GENERAL INFORMATION

The Festival is held at Worthy Farm, Pilton and will be open to the public from 0800hrs Wednesday 24 June until 1700hrs Monday 29 June. Entertainment will conclude at midnight on Sunday 28 June. To prevent traffic congestion, the car parks will be open from 2100hrs Tuesday 23 June although only the very basic welfare facilities are provided and early arrival is actively discouraged by GFL. The actual policing operation which includes reassurance patrols in the surrounding villages starts on Monday 22 June and concludes on Friday 3 July.

Glastonbury is a five day festival consisting of contemporary music with multiple stages and areas featuring both live and recorded music, performing arts, cinema, dance, theatre and cabaret. The organisers, Glastonbury Festivals Limited have been granted a Premise Licence for 203,000 visitors and staff.

All services are accommodated in temporary structures and visitors are provided with camping grounds. Most reported crimes still relate to theft from tents and drugs offences, however as a general trend the amount of reported crime is falling year on year. Public reassurance patrols will be carefully targeted and will be jointly co- ordinated with the security teams on site.

The core role of any Police Service is to prioritise public safety as an overarching objective. In the context of the Glastonbury Festival it is important that this priority for the Constabulary, whilst being the highest priority, is confirmed as a supportive role to the organisers who have the legal and moral primacy on the festival site under normal circumstances.

LEGAL OBJECTIVES

The and Constabulary will protect life, prevent disorder and crime, and protect the rights and freedoms of individuals, in accordance with, for example but not exclusively, Articles 2 (right to life), 3 (prohibition of torture, inhuman or degrading treatment), 5 (right to liberty and security), 6 (right to a fair trial), 8 (right to respect for private and family life),11(freedom of peaceful assembly and association) and 14 (prohibition of discrimination) of the European Convention on Human Rights and the Human Rights Act 1998.

The National Decision Model has been used to support decision making in the preparation of this operational order.

POLICE OBJECTIVES (GOLD STRATEGY)

This strategy outlines the policing requirements for the Glastonbury Festival 2015. The overall strategic intention is to work together with our partners and local communities to ensure a safe and crime free event; for both those attending the festival and others affected by the event. Glastonbury Festival Limited (GFL) has primacy for the festival and the overall responsibility for delivering a safe event. Avon and Somerset Constabulary will provide a supportive role with the overarching policing priority being public safety.

Working together with GFL, Council, Local Resilience Forum partners and other stakeholders, the objectives to achieve this strategy will be to:

 Support the organisers in providing a safe and enjoyable festival

 Maintain the peace, protect life and property

 Prevent crime and disorder, particularly through intelligence led patrols in partnership with GFL security

 Take proportionate action if offences are committed in order to secure and preserve evidence and bring offenders to justice

 Provide reassurance to people attending the festival by implementing a visible, helpful and accessible style of policing

 Provide an enhanced policing service to the area surrounding the festival, ensuring that its impact upon all parts of the local community is kept to a minimum

 Deploy the appropriate level of resources to police the festival in line with the threat and risk assessments (together with learning derived from previous festivals), whilst minimising the impact on normal day-to-day policing in the Constabulary

 Ensure appropriate arrangements are in place to coordinate the response to a major incident or emergency

 Deliver a communication strategy that helps to reassure and inform the public

 Ensure that we act in the public interest by negotiating an appropriate level of cost recovery from the event organisers in line with guidance on charging for police services

Policing Style

The policing style will be consistent with the Force values and absolutely reflect the notion of ‘policing by consent’. We will remain approachable and accessible by behaving in a relaxed, professional, interested and friendly manner. Staff should readily engage with the public and take time to talk and listen recognising the diverse nature of those attending or impacted by the festival. They should use discretion, professional judgement and common sense to guide their decisions and actions. Whilst experience informs us that policing in a more relaxed style is fundamental to good engagement at the festival, we should always maintain our professionalism and integrity. The dress code should reflect this style balanced against risk and safety of staff and the public.

This desired style should be made clear and emphasised during briefings.

Partnership working and protocols

The preparation for this event will fully engage all appropriate partners and there should be clear understanding between partners on respective responsibilities. Arrangements should be put in place before this event to enhance shared understanding by arranging an opportunity for the plans to be tested.

