Email: [email protected] ABSTRACT This research is aimed to find out the level of regional disparity, the effects of government expenditure, natural resources, and the investment toward regional disparity among regencies/cities in North Sumatera Province, and the relationship between the inequality and economic growth of North Sumatera Province in 2010-2019. Using secondary data, the research applies Williamson index analysis technique to measure the development disparity. The panel regression analysis; Common Effect, Fixed Effect and Random Effect; is used to analyze the effects of government expenditure, investment, and natural resources toward regional disparity in North Sumatera in 2010-2019. This research also uses Product Moment Correlation and Regression Curve Estimation to find out the correlation between the disparity and economic growth. The result of the study shows that the level of regional disparity in North Sumatera Province is very high. Government expenditure, natural resources significantly affect the regional disparity, whereas the investment does not significantly affect the disparity. The correlation between the growth economy and regional disparity indicates a very weak negative correlation. Thus, the data cannot be used to explain the correlation between economy growth and development disparity in North Sumatera Province in 2010-2019. Keywords: Economy Growth, Regional Disparity 1.

    The Populism of Islamist Preachers in Indonesia’s 2019 Presidential Election Yuka Kayane University of Tsukuba Populism without leadership? he literature on populism in Asian countries over the past two decades has generally featured charismatic and often autocratic leaders, as notably demonstrated elsewhere by the rise (and fall) of Thaksin Shinawatra due to his vehement rhetoric that antago- Tnized political elites in Bangkok, Rodrigo Duterte’s brutal and lawless war on drugs, and the continuous electoral success of Narendra Modi’s Hindu nationalist government, which prop- agates a divisive rhetoric that alienates Muslim minorities.1 Those analyses and media com- mentaries have highlighted personalistic leaders’ political strategies for seeking or exercising governmental power based on direct, unmediated, un-institutionalized support from large numbers of mostly unorganized followers.2 While the aforementioned top-down populism with powerful leadership has often attracted significant attention, recent studies have shown that there are varieties of other forms of populist mobilization; some take bottom-up forms of social movement, while others have both personalist leadership and social movement.3 In addition, its characteristics substantially depend on local context, such as the ideological bases that are most appealing to the specific society, the figures best positioned to succeed in gaining acceptance as a representative of the people, and how antagonistic oppositions are constructed. Kampus USU, Medan 20155 ABSTRACT One of the behaviors that is a very dangerous social symptom in community is criminal act of narcotics. This narcotics crime is regulated in the Law of the Republic of Indonesia No. 35 of 2009. This narcotics crime in North Sumatra is increasing every year, especially in in Labuhan Batu Regency from 2013 to 2018. This research aim to explain the application of the Law of the Republic of Indonesia No. 35 of 2009, and to overcome the constraints it is necessary to have a comprehensive system improvement how the police of Labuhan Batu Regency conducted legal counseling and positive activities in the community. However, the obstacles that occur in eradicating narcotics crimes in a criminology perspective, among others, are the limited police personnel, the breadth of work area, and the difficulty of support from the community. Moreover, the Labuhan Batu Regency area is so vast that it takes a large amount of money so that eradication is carried out completely to the source. In the meantime, the policy that has been implemented, among others, is that if the perpetrators are children, then their cases are handed back to their parents, and if their parents are gone then they are handed over to the rehabilitation center.

Intinya sederhana, setiap orang punya akses langsung kepada sopir dan armada taksi yang akan menjemput anda, disisi lain pemilik aplikasi tidak mengambil marjin keuntungan sebesar yang ditumpuk oleh pengusaha taksi konvensional. Era kedaulatan konsumen/rakyat bersamaan dengan era kesejahteraan dan kemandirian kaum buruh. Selama berpuluh tahun partai politik menikmati banyak sekali fasilitas sebagai pilar penting demokrasi. Mereka DEPARPOLISASI: bahkan telah membentengi diri mereka dengan berbagai regulasi dengan celah yang sangat sempit jika seseorang Nyali Ahok dan Kutukan coba-coba meminggirkan peran penting parpol, calon independen misalnya. Bukannya belajar mengapa Parpol Bandung Bondowoso dan DPR setiap tahun menjadi lembaga dengan kinerja terburuk sejak tapak pertama demokrasi ditemukan pada idak menunggu lama, sejak Ahok mendeklarasikan Mei 1998 silam, parpol malah menuduh balik Ahok telah dirinya akan maju melalui mekanisme independen, melakukan deparpolisasi.

    1 BAB I PENDAHULUAN 1.1. Latar Belakang Selama pemerintahan Orde Baru, TNI dan Polri yang menyatu dalam ABRI, telah terjadi dominasi militer pada hampir di semua aspek kehidupan berbangsa dan bernegara. Militer juga difungsikan sebagai pilar penyangga kekuasaan. Konsep ini muncul sebagai dampak dari implementasi konsep dwifungsi ABRI yang telah menjelma menjadi multifungsi. Akibatnya peran ABRI dalam kehidupan bangsa telah melampaui batas-batas konvensional keberadaannya sebagai alat negara di bidang pertahanan dan keamanan. Integrasi status Polri yang berwatak sipil ke dalam tubuh ABRI dapat dikatakan sebagai pengingkaran terhadap prinsip demokrasi. Pengukuhan ABRI sebagai kekuatan sosial politik baru terjadi secara legal formal setelah keluarnya UU No. 20 Tahun 1982 tentang Ketentuan Pokok Pertahanan Keamanan Negara. Lahirnya UU ini untuk lebih memantapkan landasan hukum dwifungsi ABRI, yang sebelumnya hanya diatur dalam Ketetapan MPR. Dalam UU No. 20 Tahun 1982 ditegaskan bahwa pengaturan peran sosial politik ABRI adalah sebagai kekuatan sosial yang bertindak selaku dinamisator dan stabilisator. Hal ini sebenarnya merupakan sebuah contradiction in terminis, karena bagaimana mungkin dinamisator dan stabilisator sekaligus dipegang oleh orang yang sama. Setidak-tidaknya ada dua pasal yang mendukungnya. Pasal 26 menyebutkan, Angkatan Bersenjata mempunyai fungsi sebagai kekuatan 1 2 pertahanan keamanan dan sebagai fungsi kekuatan sosial. Pasal 28 ayat (1) menegaskan, Angkatan Bersenjata sebagai kekuatan sosial bertindak selaku dinamisator dan stabilisator yang bersama-sama kekuatan sosial lainnya memikul tugas dan tanggungjawab mengamankan dan mensukseskan perjuangan bangsa dalam mengisi kemerdekaan. Sementara itu dalam ayat (2) menyatakan, bahwa dalam melaksanakan fungsi sosial, Angkatan Bersenjata diarahkan agar secara aktif mampu meningkatkan dan memperkokoh ketahanan nasional dengan ikut serta dalam pengambilan keputusan mengenai masalah kenegaraan dan pemerintahan, serta mengembangkan Demokrasi Pancasila dan kehidupan konstitusionil berdasarkan UUD 1945.
