1. Purpose The purpose of this report is to present the results of a public survey undertaken by the OX12 Stakeholder Reference Group.

The purpose of the survey was to find out what services (NHS, social care, local authority and voluntary sector) are currently being used by people living and working in the OX12 postcode area, where those services are provided from and where people have to travel to access them.

The information from this survey will be used alongside additional data, to help shape the way services are planned and delivered to more effectively meet people’s health and care needs in the future.

The OX12 stakeholder reference group will share the report with the OX12 Project Group, which is the team responsible for planning and delivering services for OX12. It will also be published on the Clinical Commissioning Groups (OCCG) website.

2. Background

Oxfordshire Clinical Commissioning Group has been working with partners to develop a framework to review and plan for future health and care needs. The framework has been agreed at the Oxfordshire Health and Wellbeing Board (HWB) and is intended to be delivered by working in each locality with the local residents, communities and stakeholders, including local councils. The local plan will be based on the needs of that community and will recognise the assets that already exist in the community.

The new framework to plan future health and care provision is first being implemented in the area of OX12 (Wantage and Grove). As part of this work a Stakeholder Reference Group was set up to bring together patients, carers and the public from the local community with partners of the Health and Wellbeing Board to ensure public views and experiences are taken into account in the implementation of the framework in OX12. The OX12 Stakeholder Reference Group consists of members of the public and patient representatives and is working with local councils, NHS Oxfordshire Clinical Commissioning Group (OCCG), Health NHS Foundation Trust and the wider health and care system.

The OX12 Stakeholder Reference Group covers: Wantage, Grove and the surrounding villages.

The survey was designed by members of the OX12 Stakeholder Reference Group to map the assets within the OX12 postcode area.

A community asset (or community resource) is anything that can be used to improve the quality of community life. This means:

 It can be a person: residents can be empowered to realise and use their abilities to build and transform the community - the stay-at-home mum or dad who organises a playgroup; the informal neighbourhood leader; the fire-fighter who risks his life to keep the community safe. These are all community assets.  It can be a physical structure or place – a school, hospital, church, library, recreation centre, and social club. It could be a town landmark or 4

symbol. It might also be an unused building that could house a community hospice, or a second floor room ideal for community meetings. Or it might be a public place that already belongs to the community - a park, a wetland, or other open space.  It can be a community service that makes life better for some or all community members - public transportation, early childhood education centre, community recycling facilities, cultural organisation.  It can be a business that provides jobs and supports the local economy.

3. Process and method A quantitative and qualitative approach to the survey was taken with a number of rating questions as well as five open ended questions which enabled respondents to expand on their patient experience. The final survey (Appendix 1) was developed by a small task and finish group of the OX12 Stakeholder Reference Group, including professional input from OCCG staff. It was important however, to ensure that the survey reflected the wishes of the members of the OX12 Stakeholder Reference Group. Appendix 2 shows the first iteration of the survey without professional input. The surveys, leaflets, boards and promotion activities cost £7,077.00 (this does not include venue hire). 3.1 Promotion of the survey and roadshows The survey was launched on 2 April 2019 and was available on OCCG’s online consultation and engagement tool Talking Health until 6 May 2019.  2000 printed copies were distributed by members of the OX12 Stakeholder Reference Group alongside 300 leaflets to explain and promote the survey.  Seven roadshows were held in a variety of locations, which were identified by members of the OX12 Stakeholder Reference Group.  A further 500 surveys and 500 leaflets were printed to support the roadshows  Five display boards were developed for the roadshows

3.2 Paid for advertising  A paid for advertising campaign was undertaken with the Herald Series and Oxford Mail for 4 weeks (w/c 3, 10, 17 and 24 April) as well as display adverts on www.heraldseries.co.uk  A paid for Facebook campaign reached 28,000 people with a conversion of 143 people clicking through to the survey. The click through rate of 0.50% is above the national average of 0.07%.

5

 A second paid for advertising campaign for the roadshows was undertaken again in the Herald Series and Oxford Mail, including the use of their websites, during the weeks commencing 17 April, 24 April and 1 May.

