The inaugural meeting was held in the Binyanei Ha'umah in the presence of the President of the State and Mrs. Shazar, the Prime Minister, the Speaker of the Knesset, Cabinet Ministers, the Chief Justice, Judges of the Supreme Court, the State Comptroller, visitors from abroad, public dignitaries and a large and representative gathering which filled the entire hall. The meeting was opened by Mr. Jacob Tsur, Chair- man of the Zionist General Council, who paid homage to Israel's Nobel Prize Laureate, the writer S.Y, Agnon, and read the message Mr. Agnon had sent to the gathering. Mr. Tsur also congratulated the poetess and writer, Nellie Zaks. The speaker then went on to discuss the gravity of the time for both the State of Israel and the Zionist Move- ment, and called upon citizens in this country and Zionists throughout the world to stand shoulder to shoulder to over- come the crisis. Professor Andre Chouraqui, Deputy Mayor of the City of Jerusalem, welcomed the delegates on behalf of the City. -

Although the members of the subcommittee do not want to make definitive judgments on the applicability of education in Israel to American needs, they are most favorably impressed by the great emphasis which the Israelis place on early childhood programs, vocational/technical education, and residential youth villages. The people of Israel are considered profoundly dedicated to the support of education at every level. The country works toward expansion of opportunities for education, based upon a belief that the educational system is the key to the resolution of major social problems. In the second part of the report, the detailed itinerary of the subcommittee is described with annotated comments about the places and persons visited. In the last part, appendixes describing in great depth characteristics of the Israeli education system (higher education in Israel, education and culture, and the kibbutz) are reprinted. In addition to the 17,000 doses donated by Pitman-Moore we received 2,000 from Eli Lilly and 1,000 from Lederle. After you called me and told me about your conversation with Dr. Max Tishler of Merck & Co., I got in touch with him. He offered 50,000 doses for immediate shipment and DID not make A grant or A gift to the Weizmann Institute A condition of Merckls offer. I made it clear to Dr. Tishler that I would have to consult with Israel regarding their needs before I could accept his most generous offer. Yesterday we received A reply by cable in which it was said that there is still need of 40,000 doses to "complete immunization in additional areas." Carmel, Haifa, Israel It would probably have been more helpful to the general mental health and emotional well being of the young people in the Yishuv if the child care workers during those years had been more sensitive to the need for family continuity, and less judgmental about the family environment of children in placement. Introduction In 1975, about 54,000 Jewish minors in The period between the end of World War I Israel were living away from their family. In the half century of its career it rose from a parochial enterprise to a conspicuous place on the inter- national arena. History will be explored in vain for a national effort with roots imbedded in a remoter past or charged with more drama and world significance. Something of its uniqueness and grandeur will, the author hopes, flow out to the reader from the pages of this narrative. As a repository of events this book is not as inclusive as the author would have wished, nor does it make mention of all those who labored gallantly for the Zionist cause across the world and in Pal- estine. Within the compass allotted for this work, only the more significant events could be included, and the author can only crave forgiveness from the actors living and dead whose names have been omitted or whose roles have perhaps been understated. -
