On 6th May, you will be able to vote for your Police, Fire and Crime Commissioner (PFCC). The role of the PFCC is to be the voice of the people and hold the police to account. In addition to their role overseeing the police, a PFCC is also the fire and rescue authority (FRA) for their area. Elections will be taking place in and Wales. In and , there will be elections at the same time for Mayors who carry out the PCC and fire functions. PFCCs are responsible for both the police force and the fire and rescue service within their area and are responsible for delivering efficient and effective services. 39 Police and Crime Commissioners (PCCs) will be elected across England and Wales, of which 4 are also PFCCs (, , North , Northamptonshire). PFCCs are elected by you and aim to cut crime and hold the police force and fire and rescue service to account on behalf of the public. PFCCs bring a public voice to policing and the fire and rescue service and they do this by: • engaging with the public and victims of crime to help set the policing priorities for the area and consulting on their Police and Crime Plans; • setting the fire and rescue objectives for their area through a fire and rescue plan; • ensuring the police force and fire and rescue service budgets are spent where it matters most; and • appointing the Chief Constable and Chief Fire Officer, holding them to account for delivery of their objectives and if necessary, dismissing them. Work with others PFCCs also work with your council and other organisations to promote and enable joined up working on community safety and criminal justice.

02 The PFCC does not ‘run’ the police force or fire and rescue service. Chief Constables and Chief Fire Officers are responsible for the day to day operations of their relevant service, but they are accountable to the public via the PFCC. With a single directly elected individual overseeing both police and fire and rescue services, there are greater opportunities for blue light collaboration. Represent the entire community As with all PCCs, PFCCs are legally required to swear an oath of impartiality when they are elected to office regarding their policing responsibilities the oath is designed so that PCCs can publicly set out their commitment to upholding the integrity of the office. It reflects the commitment police officers make to serve every member of the public impartially and makes clear that they are there to serve the people, not a political party or any one section of their electorate. Election statement: Why me?

Quite simply, I believe in PUBLIC before POLITICS.

• Fewer officers but more people:

In 2010 we had 1340 officers (HMIC). Now we have 1315 (PFCC Website 20/3/21). That’s 25 less. We are paying more for less and the population has obviously increased. I’m no mathematician but I know that’s really bad.

• 2019 Fail HMIC Inspection:

From 2016-19 the force went from passing, to failing the 3 key areas of Inspection. The primary task of the Police Commissioner is to ensure the ‘Effectiveness, Efficiency & Legitimacy’ of the force on our behalf. We were failed. I will take that task seriously. I will give the force what it needs to succeed and make you and I proud.

• Empire Building:

2020-21 the PFCC office took an eye watering 7.18 million of the police/Fire budget and employs 80 staff (4/2/21 PFCC document and website)

04 The old Police Authority that used to oversee the police, spent only £700,000 thousand & had only 7 staff.

I will give as much of the Commissioners money to the frontline of Policing and Firefighting as I can.

• Integrity:

I am born and bred. I was a national & international policing consultant and am now an international business woman. I am not using this role as a stepping stone to higher office or to be an M.P. I therefore have no hidden agenda, other than the safety of the people of Northamptonshire.

• I will focus on:

Crime fighting; Domestic violence; Women’s safety; Community policing; Fly tipping; Dog Thefts & Rural crime and finally, putting more officers on our streets and in our fire stations.

That is where our true safety lies.

Election statement: If the service that you deserve is the service that you want, then now is the time for change.

Northamptonshire needs a strong and forthright Police Fire and Crime Commissioner, who will aim to bring about the proper policing priorities over the next four years.

About me; Thirty seven years married and a father of two, I want to help increase Safety and Security in all aspects of life within Northamptonshire.

To ensure that the Public’s criminal and Fire and rescue issues and concerns will be met with appropriate swift actions.

With currently around 1367 police officers and 20 firefighters, I intend to continue with the current recruitment drive and to ensure that the county’s requirements are met, whether they be in the towns, villages or in more rural locations.

I understand the frustrations felt with the reaction times to criminal reports and will work towards reducing these and providing a visible force throughout Northamptonshire.

I will ensure prudence within the £150m plus budget and that spending is futureproofed and targeted.

06 My overall aim is to regain public confidence, increase safety for all within Northamptonshire and to provide a Police Force and Fire and Rescue service to be proud of.

07 Stephen Graham Mold Conservative Party Candidate

Election statement: As PFCC I always put our communities, urban and rural, at the heart of my priorities for both Police and Fire services. Since 2016 I have invested in • 200 additional police officers, with 130 more in the next 2 years • Neighbourhood policing, domestic burglary, ANPR cameras and rural crime • Dedicated Police Dog team • Additional Firefighters and appliances • Combined, fit for purpose buildings for Police and Fire, maximising investment for the front line • Local Victims service to support all victims and witnesses of crime • Youth Services, Domestic Abuse and mental health support services I have also • Negotiated £2m additional funding for Fire service • Introduced community grants and sponsored PCSO schemes • Supported Public Health, NHS and EMAS during the pandemic 08 • Reduced office costs • Secured £12million additional grant funding for community safety, early intervention and young people • Key achievements recognised nationally by HMICFRS • Secured Government commitment to funding review in next term Much has been achieved but there is more to do. I have clear plans to make Northamptonshire EVEN safer. I intend to: • Reach record levels of police officers and firefighters by 2023 – 330 extra police officers and 32 additional firefighters • Build on significant reductions in domestic burglary and increase focus on robbery, vehicle crime, crime prevention, anti-social behaviour and fly-tipping • Reduce harm from domestic abuse and sexual violence by pursuing perpetrators, supporting victims and increasing rehabilitation and prevention programmes • Target gangs, reduce child and sexual exploitation, slavery and trafficking through increased detection and more support to victims • Increase neighbourhood policing with named local officers in all rural and urban communities • Continue to improve Fire response times and build on home safety prevention work Prepared by Pamela Goodman, 27 Crown Street, Kettering, NN16 8QA.

09 Clare Patricia Meechan Pavitt Labour and Co-operative Party

Election statement: Labour and Co-operative Candidate, Clare Pavitt is best placed to hold the role of Northamptonshire Police, Fire and Crime Commissioner. Clare has a proven background in corporate planning, service improvement and equality and diversity. Her experience is perfectly matched to the skills needed to provide strong strategic leadership for the Northamptonshire Police and Fire services.

The role of the Police, Fire and Crime Commissioner is to hold the Chief Constable and Chief Fire Officer to account, be the voice of all our communities, set priorities which reflect your priorities and ensure these services, which are vital to our sense of feeling safe and secure, are being run effectively and efficiently.

The reality is that currently the effectiveness and efficiency of the Northamptonshire Police and Fire service are deemed by Her Majesty’s inspectors as needing improvements, and for the Police, inadequate. These inspections are a measure of how your Commissioner is performing on your behalf. We know the workforce are committed and dedicated to doing their best for their communities, but they don’t have the right tools and resources to do the job in hand.

10 We all want to feel safe and secure in our daily lives. To achieve that we must put Police and Fire services back into the heart of our communities where they are once again visible, dependable, accountable and responsive. But we also have to work robustly with the CPS to ensure those who are intent on committing crime, causing harm and intimidations face justice, and those who are insidiously recruiting our children into organised crime are stopped in their tracks and brought to book.

Clare knows what needs to be done to create a safe and secure Northamptonshire, and she is committed to achieving it.
