1.0 INTRODUCTION ,______On 14 March 2000, the Roy F. Weston, Inc. (WESTON*), Site Assessment Technical Assistance (SATA) team was directed by U.S. Environmental Protection Agency (EPA) On-Scene Coordinator (OSC) Kevin Boyd to conduct an emergency assessment at the • Hilltop Residential Lab Site located in Upper Darby, Delaware County, PA.

2.0 BACKGROUND ______2.1 Site Location The Hilltop Residential Lab Site consists of a residential property located at 71 10 Hilltop Road, in Upper Darby, Delaware County, PA as illustrated on Figure 1, Site Location Map. 2.2 Site Description : The site is approximately one acre in size and includes a three story house with a stone exterior, 3 bedrooms, 1.5 baths, a full basement housing a laboratory, and a detached single car garage. The property has a small front yard with a grass lawn that measures approximately 10 feet by 10 feet, and a larger backyard that is \^J . approximately 20 feet by 30 feet.

3.0 SITE ACTIVITIES ______On 15 March 2000, OSC Kevin Boyd initiated an emergency removal of hazardous chemicals at the residence located at 71 10 Hilltop Road. SATA conducted air monitoring, inventoried hazardous chemicals in the basement laboratory, and observed their segregation, packing, and disposal by the Emergency and Rapid Response Services (ERRS) contractor, OHM. 3.1 Site Conditions and Observations The residence on this site has grass in the front and backyards. There were no signs of stressed vegetation or stained grass on the site. The average meteorological conditions during the site activities were partly cloudy skies, a light breeze, and a temperature of 60 °F. 3.2 Site Activities SATA members Ray Moffett, Larry Jiang, and Bruce Elkins met OSC Kevin Boyd on site on 1 5 March 2000. (PID), Multi-Rae, vapor analyzer (Jerome Meter), and micro R meter. Readings on all instruments were below detection levels. After completion of air ^*J monitoring, and at the OSC's direction, SATA began inventorying the chemicals found in the basement of the residence (see Figure 2, Chemical Inventory Location Map). Two chemical bottles in the laboratory had crystallized and had the potential to be shock sensitive. The bottle's contents were solids, which had sublimed along the cap, but did not contain any hazardous . If hazardous peroxide had been formed during the degradation of the bottle's contents, long needle like would have been visible in the bottle and around the edges of the lid. The crystals in and around the suspected bottles were not needle-like and the SATA chemist determined that they were not shock sensitive. ERRS removed the items inventoried by SATA from the laboratory and began packing them by compatibility groups into drums and cans. SATA also collected photo documentation of the site (see Attachment 1, Photo Log). The EPA Community Involvement Coordinator distributed a fact sheet to the residents of Hilltop Road to inform them of developments on the site (see Attachment 5, EPA Fact Sheets). The OSC, SATA, and ERRS left the site at 1745 hours. A 24- security service was hired by the EPA to provide security at the site until the :; completion of cleanup operations. SATA returned the morning of 16 March 2000 and completed the chemical inventory. ERRS continued to pack and segregate the items inventoried by SATA into drums and cans. OSC Boyd presented the Upper Darby Police Department .> with a suspected drug related item that had been found during the SATA chemical inventory. Upon completion of the chemical inventory, SATA took some additional photographs of site activities and then departed the site. ERRS continued to remove and pack the inventoried items with OSC supervision. The EPA Community Involvement Coordinator distributed another fact sheet to the residents of Hilltop Road to inform them that the EPA had received access to the site and that removal of the chemicals was continuing (see Attachment 5). SATA returned the morning of 17 March 2000 and observed ERRS packing the remaining inventoried chemicals into drums and cans. SATA took some additional photographs of the site and departed upon completion of ERRS packing activities. SATA and ERRS were directed by the OSC to return to the site the week of 20 March 2000 for transportation and disposal (T&D) of the drums and cans. SATA returned the morning of 23 March 2000, and observed ERRS removing several incorrectly packed items from the drums. These items were then repacked into drums with compatible chemicals. Additionally, a controlled material of interest to the Drug Enforcement Agency (DE A) was removed from a drum by ERRS. The DEA collected the controlled material from OSC Boyd-that same day. SATA took some additional photographs of site activities and then departed the site with ERRS and the OSC. SATA returned the afternoon of 24"March 2000, met the OSC, and observed ERRS complete the removal of the drums and cans for disposal. SAT A received a copy of the transportation and disposal documentation from ERRS. The security service, was released from service as the cleanup activities at the site were concluded. SATA took some additional photographs of site activities and then departed. On 27 March 2000, the EPA Community Involvement Coordinator distributed another fact sheet to the residents of Hilltop Road to inform them that the EPA had removed the chemicals from the residence and that cleanup actions were completed. 4.0 CHEMICAL INVENTORY RESULTS______The laboratory items inventoried at the site by SATA included approximately 805 chemical bottles of various sizes, and other miscellaneous items. Questionable inventoried items Were presented to the OSC for inspection and determination of final disposal. ERRS categorized and segregated these chemicals into seven 55-gallon drums, six 15-gallon drums, and four 5-gallon cans. ERRS then labeled the drums and cans as containing either hazardous or non-hazardous waste* Six of the 55-gallon drums were labeled as hazardous waste, and one was labeled as non-hazardous waste. The six 15- gallon drums were labeled as hazardous waste, as were the four 5-gallon cans. The contractor (Clean Venture) loaded the drums and cans onto a truck and transported them off the site for proper disposal. The chemicals inventoried by SATA can be found on the tables listed in Attachment 2. The ERRS chemical inventory listing can be found in Attachment 3. Copies of the transportation and disposal documentation (manifests) can be found in Attachment 4.