Review

An appropriate command structure will be established to ensure the Force is in a position to meet its responsibilities in line with this strategy. The objectives, rationale and policing style will be kept under continuous review and will be updated in light of any relevant changes in the intelligence and threat assessments. Any changes in the strategy will be documented by the Gold Commander and directly communicated to the Silver commander.

The Policing of this event will be conducted in a way that helps secure the highest levels of confidence from the public, local residents, partners and stakeholders in the delivery of our policing services.

METHOD

 The main policing operation will start at xxx and will finish on xxx at a time to be determined by the Silver Commander in consultation with Gold.

 A crime reduction strategy will be implemented in conjunction with Glastonbury Festivals Limited and Mendip District Council before and during the event.

 The festival site will be patrolled by officers deployed in serials of 1 Sergeant and 6 Constables, however, they will operate in a Safer Stronger Neighbourhood Policing style undertaking joint patrols with security officers and campsite stewards. The festival will be policed in accordance with the Safer Stronger Neighbourhood principles and in line with the overarching Force Mission, Vision and Values that drive all decision making.

 There will be a designated Safer Stronger Neighbourhood team on site consisting of a Sergeant, Constables, a number of Special Constables, Cadets (weekend only) cycle teams and Mounted officers. They will patrol as directed and their core role will be community reassurance, engagement and crime reduction.

COMMUNITY IMPACT ASSESSMENT

Policing the Festival Site

No officer will undertake duties on the Festival Site without a briefing. The Festival Site is divided into 7 coloured policing zones. The site map is also divided into grid squares. All organisations use the same grid system and colour zones. Site policing will be based on units of one Sergeant and six Constables with Inspector cover across zones as appropriate. This will allow for officers to reform into PSUs should the need arise. There is a designated pedestrian zone in which vehicles should only be used in the event of an emergency.

If there is a need to use a vehicle on-site police vehicles will only drive on the designated roadways. GLASTONBURY INFORMATION PAGE

First Aid and Medical Provision  The Festival organisers provide a very well equipped medical centre near to the Emergency Services compound called the Big Ground Medical Centre. It is staffed by doctors, nurses, midwives etc.  Additional first aid centres are available on-site. They are marked on the map with a black cross.  All requests for medical assistance including casevac must be directed to the Festival Medical Centre.

Mental Health Services

 Mental Health services will be available at Big Ground Medical Centre during the public phase of the operation between 0800hrs on Wednesday 24th June 2015 and 1700hrs on Monday 29th June 2015.

 Event organisers are providing a Temporary Place of Safety (T/POS) at Big Ground Medical Centre this year to enable early assessment (max of 3hrs) following a detention on site under s136 Mental Health Act. (Single occupancy only)

 During the public phase of the operation, the licensed site is deemed to be a ‘public place’ (areas where the public have access) enabling the use of section 136 of the Mental Health Act throughout the event.

 An Ambulance must be called to all s136 detentions made either on or off site to enable initial clinical assessment and to transport to a place of safety.

 Transport for all s136 detainees will be by ambulance, unless after consultation with ambulance staff, a police vehicle is deemed more suitable. Ambulance will escort the police vehicle, with the senior crew member inside the police vehicle to monitor the patient.

 Those suffering with mental distress but not in need of immediate care and control can always attend Big Ground Medical Centre, Wagonshed or Green Welfare facilities voluntarily (with or without support from police) and S136 powers should be only be used as a last resort.

 Calls from Big Ground medical facilities requesting police assistance should be treated as urgent. Officers are to regain tactical control by preventing a BOP and / or criminal offences but hand back control to health care professionals at the earliest opportunity. (s136 powers can be used within the medical facilities if necessary)

 Disputes about patient care, particularly s136 detainees, should be referred to the Event Control for resolution by multi-agency representatives.

Crime Reduction

 Crime reduction is the responsibility of every officer. Camping and car parking areas should be patrolled on a regular basis in a co-ordinated manner with the on-site security teams with a view to preventing thefts from tents. Liaison with stewards and security will be made at the information points clearly marked on the maps provided. Covert operations may be in progress on any part of the site.

 Policing will be undertaken in the Safer Stronger Neighbourhood style as used on district. Officers should be encouraged to establish a rapport with members of the public and take ownership of the colour zoned areas. The Festival Security Team may be able to assist in resolving some policing problems and structured joint 16

Festival Site Coded Zones

 The Festival Site is divided into 7 colour coded zones. The site map is also divided into grid squares.

