DECISION

Approving the adjusted general planning on construction of Viet Tri city, Phu Tho province, till 2020

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government;

Pursuant to the November 26, 2003 Construction Law and the Government's Decree No. 08/2005/ND-CP of January 24, 2005, on construction planning;

At the proposals of the president of the People's Committee of Phu Tho province in Report No. 1758/TTr-UBND of September 9, 2005, and of the Construction Minister in Report No. 60/TTr- BXD of September 23, 2005, on the approval of the adjusted general planning on construction of Viet Tri city, Phu Tho province, till 2020,

DECIDES:

Article 1.- To approve the adjusted general planning on construction of Viet Tri city, Phu Tho province, till 2020 with the following principal contents:

1. Planning scope: It covers around 11,310 hectares, including 7,125.78 hectares of existing land area of the city and around 4,184 hectares of Hy Cuong, Chu Hoa, Thanh Dinh, Kim Duc and Hung Lo communes (Viet Tri city) and Tan Duc (recently transferred from Ba Vi district, Ha Tay province). The city's boundaries shall be demarcated as follows:

- To the north, it borders on Phong Chau township and An Dao commune, Phu Ninh district;

- To the east, it is contiguous to Lo river and borders on Vinh Phu commune, Phu Ninh district;

- To the south, it is contiguous to Red river;

- To the west, it borders on Thach Son commune and Hung Son township, Lam Thao district.

2. Characteristics: Viet Tri city is a political, economic, cultural, scientific and technical, industrial and tourist center of Phu Tho province, a city of festivities and rituals to track down

pd4ml evaluation copy. visit http://pd4ml.com to the roots of the Vietnamese nation, and an important traffic junction linking the northern mountainous provinces with the northern delta provinces; plays the role of boosting socio- economic development of the inter-provincial region; and occupies an important position in security and defense.

3. Population size:

- By 2010: The population of the whole city shall be around 280,000, of which the population of the inner city shall be around 200,000.

- By 2020: The population of the whole city shall be around 370,000, of which the population of the inner city shall be around 280,000.

4. Construction land area:

- By 2010: The urban construction land area shall be around 2,047 hectares with an average of 102.4 m2/person, of which the land area for civil use shall be around 1,282 hectares with an average of 61.1 m2/person.

- By 2020: The urban construction area shall be around 3,044 hectares with an average of 108.7 m2/person, of which the land area for civil use shall be around 1,850 hectares with an average of 66.1 m2/person.

5. Orientations for spatial development and urban architecture and landscape:

a/ Urban development directions:

+ To the north and : The city shall be developed toward Hung Temple, embracing the entire Hung Temple relic;

+ To the east: The city shall be developed toward Lo river;

+ To the south and : The city shall be developed toward Bach Hac .

b/ Functional quarters:

- Population quarters (with a total area of around 1,113 hectares) include:

+ The residential quarter southwest of the city (810 hectares), with a population of 99,900;

+ The residential quarter east of the city (318 hectares), with a population of 6,800;

+ The residential quarter in Bach Hac ward (180 hectares), with a population of 24,300;

+ The residential quarter northeast of the city (160 hectares), with a population of 20,300; pd4ml evaluation copy. visit http://pd4ml.com + The residential quarter south of the city (183 hectares), with a population of 20,300;

+ The resettlement quarters in service of ground clearance for construction of Van Lang and Hung Temple tourist sites.

- Industrial parks:

+ The southern industrial park (120 hectares);

+ Minh Phuong industrial park (45.74 hectares);

+ Thuy Van urban-service-industrial zone (around 1,200 hectares);

+ Southern Bach Hac industrial park (71.90 hectares);

+ Northeastern Bach Hac industry, cottage industry and handicraft zone (around 36 hectares);

- The commercial and public-service quarters (around 140 hectares):

+ The province's administrative and political center shall be located largely along Nguyen Tat Thanh thoroughfare and Tran Phu thoroughfare (the section from Hung Vuong thoroughfare to the provincial Police Department);

+ The city's administrative and political center shall be built along Hung Vuong thoroughfare; and a large square shall be built at junction A7;

+ The market system shall be kept unchanged. The renovation and expansion of markets shall be made under requirements of each quarter. A trade center (1.56 hectares) shall be built at the T-junction of Hung Vuong and Tran Phu thoroughfares;

+ All wards and communes shall have their central quarters where offices of administrative bodies, state agencies and mass organizations, culture houses, trade and service centers and physical training and sport facilities shall be located.

