Minutes of the regular council meeting held May 4th, 2010 at 7:30 p.m. at the Kazabazua Community Centre located on Begley Road in Kazabazua.

2010-05-112 APPROVAL OF SALARIES PAID IN APRIL 2010 AND REMITTANCES TO PAY

And resolved:

That the salaries paid for periods 13 to 17 for April, 2010 representing an amount of $ 20,393.90 be accepted.

That the federal and provincial remittances which represent an amount of $7554.95 for salaries paid in April, 2010 be accepted and paid in May 2010.

2010-05-114 ACCEPTATION OF LETTER OF RESIGNATION (MIKE DELGROSSE)

CONSIDERING THAT; A written letter of resignation was received from Michael Delgrosse on April 30, 2010 giving two weeks’ notice;

And resolved:

That Council accept the official letter of resignation of employee Michael Delgrosse and acknowledge his last day of work to be May 14, 2010.

2010-05-115 REGIONAL COLLOQUE – CIVIL SECURITY

2010-05-116 FIRE DEPARTMENT – DIRECT BILLING OF INSURANCE COMPANIES OR INDIVIDUALS AFTER VEHICLE ACCIDENTS OR FIRES

And resolved:

That this Council authorises the direct billing of insurance companies or individuals (non-residents) involved in a vehicle accident, fire and or rescue requiring the services of the Kazabazua Fire Department, in order to recover costs that are not covered by the S.A.A.Q.

2010-05-117 INTERIM PROTOCOL AGREEMENT BETWEEN THE MUNICIPALITY OF KAZABAZUA AND THE MUNICIPALITY OF ALLEYN & CAWOOD FOR FIRE PROTECTION SERVICES

MUTUAL PROTOCOL AGREEMENT FOR FIRE SERVICES BETWEEN THE Municipality of Kazabazua, 30 rue Begley, Kazabazua, QC J0X 1X0 AND Municipality of Alleyn and Cawood (Danford Lake) 10 chemin Jondee, Danford Lake, QC J0X 1P0

Agreement between the two municipalities Emergency vehicles: The said municipalities can request reinforcements from other municipalities mentioned above, one or more fire vehicles or emergency rescue vehicles. This municipality will be invoiced a fee of $150.00 per hour per vehicle and / or $80.00 per hour for any emergency rescue vehicle. Note: A Municipality will be billed for one hour minimum for each intervention and hours required. Firemen on call: The said municipalities can request reinforcements from the other municipality mentioned above, all volunteer firefighters need to complete the necessary intervention teams by law, to every possible measure, to operate one or more fire vehicles or emergency rescue vehicle.

The Municipality will be charged a fee of $20.00 per hour for each volunteer firefighter on duty to call for any intervention by fire or other emergency. The said Municipality will be billed a minimum of 2 hours per firefighter between the hours of 8:00 and 8:00 p.m. and before 8:00 am, a minimum of three hours per firefighter. Duration of agreement This agreement: Will become valid on the date of signature by the two mayors of the two municipalities mentioned above. -Is for a duration of______and/ or subject to revision in the event any of any significant increase in operations not under the control of the two municipalities. -Can be terminated at any time should a viable reason prevents the proper functioning of this agreement.

2010-05-118 FIRE DEPARTMENT SALARIES & RATES FOR COURSES

CONSIDERING THAT; The Municipality has researched the current pay rates for all of the Fire Departments in our MRC;

CONSIDERING THAT; Our current hourly rate does not reflect the rates of other fire departments in the area;

It is proposed by Robert Bergeron Seconded by Pamela Lachapelle

And resolved:

That this Council adjusts the hourly rates to $16.00 per hour for Fire Fighters, $11.00 per hour for Rookies until certified (Pompier 1) and a flat rate of $50 for CPR courses (plus expenses if applicable) and also upon completion of each module as an incentive for their hard work and effort.