 Officers will be deployed to their various zones where they will patrol on foot. All staff must wear standard police uniform, white shirts and ties and carry equipment appropriate for their task.

Pedestrian Zones and Driving On Site

Standards at Glastonbury

The standards expected of all Avon and Somerset Constabulary employees working at the Glastonbury Festival have been reviewed for 2015 in order to provide a clear, unambiguous guide to police officers and police staff. They fall in line with the Standards of Professional Behaviour and the Code of Ethics.

Dress

All uniformed officers or staff who may come into contact with the public should:

Only those staff who are deployed on-site are permitted to attend the police compound at Worthy Farm without the specific permission of a member of the command team. Officers are permitted to use the facilities available to festival-goers in the areas that they are deployed to work during their tour of duty provided doing so does not compromise their operational capability. Off Duty

Avon and Somerset employees who work at the Glastonbury Festival are permitted to go onto site in order to enjoy the entertainment immediately after their shift subject to adhering to the following criteria:

 Employees eligible are those who are specifically involved in policing the festival whatever their role, rank or place of work. This is defined as being those who are included in the Resource Supplement produced annually.

 Only officers on duty in full uniform are permitted out of the police compound without the appropriate wristband. Employees who wish to attend the festival must have been personally issued with a wristband which they will retain for the duration of the festival. This wristband must not be transferred to any other individual. At the point of issue, staff will be required to sign for the wristband and their agreement to adhering to these standards. The availability of wristbands is limited.

 Employees must not be in uniform or wear any clothing which could identify them as being an employee of the constabulary.

 No employee may stay overnight (or sleep at any other time of day for a prolonged period) whilst off duty on the festival site.

 Employees may not bring any other person whether child or adult onto the site unless they are otherwise legitimately permitted.

 No force vehicles or on duty officers may be used to facilitate any employee accessing the site whilst off duty for personal reasons. This includes travel to and from the site.

Overtime

 Staff unavoidably retained on duty and who miss their scheduled transport should contact the Site Management Team Sgt who will make alternative arrangements for them. A returning unit should not be held up waiting for a colleague.

 All pre-agreed overtime and travelling time will be centrally authorised on SAP. Any additional overtime should be authorised in the normal way ensuring the correct cost centre is allocated.

Travelling Expenses

 Police transport will be used wherever practicable and details have been circulated separately. It will be necessary in certain circumstances to ask police officers/ police staff to use their own private vehicles to travel to and from the operation. Where this is the case, those personnel are asked to share travelling arrangements wherever possible.  Reimbursement will be at the appropriate casual user rate.

Fuel

Investigations Management

Crime Recording/Investigation

All crime recording will be via Guardian and the incident receivers will be based at the Force Service Centre, Headquarters. They will operate on a 24 hour basis. Specific crime enquiries will be allocated to the Investigations (on-site) under the direction of the duty on-site Detective Sergeant.

Intelligence Grid

The Intelligence Grid will provide intelligence and briefing on-site, providing 24 hour cover. The unit will be responsible for managing the intelligence business and providing regular briefing material which will be generic to the whole event as well as being specific to individual patrol sectors.

Arrest Procedure

All persons arrested on the festival site will be taken in the first instance to the Police Compound on-site, where:  Facilities are provided for the arresting officer to complete an effective search of the prisoner (packaging / labels will be available)  Investigations staff will undertake an initial assessment of the prisoner / investigation and an initial pro-forma will be completed  The arresting officer will complete a S.9 statement and any associated paperwork. A mix of Investigations staff and uniformed officers will form the prisoner handling team xxxxxxxxxxxxxxxxxxxxxxxxxxx. The unit will be managed by a Detective Sergeant and will deal with all detained persons. Arresting officers and accompanying officers who are witness to an arrest or the circumstances leading to an arrest will be responsible for completing a statement of evidence and for booking in any detained property. Hard copy of S9’s and any DPR can be conveyed by the prisoner transport, via their co-ordinator who will be based at Worthy Farm. Members of the Financial Investigation Unit will be on duty during the Festival period, but working in a generic investigative role with the on-site investigation team. These officers will be available for assistance or advice if required. The FI’s are detailed in the resource supplement.