- Universities and professional secondary schools (189.12 hectares):

+ Hung Vuong University (100 hectares) shall be located in Van Phu commune, Nong Trang and Duu Lau wards;

+ Pre-university entrance schools, professional secondary schools and vocational training schools shall be located in the vicinity of Hung Vuong university.

- The healthcare system: The regional and provincial medical centers, including the regional

pd4ml evaluation copy. visit http://pd4ml.com general hospital (2.94 hectares) in Nguyen Tat Thanh street; the traditional medicine hospital (0.335 hectare) in Gia Cam street; Song Hong (Red river) hospital (1.227 hectares) and the hospital of the province's military command (2 hectares), shall not be relocated.

- The convalescent and functional rehabilitation quarter (0.532 hectare) in Tien Cat; and a new convalescent home with 150-200 beds shall be built in Dam Mai.

- Tourist sites include:

+ Van Lang tourist site (113 hectares) in the city center;

+ Ben Got tourist site in Ben Got ward;

+ The eco-tourist site in the riparian communes of Trung Vuong and Song Lo along Lo river;

+ Hung Temple historical-cultural tourist site (1,000 hectares).

- The greenery parks and physical training and sport facilities include:

+ The park of Hung Temple historical-cultural relic (1,000 hectares);

+ Van Lang tourist site (Van Lang park of 113 hectares);

+ Greenery parks which shall be built in Bach Hac and Thuy Van industrial parks, and greenery area to be expanded in southern Viet Tri industrial park;

+ The city's physical training and sport center in Bao Da (12 hectares);

+ The convalescent park in Dam Mai (136 hectares).

c/ Regarding urban architecture and landscape:

- To minimize the change of natural terrain. To revamp old lakes, ponds, hollows and small valleys into interconnected reservoirs in order to form greenery park ' water surface sequences, turning the city into a typical midland urban center.

- To restore and embellish relics of communal houses, pagodas, temples, small pagodas, historical relics and scenic places.

- To embellish, renovate and reduce the population density in old quarters, and increase water surface and greenery areas in residential quarters.

- To build modern public-utility works imbued with local architectural particularities.

6. Planning orientations for development of technical infrastructure: pd4ml evaluation copy. visit http://pd4ml.com a/ Communication:

- Outbound roads:

+ Railways: To remove the railway section from Bach Hac to Hung Temple to the southwest, and build new Viet Tri station (around 10 hectares) and Thuy Van station (around 15 hectares).

+ Waterways: To renovate and upgrade Viet Tri and Duu Lau ports; to build passenger ship landings in Viet Tri and Hung Lo in service of riverway navigation to , Hoa Binh and Tuyen Quang and tourists traveling to Hung Temple festival;

- Roads: The trans-Asia route shall run through the northern area of the city and converge on national highway No. 2 at Hang T-junction in service of transit communication. To upgrade national highway No. 2 with 4-6 motor lanes and up to the expressway standards. To build a passenger car terminal at the traffic junction linked with the trans-Asia route (northwest of the city), a car terminal at the T-junction of national highway No. 2 and Nguyen Tat Thanh thoroughfare (southeast of the city), and a truck terminal within Thuy Van railway station area.

- Intra-municipal communication:

+ To renovate and upgrade the existing system of roads in combination with newly built ones to form a synchronous road network.

+ To build some new roads running in parallel with the existing Hung Vuong and Nguyen Tat Thanh thoroughfares, which shall, together with transversal roads, form a network of roads linking the city's functional quarters;

+ The system of car parking lots: the area of car parking lots shall be equal to 2.5% of the urban construction land area;

+ To renovate and upgrade the existing Viet Tri bridge; to build a new bridge spanning Lo river (on the trans-Asia route northwest of the city).

b/ Technical preparation:

- Regarding ground leveling: Construction ground elevation shall be selected as follows:

+ Areas inside the dikes in Thanh Mieu, Tien Cat, Tan Dan, Duu Lau and Song Lo wards and the southern part of Thuy Van commune, which have a ground elevation of 13.5 meters or higher shall be selected; for areas in Nong Trang, Minh Phuong and Van Co, the ground elevation of between 18-25 meters or higher shall be selected;

+ In the industrial park north of Thuy Van commune, the ground elevation of between 18-25

+ In Hung Temple area, the ground elevation of between 18-25 meters or higher shall be selected;

+ For areas outside the dikes, the ground elevation shall be 15 meters or higher; for industrial parks, 17.5 meters or higher; for areas north of Bach Hac ward, 16.5 meters or higher; for Song Lo commune, 16.5 meters or higher;

+ For verges of hills: Ground shall be locally leveled without large-scale diggings and embankments which may cause landslides.