3.3 Non paid for advertising Three press releases were issued 2 April 2019, 24 April 2019, 26 April 2019, which generated coverage in the Oxford Mail and BBC Radio Oxford:  Thursday 4 April:  An article in the Oxford Mail – Wantage OX12 stakeholder group launch health survey https://www.oxfordmail.co.uk/news/17551472.wantage-ox12-stakeholder-group-launch-health-survey/  Monday 29 April:  An article in the Oxford Mail – Wantage health services: CCG set up ‘OX12 Roadshows’ - https://www.oxfordmail.co.uk/news/17600008.wantage-health-services-ccg-set-up-ox12-roadshows/  Article in the Oxford Mail on the OX12 road shows (Sat 27 April) ‘Drop in events will help arm residents with key info on local health services’ (hard copy)  The OX12 project lead was interviewed on BBC Radio Oxford (Sat 27 April) about the OX12 roadshows

 Friday 3 May:  An article in the Oxford Mail and The Herald publicising the last of the OX12 project roadshows.

3.4 Targeted social media on Facebook and Twitter:  https://www.facebook.com/groups/WantageAndGroveCommunity  https://www.facebook.com/spottedwantage  https://www.facebook.com/wantageandgroveevents  https://www.facebook.com/WantageOxfordshire  https://www.facebook.com/groups/eastandwesthanney  https://www.facebook.com/groups/EastHanneyparish Council  https://www.facebook.com/groups/letcombe

6

3.5 Distribution A comprehensive distribution list was developed to cascade an electronic link of the survey, and promotion of the roadshows. This included (a full list is available in Appendix 3):  all Parish Councils, Town Council, County and District Councillors  all primary, secondary, independent and special schools servicing the OX12 Postcode  Sovereign Housing and SOHA  19 Groups/voluntary organisations listed on https://livewell.oxfordshire.gov.uk/  7 contacts listed on https://fisd.oxfordshire.gov.uk  9 contacts listed on http://www.communitynetworkdirectory.org.uk/  170 businesses and employers listed on https://www.wantage.com/wantage-directory/.

In addition to these we also shared hard copy surveys with:  Wantage Fine Arts Group  Wantage Food Bank  GroW (60 families)  Wantage Repair Café

We had three requests for hard copies to be posted to individuals.

7

4. Wantage Campaign Group The Wantage Campaign Group is represented in the OX12 Stakeholder Reference Group and members have contributed to the development and distribution of the survey. Individuals have also helped to staff the roadshows. The Campaign Group, also developed their own leaflet, which they distributed alongside the survey (a copy is available in Appendix 4). The leaflet signposts people to answer Question 12 ‘Please remember our Community Hospital when completing this question’. It also highlights a list of other services ‘As you know Wantage Hospital has been temporarily closed to in-patients for more than 2 years, other than Maternity, its services won’t be included in the survey. It used to provide minor injuries, X-ray, physiotherapy, respite care and rehabilitation services, including end of life care. Tell the survey how these services, if they had been provided by the hospital, might have affected you differently or could affect you in the future’. The Campaign Group also issued their own press coverage, as follows:  Tuesday 16 April: article in the Oxford Mail Hospital campaigners ‘let down’ by Wantage survey: https://www.oxfordmail.co.uk/news/17576987.hospital-campaigners-let-down-by-wantage-survey/?ref=ar It should be noted, that the survey does reference Wantage Hospital in Question 6, alongside other physical assets in the community. The services listed above are also detailed in Question 7, with the opportunity for other services to be listed in Question 8.

8

5. Key findings In total 1303 responses were received to the survey, 920 (71%) were online and 383 (29%) were paper responses. Section 6 of this report outlines the full analysis of responses. The main services that people listed that they wanted to see in the local area, or in Wantage Hospital were:

 Physiotherapy  A Minor Injury Unit  X-Ray  Respite/Rehabilitation  Maternity. The reasons given for wanting these services were Travel and Transport, Use of Wantage Hospital, demand on GP services, Housing and Population growth. The other key area raised related to NHS Dentistry services. 5.1 Current services and asset mapping

9

5.2 Themed responses Question 11 and Question 12 were open questions where people were asked what would help them or their family to access health and wellbeing services. For both questions people listed services that they wanted to see in the local area, or in Wantage Hospital. The full analysis shows this break down. However, it is clear from the results that there were a significant number of comments relating to the local provision of Physiotherapy, A Minor Injury Unit, X-Ray, Respite/Rehabilitation and Maternity.

