Order Code RL32691 CRS Report for Congress Received through the CRS Web Ukraine’s Political Crisis and U.S. Policy Issues Updated February 1, 2005 Steven Woehrel Specialist in European Affairs Foreign Affairs, Defense, and Trade Division Congressional Research Service ˜ The Library of Congress Ukraine’s Political Crisis and U.S. Policy Issues Summary In 2004, many observers believed that Ukraine was at a key period in its transition that could shape its geopolitical orientation for years to come, in part due to presidential elections held on October 31, November 21, and December 26, 2004. In their view, Ukraine could move closer to integration in Euro-Atlantic institutions, real democracy and the rule of law, and a genuine free market economy, or it could move toward a Russian sphere of influence with “managed democracy” and an oligarchic economy. For the past decade, Ukraine’s political scene had been dominated by President Leonid Kuchma and the oligarchic “clans” (regionally based groups of powerful politicians and businessmen) that have supported him. The oligarchs chose Prime Minister Viktor Yanukovych as their candidate to succeed Kuchma as President. The chief opposition candidate, former Prime Minister Viktor Yushchenko, was a pro-reform, pro-Western figure seen by many observers as a man of high personal integrity. International observers criticized the election campaign and the first and second rounds of the election as not free and fair, citing such factors as government-run media bias in favor of Yanukovych, abuse of absentee ballots, barring of opposition representatives from electoral commissions, and inaccurate voter lists. Nevertheless, Yushchenko topped the first round of the vote on October 31 by a razor-thin margin over Yanukovych. -

UNISCI Discussion Papers, Nº 25 (January / Enero 2011) ISSN 1696-2206 ITALY’S ATLANTICISM BETWEEN FOREIGN AND INTERNAL POLITICS Massimo de Leonardis 1 Catholic University of the Sacred Heart Abstract: In spite of being a defeated country in the Second World War, Italy was a founding member of the Atlantic Alliance, because the USA highly valued her strategic importance and wished to assure her political stability. After 1955, Italy tried to advocate the Alliance’s role in the Near East and in Mediterranean Africa. The Suez crisis offered Italy the opportunity to forge closer ties with Washington at the same time appearing progressive and friendly to the Arabs in the Mediterranean, where she tried to be a protagonist vis a vis the so called neo- Atlanticism. This link with Washington was also instrumental to neutralize General De Gaulle’s ambitions of an Anglo-French-American directorate. The main issues of Italy’s Atlantic policy in the first years of “centre-left” coalitions, between 1962 and 1968, were the removal of the Jupiter missiles from Italy as a result of the Cuban missile crisis, French policy towards NATO and the EEC, Multilateral [nuclear] Force [MLF] and the revision of the Alliance’ strategy from “massive retaliation” to “flexible response”. On all these issues the Italian government was consonant with the United States. After the period of the late Sixties and Seventies when political instability, terrorism and high inflation undermined the Italian role in international relations, the decision in 1979 to accept the Euromissiles was a landmark in the history of Italian participation to NATO. -

Codebook InDivEU – party preferences European University Institute, Robert Schuman Centre for Advanced Studies December 2020 Introduction The “InDivEU – party preferences” dataset provides data on the positions of more than 400 parties from 28 countries1 on questions of (differentiated) European integration. The dataset comprises a selection of party positions taken from two existing datasets: (1) The EU Profiler/euandi Trend File The EU Profiler/euandi Trend File contains party positions for three rounds of European Parliament elections (2009, 2014, and 2019). Party positions were determined in an iterative process of party self-placement and expert judgement. For more information: https://cadmus.eui.eu/handle/1814/65944 (2) The Chapel Hill Expert Survey The Chapel Hill Expert Survey contains party positions for the national elections most closely corresponding the European Parliament elections of 2009, 2014, 2019. These positions were determined by experts involved in the 2019 edition of euandi after the elections took place. June 11, 2012 -- Socialist Worker (USA) -- Greece's Coalition of the Radical Left, SYRIZA, has a chance of winning parliamentary elections in Greece on June 17, which would give it an opportunity to form a government of the left that would reject the drastic austerity measures imposed on Greece as a condition of the European Union's bailout of the country's financial elite. SYRIZA rose from small-party status to a second-place finish in elections on May 6, 2012, finishing ahead of the PASOK party, which has ruled Greece for most of the past four decades, and close behind the main conservative party New Democracy. When none of the three top finishers were able to form a government with a majority in parliament, a date for a new election was set -- and SYRIZA has been neck-and-neck with New Democracy ever since. Where did SYRIZA, an alliance of numerous left-wing organisations and unaffiliated individuals, come from? FOREWORD It Is an Honour for Me to Present This Compendium Which
FOREWORD FOREWORD It is an honour for me to present this compendium which includes papers, practical information and proposals for combating fraud and corruption based on experience of the Supreme Audit Institutions (SAIs) in Central, Eastern Europe and Asia. The book was prepared upon the results of the EUROSAI International Conference “The Role of Supreme Audit Institutions in Fighting Against Fraud and Corruption” hosted by the Accounting Chamber of Ukraine on September 1921, 2006 in Kyiv. The EUROSAI event was attended by 61 participants from 24 SAIs among which were present Presidents of 16 SAIs. The participants discussed the following subthemes: • Subtheme I: The Role of SAIs in the National System Development of Fighting Against Fraud and Corruption; • Subtheme II: Peculiarities of SAIs Cooperation with the Law Enforcement Bodies during Exposure and Prevention of Fraud and Corruption; • Subtheme III: The Practice of SAIs in Implementation Transparency and Publicity in the Field of Fighting Against Fraud and Corruption. The Conference was supported by the Parliament of Ukraine, the Cabinet of Ministries of Ukraine and by the number of Ukrainian government authorities which participated in this event. I would like to pass special thanks to all of my colleagues, Heads of the SAIs for their interest in the Conference and willingness to share experience and modern techniques in fighting against fraud and corruption. I am very pleased that the initiative of the Accounting Chamber of Ukraine received great feedback among the EUROSAI community. I am deeply convinced that this event stimulated and consolidated efficient collaboration between SAIs and that approved Recommendations will further facilitate applying common actions towards combating such negative phenomena as fraud and corruption. -

It is not clear whether conflict can be considered as a structurally predetermined handicap as those identified in LDC criteria. More importantly, even if countries may be caught in a conflict trap, adding conflict indicators to the LDC criteria does not provide additional insights to enhance our understanding of the category . And adding conflict indicators is unlikely to introduce changes in country clas- sification. Many of the factors associated with conflict are already incorporated in the indica- tors used to identify LDCs, and, therefore, the inclusion of an explicit conflict indicator – to capture the risk of falling into conflict given conflict in the past – in the LDC criteria would not affect the composition list of LDCs. Launched in September 2000, the Keele European Parties Research Unit (KEPRU) was the first research grouping of its kind in the UK. It brings together the hitherto largely independent work of Keele researchers focusing on European political parties, and aims: • to facilitate its members' engagement in high-quality academic research, individually, collectively in the Unit and in collaboration with cognate research groups and individuals in the UK and abroad; • to hold regular conferences, workshops, seminars and guest lectures on topics related to European political parties; • to publish a series of parties-related research papers by scholars from Keele and elsewhere; • to expand postgraduate training in the study of political parties, principally through Keele's MA in Parties and Elections and the multinational PhD summer school, with which its members are closely involved; • to constitute a source of expertise on European parties and party politics for media and other interests. The Unit shares the broader aims of the Keele European Research Centre, of which it is a part. KERC comprises staff and postgraduates at Keele who are actively conducting research into the politics of remaking and integrating Europe.
