120/25-kV Gracefield Substation and 120-kV Lines Note: kV is the abbreviation for kilovolt, which is equal to 1,000 volts. PUBLIC CONSULTATION • Spring 2015 To meet increasing demand in the regional county municipality (MRC) of La Vallée-de- la-Gatineau, Hydro-Québec must build a new 120/25-kV transformer substation and rebuild the majority of the transmis- sion line over about 65 km from Paugan sub station, in Low, to the municipality of Déléage. From there, a new line, about 5 km long, will run along the existing line to Maniwaki substation. These modifications to the transmission lines will serve to reinforce the 120-kV system. To supply the new Gracefield substation, a supply line will be tapped off the rebuilt transmission line. Two routes are proposed for this line, which will be about 5 km long. This bulletin describes Hydro-Québec’s proposed substation location, the trans- mission line route, the variants for the line’s entry to Maniwaki substation and the proposed tap line routes to supply the new Gracefield substation. Public participation Hydro-Québec’s goal is to integrate the substation, its supply line and the transmission line into the environment as harmoniously as possible. The company invites all organizations, landowners and individuals affected to voice their comments and concerns in regards to the project by June 20, 2015. An opinion submission form is enclosed with this bulletin and is also available on the project Web site: www.hydroquebec.com/projects/ gracefield.html. The company will thus be able to take into account the comments expressed by the public and stakeholders in order to put mitigation measures in place and best adapt the project to local realities. Support for community development Hydro-Québec makes sure that its projects are an opportunity to participate in the development of the host communities through its Integrated Enhancement Program (IEP). As part of the project, the company grants eligible organizations funding equivalent to 1% of the initially authorized value of the new facilities covered by the IEP. 3 Paugan–Maniwaki transmission line Segment from Paugan substation Guyed tower selected for the 120-kV to the Mont-Laurier tap double-circuit line to be rebuilt The proposed line route is about 65 km long and would be built in the middle of the existing corridor. The current line on wooden H-frames would be dismantled before the new line is built. Due to the addition of a Current right-of-way boundary second circuit, the current 30-m right-of-way will have to be widened. Two variants are proposed for the entry to Maniwaki substation. Transmission line segment from the Mont-Laurier tap to Maniwaki substation This 4.5-km segment would be built to the west of the existing line and require the right-of-way to be widened by 26.3 m.