The full detail is shown in section 6. People qualified their responses highlighting the following areas:

5.2.1 Travel and Transport Across both question 11 and question 12, 433 comments were received that related to travel and transport. Concerns related to the availability, frequency and complexity of public transport to access services outside of OX12. Parking was a concern raised across all NHS sites, but specifically at the John Radcliffe Hospital (Oxford University Hospitals NHS Trust). People felt that the distance to travel to services outside OX12 was too far and that travel times should be considered when providing services.

5.2.2 Wantage Hospital Across both Question 11 and Question 12, 387 comments were received specifically about the current Wantage Hospital facility. People stated that they wanted the hospital to be re-opened, and for services to be re-instated. Some people identified specifically that they wanted Physiotherapy, Maternity, End of Life care, Respite, Rehabilitation and Minor Injuries Unit to be returned to the hospital. There were comments that noted that the hospital was not currently open at all.

5.2.3. GP Services 151 comments related to GP services, specifically with concerns relating to waiting times to see a GP. It was felt that the Health Centre at Mably way, should be expanded and more GPs recruited. People felt that more services could be provided at the health centre to reduce travel times.

5.2.4. Housing and Population Growth 109 comments related to the increased housing growth in the local area. People noted that the number of new houses being built would increase the population and create more demand on services. It was felt that there needed to be more infrastructure to support the housing growth and that services should be more local because of this.

5.2.5. NHS Dentistry 48 comments related to NHS Dentistry - people felt that NHS Dentists in OX12 were at capacity and there needs to be more provision in the area.

6.6 Question 6: Do you access the services, groups and activities that you (or the person you are responding on behalf of) go to in any of the locations below?

The chart below shows which locations people use to access the services, groups and activities identified

 63% (822) of all respondents access Wantage Health Centre  56% (730) access The Beacon  45% (629) access Village Halls  18% (247) said they access Wantage Hospital.

24

6.7 Question 7: Have you or any person you are responding on behalf of, accessed the following NHS services, in the last 2 years? Between 17% and 58% of all respondents (1303) had not used the services listed. The chart below shows the responses from those that had used services in OX12. 63% (831) of all respondents had used NHS Pharmacy services, 54% (705) of all respondents had used a Dentist and 44% (578) of all respondents had used an Optician including the Minor Eye Condition service. 2% (38) of all respondents did not know how to access extended hours GP clinics.

The chart shows services accessed in OX12 by age. 409 people aged under 65 accessed dental services compared with 290 over 65yrs. 132 over 65s accessed Podiatry compared with 75 under 65 year olds. It is not clear from this data what services people specifically were accessing when they referred to Minor Injury Units and First Aid Units, as these are not currently available in OX12, despite people responding to that effect.

26

Interestingly the difference between the age ranges increases for those accessing services outside of OX12. The table below shows across all services that a greater proportion of under 65s were travelling to services outside of the OX12 area compared with the over 65s. Notably 250 under 65s accessed Minor Injury Units and First Aid Units outside OX12 compared with 103 people aged over 65. 117 under 65s accessed dental care outside OX12 compared with 57 people over 65. Excluding Minor Injury Units and First Aid Units, the majority of these services still had a higher number of people accessing them within the OX12 postcode area.

6.10 Question 10: Please could you tell us how you travel to the health and wellbeing services you or your family go to?

 87% (1139) of all respondents access health and wellbeing services by car  40% (522) access on foot and 18% (243) access services on public transport  Less than 1% claim through the NHS Healthcare Travel Scheme.

31

The data has been further broken down to show how transport is used based on people’s age profiles, which shows a greater dependency on public transport and Volunteer car driver schemes for the 65 and Over group. 668 respondents aged under 65s use a car to access services compared to 477 over 65s.

6.11 Question 11: Is there anything else that would help you and your family to access health and wellbeing services?

617 people responded to this question, generating 573 thematic comments. Some responses were not valid, although counted in the automated response rate. The question has been thematically analysed based on the number of times a topic or comment was raised. Therefore the number of comments does not necessarily relate to the number of people, as some people wrote more than others. The majority of comments listed activities and services that would help them or their family to access health and wellbeing services. In some cases these comments were qualified with additional opinion.

We have listed in the table below the activities and services that people highlighted. This has been broken down into two distinct areas, as identified by the respondents.