Crime Scene Investigation

Property investigation

Lost/Found

Wagonshed Welfare (on behalf of GFL) is responsible for recording lost and found property at Glastonbury Festival. The Wagonshed is located within the festival site near to the Police Compound. Staff working in the Wagonshed will record details of lost property and will retain / reunite items of found property which are handed in at the festival site.

The on-site Investigations team are responsible for the day to day liaison with Wagonshed Welfare in order to establish whether any items of found property have been reported as stolen or require further investigation. Investigations will collect any such items from Wagonshed Welfare on a daily basis and book these items into the Detained Property.

If police officers / staff are handed any items of found property those officers / staff will be expected to conduct their own enquiries and to arrange for the property to be handed in at the Wagonshed Welfare.

Crime Recording

Attempts should be made to record any available identifiers for all items of property reported as stolen. Stolen mobile phone reports must include the IMEI number. The victim should be asked to contact their network to obtain details of the IMEI number at the time of reporting, using the line available within the police enquiry office. Whenever possible the IMEI number should be checked against the National Mobile Property Register (NMPR) at the time of reporting.

Prisoner Property

Any relevant prisoner property (mobile phones, iPods etc.) should be checked by the custody staff against the National Mobile Property Register (NMPR) at the time the prisoner is booked in. The Custody staff should print off any NMPR hits and hand the details to the arresting officer who is responsible for investigating the status of this property. Detained Property

Details of the NMPR check will be recorded on the DPR record (Guardian). The officer is also responsible for ensuring that any relevant actions are taken with regard to the property.

DPR Guidance Notes for Officers

All property seized to be booked onto Guardian Property by an officer, NOT the clerks. New locations have been added to Guardian Property, under the heading ‘Glastonbury Festival’.

Drugs do not come in to DPR. They are to be taken straight to the Drugs Testing Unit in the first instance for processing. Any ‘non-drugs’ exhibits (cash, etc,) relating to the same incident can then be booked into DPR afterwards. The Drugs ref can be recorded on the PE record, in the logs.

All property must be properly packaged and sealed. Multiple items must be sealed together (where practical and where policy does not exempt). The seal number must be recorded on the PE record.

Property needed for return, or interview etc. can be collected from the DPR clerk between the hours of 0800–2000. All movements must be recorded on the PE record, with officers signing property into their care with their PIN number.

If any property is returned a receipt must be signed by the owner and returned to DPR, for the clerks to finalise the record.

DRUG STRATEGY SUMMARY

 Developing Avon and Somerset Constabulary’s Drug Strategy included extensive consultation both within the organisation and also with our Partners in local Drug Action Teams and with Public Health . It is our intention to adopt this strategy fully for the duration of the Glastonbury Festival.

 Avon and Somerset Constabulary will not tolerate the illegal possession or supply of any illicit drugs and are committed to reducing not only the supply and use of illicit drugs, but also the harm they cause to both the individual and the Community and will seek to apply this commitment to all that we do.

 Police Officers will deal with suspected drug offences in exactly the same way as they do in their core Policing role throughout Avon and Somerset on any other day of the year. Where there is evidence of drug offences, officers will investigate fully and use all legislative procedures available to them.

 New Psychoactive Substances (NPS) (Legal Highs) continue to cause problems to Policing and we know that there will be an ample supply of them at the festival. There should be no stalls selling harmful NPS at the festival due to conditions imposed by GFL which will prevent the sale of the most dangerous type of NPS, however these substances may still be available from those that deal in illegal substances. The possession of NPS has been made illegal at the festival and is subject to confiscation by Security. The selling of NPS has also been made illegal and anyone caught selling is liable to be evicted from the site. Any powder, tablet, capsule or vegetable matter in a self-seal bag without commercial packaging should always be treated as a suspected controlled drug. Procedures are being conducted to ensure substances sold on site as “legal highs” are those that are permitted.

 Cannabis is and probably will remain the most common illegal drug seized at the Glastonbury festival so it is vital that our enforcement of it is clear and consistent. The Force Procedural Guidance 1261 details how Avon and Somerset Constabulary Police the “possession of Cannabis”.

