3. EXECUTIVE EDUCATION The Executive Education at the Faculty is led by the Institute for Governance and Policy Analysis (IGPA) which offers co-designed training programs that meet the institutional problems that the Indonesian Civil Service (ICS) currently confront. A few of the Executive education done by IGPA since 2017:

Capacity Building Program in Organisational Development and Change Management (Co-design with Indonesian Ministry of Education and Culture (MoEC)) 10-21 September 2018

The program provided participants with a good understanding of organisational development and change management which focuses on the public service sector. MoEC had been undergoing a restructuring process to fulfil the stakeholders demand to improve the quality of service. The training program covered two key themes on leading and managing organisational change (theory) and approaches to organisational change (research methods and practice). The training also included a visit to the Australian Public Service Commission (APSC). This program was convened by Dr Riyana Miranti, Associate Professor and IGPA Indonesia Program Convenor and Dr Benjamin Leruth.

Capacity Building Program in Public Service Retirement Income System (Co-design with Indonesian Ministry of Finance (MoF)) – 17 – 23 May 2017

This program aimed to provide participants with knowledge of the retirement income system in particularly on the scheme that focuses on the public service sector. This included knowledge sharing sessions/visits to the Treasury and Department of Finance. The program was co- convened by Dr Khalid Ahmed PSM, Adjunct Professor and Dr Riyana Miranti, Associate Professor and IGPA Indonesia Program Convenor.

Designing a Leadership Factory – Principles and Practices (Co-design with Indonesian Ministry of Finance (MoF)) 14- 18 August 2017

This program was designed at building leaders within the Ministry of Finance. The training program covered topics on co-design, international best practice on Performance Management, the deregulation of personnel system, placement – deployment – retention and leadership factory in practice. The training program also included visits to the Australian Public Service Commission (APSC) and the Department of Defence. This program was convened by Professor Mark Evans, and other facilitators included Dr Khalid Ahmed PSM, Adjunct Professor and Dr Riyana Miranti, Associate Professor and IGPA Indonesia Program Convenor.

4. COLLABORATIVE CENTRE FOR EXCELLENCE IN TRANSFORMATIVE LEADERSHIP (A virtual centre of collaboration between IGPA, Faculty of Administrative Science UI and Faculty of Social and Political Sciences, UGM)

The Centre of Excellence has three core aims:

1. To promote outstanding public sector leadership, policy advice and delivery that really works for the benefit of the public. With this aim in mind, we will produce a cadre of highly proficient, enterprising and innovative civil servants with the capacity to deliver the highest quality civil services and programs.

2. To provide a neutral venue for bringing together experts from academia, practice and the private and third sectors to discuss reform issues and solve critical governance problems. We aspire to be a trusted knowledge broker that enables creative conversations between academe and practice that advance the quality of contemporary governance.

3. To enhance the capacity of Indonesian University partners to produce the highest quality research and teaching in governance innovation and implementation, policy analysis, tax reform and local government leadership.

The fundamental role of the Centre will be to help establish, review and reinforce a common vision of the Indonesian Civil Service that is aligned with the government’s priorities now and into the future.

The Centre of Excellence was born from a belief that the best graduate education is a product of cutting-edge teaching and learning methods underpinned by the highest quality applied research. The Centre delivers three types of education programs:

• a purpose-built two-year Double Masters’ degree in Public Administration1 • a Doctorate Program aimed at providing outstanding policy advisers • an Executive Fellows Program comprised of short courses and Masterclasses focusing on solving critical governance problems in the reform process; Further, through working closely with a leading international provider of research and education in the study and practice of governance and policy analysis, the Centre will enhance the research and teaching capability of its Indonesian University partners through collaborative research on governance problems, joint teaching and lesson-drawing on leading-edge teaching and learning methods. Our program will provide the best of both worlds – theory and practice in a creative union.

The activities so far include (i) co-convening workshops and conferences (the latest one was organised in 30-31 October 2018: The 2nd ICAS-PGS: “Advancing Policy, Governance, and Innovation in Digital Ecosystems: A Multidisciplinary Approach” at the ), (ii) participating to be guest speakers at seminars organised by the Indonesian ministries and (iii) organising writing clinics. The aim of the writing clinics is to provide mentoring, tips, and strategies to write confidently

BGL Indonesian Engagement /2019 and publish in English for international journals. The writing clinics are intended for Early and Mid- Career Academic/Researchers. So far, three writing clinics have been organised.