Chart 1 below, shows suggested services to be provided in the local Wantage area. These are responses where people were not specific about where in the local area they wanted to receive the services, just that they wanted them to be local. The top three services that people felt the most strongly about were Physiotherapy services (39 comments), X-Ray (23 comments) and Minor Injury Unit (20 comments). A small number of people said they wanted more services (5) and mental health (counselling and Cognitive Behavioural Therapy) had 9 comments.

People also provided feedback relating to areas that would help them to access health and wellbeing services. These relate to four main topics:

6.11.1 Travel/Transport Aside from the services that people highlighted above, the theme that gave the highest number of responses to this question was travel and transport.

197 comments were received relating specifically to concerns about travel and transport and access to services. People felt that they wanted services to be more local, because of:

 pollution  parking difficulties  expense  congestion  stress  distance

‘Not having to go to Oxford for clinics, it is extremely stressful trying to attend appointments on time, in particular for elderly relatives’

‘More access to local services. Travel to the JR (and other Headington hospitals) is incredibly time consuming, and the long journey/wait-to- park time has a negative effect on physical and mental health when attending outpatients follow-up and check-up appointments’

A range of comments related to public transport and bus services from villages to Oxford, Reading, and Abingdon. There were some very specific concerns relating to:

 limited bus service routes through , and Grove  concerns that other rural areas had infrequent bus services, or none at all, which meant accessing services in Oxford, Reading, Swindon or Abingdon is challenging if you don’t have access to a car.  concern about having to access multiple buses to be able to get to the John Radcliffe Hospital (the JR), the Royal Hospital and the Great Western Hospital.  For some people even accessing services within OX12 via public transport was challenging.

There was concern that where there are bus routes, these may be infrequent or not available at times that are convenient to access services further afield. It was noted that there is no direct bus service to the John Radcliffe Hospital.

‘Public Transport which doesn't exist at the moment’

‘The drive to the John Radcliffe is long and difficult; parking there is so scarce and unreliable that it is impossible; there is no public

38

transport option that would not take several hours’

People felt that they wanted local services that were accessible by foot, with improved footpaths and cycle ways. They felt that having services more locally would improve missed appointments, reduce traffic and be better for the environment.

There were some suggestions that there should be free travel or subsidised travel to access services outside of OX12, and improved transport schemes.

‘A local service to get to medical centre.’ ‘Free travel to any venues outside Wantage, as even community transport is too expensive.’

People also commented on improving access for disabled people, both for those with mobility wheelchairs but also for those who are blue badge holders.

There was strong feeling that travelling to Abingdon in urgent situations was too far, and that travel times should be considered in the location of services.

‘It is crazy that we have to travel to the JR when a crisis happens. (Especially when small children are involved.)’

‘Having them nearer! It is quite difficult to get to Abingdon with a minor injury’.

Another area of concern highlighted was the ability to park. People felt that parking was limited at hospital sites and the GP practices, and therefore unreliable.

‘I really cannot understand the logic of closing local services like Xrays, hospital physiotherapy in Wantage and any other services that we have to DRIVE to. We are told to use buses but that can take ages. The roads are clogged up. The JR Hospital car park is a nightmare’.

39

6.11.2 GP services

63 comments related to GP services, 34 of which related to waiting times at the surgery, and concerns with waiting to see a named GP.

 14 comments related to wanting more clinics

 16 comments related to wanting more appointment times at the surgeries

 a smaller number of people referenced the need to increase the size of the building at Mably way to increase capacity

 some suggested that there was a need for more GPs or another GP practice in OX12.

‘Getting an appointment to see my own GP quickly. Too much is done via telephone and surgery nurses’.

‘Better access to GP services and more GPs’.

‘there are long waits to get an appointment with a GP. In view of the expanding population in this area, the Wantage health Centre needs expanding with more doctors available’.

6.11.3 Housing and Population Growth 15 comments related to the increasing housing growth and development in the OX12 area, and concerns that the population is increasing as a result. People felt that there needed to be better infrastructure in place for new housing developments and that services should be more local to meet this rising demand.

‘It would be much better to have a minor injuries unit in Wantage, especially with the burgeoning population and congested roads’.

‘need access to local hospital services, especially with number of new housing estates being built - there is insufficient infrastructure to cope BUT this has been neglected in planning - lack of joined up approach which is unforgiveable and will cause problems’

6.11.4 NHS Dentist 18 comments were received relating to NHS Dentistry in the local area. People felt that there was a lack of NHS Dentist provision in OX12, and that private dental care was too expensive.