 Identification of substances - The Drug Expert Action Team will be based at the Event Control at Worthy Farm and be located with TICTAC Communications who will be operating Infrared drug testing to immediately identify any substances suspected of causing harm. These identifications will assist medical staff with treatment and enable GFL to broadcast appropriate harm reduction messages to festival goers. Products will also be obtained from any location selling NPS which will then be analysed to ensure no controlled substances are contained in them. All substances seized by Security will also be analysed by TICTAC to check for potentially dangerous substances.

Staff responsible for the transportation of prisoners to the eviction tent will liaise with eviction staff with the prisoner and the eviction form that must be timed and dated by the member of staff making the handover.

A Police Staff member will be based at the eviction tent 24/7 to obtain all relevant intelligence and conduct intelligence checks/ updates as necessary.

KEYNSHAM CUSTODY CENTRE

 Keynsham Police Centre has a fully functioning custody unit and will be processing both ‘business as usual’ and Glastonbury detainees throughout the Festival duration xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx ,xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx xxxxxxxxxxxxxx. .  During this period the cells at Keynsham custody will be split, using cells 1-24 to accommodate ‘business as usual’ detainees and cells 25-48 to accommodate ‘Glastonbury detainees’. All cells will be managed by the Custody Suite Sergeant on a shift by shift basis and will be used flexibly in terms of demand. A supporting Sergeant/Detention Officer will be made available to assist the Suite Sergeant if necessary. They will be taken from the normal shift strength and allocated by the Suite Sergeant as required.

 In the event that all cells are full then the detainees will go elsewhere and the most appropriate place will be decided at the time. Any cell capacity issues will be managed between the Duty CJU Inspectors. Keynsham will have a PACE Inspector 24/7 throughout the operation.

 All custody arrangements around booking in, Livescan, detainee photo (Video Witness) and medical services will be dealt with as per normal custody arrangements.

 There will be a dedicated Glastonbury Charging Unit, staff located at Keynsham in the first floor Conference Room. This unit will be available 24/7 and deal with Glastonbury cases only.

 Arresting officers will be responsible for entering any seized property into the DPR system, completing their statement of evidence and contacting the Guardian Incident Receiver at HQ in the normal way to input crime details. They will then liaise with the Glastonbury Charging Unit.

 Custody reviews and Section 18 authorities to search will be undertaken by the dedicated Criminal Justice Inspectors. Superintendents’ Authorities in respect of Detained Persons/Pace will be provided by the District Duty Superintendent.

 There will be a detainee transport service available to transport detainees from Worthy Farm to Keynsham Police Centre and return. There will be two Co- ordination Officers who will be working 24/7 from Worthy Farm to co-ordinate the necessary transport for detainees. The detainee transport coordinator will contact custody to inform them to prepare for the detainees arrival.

 Upon arrival at Keynsham Custody Centre, the transporting officer will have with them the detainee and any relevant paperwork from Worthy Farm. This documentation must be highlighted to the Custody Sergeant so that they are aware of any risk issues with respect to the detainee. Any evidential paperwork must stay with the transporting officer who will hand over to the Charging Unit staff once the detainee is booked into Custody.

 For Bail without charge cases where further investigation is required, Glastonbury Charging Unit officers will be responsible for arranging return of bail within their own commitments. This will also allow those officers to bail back to wherever is most convenient. It is advisable to base the timescale for returns of bail to approximately 8 weeks.

Court Arrangements

Details of court arrangements will be held by Criminal Justice Support and Custody at Keynsham Police Centre.

Persons Bailed With Conditions

The Magistrates are asked when granting bail to attach a condition that the alleged offender does not return to the festival site. In previous years however, this bail with conditions was not always granted, particularly when the alleged offender informed the court that he or she needed to return to the festival site to collect property. In order to overcome this, the court is willing to grant conditional bail, subject to the alleged offender being allowed one supervised visit back on to the site. This is only in the presence of GFL security or police and only for the purpose of collecting property. The following arrangements will apply – Where the bail with the above conditions is granted, the alleged offender will be told by the court to report to Keynsham Police Centre where they will report to the Reception/Front Desk who will arrange transportation back to the Festival Site. 34

Process after arrest/ legal arrangements

Where possible all detainees (bailed and in custody) should be seen by solicitors as soon as possible to avoid any delay in placing them before the court, and, where necessary, by the Probation Service.