2010-05-119 DISMISSAL - CAPTAIN #1 OF THE KAZABAZUA FIRE DEPARTMENT

And resolved:

That due to the recent actions of Captain #1, this Council hereby dismisses him as a member of the Kazabazua Fire Department.

2010-05-120 FLYER FOR THE KAZABAZUA FIRE DEPARTMENT

And resolved:

That this Council authorises the Director General by Interim to send out a flyer to help recruit Fire Fighters for the Kazabazua Fire Department, at the same time this flyer should include the dates for large article pick-up and community clean up day.

2010-05-121 PURCHASE OF A DUMP TRAILER FOR PUBLIC WORKS

CONSIDERING THAT; Public works requires a trailer for the collection of brush, spreading of cold patch and other regular activities such as large article collection for items such as appliances and furniture;

CONSIDERING THAT; The Municipality received prices from several companies;

It is proposed by Denis Bélair Seconded by Kevin Molyneaux

And resolved:

That this Council authorises the purchase of a new dump trailer from Pyromax of Gracefield for an amount of $6,400.00 plus applicable taxes, for a total of $7,224.00 as Council feels a dump trailer would better suit the needs of both departments due to its capacity and structure. NOTICE OF MOTION

A notice of motion is hereby being given by Councillor Kevin Molyneaux that at an upcoming meeting of Municipal Council a by- law will be adopted with regard to the protocol of fencing along Municipal Roads.

2010-05-122 GRADING REQUEST – FRAYNE & THOMAS ROADS

CONSIDERING THAT; A written request was received from the cottagers on Frayne Road & Thomas Road to have the road graded to coincide with works that will be carried out shortly;

CONSIDERING THAT; The Municipality will be spreading its calcium in approximately two weeks and the grader is currently occupied with grading its Municipal Roads;

And resolved:

That this Council proposes that the grading of Frayne Road be carried out, but only after all Municipal Roads are prepared for Calcium due to the dust problem this year. Adopted by Councillors

2010-05-123 INSTALLATION OF GUARD RAILS ON MULLIGAN FERRY ROAD & RANGE 8 ROAD

CONSIDERING THAT; A grant was received for the installation of guard rails in 2009 and the installation of said guard rails is planned for the 2010 road work season;

CONSIDERING THAT; The Municipality received two prices for the above mentioned installations;

And Resolved: That this council contracts the installation of guardrails to Les Clotures Specialisees (option 2) for an amount of approximately $13,000 plus applicable taxes. Also, that the Director General by Interim contact this company and sign all applicable documents in order to have the works carried out as soon as possible. Adopted by Councillor

2010-05-124 POSTING THE POSITION OF ROAD SUPERVISOR

CONSIDERING THAT; The Municipality is currently without a road supervisor and there are works to be organised and carried out as soon as possible with gas excise tax resources;

And Resolved:

That this council authorises the Director General by Interim to post the position of Road Supervisor in La Gatineau and the Low Down newspapers, as well as public and e-mail posting according to the job description viewed by Council. Adopted by Councillors

2010-05-125 ASP CONSTRUCTION SAFETY COURSE IN ENGLISH

CONSIDERING THAT; Municipal labourers must have ASP construction safety cards on a Municipal job site;

CONSIDERING THAT; Mr. Barry Derouin of Shawville has agreed to provide the ASP Construction Safety Course at Kazabazua in English;

CONSIDERING THAT; Some employees of the Municipalities of Low and Denholm are also interested in taking this course in English;

And Resolved:

That this council authorises the Director General by Interim to arrange the scheduled dates for this course in collaboration with the Municipality of Low and the Municipality of Denholm for our employees at a cost of $200 each. Adopted by Councillors

NOTICE OF MOTION A notice of motion is hereby being given by Councillor Pamela Lachapelle that a modification will be made to Municipal Septic Emptying By-Law 2005-05-105. (Fees for those not open or have locked gates during regularly scheduled emptying.)

