120/25-kV Gracefield Substation and 120-kV Lines Note: kV is the abbreviation for kilovolt, which is equal to 1,000 volts. PUBLIC CONSULTATION • Spring 2015 To meet increasing demand in the regional county municipality (MRC) of La Vallée-de- la-Gatineau, Hydro-Québec must build a new 120/25-kV transformer substation and rebuild the majority of the transmis- sion line over about 65 km from Paugan sub station, in Low, to the municipality of Déléage. From there, a new line, about 5 km long, will run along the existing line to Maniwaki substation. These modifications to the transmission lines will serve to reinforce the 120-kV system. To supply the new Gracefield substation, a supply line will be tapped off the rebuilt transmission line. Two routes are proposed for this line, which will be about 5 km long. This bulletin describes Hydro-Québec’s proposed substation location, the trans- mission line route, the variants for the line’s entry to Maniwaki substation and the proposed tap line routes to supply the new Gracefield substation. It also provides a summary of the comparative analysis of the routes based on technical, economic and environmental criteria. 105 Bois-Franc, M Montcerf-Lytton, M Montcerf-Lytton, 76°0' Egan-Sud, M 700 Study area Aumond, CT ! Public participation Hydro-Québec’s goal is to integrate the substation, its supply line and the transmission line into the environment as harmoniously as possible. The company invites all organizations, landowners and individuals affected to voice their comments and concerns in regards to the project by June 20, 2015. An opinion submission form is enclosed with this bulletin and is also available on the project Web site: www.hydroquebec.com/projects/ gracefield.html. The company will thus be able to take into account the comments expressed by the public and stakeholders in order to put mitigation measures in place and best adapt the project to local realities. Support for community development Hydro-Québec makes sure that its projects are an opportunity to participate in the development of the host communities through its Integrated Enhancement Program (IEP). As part of the project, the company grants eligible organizations funding equivalent to 1% of the initially authorized value of the new facilities covered by the IEP. 3 Paugan–Maniwaki transmission line Segment from Paugan substation Guyed tower selected for the 120-kV to the Mont-Laurier tap double-circuit line to be rebuilt The proposed line route is about 65 km long and would be built in the middle of the existing corridor. The current line on wooden H-frames would be dismantled before the new line is built. The new line would be supported by guyed lattice towers in forested areas and reduced-footprint New right-of-way boundary New right-of-way boundary Current right-of-way boundary towers on farmland. Due to the addition of a Current right-of-way boundary second circuit, the current 30-m right-of-way will have to be widened. About 4.3 m must be added on either side of the existing right-of-way, 22 to 38 m for a total width of 39 m. 15.2 m 15.2 m 5.0 m 19.5 m 19.5 m 5.0 m Clearing easement 39.0 m Clearing easement 7339_buf3_tet_018_ligneRecons_150505.fh9 Transmission line segment from Paugan substation to the Mont-Laurier tap line Current 120-kV Paugan–Maniwaki line 4 Segment from the Mont-Laurier tap Planned 120-kV Existing 120-kV double-circuit line double-circuit line to Maniwaki substation (Déléage area) At Déléage, after the Mont-Laurier substation tap, the new line would run side-by-side with the existing line to the Route 105 crossing. Two variants are proposed for the entry to Maniwaki substation. New right-of-way boundary Variant A Current right-of-way boundary Current right-of-way boundary From Route 105 to Maniwaki substation, the new line would run south of the current line, passing between 32 to 35 m 22 to 38 m existing buildings. Variant B From Route 105 to Maniwaki substation, the current line would be modified so that towers would continue 5.0 m 26.3 m widening 15.2 m 15.2 m to run side-by-side. To make this possible, a temporary Clearing 19.5 m 22.0 m line, which would follow the same route as Variant A, easement would be built just south of the existing corridor. It 7339_buf1_tet_016_ligneMani_150505.fh9 would remain in place while work is being carried out and would then be dismantled. Transmission line segment from the Mont-Laurier tap to Maniwaki substation This 4.5-km segment would be built to the west of the existing line and require the right-of-way to be widened by 26.3 m. The new line would be supported primarily by reduced-footprint steel lattice towers. 180 210 Montée Leclair 200 Expansion of the entry to Maniwaki substation 190 700 Project components 75°58' 180 Lac de la 75°56' # Lac Maniwaki Variant A Barbotte See inset Grier Planned transmission line substation for Variant B Existing line to be rebuilt Line to be dismantled n 180 180 Crique i Temporary line l u 190 o 190 P e 701 des Hall Substations and transmission lines u 200 R 190 1100-1359 210 n Quatre 69 kV 105 180 des o Rue Nault i c # n 190 120 kV o Rivière Gatineau M 220 Ruisseau 180 e Fourches McConnery u 200 46°23'15" Crique 46°23'15" R e n 180 g Rue Lafrance ta Maniwaki 107 n Variant B o Maniwaki substation substation M Rue Mo ntreuil la e Rue Éthier d x in u m re e ou h m C A Ch 190 e mi s 180 n de 180 190 1359 Mont-Laurier tap ! 190 r e i r u a L 200 46°22'30" e Lac 46°22'30" u 220 R 190 Godin Rue King 180 0 290 580 m 210 200 Rue McDougall 220 MTM, Zone 9, NAD83 75°58' Lac 7339_bu_tet_021_Maniwaki_150505a.mxd 75°56' Scott 5 Gracefield substation and supply line 120/25-kV Gracefield substation Supply line for the new Gracefield substation The studies showed that using the site of the current A line must be tapped off the planned 120-kV Paugan–Maniwaki Gracefield substation, on Route 105, and on adjacent transmission line to supply the new substation. In preparing land is the only way to keep the substation close to route options, Hydro-Québec used the following critiera: the load centre and distribution system infrastructure. • Select the shortest and most direct route possible to limit Furthermore, this solution would make it possible to the number of elements that could potentially be affected reuse some infrastructure from the current substation, and reduce construction costs notably the access road. • Avoid elements with the greatest environmental resistance: The new Gracefield substation would be located the built environment, wetlands and potential sugar bushes mainly on Hydro-Québec property. However, • Limit impact on farmland since it will cover an area of about 100 m by 70 m, • Limit impact on the landscape around which ditches must be added, it will be built on some brushland adjacent to the existing Hydro-Québec is proposing two routes, A and B. substation. The new substation will house a 74 m2 prefabricated building. Supplied by two 120-kV circuits, the substation will be equipped with two 120/25-kV transformers able to supply nine 25-kV distribution feeder bays. Once the new substation has been commissioned, the current 69/25-kV substation will be dismantled. Towers and right-of-way Planned 120-kV The substation supply line would be supported double-circuit line by guyed steel lattice towers in forested areas and reduced-footprint towers on farmland. The planned right-of-way is 39 m wide.
