A blocked value is a denomination not on sale to the general public. The blocked value can be any denomination in the set and ranged from lowest to middle to highest values, but was most often the top value. The most frequently blocked denomination was 25pf. Within the DDR, blocked value stamps were only available to registered permit-holding stamp collectors and dealers. They were not generally available at post offices and had to be obtained from the Philatelic Bureau. They were issued at a substantial premium over face. They were available unrestricted to foreign Bureau account collectors and dealers who were required to pay for them in hard (foreign) currency. East Germans were not permitted to hold foreign currency, but many obtained it via nefarious means. The blocked value concept was designed to prevent East Germans circumventing currency regulations by acquiring foreign currency by selling abroad postage stamps which were purchased in East German Deutsche Marks. Clearly, no collector or dealer of East German stamps wanted incomplete sets. This stopped East Germans from accumulating foreign currency offshore and subsequently fleeing the country. [Remember the Berlin Wall?] The flip side was that the sale of blocked values to foreign collectors and dealers generated much needed foreign exchange for the East German Government (although relatively small in the scheme of things). The policy applied to both mint and used stamps. Blocked value used stamps were supplied CTO. Consequently, postally used blocked values are very scarce and sell at substantial premiums over their CTO counterparts. Beware of forgeries! East German issues containing blocked values ceased in 1983. The blocked value concept was also employed by some other Eastern Bloc countries, eg Czechoslovakia, Poland, for the same reasons. When available singly, blocked values are listed with Broken Sets, towards the end of this list. Markovich This chapter analyses the development of victimhood narratives in Serbia and Croatia in the 1980s and 1990s by examining historical experiences and narratives developed by influential intellectuals. It explores state-sponsored narratives and popular narratives among Serbs and Croats in royal Yugoslavia (1918–1941), the tragic experience of the Second World War and the subsequent development of communist myths. The development of victimhood narratives among Serbs and Croats is followed both in Yugoslavia and in émigré circles. The contributions and role of three disenchanted Yugoslav Communists is also analysed: Vladimir Dedijer and Dobrica Cosic in Serbia and Franjo Tudjman in Croatia. Victimhood narratives are seen as concomitant with the vacuum of values that followed the crisis of communism in Yugoslavia in the 1980s. Although narratives of oppression appeared only a few years after the first Yugoslavia was created in 1918, they reached their climax in the territory of ex- Yugoslavia in the 1980s and 1990s.

The motto of graduating classes around the world was clarity – seeing with 2020 vision. Instead 2020 offered a harsh reminder that no one knows what the future holds. The greatest shock to the HEFNU community was the passing of HEF founder Theodore “Zev” Weiss in November. Zev had an enormous impact on individual Holocaust scholars and the field of Holocaust Studies. He was a pioneer in advocating for university-level Holocaust education. He also had the vision to establish the Lessons and Legacies Conference and the Summer Institute on the Holocaust and Jewish Civilization. The former remains the most important conference in the field; the latter is one of the few Summer Institutes specifically for college faculty who want to teach a Holocaust course. We miss Zev's energy and persistence and wish his family solace in this time of sadness. Please read Dagmar Herzog and Edward Westermann’s moving tribute to Zev and his work. The greatest shock to us all was the Covid-19 pandemic. It hit everyone, but it hit different communities and individuals with varying degrees of intensity and deadliness.