2010-05-126 RESOLUTION - TO PROVINCIAL POLITICIANS WITH REGARD TO FUTURE POLITICS FOR HOUSEHOLD WASTE COMPENSATION

CONSIDERING THAT; The Municipality received an e-mail from the FQM for the mobilisation of the FQM for the financing of household waste pick-up;

CONSIDERING THAT; This e-mail included an example of a resolution to send to selected provincial politicians;

It is proposed by Robert Bergeron Seconded by Pamela Lachapelle

And resolved:

That this Council authorises the Director General by Interim, to send copies of the resolution of support of the FQM on behalf of the Municipal Council, in order to express our support of compensation for household waste collection. Please refer to French Minutes for the complete resolution.

2010-05-127 REQUEST OF PROJECT SUPPORT (D. TANNER)

CONSIDERING THAT; Kazabazua has been recognised as a devitalised Municipality;

CONSIDERING THAT; This proposed project would involve recycling of some construction materials and will introduce commercial industry and jobs to our area;

CONSIDERING THAT; This proposed project will have very low impact on the residents and cottagers of the Municipality, as per its location;

It is proposed by Pamela Lachapelle Seconded by Kevin Molyneaux

And resolved:

That Council supports Mr. David Tanner with his pellet mill project and authorises the Director General by Interim to send a copy of this resolution of support to Mr. Tanner. Adopted by Councillors

2010-05-128 CPTAQ REQUEST – G. A. PETRIN

CONSIDERING THAT; The Municipality has received a request from Gerry Ann Petrin with regard to the replacement of her existing cottage with a new one;

CONSIDERING THAT; The request meets all Municipal requirements other than permission from CPTAQ;

It is proposed by Kevin Molyneaux Seconded by Denis Bélair

AND IS RESOLVED THAT this Council supports Gerry Ann Petrin with her request to CPTAQ in order to replace her old cottage with a new one, along with a new septic installation.

2010-05-129 L’ALLIANCE DES QUATRES RIVES - TOURISM TO BE TRANSLATED

CONSIDERING THAT the Municipality of Kazabazua has withdrawn from the Alliance des 4 rives, a not for profit organisation «OSBL» formed an intermunicipal agreement between the municipalities of Low, Kazabazua, Denholm and Lac Ste- Marie;

CONSIDERING THAT the tourist kiosk is under the management of the Table touristique of the Vallée de la Gatineau;

CONSIDERING THAT Kazabazua would like:

1. Promote and encourage the development and diversification of the local economy;

2. Make known and promote tourism and culture in the Outaouais region; 3. Promote natural assets, historical sites and assets ; 4. Knowing your surrounding municipalities; 5. Increase activities, social exchanges, recreational and cultural relations with the southern municipalities in conjunction with the MRC Vallée de la Gatineau;

CONSIDERING THAT the Municipality of Kazabazua would like to create an inter-municipal and municipal infrastructure to establish a tourist route in the southern part of the MRC Vallée de la Gatineau;

And resolved that That this Council proposes and authorises Robert Bergeron to consider the following activities; Create a committee for:

• Maintain or improve the content of the calendar sent to residents of the 4 municipalities every 4 months to promote its activities by using the mail or other media and in public places the monthly updates; • Maintain a list of email addresses for the municipality to send updates of the calendar, public notices, activities and other information. • Better promote the municipalities, their assets, services that attract new residents, merchants etc.(example: phone book); • Create a directory of all organisations, associations, merchants, and business people, etc.

To begin, create a committee for Tourism infrastructure and historical inter-municipal including Denholm (if possible), Lac Sainte-Marie, Low, Kazabazua and in agreement of the Mayors of Alleyn and Cawood. The three Mayors (Lac Sainte Marie, Low, and Kazabazua) agreed to include the Municipality of Alleyn and Cawood (Danford Lake) if they wish to join.

• Tourist Infrastructure and historical landmarks: • Identify all activities that take place in the municipalities of the MRC South • Create a tourist route similar to the REV , Ste- Thérèse, Mont Cerf, etc. • Create a tourist guide with travel itineraries, suggestions during the year and schedule a tour • Plan inter-municipal activities to raise awareness of the municipalities, these attractions / assets such as broomball, ball hockey, volleyball, etc. • Identify all historic sites and identify heritage buildings build in the municipalities of the MRC South tourist route.