5. DOUBLE DEGREE AND OFF SHORE PROGRAMS

UNIVERSITAS INDONESIA (UI)/ Faculty of Administrative Science (FIA-UI)

The Double Master Degree Program in Public Administration (MPA).

The program was launched on 30 October 2018 and allows students to undertake their first semester of the Masters program in Indonesia, the second and the third semester in Canberra and the fourth semester in Indonesia. In the first year, the program will provide participants with an in-depth knowledge of public administration and public policy-making in Indonesia. During the second year, the MPA component will include advanced knowledge and skills in governance, policy analysis and leadership. There will also be a dissertation component which will allow participants to investigate a wicked governance problem from both an academic and applied perspective.

UNIVERSITAS GADJAH MADA (UGM)/ Department of Public Policy and Management, Faculty of Social and Political Sciences

The Masters Degree in Public Administration (MPA) Linkage program.

The program with UGM was launched on 24 May 2016 in and allows students to undertake their first year of the Masters program in Indonesia and the second year at IGPA.

TANRI ABENG UNIVERSITY Offshore program in Public Administration (MPA) for the Rural and Regional Ministry (funded by the World Bank, ), to be delivered in 2019 at Tanri Abeng University.

6. SEMINARS AND PHD FORUM The IGPA Indonesia program runs the quarterly Indonesia Program Seminar Series and holds a monthly Indonesia PhD Forum. The Forum is conducted on the Friday of each month.

8. FORMALISED PARTNERSHIPS

Universitas Contact: Associate Professor Benedict Sheehy, Head of School – Canberra Law School is a in Semarang, Central , Indonesia. Founded in 1957 as a private university by the Semarang University Foundation, it is a pioneer of higher learning institutions in Indonesia and the first and oldest education corporation in . It is a member of IDGHE (the so-called Ivy League colleges) in Indonesia.

UC has signed a Memorandum of Understanding in 2019 with Universitas Diponegoro. Under this Memorandum of Understanding both parties will seek to: a) Develop inbound articulation pathways into UNDIP and UC degree or non-degree programs b) Establish an inbound Study Abroad program for both UC and UNDIP students c) Regular bilateral visits from both UC and UNDIP representatives, faculty and academic staff d) Research collaboration in areas of mutual interest e) Produce research project proposals to attract funding for research in areas of mutual interest f) Organize academic conferences, seminars and meetings g) Develop community outreach programs and projects

Universitas Indonesia Contact: Riyana Miranti, Associate Professor and IGPA Indonesia Program Convenor, Associate Professor Benedict Sheehy, Head of School – Canberra Law School Universitas Indonesia is the oldest tertiary-level educational institution in Indonesia (known as the when UI was established) and is considered as one of the most prestigious universities in Indonesia.

UC has the following MoUs and Agreements with UI: a) Joint Master Degree Program (MPA) Agreement. Signed in 2018. b) MoU to establish a formal relationship between UC and UI under which underpins the delivery of the joint MPA program. Signed in 2018. c) Articulation agreement signed in 2015 for the delivery of a Bachelor of Laws.

Universitas Gadjah Mada Contact: Riyana Miranti, Associate Professor and IGPA Indonesia Program Convenor is a public research university located in Yogyakarta, Special Region of Yogyakarta, Indonesia. Officially founded on 19 December 1949, Gadjah Mada University is one of the oldest and largest institutions of higher education in the country. It has been credited as one of the most prestigious universities in Indonesia, along with the and the University of Indonesia.

UC has the following MoUs and Agreements with UGM: a) MoU to provide for the establishment of a general framework to co-operate in the areas of education and research. Signed in 2016. b) Articulation Agreement between the Faculty of Social and Political Sciences. Signed in 2016. Next review date 24 November 2018

It was officially founded on March 11, 1976. Its vision is to become an

UC has the following MoA with UNS mostly in the area of research and joint participation in internationally and locally funded projects.

This MoA was signed in 2014 and is to be renewed.
