted Simulation Exercises on Water Rescue held at Uyugan Port, Brgy. Kayvaluganan, Uyugan, Batanes.

On November 2, 2020 at 5:30 AM, PLTCOL GENESIS CABACUNGAN, C, RTOC conducted accounting of RSSF personnel who are scheduled to conduct inspection of bridges and low-lying areas around Tuguegarao City which are susceptible to flooding. The accounting of personnel was held at the PRO2 Covered Court.

On November 2, 2020 at 6:30 AM, teams from PRO2 RSSF led by PCPT ERWIN T LADIA and PCPT FERDINAND P BAUTISTA conducted inspection to the Pinacanauan River Overflow Bridge along Teresa Avenue and Tug. City - Capatan Provincial Road. Said bridge was already unpassable to any vehicles due to flooding brought about by rainfall of Typhoon "Rolly".

On November 11, 2020 at 2:00 PM, personnel of Angadanan PS, Isabela PPO led by PLT JAYSON COLLAWIT, Chief Operations PCO, conducted accounting of SAR Assets and Teams in preparation for Typhoon “Ulysses.”

On November 11, 2020, personnel of Angadanan PS, Isabela PPO together with the members of the Municipal Disaster Risk Reduction and Management Council (MDRRMC) of Angadanan Isabela headed by Hon. Joelle Mathea S. Panganiban, Municipal Mayor convened a meeting to discuss their preparedness measures for the upcoming Typhoon “Ulysses”.

On November 17, 2020 at 8:00 AM, personnel of Quirino PPO under the leadership of PCOL RENATO B MALLONGA loaded relief goods and other assorted items to be delivered to the victims of Typhoon “Ulysses.” Quirino PPO was able to generate the relief goods thru their men and women and the benevolent help of Quirino KKDAT and other stakeholders.

On November 14, 2020, PNP personnel from the RHQ and Tuguegarao City Police Station, Cagayan Police Provincial Office rendered rescue and medical assistance to a pregnant woman displaced by the flooding brought about by the heavy rains of Typhoon “Ulysses.” The pregnant woman who later gave birth to a healthy baby during the course of the rescue was assisted by one of the rescue personnel during her delivery.

On November 15, 2020 at 8:00 AM, personnel of Solana PS, Cagayan Police PPO led by PCPT SAMUEL A LOPEZ, Acting Chief of Police, conducted rescue operations to the flooded residents of Brgy. Iraga, Solana, Cagayan during the onslaught of Typhoon “Ulysses.”

On November 14, 2020, personnel of Tuguegarao CPS, Cagayan PPPO Office led by PLTCOL JHONALYN Q, TECBOBOLAN, Chief of Police together with Hon. Washington "Intoy" Taguinod, Municipal Mayor of Peñablaca, Cagayan; personnel of Peñablanca Police Station and Rescue 24, provided rescue and assistance to some constituents of Linao East, Tuguegarao City. On November 14, 2020, personnel of Amulung Police Station, Cagayan Police Provincial Office under the supervision of PMAJ OSMUNDO M MAMANAO, Acting Chief of Police distributed relief goods to the victims of Typhoon “Ulysses” in the said municipality.

On November 16, 2020, PCOL ROMALDO G BAYTING, DRDO, PRO2 together with PCOL MARIO P MALANA, FC, RMFB2 and PCOL ARIEL N QUILANG, PD, Cagayan PPO personally distributed relief goods to the affected families due to Typhoon “Ulysses” in the Barangays of Palacu and Baccuit, both in Amulung, Cagayan.

On November 15, 2020, personnel of this PRO led by PCOL ROMALDO G BAYTING, Deputy Regional Director for Operations with the PNP Special Action Force Air Unit l conducted Aerial Relief Operations on flood-affected areas in Cagayan.