Tourist infrastructure and regional historic landmarks along with the MRC Vallée de la Gatineau

Possibly create a regional infrastructure with all of the municipalities of the MRC together with the CLD Vallée de la Gatineau and Tourisme Vallée de la Gatineau. Note: Organise tours, a website listing the packages in the region, etc.

2010-05-130 CHAMBERLAIN HOUSE

CONSIDERING THAT; The majority of Council Members prefer to relocate the Chamberlain House and barn for security reasons;

CONSIDERING THAT; The municipality owns the land where the Library is located at 373, Route 105;

CONSIDERING THAT; A proposal for funding is currently filed with the Québec Government and that we are expecting 80% funding for the project

CONSIDERING THAT; By Municipal resolution 2009-08-150 funds were reserved at the disposition of the Municipality for all established and prioritised projects which would give an amount of $4,000 to save the Chamberlain House and Stable;

and resolved;

That this Council authorises Robert Bergeron to pursue the project, amend the current project proposal, proceed with the relocation of the house and barn to the library site, which will include tender submissions and all other necessary documents to ensure the completion of the project in a timely manner.

Also;

Authorises the extension of the Veterans Park onto the current location of the Chamberlain House and barn at the corner of Begley Road and Route 105 Adopted by Councillors

2010-05-131 REQUEST OF SUPPORT – R. MCVEY & ANDREE BERTRAND

CONSIDERING THAT; A letter of request was received from Mr. Rob McVey & Andree Bertrand asking for a resolution of support of his project – Marché Hip Market;

CONSIDERING THAT; This market would be beneficial to the residents and cottagers of the Municipality;

It is proposed by Denis Bélair Seconded by Kevin Molyneaux

And resolved:

That the Council supports Mr. McVey & Ms. Bertrand’s project for Marche Hip Market and that the Director General by Interim

2010-05-132 SOCCER LEAGUE OF LAC STE. MARIE – USE OF SOCCER BALLS

CONSIDERING THAT; The Municipality received a request from the Lac Ste. Marie Soccer League for the use of our soccer balls;

CONSIDERING THAT; Kazabazua does not have a soccer league this season due to the renovations of the recreation fields;

It is proposed by Robert Bergeron Seconded by Pamela Lachapelle

And resolved:

That Council authorises the use of the soccer balls to the Lac Ste. Marie Soccer League, providing that they are counted and signed out to a responsible person and that the same person sign them back in upon their return. Adopted by Councillors

INFORMATION Days of Culture (Journées de la culture) Everyone is invited to participate in the days of culture. Register your activities now for the 14th annual days of culture to be held September 24, 25 & 26, 2010.

INFORMATION Rink Project volunteer clearing day will be held Saturday May 8 at the Community Recreation yard. Volunteers will be clearing trees to make room for the new recreation park project. A barbeque lunch will be served for volunteers.

2010-05-133 REQUEST OF SUPPORT – CONTINUATION OF BELL HIGH SPEED INTERNET ON ROUTE 301 & ROUTE 105

CONSIDERING THAT; The Municipality has received a request from citizens whom are currently circulating a petition for the continuation of Bell high speed internet further west on Route 301 & further north on Route 105;

And resolved:

That this Council supports the endeavour of our citizens and cottagers to acquire Bell high speed internet services in their areas and that a copy of this resolution of support be attached to the petition to Bell. Adopted by Councillors

2010-05-134 LIONS CLUB FUNDRAISER – REQUEST

CONSIDERING THAT; The Low and District Lions Club hold an annual cash draw fundraiser;

CONSIDERING THAT; The Lions Club supports many local projects in this area, including the GVRV;

And resolved:

That this Council authorises the purchase of a ticket for the cash draw from the Low & District Lions Club for $100 to support their annual fundraiser. Adopted by Councillors