‘Having more NHS dentists in the area, I can't find one taking new patients...’

‘more doctors and dentists. It's very difficult to get an appointment’

40

In addition to the themes above a smaller number of comments were received relating to the following areas:

o The funding of services and a perception that there isn’t sufficient funding available in Oxfordshire. o Waiting times: . Child and Adolescent Mental Health Service waiting times . Waiting times to see specialists . Some people weren’t specific about particular services and just highlighted waiting times generally as a concern o A small number of comments related to receiving a poor physiotherapy service

41

6.12 Question 12: Thinking about all the services that you (or the person you are responding on behalf of) use, are there any services that you would like to have access to that are not currently available to you and why? 869 people responded to this question. The question has been thematically analysed based on the number of occurrences a topic or comment was raised. In total 832 comments were received. Therefore the number of comments does not necessarily relate to the number of people, as some people wrote more than others. The majority of comments listed activities and services that would help them or their family to access health and wellbeing services. In some cases these comments were qualified with additional opinion. Chart A below, shows services that were suggested to be provided in the local Wantage area. 67 comments mentioned Physiotherapy.49 related to accessing a Minor Injury unit and 29 were suggesting X-ray facilities.

In addition to the suggested services, people also qualified their responses and raised a number of concerns and points relating to the following areas:

6.12.1 Travel 236 comments related to travel and access. The comments broadly reflected those from Question 11, with 41 comments citing bus services, including:

 the frequency of buses  availability of buses  routes of bus journeys  the complexities of multiple bus journeys to access services located in Oxford, Reading or Swindon.

‘Have the bus that runs from Redbridge P&R direct to the JR. It stopped running last year and we now have to bus into Oxford and change buses’

‘Bus service direct to JR/Churchill’

Comments also related to the distance of journeys, being made by car to Oxford, Wallingford, , , Abingdon, Henley, Thatcham, Reading and .

 29 comments related to concerns about parking  121 comments specifically related to travel between OX12 and Oxford  54 comments related to travel between OX12 and Abingdon, highlighting the need for services to be more local.  27 comments stated that services were too far.

‘Travel into Oxford is difficult by bus and expensive by taxi. Parking at the Oxford Hospitals is a nightmare.’

‘Wantage community hospital should be reopened. The John Radcliffe is too far from Wantage, and parking there is well nigh impossible, making any visit there extremely stressful’

In addition there were a smaller number of comments that highlighted:

 congestion and traffic challenges outside OX12 46

 emotional impact of travelling to get to services  disability access and difficulties for those that don’t drive  environmental impact of travelling to services  time involved in travelling to services  impact of loneliness and isolation for those that can’t travel.

6.12.2 GP services 88 comments related to GP services, primarily within the OX12 postcode area, provided at the health centre at Mably way. 46 of those comments related to concerns around waiting times to see a GP.

‘Only 2 GP surgeries - often long appointment wait times’

‘Very frustrating not to be able to get an appointment with a go when you need one .. waiting time for an appointment is unacceptable!

‘Appalling that it takes 3 to 4 week to get an appointment at local doctors (Wantage Health Centre). Third world provision in Wantage (yet more people to come with over the top house building)’.

32 comments related to the capacity at the Health Centre, with suggestions that it should be expanded, with more services provided and more GPs recruited.

‘The doctors’ surgery seems to be under massive strain when we have a building not being used in the middle of the town’

‘Easier access to GP and other health care services. The Health Centre in Wantage must be expanded urgently as it is becoming increasingly difficult to access these services’.

9 comments related to wanting a local out of hours GP service in Wantage and 5 people suggested longer opening times.

‘Out of hours GP service and Minor accident unit. Time is of the essence when an emergency occurs and local provision can be a lifesaver’.

‘Out of hours GP cover eg: evening weekend or an emergency help line for the GP rather than using 111’

6.12.3 Housing and Population Growth 94 comments related to increase housing development. People were concerned that due to the increase in housing development in the OX12 area,

47

there would be an increase in population, creating a greater demand and need for services in the local area.

