Reference: Consultation with the Alabama-Coushatta Tribe of Texas Regarding Martin Project (P-349) Dear Chairperson Battise: The Federal Energy Regulatory Commission (Commission) invites your participation in the relicensing process for the existing Martin Project, a hydroelectric project located on Tallapoosa River in Tallapoosa, Coosa, and Elmore Counties, Alabama. Alabama Power Company (APC) owns and operates the project under a license issued by the Commission, and is using the Commission’s Integrated Licensing Process to relicense the project. APC filed its Pre-Application Document and Notice of Intent to relicense the project on June 5,2008. APC’s current license for the Martin Project expires on June 8, 2013. The purpose of this letter is to determine whether your tribe desires to participate in the relicensing effort. It is very important that tribes whose interests could be affected by the Martin Project participate early in the process so that tribal concerns are addressed. For this reason, please inform us if you have an interest in participating in the relicensing process for the Martin Project. In addition, please indicate if you would like to meet with Commission staff to discuss the project, the Commission’s relicensing process, how your tribe can participate to the fullest extent possible, your interests and concerns in the affected area, and how to establish procedures to ensure appropriate communication between Commission and tribal staffs. The meeting can be limited to Commission and your tribal staff only, or can include other tribes,’ APC, or any other relicensing participants, depending on your Commission staff is inviting the following other tribes to participate in the relicensing process: (Creek) Nation of , Alabama-Quassarte