The festival organisers have also arranged for a number of traffic points to be covered by temporary traffic signals. A number of their staff will be deployed under the “Community Safety Accreditation Scheme” (PATO Officers) to direct traffic. Village Drop-In Centre

This office will be the focal point for residents from surrounding villages to report incidents connected to the festival. This office will be staffed by Volunteers organised by GFL. In addition to this each agency from the tripartite group will provide a 24/7 contact number to support the office and be able to reconvene at 36

short notice if required to do so. The office will be open from Wednesday 24th June until Monday 29th June. All incidents reported to the office requiring a police response will be forwarded to Zulu control for action.

Security Teams

GFL are employing Gainsborough Security to provide security officers in the area surrounding the perimeter. The company will at any time have a large number of patrol staff on duty either on foot or in vehicles. Gainsborough has also been employed to provide additional security to protect specific properties in the vicinity of the event.

Command

A nominated Bronze Commander will be responsible for managing the off-site Policing Plan. The Bronze commander will also link in with xx Hamilton and xx Bowden who will undertake the role of Traffic Plan Co-ordinator within the Festival Control.

Appendix M

TRAFFIC MANAGEMENT

The Police Traffic Management Coordinator / duty off-site Bronze Commander will be responsible for monitoring off-site traffic management in terms of policing and public safety. xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx A detailed Traffic Management Plan will be available on site and on the intranet. Ingress Routes

Public, Performers and Traders will be directed to use the most appropriate route to site from the area from which they are travelling. Post codes will be used to direct people to the site for each of the public routes. For your information RAC sales team/ mechanic’s will be on site at Bronze Entrance as in previous years, they will remove any broken down vehicle from the highway that is causing traffic flow problems in the vicinity of the festival back to their compound at our request free of charge.

Exit Routes

 Traffic from Red Gate - turns left or right and travels east or west on the A361  Traffic from Yellow and Bronze Gate - turns right and travels north via the A361, B3136 and on towards Bristol and away from the site. 38

 Traffic from Orange, Pink and White - turns towards Glastonbury on the A361 and away from the site;.  Traffic from Purple and Brown Gates turns left (the right turn may be allowed if the traffic flow on the highway allows for this manoeuvre as part of the overall plan on the east of the site) and north on the A37 to the A361 (east) or north for Bristol.  Traffic from Blue - turns right (south) towards the A303 on the A37.  Traffic from Neat Lane will travel North on the B3136 towards Shepton Mallet and Bristol.

The A361 will be closed at the junction with the A37 (Beardley Batch) (only local residents; break down vehicles with passes; buses and coaches will be allowed to travel to the west.) The A361 will be closed at the junction with the A39 (Wells Road) to prevent through traffic using the A361 eastbound. Through traffic will be diverted via Wells and local traffic will be allowed to filter back onto the A361 via the old Wells Road.

The B3136 - One way road in order to take more traffic away from the west and direct it towards the north either from the Blue (via Neat Lane) car park or from the Yellow car park (via the A361).

Emergency Services Access Routes

The main access is via Green route to Vehicle Gate 1, alternative routes will be used dependant on the nature of the incident/emergency and can be through Red Gate to Vehicle Gate 4, Gate 5 and 6, along Blue route to Gate 2. The emergency RVP Off site is at the Old Bus station near Springfield Cross on the A361 from where vehicles could be dispatched onto the site by the appropriate route.

Pedestrian Routes

Each entrance will be set up to keep the movement of pedestrians and vehicles separate. The main crossing point on the A361 from Pink to Orange car parks will be controlled by stewards and traffic lights throughout the operation

Buses and Coaches

2015 increases the number of coach passengers and the number of available bays have been increased. All planned coach operations will require the operators to ensure that travellers on their service(s) hold a valid festival ticket prior to boarding the coach or bus. Any occupants of any service not in possession of a valid festival ticket will not be allowed to disembark their service and the operator responsible for the service will be required to take the offending person off site. Coach Exits

Coaches will return during the evening of Sunday 28th June to collect both the local Sunday day visitors and the GFL Coach Service passengers. All coaches will enter via the Yellow Gate and exit via the Red Gate. The Sunday Local service will depart between 22.00 – 0100hrs and the remaining coaches will depart during Monday 29th of June.

