    1 Human Rights in Transition – Serbia 2001 Introduction The situation of human rights in Serbia was largely influenced by the foregoing circumstances. Although the severe repression characteristic especially of the last two years of Milosevic’s rule was gone, there were no conditions in place for dealing with the problems accumulated during the previous decade. All the mechanisms necessary to ensure the exercise of human rights - from the judiciary to the police, remained unchanged. However, the major concern of citizens is the mere existential survival and personal security. Furthermore, the general atmosphere in the society was just as xenophobic and intolerant as before. The identity crisis of the Serb people and of all minorities living in Serbia continued. If anything, it deepened and the relationship between the state and its citizens became seriously jeopardized by the problem of Serbia’s undefined borders. The crisis was manifest with regard to certain minorities such as Vlachs who were believed to have been successfully assimilated. This false belief was partly due to the fact that neighbouring Romania had been in a far worse situation than Yugoslavia during the past fifty years. In considerably changed situation in Romania and Serbia Vlachs are now undergoing the process of self identification though still unclear whether they would choose to call themselves Vlachs or Romanians-Vlachs. Considering that the international factor has become the main generator of change in Serbia, the Helsinki Committee for Human Rights in Serbia believes that an accurate picture of the situation in Serbia is absolutely necessary. It is essential to establish the differences between Belgrade and the rest of Serbia, taking into account its internal diversities.

    The Magic of Belgrade – A City Where Heritage Meets the Modern1 Ljiljana Markovic, University of Belgrade, Serbia Biljana Djoric Francuski, University of Belgrade, Serbia Bosko Francuski, University of Belgrade, Serbia The IAFOR Conference on Heritage & the City – New York 2018 Official Conference Proceedings Abstract The capital of Serbia, Belgrade, is a city with a lengthy history dating back to the seventh millennium BC. In the third century BC the Celts named it Singidunum, whereas since the ninth century AD it has been known as Beligrad, meaning The White City. Strategically located on the crossroad between the Occident and the Orient, between the Pannonian Valley and the Balkans, at the confluence of the Danube and the Sava River, this city, in which heritage meets the modern, is also the meeting point of influences from West and East. The city has been depicted by many authors, both Serbian and foreign, but among these literary works stands out the oeuvre of Momo Kapor, who devoted his whole life to writing about and painting scenes of life in Belgrade. Kapor was well known and successful both as a painter, having exhibited his work in renowned galleries in Serbia and abroad, and as a writer, since his forty-odd novels and short story collections are bestsellers in Serbia and have been translated into dozens of foreign languages. In The Magic of Belgrade, Momo Kapor does not only describe the monuments and people of this beautiful city, he even searches for what he calls ‘the spirit of Belgrade’. The purpose of this paper is to pinpoint such elements of Kapor’s work that capture the spirit of the place by reflecting, on the one hand, its heritage and, on the other, its urban growth which has resulted in its modernity.

Mitja Velikonja Media Construction of Balkanism in Croatia after 1995 Medijska konstrukcija Balkana na Hrvaškem po letu 1995 Doktorska disertacija Ljubljana, 2015 1 FOREWORD This doctoral dissertation stemmed from a desire to research the media construction of Balkanism in Croatia at the end of the twentieth and early twenty-first century. It is about so-called Balkanism discourse that can be seen from different positions depending on who perpetuates it and in what way. Roughly one can say that the Balkanism discourse comes from „outside“ and „inside“ - the „outside“ refers to representations of „Balkans“, primarily from the perspective of „the West“ (specifically „Europe“), and the „inside“ refers to representation of „Balkans“ from their own perspective, i.e. from the perspective of the very inhabitants of the Balkans. Discourse representation in the form of the above mentioned „Europe“ and „the Balkans“ are nested as part of the propaganda machinery since long time ago, that is, from the moment when it was necessary to start to create an atmosphere that will suit the approaching to the European Union, as well as to create an entire ideology with the aim of convincing people „why Europe?“, „why the EU?“. Resignation is manifested both in accepting this self-scorn attitude and in yet another empty phrase which was often repeated that „there is no alternative“. The key area of this research represent a way in which the concept of Balkanism is used in the context of its media usage and in which way one can recognize the patterns of symbolic formation of national identity.

In the words of another Serbian writer, Momo Kapor: “Belgrade is not even in Belgrade, because Belgrade, in fact, is not a city; it is a metaphor, a way of life, a perspective on things”.
