Sub: Proposal of unit wise distribution of sanctioned posts of Ministerial staff in respect of three new Police Districts namely (1) Baruipur Police District, (2) Diamond Harbour Police District and (3) Sundarban Police District formed by trifurcation of South 24- Parganas District.

In inviting a reference to his Memo. No. 121-Org dated 25.01.2018 forwarding there under a copy of Memo. No. 6541/E dated 10/11/2017 of the Senior Superintendent of Police, Co-ordination, South 24-Parganas along with its enclosure on the subject captioned above, the undersigned is directed to say that his proposal for sanctioning the unit wise distribution of sanctioned posts of Ministerial staff in respect of three new Police Districts namely (1) Baruipur Police District, (2) Diamond Harbour Police District and (3) Sundarban Police District formed in trifurcation of Police District was under active consideration of the Government for some time past.

Now, the undersigned is directed to say that the Governor, after careful consideration of the matter has been pleased to accord sanction to the proposal of unit wise distribution of the sanctioned posts only of Ministerial staff in respect of three new Police Districts namely (1) Baruipur Police District, (2) Diamond Harbour Police District and (3) Sundarban Police District formed by trifurcation of South 24 Parganas Police District as proposed in the above mentioned Memo. No. 6541/E dated 10/11/2017 of the Senior Superintendent of Police, Co-ordination, South 24 Parganas, provided that such distribution of sanctioned posts in each unit will not exceed the total strength of each of the above mentioned three Police Districts as mentioned in Home (Police) Department’s Order No. 1047-PL dated 16/03/2017.

Ref.: Your Good Office Memo. No. 1564-Org//Org-29/2017 Dt. 30/10/2017 arising out from this office Memo. No. 1440/RO(Cord.)/Estt. Dt. 11/08/2017 reg. trifurcation of erstwhile South 24 Parganas district into 3 (three) Police District.

Sub.: Proposal of unit wise distribution of sanctioned posts of Ministerial staffs in respect of 3 (three) new Police district namely (1) Baruipur Police District, (2) Diamond Harbour Police District & (3) Sundarban Police District & proposal for fresh sanction of post of HA for DIB & DEB of 3 Police Districts & post of HA for Police Office, Sundarban Police District.

With reference to the above, find herewith the proposal of unit wise (Police Office/ DEB/DIB) distribution of sanctioned posts of Ministerial Staffs in respect of 3 (three) new Police district namely (1) Baruipur Police District, (2) Diamond Harbour Police District & (3) Sundarban Police District.

In this context, this is to state that in the formal sanction order as received from Government vide No. 1047-PL/PB/14M-35/17(Pt-I) Dt. 16/03/2017 no unit wise distribution of ministerial staffs had been mentioned. Earlier erstwhile South 24 Parganas district had its individual unit wise i.e. Police Office, DIB, DEB sanction strength of ministerial staffs. In view of proper delegation of works and smooth running of administrative affairs unit wise (Police Office / DIB / DEB) distribution of sanction post of ministerial staffs has been proposed for according kind approval. As the posts are already been sanctioned vide GO as mentioned above, no financial implication would be required.

The proposal for distribution of Sanctioned Posts of Ministerial Staffs of Baruipur Police District vide Annexure-B, distribution of Sanctioned Posts of Ministerial Staffs of Diamond Harbour Police District vide Annexure-C & distribution of Sanctioned Posts of Ministerial Staff of Sundarban Police District vide Annexure- D may be placed before the competent authority for kind approval.

Sub. : Proposal for Unit wise distribution of sanctioned posts of Ministerial staffs in respect of 3 (three) newly created Police District namely (1) Baruipur Police District (2) Diamond Harbour Police District & (3) Sundarban Police District.

Ref. : Your office Memo. No. 1047-PL/PB/14M-35/17(Pt-1) dated 16/03/2017.

1. Government is addressed with the proposal for unit wise (Police Office/ DEB/DIB) distribution of Ministerial Staffs among newly created Police districts viz. (1) Baruipur Police District (2) Diamond Harbour Police District & (3) Sundarban Police District.

2. In this context, this is to apprise that in the formal sanction order as received under reference quoted above. Unit wise distribution of ministerial staffs had not been mentioned in that Government Order. But, erstwhile South 24 Parganas district had unit wise sanction strength (Police Office, DIB, DEB) of ministerial staffs. In view of proper delegation of works and smooth running of administrative affairs unit wise distribution of sanction post of ministerial staffs is urgently required. The proposal does not involve fresh financial implication as the posts are already sanctioned vide Memo. under reference.

3. In this regard Sr. SP (Co-ord) South 24 Parganas has forwarded / proposed unit wise distribution of ministerial staffs among above three Police districts in Appendix-A to D in the Memo. No. 6541/E dated 10/11/2017 are enclosed.

4. Government is, therefore, requested to kindly issue necessary order for unit wise (Police office / DEB / DIB) distribution of ministerial staffs among three newly created Police District viz. (1) Baruipur Police District (2) Diamond Harbour Police District & (3) Sundarban Police District at an early date.