Drop off / Pick up point / Taxis

The drop off and pick up point will be advertised and signed as being off the A371 in the Bath and West Showground Car Park south of the Bath and West Showground itself. A regular 24 hour bus service will be in operation from this location to the Festival Site. Private Hire coaches/National Express/See Ticket coaches will be refused access at this location. CCTV coverage will be in place. Taxi Operations will be set up in two locations; to the east at the Bath and West to link with the drop and collect and on the West of the site for local Taxis servicing Glastonbury, Wells and Street. Locations have been agreed with the MDC representative and with assistance from local Taxi Companies.

Temporary Traffic Regulation Orders

Copies of the Temporary Traffic Orders will be held in the Silver Briefing pack xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx..

Accessible Parking

Within each car park, drivers requiring accessible parking will be directed to park as close to the pedestrian gates as possible. Where drivers require access to the site with their vehicles they will be directed to the Yellow Gate. Vehicles’ access requirements will be assessed in advance of the festival and the appropriate passes will be posted out, so that the vehicle can gain access to the accessible car park. For those who are not given vehicular access there is a shuttle bus facility to take them on site to the relevant accessible camping area. The shuttle bus will operate from the yellow accessible car park via gate 5 to the drop off point inside the site.

Campervans

Fields for Campervans are situated to the east of the site off Pylle Road and to the west of the site via the White Gate.

Motorbikes and Cycles

Secure parking will be sited inside the Bronze Gate.

Rail and Ride

Rail operators will run special trains to Railway Station. This service will operate between Castle Cary Station and the Bus Station on site inside Yellow Gate. All ticket holders will be transported from the stations to the site on coaches. Police Personnel Access to Staff Parking Area

Route in from Pilton Village A361 from Glastonbury/ Wells direction use Parsons Batch, from Shepton Mallet / Yeovil direction use Shutwell Lane, St. Mary’s Lane, then all travel via Cumhill Hill, Bread Street and into Pylle Road.

No staff to enter from Springfield Cross via Neat Lane.

VEHICLE REMOVALS AND DETAINED VEHICLES

There will be no police operated dedicated vehicle recovery scheme for this event. Vehicle recovery will be via the normal AADL scheme.

Operational officers and communications operators will have to prioritise recovery tasks. The highest priority will be the recovery of PACE vehicles; stovecs and those involved in RTCs. Those vehicles that are obstructing lay-bys and farm gates in contravention of ‘Clearway’ orders will take a lower priority over vehicles obstructing the free flow of traffic on the highway.

There are numerous clearways and no waiting restrictions designed to prevent parking on the roads and keep the carriageways free for the event traffic and local traffic. Enforcement of any contraventions in these areas is the responsibility of the Somerset County Council Parking Enforcement Officers.

Beer Lane and Charlton Cross (Whitstone Rd A37); are subject to Temporary Traffic Regulation Order to prohibit parking and will be coned.

Somerset County Council Parking Enforcement Team will provide enforcement officers onsite with a brief to deter rather than to fine if possible. Vehicle removal will only occur where a vehicle causes an unnecessary obstruction that interferes with the movement of traffic on a carriageway or prevents a vehicle from gaining access to the road from a property.

All vehicles causing an obstruction must have a Fixed Penalty Notice issued by Avon and Somerset Constabulary personnel attached to them prior to consideration of recovery. The Police Traffic Management Coordinator / duty off-site Bronze must authorise all these removals.

All recovered vehicles will be taken to the premises of the respective recovery operator as usual. Owners cannot collect their vehicles outside of office hours. The usual fees apply.

A local resident’s pass will give an exemption from the relevant clearway restriction.

AIRCRAFT AND AIR SUPPORT

 Air support will be available on a 24hr basis through NPAS.

Low Flying Aircraft

An Air Exclusion Order (Restricted Air Space) for civil aircraft has been granted for the duration of the Festival. From 0800 hours Monday 23rd June until midnight Monday 30th June. It will be managed by the Air Support Unit in conjunction with the control centre of the Clover Hill/ Windinglake Farm landing site. Where a member of staff observes aircraft flying in contravention of these arrangements, they should note the time, numbers/description of aircraft and direction and inform the Air Support Unit via Silver.