5.0 FUTURE ACTIONS______

ARIOOII8 EPA, Region 111 on Scene to Protect the Health and Safety of Tea Residents HILLTOP RESIDENTIAL LAB 7110 Hilltop Upper Darby, PA W<; are contacting neighbors in this area to inform them of the following: On March 13, the United States Drug Enforcement Agency arrested a tenant of the property at 7110 Hilltop aftir finding various laboratory chemicals that could be used in the production of methamphetamines. Fol lowing the arrest, members of Delaware County Emergency Services surveyed the property and after fin Ling various hazardous chemicals, asked for EPA assistance. Th r owner of the property has denied EPA access to the property. At this time, EPA is pursuing legal means to gain access and investigate the chemicals that have been found. Local police are securing the property and EFA will provide 24-hour security starting today. EPA has been unable to access the property at this time and examine the materials found there. Once EPA gains access, we will begin a cleanup of the site. After cleanup begins, we will be better able to inform netghbors of any requirements for fiirther action at the site. RIM 00119 EPA Safely Removes Chemicals

HILLTOP RESIDENTIAL LAB 7110 Hilltop Upper Darby, PA We are contacting neighbors in this area to inform them of the following: On March 13, the United States Drug Enforcement Agency arrested a tenant of the property at 7110 Hilltop after finding various laboratory chemicals that could be used in the production of methamphetamines. ,,; Following the arrest members of Delaware County Emergency Services surveyed the property and after finding various hazardous chemicals, asked for EPA assistance. On Wednesday March 15, EPA was able to enter the property u> clean up the hazardous chemicals. The materials were packed in approximately ten 55-gallon drums* EPA expects to complete the cleanup by Friday March 17 and will leave the property at that time, however the drums will be placed in the rear yard of the property until arrangements can be made for the off-site disposal of the chemicals. To insure that the drums are not disturbed, EPA will continue to provide 24-hour security at the site until they are removed which is expected to take place by Friday March 24. Reuse of the property after EPA cleanup will depend upon the disposition of restrictions on human habitation placed by the United States Drug Enforcement Agency and the Upper Darby Township Department of Public Health. The drums were placed in the rear yard of the property and arrangements were nude for the off-site disposal of the chemicals. The drums were removed from the property on Friday M;irch24. EP A has completed its involvement with the Hillside Residential Lab.