- Regarding rainwater drainage:

The rainwater drainage system shall be built separately for draining water along the terrain slope direction to ponds and lakes, then into Lo river and Red river through dike sluices. When floods occur, dike sluice gates shall be closed and water shall be pumped through Duu Lau, Minh Nong, Ha Giap and Tan Xuoi pumping stations to the rivers.

c/ Water supply:

- The total water consumption demand shall be around 60,000 m3/day by 2010 and around 105,000 m3/day by 2020.

- Water sources: Water source of Lo river shall be used. The total capacity of water plants shall be 109,000 m3/day by 2020, including:

+ Viet Tri water plant, which has a capacity of 100,000 m3/day and the existing pipeline of a diameter of 2Ø600 mm. A new pipeline of a diameter of Ø700 mm shall be built to supply water for Viet Tri city;

+ Bach Hac water plant, which has a capacity of 9,000 m3/day and supplies water for Bach Hac ward;

- Water pipelines shall be designed into circular and branching networks.

d/ Power supply:

- The total power consumption output shall be around 97,913 kW by 2010 and around 187,726 kW by 2020.

- Power sources: Viet Tri 500/220 kV transformer station shall be hooked to the national 500 kV power grid for power transmission directly from Son La hydroelectric power plant and directly connected with Soc Son 500 kV transformer station. From Viet Tri 500 kV transformer station, 220 kV transmission lines shall be built to connect with Viet Tri and Yen Bai 220 kV pd4ml evaluation copy. visit http://pd4ml.com transformer stations.

e/ Wastewater drainage and environmental sanitation

- The total volume of wastewater which must be collected and treated shall be around 45,200 m3/day by 2010 and around 73,200 m3/day by 2020.

- Waste-treating stations:

+ Urban daily-life solid waste shall be treated at two stations: The existing treating station in Van Phu ' Phuong Lau communes and a new treating station in Phu Ninh commune;

+ Industrial solid waste shall be collected and treated separately in Tram Than commune, Phu Ninh district under an approved project.

- Cemeteries:

+ The existing cemetery in Van Phu commune shall be used exclusively for final inhumation;

+ A new cemetery shall be built on hills of Phu Ninh commune (17 hectares) for temporary burial, final inhumation and electrical cremation.

7. The first-stage construction planning and prioritized programs and projects

- To renovate and upgrade the existing residential quarters and build a number of new urban centers.

- To build traffic junctions linked with the trans-Asia route and the expressway section of national highway No. 2 to Hanoi; to rectify the railway section running through the city's center.

- To build new Thuy Van railway station (15 hectares), Hung Lo passenger ship landing (1.5 hectares), and Thuy Van dry dock.

- To upgrade the southern passenger car terminal (1.5 hectares); to build the northern truck terminal, stage I (2 hectares) and the southern truck terminal, stage I (11 hectares).

- To formulate a project on building a new cemetery on hills of Phu Ninh commune.

Article 2.- The People's Committee of Phu Tho province shall:

- Approve the designing dossier of the adjusted general planning on construction of Viet Tri city till 2020;

pd4ml evaluation copy. visit http://pd4ml.com - Organize the implementation of the general planning according to the provisions of law, and publicize it so that the community can supervise and inspect the implementation thereof;

- Promulgate the Regulation on management of the general planning on construction of Viet Tri city till 2020;

- Coordinate with the concerned ministries and branches in organizing the formulation, consideration and approval of detailed plannings and plannings on specialized construction, and executing investment projects on urban construction and development according to the provisions of law.

Article 3.- This Decision takes effect 15 days after its publication in "CONG BAO."

The president of the People's Committee of Phu Tho province, the Construction Minister and other ministers, heads of ministerial-level agencies, heads of Government-attached agencies, and concerned organizations shall have to implement this Decision.