Drones

Drones have been added to the list of prohibited items at the festival by GFL. Therefore nobody including the media will be permitted to take a drone on site.

ADVERSE WEATHER CONDITIONS

WORKING IN HOT WEATHER

Heat Stress

The first sign of heat stress is discomfort. It implies that the deep body temperature is approaching its limit of 38°C. If the body temperature raises much above 38°C, undesirable and even dangerous physiological results may occur.

Dehydration and Heat Stroke

Loss of body fluid and salt is any early consequence with fluid being lost by sweating. It leads to depression, headache and tiredness and in severe cases muscular cramps. Thirst is not an early indication of dehydration and it is important to drink plenty of fluids even in the absence of thirst

If the body temperature raises much above 39°C, more serious consequences may occur such as fainting or disorientation. Recovery is usually spontaneous once the patient is removed from the hot environment, cooled and given drinks.

Heat Stroke (Sun Stoke) and heat collapse is a much more serious condition which occurs when the body produces or absorbs more heat than it can dissipate. It is usually due to excessive exposure to heat. The heat-regulating mechanisms of the body eventually become overwhelmed and unable to effectively deal with the heat, and body temperature climbs uncontrollably. This is a medical emergency that requires immediate medical attention.

Control Measures

 Briefings will include the dangers of heat stress and the precaution that should be taken to minimise the risk.  Work activity will include adequate breaks for recovery.  Sustained and continuous heavy work activity will be kept to an absolute minimum and for short duration only.  Adequate refreshment breaks will be taken depending on the operational circumstances.  Loosen and/or remove body armour and/or headgear whenever it is safe to do so – e.g. refreshment breaks.  Seek cool shaded areas to work or rest  Adequate water facilities will be available including personal water containers.  Drink plenty of water.  Adequate first aid facilities will be available.  A trained first aider (PSU Medic or instructor) will be available.

Please ensure you are in possession of a water container during your tour of duty.

WORKING IN COLD AND WET WEATHER

Hypothermia is a condition where the normal body temperature of 37°C (98.6°F) drops below 35° (95°F). . 47

Hypothermia is usually caused by being in a cold environment. It can also be triggered by prolonged exposure (staying outdoors in cold conditions for a long time).

When your body gets cold, the normal response is to become more active to warm up, put on more layers, or move indoors. However, if exposure to the cold continues, your body's own automatic defence system will try to prevent any further heat loss by:

 shivering to make sure major organs stay at normal temperature,  restricting blood flow to the skin, and  releasing hormones to generate heat.

In hypothermia, these responses are not enough to maintain body temperature, and they drain energy reserves at the same time. It is when body energy is exhausted that hypothermia becomes potentially life-threatening. This can happen very quickly, so it is vital that hypothermia is treated as a medical emergency.

There are some things you can do to reduce your risk of hypothermia:

 If the weather is cold, make sure you are dressed appropriately before you go outside. Most body heat is lost through the head, so wear a warm hat.  Layers of clothing trap air, which helps to keep you warm. Tightly woven, waterproof clothes are best. A scarf and gloves are a good idea too.  Drink plenty of fluids and hot drinks and eat regular, balanced meals to give you energy.  Keep active when it's cold, but not to the point where you're sweating.  Keep dry and change out of wet clothes as soon as possible. Wet clothes lose about 90% of their insulating power.

 Visitors should aim to arrive at the Bath and West Showground and park their vehicles in time for a 1000 hours start. There will be reserved parking near the Showering Pavilion. The visitors will be met by a member of the Operational Planning Unit before being conveyed to Worthy Farm. Visitors with warrant cards or other forms of identity card should be prepared to present them on request.

 Visitors will be taken to the main festival site by minibus. There, a tour of the Multi-Agency Event Control compound and a briefing will be provided.

 Lunch will be provided at the Multi-Agency Event Control compound. The Operational Planning Department should be advised of particular dietary requirements in advance of the visit.

 In support of Glastonbury Festival Ltd’s transport policy, the tour of the Festival site will be primarily on foot. Visitors should therefore attend with suitable footwear and outdoor clothing. A limited tour in a police vehicle will be provided to those visitors who are unable to walk, but this will not include the main (pedestrianised) zone at the centre of the site. Visitors should not expect to be accompanied by Avon and Somerset Constabulary staff during their tour of the site.