On November 19, 2020, the PNP Hierarchy led by PLTGEN CESAR HAWTHORNE R BINAG, The Deputy Chief PNP for Operations, PBGEN RHODEL O SERMONIA, Acting Director for Police Community Relations and PRO2 Regional Director PBGEN CRIZALDO O NIEVES volted in a relief operation at the Barangays of Cubag, Ngara, Anao and Ugad, all in Cabagan town; Brgy. On August 21-25, 2020, personnel of Nueva Vizcaya PPO with the RCADD, PRO2, in partnership with the Provincial Government of Nueva Vizcaya and Local Government Unit of Quezon, thru the initiative of Quezon PS and other stakeholders, conducted 5-Day Bayanihan Sa Barangay in Quezon, Nueva Vizcaya particularly in the barangays of Runruno, Buliwao, Bonifacio, Maaasin and Dagupan with relevant projects were constructed such as Public Comfort Rooms, Water System and Washing Areas. The purpose of this endeavor is to further strengthen the Community Support Program initiatives of the PNP and embracing the Bayanihan Spirit in the realization of laudable and relevant projects. On September 20, 2020 at 9:00 AM, personnel of Bambang PS led by PLT MICHELLE DG SEGUNDINO, DCOP under the supervision of PMAJ FERDINAND CORPUZ, ACOP conducted “Bayanihan sa Barangay” at Purok 3, Barangay Macate, Bambang, Nueva Vizcaya. The activity was attended by the Barangay officials and BPAT members of Macate headed by Purification Tumacder, Barangay Chairwoman. Residents received important necessities such as grocery packs, slippers for children, feeding program and distribution of facemask to the 50 children in the community were also conducted. Likewise, distributed vegetable seedlings for their backyard gardening in support to the government‟s campaign against malnutrition, promotion of healthy lifestyle and for the indigent families to help cope with the economic impact during this pandemic.

On October 14, 2020 at 11:00 AM, personnel of Cauayan City Police Station led by PLTCOL GERALD P GAMBOA, COP participated in the simultaneous conduct of Medical Mission initiated by Isabela PPO under the leadership of PCOL JAMES MELAD CIPRIANO, PD to the less fortunate families of Brgy. Gappal Cauayan City, Isabela. Activity aims to strengthen the partnership between the PNP and the community in line with the CPNP‟s 9-Point Agenda particularly “Bayanihan Spirit”.

On November 19, 2020 at 1:30 PM, PLTGEN CESAR HAWTHORNE R BINAG, TDCO, PBGEN RHODEL O SERMONIA, TADPCR and Party together with PBGEN CRIZALDO O NIEVES, RD, PRO2, PCOL JAMES M CIPRIANO, Provincial Director, Isabela Police Provincial Office, Chiefs of Police of Cabagan, Tumauini and Sto. Tomas all of Isabela in coordination with the Local Government Unit of said province distributed One Thousand Eight Hundred Sixty-Three relief packs to the victims of flood brought by Typhoon “Ulysses” in Barangays Cubag, Narag, Anao and Ugad all of Municipality of Cabagan, Brgy Bulinao-Culalabo, Santo Tomas and Brgy Moldero of Tumauini, Isabela.

On November 14, 2020 PGEN DEBOLD M SINAS, CPNP together with PBGEN CRIZALDO O NIEVES, PRO2 Regional Director conducted Relief Operations and led the conduct of feeding program and distributed relief goods to affected families evacuated in Tuguegarao East Central School and Cathedral Gymnasium. Likewise, the CPNP distributed Personal Protective Equipment (PPE) to the said affected families to prevent the spread of COVID-19.

Community

2020 Emerging Best Practices

 KOOPERATIBA SA BARANGAY - The Kooperatiba sa Barangay was conceptualized by Police Regional Office 2 in consonance with Executive Order No. 70 Institutionalizing the Whole-of-Nation Approach in Attaining Inclusive and Sustainable Peace, Creating a National Task Force to End Local Communist Armed Conflict, and Directing the Adoption of a National Peace Framework. The project aims to bring the public services intended for the community especially those that are Deprived, Depressed and Underserved. A way of winning the hearts and mind of the people in the Barangay who are influenced by the enemy of the state and further get them on the side of the government. The project will be under the umbrella of the Bayanihan sa Barangay to put up cooperative in every barangay base on the available resources, production and crops. The partner agencies will assess the capability of the barangays and capacitate the members with the needed livelihood programs where local resources are readily available in their locality. All productions shall be named after their barangay and will be displayed in a Kadiwa Center of every town through the “One Town One Product”. The Kooperatiba sa Baranagay will be sustained by all its members and employ ladies circle called Kaliping Kababaihan as its workforce in the marketing of their “One Barangay One Product”.

 CPPO OPLAN BISITA NI PD AT COP SA BARANGAY (BIBAR 1) aims to implement a responsive and holistic anti-crime approach to effectively prevent, control and suppress the occurrence of crimes, to protect lives and properties, and to develop effective crime prevention and public safety strategy through visitation and dialogue. A total of 878 visitations and dialogues were conducted during the period.

 IBAR 2 (Biyaya sa Barangay) Adopt a Family project in which the primary objective of Cagayan PPO is to alleviate the impact of crisis in the community specially for the families who are struggling and/or unable to provide their necessities due to the pandemic COVID-19. As of this date, a total of 15,550 families were provided with foods and medicines until the ECQ is lifted, this also ensure the health and safety of the family concerned and minimized human movement.

