6 SIMULTANEOUS CABINET Monday 13 November 2017 FURTHER TRANSFORMATION IN EAST SUFFOLK (REP1629) EXECUTIVE SUMMARY 1. Suffolk Coastal District Council and Waveney District Council agreed in January 2017 to create a new Council for east Suffolk. This was preceded by an intensive period of public consultation in November 2016, the results of which demonstrated that the majority of residents were in favour of one district Council in east Suffolk. 2. The decision to create a new Council for east Suffolk was both ambitious and ground breaking. A “super district” Council will be formed which will be the largest in England in terms of population. The creation of a new Council follows the successful legacy of both Councils working closely together for many years. Officers of all levels of seniority are shared, a joint Business Plan has been adopted and other key policies such as the Housing Strategy are shared. The Councils already share one website under the “East Suffolk” banner and Councillors from both authorities have attended meetings of each Council’s Cabinets since 2010. Cabinet portfolios are aligned and members have shared representation on various outside bodies. 3. The creation of a new Council will be a model other authorities follow as they decide how best to grapple with the significant challenges facing local government. Councils need to be of a scale large enough to face these challenges by having a loud enough voice, a strong bargaining position, a healthy balance sheet and a resilient workforce, yet small enough to feel connected to their residents. The creation of the new Council for east Suffolk will strike that balance. -

Advice from Buckinghamshire County Council to Aylesbury Vale District Council concerning changes to housing allocations Summary Following the VALP Examination in Public, AVDC and BCC commissioned additional transport modelling reports to further examine points raised during the EiP and in the Inspector’s Interim Conclusions which were: - BUC051 had been omitted from the Countywide modelling Phase 3 work - Concerns about the impact on Buckingham Town Centre of BUC051, and whether without mitigation BUC051 could be released on a phased basis - The need to identify additional housing sites This Advice Note sets out Buckinghamshire County Council’s view concerning the above issues taking into account the transport modelling work, previous planning applications and their transport assessments as well as our local knowledge of the transport network. Buckingham In relation to Buckingham, our view is that the detailed town centre modelling shows that BUC051 would have an unacceptable impact on the town centre, even if the development was phased. The only mitigation to congestion in the town centre that we have been able to identify is the Western Relief Road, as set out in the Buckingham Transport Strategy. However, it has been acknowledged that the scale of the proposed BUC051 allocation would be insufficient to provide funding for this mitigation measure. One option would be to increase the size of the allocation in order that the development was able to deliver the relief road. However, this would lead to a much larger allocation at Buckingham resulting in further modelling work being required to assess the potential impact on the A421. This suggestion does not take into account any site constraints such as flood risk. -

Wherever possible, data has been extracted at locality level and comparison with the rest of the county, the region and England has been carried out. MAIN FINDINGS The areas in which Kettering performs very similarly to the national average are detailed below. Kettering has a population of around 95,700, the second largest in the county, and the second highest number of households, although the average household size is second lowest in Northamptonshire. The area is predominantly White with a small BME population. Rather than spread evenly across a number of ethnic groups, over 50% fall within the Asian community. -

Without a renewed commitment to devolution for all of the nations and regions which make up the UK, the government will fail to meet its promises to build back better and level up. More seriously still, we face the prospect of a disunited kingdom. The UK is one of the most economically divided countries in the developed world; it is also the most centralised (CEJ 2018, Raikes and Giovannini 2019, McCann 2019, UK2070 2020). This is not a coincidence. Research shows that where you live in the UK determines your ability to live a “good life” (Johns et al 2020). However, it has been the metro mayors, local government, civil society and business which have proved most agile and responsive to the challenges and impacts of the Covid-19 pandemic. Similarly, while central government may try to claim the credit, the recovery will be led by those same organisations. They know their communities best and are already deploying their limited resources, creativity and collaborative capital to rebuild local economies, support those who are out of work, and co-ordinate the recovery of people and place. -

It will be valid until 2033. A Neighbourhood Plan is only concerned with land use and development, not community facilities directly, although it can be used to propose detailed actions and use of S106 agreements by directing funding as suggested during the evidence gathering. This Plan is not intended to simply restrict or prevent development occurring in the Parish, but will focus the local Planning Authority’s attention on the wishes of us, the residents, in the development of Wendover. It will serve as an aide to help developers focus on the requisites for successful and appropriate development, sympathetic to our Parish, the history and setting within the Green Belt and Area of Outstanding Natural Beauty. -

Each of these entities includes very different territories, with different legal statuses and varying forms of self-administration and constitutional linkages with the UK. However, they also share similarities and challenges that enable an analysis of these territories as a complete set. The incomplete sovereignty of the Crown Dependencies and BOTs has entailed that all these territories (except Gibraltar) have not been allowed to participate in the 2016 Brexit referendum or in the withdrawal negotiations with the EU. Moreover, it is reasonable to assume that Brexit is not an exceptional situation. In the future there will be more and more relevant international issues for these territories which will remain outside of their direct control, but will have a direct impact on them. Thus, if no adjustments are made to their statuses, these territories will have to keep trusting that the UK will be able to represent their interests at the same level as its own interests.
