COUNTRY REPORT Ukraine Ukraine at a glance: 2002-03 OVERVIEW Efforts by both pro- and anti-presidential forces to gain the upper hand in the parliamentary election due by March 2002 will increasingly dominate the political scene. The president, Leonid Kuchma, and his parliamentary allies are likely to succeed in using their superior administrative and media resources to limit the gains of their opponents. The government will remain in power until the 2002 election and is unlikely to roll back its predecessor’s reform achievements, although electoral politics will preclude further significant reforms. The economy will grow at a more moderate pace in 2002-03, following buoyant growth in 2001. Year-end inflation will rise slightly to 12% in 2002, owing to further price liberalisation and election- related policy loosening, before falling again in 2003. Sustained export growth will ensure current-account surpluses in 2002-03, although these will narrow because of strengthening import demand and continued real currency appreciation. Key changes from last month Political outlook • The former prime minister Viktor Yushchenko looks increasingly likely to try to build an alliance for the 2002 election that is more centre- than reform-based. Economic policy outlook • Multilateral financing has resumed as expected, and should now permit completion of Ukraine’s Paris Club debts. The narrowing of the budget surplus in August underlines the Economist Intelligence Unit’s forecast that the government is likely to end the year with a slight budget deficit. Economic forecast • Preliminary trade data for the start of the third quarter has prompted a slight revision in our trade surplus forecast for this year. -

Duryea While the Council of Europe faces many important issues affect the future of the EU, few involve the geopolitical pressures and question of European identity raised by the possibility of Ukraine membership. Opening membership to European democracies is a foundational concept of the EU, but Ukraine possess great difficulties; it is a very large country (roughly the same in size and population to France), poor it brings difficult relations with Russia. Ukraine has a long border with Russia; 2300 km (1400 miles) long and hosts Russia’s most important navy base. Its population includes are large Russian minority. Some 30 percent of its population (14.5 million out of 45.6 million people) are native Russian-speakers. Bringing Ukraine into the EU would transform the country, and the EU. Refusing to admit Ukraine might have equally powerful consequences. Ukraine is increasingly falling into the fold of the European Union. Many Ukrainians seek eventual membership into the EU, but a number of pressing issues must be resolved before Ukraine fully goes west. These include reforming Ukrainian bureaucracy, obeying the rule of law, cracking down on corruption, and evading Russian attempts to keep Ukraine from breaking away from its unhealthy Eurasian ties. At stake is not just the future of the concept of Europe and European relations with Russia, but the future of Ukrainian democracy and national identity. During a public meeting on 20 July between Reporters Without Borders and members of the Ukrainian parliament’s Committee of Enquiry into Freedom of Expression, parliamentarian Andrei Shevchenko deplored not only the increase in press freedom violations but also, and above all, the disturbing and challenging lack of reaction from the government. The data gathered by the organisation in the course of its monitoring of Ukraine confirms that there has been a significant increase in reports of press freedom violations since Viktor Yanukovych’s election as president in February. In particular, the previous issue published materials of such topical nature as Civil Control over “Enforcement” Structures in Ukraine, Ammunition and Conventional Weapon Disposition Challenges. I.e. we keep expanding, striving towards having a high-performance team by combining efforts of both professional journalists/editors and experts on the subject matter with experience of contributing to other specialized periodicals. The team remains consistent with that policy in this journal issue as well. Thus, we are pleased to present a new theme dedicated to urgent international security problems, specifically the inseparable link of this concept to other fundamental factors of state and society existence. Prominent Ukrainian political scientist O. Dergachov opens a series of publications on this subject with his present article. In addition, with coverage of the Australia Group that Ukraine is planning to join this year, the journal launches a series of publications on existing international export control regimes. Although our periodical is not in a position to promptly respond to recent security and non-proliferation events, we care to place at least brief information on extraordinary events that have taken place since the previous issue. -

ABSTRACT The dissertation explores the European Union’s (EU) migration relations with Ukraine and Russia since the break-up of the Soviet Union, up until 2011. Utilizing a comparative research design and discursive analytical approach, it critically examines the external dimension of the EU’s immigration policies in order to understand how the EU’s “migration diplomacy” affects the cooperating countries’ politics and policies on migration. The research evaluates the EU’s impact by analyzing the EU-Ukraine and EU-Russia co-operation on irregular migration and the mobility of their citizens through the prism of the domestic discourses and policies on international migration. -

FOREWORD FOREWORD It is an honour for me to present this compendium which includes papers, practical information and proposals for combating fraud and corruption based on experience of the Supreme Audit Institutions (SAIs) in Central, Eastern Europe and Asia. The book was prepared upon the results of the EUROSAI International Conference “The Role of Supreme Audit Institutions in Fighting Against Fraud and Corruption” hosted by the Accounting Chamber of Ukraine on September 1921, 2006 in Kyiv. The EUROSAI event was attended by 61 participants from 24 SAIs among which were present Presidents of 16 SAIs. The participants discussed the following subthemes: • Subtheme I: The Role of SAIs in the National System Development of Fighting Against Fraud and Corruption; • Subtheme II: Peculiarities of SAIs Cooperation with the Law Enforcement Bodies during Exposure and Prevention of Fraud and Corruption; • Subtheme III: The Practice of SAIs in Implementation Transparency and Publicity in the Field of Fighting Against Fraud and Corruption. The Conference was supported by the Parliament of Ukraine, the Cabinet of Ministries of Ukraine and by the number of Ukrainian government authorities which participated in this event. I would like to pass special thanks to all of my colleagues, Heads of the SAIs for their interest in the Conference and willingness to share experience and modern techniques in fighting against fraud and corruption. I am very pleased that the initiative of the Accounting Chamber of Ukraine received great feedback among the EUROSAI community. I am deeply convinced that this event stimulated and consolidated efficient collaboration between SAIs and that approved Recommendations will further facilitate applying common actions towards combating such negative phenomena as fraud and corruption.