 BIBAR 3 (Binhi alay sa Barangay) This project aims to alleviate the impact of crisis in the community and encourages them to be productive during quarantine period by putting up backyard gardens or urban gardens in order to produce their own healthy foods at home. As of this date, a total of 15,603 seedlings were given to the community.

 BIBAR 4 Biyaya para sa Barangay (Silid aklatan para sa mga bata) Through this project, a mini-library is created inside the barangay hall in the selected remote barangays. The mini-library is equipped with reading resources/materials that are intended for students of primary schools and/or secondary if necessary. In this way, the „home-based learners could borrow books and other learning materials from the said library with the assistance of the duty barangay official/s. Thus, our learners will be more motivated to do their self-study/lessons as required by their respective schools. As of this date, a total of 15,815 books were provided and distributed to selected remote barangays.

 OPLAN B2B (Boundary to Boundary) aims to constrict the movement intercept and apprehend fleeing criminals who take advantage of the national highways and major thoroughfares to evade arrest. Moreover, OPLAN B2B Checkpoint aims to respond to the ingenuity of criminals in eluding arrest thereby eliminating crimes particularly those that are perpetrated by motorcycle-riding suspects (MRS) such as hit and run, shooting incidents, highway robbery, hijacking, traffic-related crimes, and other violations of the law. A total of 24 police operations were conducted and able to arrest 35 suspected persons and filed 15 different cases in court.

 Isabela PPO PROJECT BA.CO.D. (Barangay COVID Defense and PNP Food Bank) aims to unify different sectors of the society such as the LGU particularly the Barangays, civic-minded stakeholders and NGOs to help our less-privileged constituents who are hardly hit by the pandemic COVID 19. As of this date a total of 128 recipients of this project benefitted. These are far flung barangays that needed help the most, they have been provided with basic necessities such as masks, alcohol, face shield, medicines, vitamins, rice, groceries and canned goods. Likewise, massive information about the Do‟s and Dont's in times of COVID and crime prevention tips.

 PROJECT BAYANIHAN SA BARANGAY ONLINE HELP DESK The “Bayanihan Sa Barangay Online Help Desk” dubbed as “e-Reklamo”, was conceptualized to adhere to the “new normal” way of reporting crime incidents and other concerns without prejudicing the health, safety and security of both the community and the police, and a proactive measure to protect their lives, properties and their community as whole. As of this date, a total of 154 number of constituents from Echague, Isabela used this project and yielded positive results.  QPPO “KWARTO NI NENENG” aims to reduce and eventually stop rape incidents in the Province of Quirino through the construction of "Kwarto ni Neneng" As of this date, a total of 27 rooms were completed and turned over to the identified beneficiaries of this project.

 DONATE TO BATTLE COVID-19 aims to setting up of community kitchen and mobile kitchen to feed the less-fortunate children, orphans and widowers and to give rice and grocery items to the identified recipients who belong to the poorest of the poor confirmed by the Selection Board. As of this date, a total of Twenty Seven Thousand Pesos were collected donations and distributed to all identified recipients of Project "Kwarto ni Neneng".

 QPPO OPERATION PLOGGING - It is an eco-friendly exercise through which people pick up trash while jogging or walking as a way of clean-up drive and also taking care of individual health. Thus, QPPO see it significance and create same emerging best practice in the province. As of this date, a total of 6 plogging initiatives were made possible during the period.

 PROJECT F.I.G.U.R.I.N.E. (Fight Incessantly to Gain Upper hand in Rape Incidents that It must Now End) The project aims to educate the community on the vulnerability of children, girls and women to rape in order that appropriate measures should be put in place. As of this date, a total of 28 number of trainings/seminars initiated and 534 number of lectures conducted by this PRO.

 PROJECT A.R.R.E.S.T. (Artificial Intelligence Facial Recognition thru Responsive Electronic System Tracking of Wanted Persons) aims to develop a fast, reliable, and convenient system that can make work easier for every PNP personnel. Likewise, it will increase the effectiveness of all police units within AOR in curbing criminality and increasing crime solution efficiency. As of this date, a total of 11 validated arrests through this project.

 PROJECT BLESSED CAC (Business Sector and Law Enforcement Support Services for Economic Development in collaboration with committed City Advisory Council) is designed for the City Advisory to focus on issues of strategic importance that are considered contributory to the successful accomplishment of the organization‟s mission and vision. It shall provide the needed external perspectives and appropriate guidance on the key issues and concerns pertaining to SCPO. It shall also act as a channel for networks (individuals and organizations) that can help the organization find solutions to pressing issues in the City. The CAC is to carry out an active advocacy program, leading up to the formation of a broad and effective multi-sectorial coalition that would have a better understanding and deeper commitment to support the PNP in the realization of its vision to become a capable, effective and credible Police Force.