‘Also the Drs surgery needs expanding because of all the new houses being built in Wantage and Grove’

‘Minor injuries, physiotherapy, x-ray, respite care, rehabilitation services, end of life care. With all the new build houses being built in and around Wantage and Grove, it would benefit all the residents in and around the Wantage area. Also it would relieve the stress, waiting time and parking at Abingdon and other NHS sites.

People felt that this growth would add additional pressure to services that are already perceived to be difficult to access, alongside a lack of infrastructure to support the new housing.

‘Minor injury clinic, minor procedures services such as ultra sound, MRI, minor operations, pregnancy services. It is really simple Grove and Wantage are going to double in size. We will need the appropriate infrastructure to support this growth. Hospital, schools, fitness centres, parking, train station, investment in roads and public transport’.

6.12.4 NHS Dental services 30 comments were received relating to NHS Dental service provision within the OX12 area. There was concern that the NHS Dentists in the area are over-subscribed and not taking new patients. People felt that there was a need for more provision in the local area.

‘Dentist. Only very limited provision in OX12 - again despite the housing situation (At present we have to go private)’

‘Local dental services! Currently registered with dentist in Oxford and unable to transfer to local services having moved to area 9 months ago’.

In addition to these main themes there were other comments raised:

 28 comments related to the NHS and Local Authority system, specifically the need to increase staffing in the county, concerns around the privatisation of the NHS, economic impact of travelling to appointments (time off work, impact on families/carers, missed appointments)  10 comments related to isolation and the need to consider services for those that are housebound, vulnerable and older. There was a suggestion that Stirlings Day Centre should be re-opened.  A small number of comments related to Abingdon Hospital, noting that X-ray is often closed.  A small number of comments related to a lack of information and people not knowing what services are available to them.

48

7. Next Steps

There were some models of care highlighted in the feedback provided:

 West Berkshire Hospital in Thatcham  Birmingham University study, the role of hospitals to promote health and wellbeing

There were also suggestions around facilities that could be considered an asset within the community:

 Stirlings Day Centre  Empty building in the middle of Wantage

This report will be used alongside further data gathered from Oxford Health NHS Foundation Trust, Oxford University Hospitals NHS Foundation Trust, Oxfordshire County Council, Vale of White Horse District Council and Public to create a full picture of the assets, needs and current provision within the OX12 area.

Once this data is fully gathered, further work will be undertaken to determine what services could be provided locally to meet the needs of people living in OX12. This process will be done in partnership with the OX12 Stakeholder Reference Group and scrutinised by the task and finish group of the Joint Health Overview and Scrutiny Committee.

49

Appendix 1: Final version of survey

Survey to Plan for the future Health and Care needs in Wantage and Grove (OX12) The OX12 Stakeholder Reference Group, covering Wantage, Grove and the surrounding villages, has been set up to support a project that will identify the health, care and wellbeing needs of local people and plan future health and care provision in the OX12 area. The group consists of members of the public, patient representatives and local councils working with NHS Oxfordshire Clinical Commissioning Group, Oxford Health NHS Foundation Trust and the wider health and care system to ensure the views of the locality are taken into account. Future health, care and wellbeing services will be based on the needs of the community and will recognise the services and assets that already exist. The first step in this process is to find out what services (NHS, Social Care local authority and voluntary) are currently being used, where those services are provided from and where people have to travel to access them. This information will be used to help shape the way services are planned and delivered to more effectively meet people’s health and care needs in the future.

The survey will be open from 2 April to 6 May 2019.

Please could you provide us with your postcode – this will help us to know that we have received responses from people who live in the OX12 postcode area and/or live outside OX12 but access services provided in this area.

Mapping your community assets A community asset (or community resource) is anything that can be used to improve the quality of community life. And this means:

 It can be a person -- Residents can be empowered to realise and use their abilities to build and transform the community. The stay- at-home mum or dad who organises a playgroup. The informal neighbourhood leader. The fire-fighter who risks his life to keep the community safe. These are all community assets.

50

 It can be a physical structure or place -- a school, hospital, church, library, recreation centre, and social club. It could be a town landmark or symbol. It might also be an unused building that could house a community hospice, or a second floor room ideal for community meetings. Or it might be a public place that already belongs to the community -- a park, a wetland, or other open space.  It can be a community service that makes life better for some or all community members - public transportation, early childhood education centre, community recycling facilities, cultural organisation.  It can be a business that provides jobs and supports the local economy.  You and everyone else in the community are potential community assets.
