CENTRALLY ASSISTED SCHEMES

 Modernization of Police Forces Fund assistance has been provided so far for Construction Projects to add to Police Infrastructure; procurement of Weapons, Motor Vehicles and Equipments for better performance of the Police Force. Ratio of budgetary support towards approved State Annual Action Plan (SAP) has varied over the years. Till 2011-12, 75% funds of the approved projects used to be provided by the Government of (GOI) through its Ministry of Home Affairs (MHA). From 2012- 13, GOI contribution has been reduced to 60%. From 2015-16,

State specific Plan assistance in this Scheme is likely to be stopped. As of now, full utilization of Central Share of funds has been made till SAP year 2010-11. Utilization of Central funds for the SAP year 2011-12, 2012-13, 2013-14 is being made with implementation of various approved projects.During 2014-15,a total amount of Rs. 90.85 crore was sanctioned for execution of diverse MPF projects (including those taken up exclusively as an initiative of theState Government). With this fund, construction work was initiated for 57 projects; procurement of 356 Police vehicles was sanctioned; and procurement proposals of a number of security, traffic and telecom equipments, and weaponry were sanctioned.

 Special Infrastructure Scheme During 2009-2011, Rs. 20.05 crore was provided by GOI for special construction projects to be taken up in LWE areas of PaschimMedinipur, and districts. Out of the 40 projects taken up with the funds provided, 23projects have been completed so far. Problems of finding appropriate agencies for undertaking the construction work of the remaining projects prompted this Department to strengthen the Housing Corporation Limited [now renamed as the ‘West Bengal Police Housing & Infrastructure Development Corporation Limited’ (WBPHIDCL)], which has now been entrusted to execute 16 projects.PWD is on its way to complete the remaining one project at Kalaimudi Camp in PaschimMedinipur.As the Central funding of this Scheme is now stopped, it has been planned to finish the projects with State Plan funds.

 Construction of Fortified Police Stations in LWE Areas Approval of GOI was given for construction of 18 fortified Police Stations [@Rs.2 crore for each Police Station] in the three districts of PaschimMedinipur, Bankura and Purulia. Central Fund sharing pattern of the Schemeis 80%. WBPHIDCL is the Executing Agency for this Scheme. During 2014-15, 16 projects were completed, 1

is nearing completion (in Simlapal) whereas construction work of Gopiballavpur Police Station has just commenced.

 Security Related Expenditure It is a fully reimbursable Scheme of the GOI regarding Security Related Expenditure in areas where Left Wing Extremists have been, or are, active[expenditure relating to construction of camps, logistic arrangements for Central Paramilitary Forces deployed in those areas, training and ammunitions for the security forces, community policing activities, rehabilitation of surrendered LWEs, providing insurance cover to police personnel deployed in the areas, publicity materials for disseminating information about various welfare and development schemes undertaken by the Government, payment of compensation to civilian/police victims of LWE attacks etc.]. During 2014-15, an amount of Rs. 31.173 crore was spent under this Scheme.

 Finance Commission Schemes Out of the grants of the 13th Finance Commission, the following projects were taken up: (1) construction of residential quarters for lower/upper subordinate police personnel of West Bengal Police; (2) purchase of ready-built flats for lower subordinate police personnel of ; (3) construction of Police Training Academy for Kolkata Police at Dumurjala in , (4) of Police Training School for West Bengal Police at Salua in PaschimMedinipur, and (5) of Subsidiary Training Centre for West Bengal Police at Barjora in Bankura. Work has been completed for the projects mentioned at first and last.

 Anti Human Trafficking Units Central fund was provided and utilized for strengthening of Anti Human Trafficking Units in 6 districts of the State and the AHTU at CID (Headquarters), BhabaniBhaban. The following six districts were benefited: Malda, Nadia, North 24-parganas, South 24- Parganas, and . Fund was provided and

utilized for procurement of one four wheel operational vehicle; six motor-cycles; one land-line phone with Broadband connection; four mobile phones; two digital cameras; and some office furniture for each of the AHTU.

 Central Compensation Scheme for Civilian Victims This scheme has been operational since 2009 (from a fixed date) on reimbursable basis. Rs. 3 lakh are provided as compensation to Civilian victims of lethal attacks by Left Wing Extremists or terrorists, and to such victims of communal riots.During 2014-15, reimbursement was received from the Government of India for compensation given by the Hon’ble Chief Minister of the State to the next of kin of 132 victims earlier in PaschimMedinipur. It may be noted that such victims of LWE attacks also receive a further compensation of Rs. 1 lakh under SRE scheme mentioned above.

SCHEMES OF THE STATE GOVERNMENT

 Construction & Modernization Projects under State Plan (1) For administrative convenience, a decision has been taken to merge the Kolkata Police Housing & Infrastructure Development Corporation Limited with the West Bengal Police Housing & Infrastructure Development Corporation Limited. The strengthened WBPHIDCL has been entrusted with the work of drawing up Model Plans for building various Police infrastructural facilities – including new Police Station buildings - in the districts where such facilities are lacking (e.g. PurbaMedinipur, Jhargram Police district) or require upgradation, and in the Police Commissionerates of , Howrah and Barrackpore. Model Plans designed by the WBPHIDCL for the following has already been approved: 3 types of Police Station buildings in Rural, Semi- urban and Urban areas; Police Lines with all essential offices and barracks; Residential Quarters for Commissioner/ SP/Additional SP etc.

(2) During 2014-15, work of construction of new Police Station buildings was undertaken based on availability of land and priority fixed by the Director General & Inspector General of Policeexclusively with State Plan funds.As on 31 March 2015, sanction of Rs. 39.05 crore was given for start of construction work by the WBPHIDCL for 32 new Police Station buildings in 15 districts. (3) No Central Share was released for procurement of vehicles, equipments or weapons for projects approved under MPF State Action Plan for the year 2013-14. So, during 2014-15, the State Government spent the full amount of Rs. 8.1 crore for procurement of 50 and 146 operational vehicles for the Kolkata Police and the West Bengal Police, respectively.

 Reorganization of the Forensic Science Laboratory, West Bengal In order to revamp the set up of the Forensic Science Laboratory (FSL) of the State, the following steps were taken during 2014-15: (I) as no suitable person could be found for the post of Director, FSL, a retired IPS officer of the rank of Inspector General of Police was posted as Officer-on-Special-Duty & Ex-officio Administrator, FSL, in order to restore discipline in running the day to day administration of the institute. (II) An Advisor to the Government on Forensic Science Services was appointed to chalk out short term and long term plans for restructuring of the FSL and improving the services provided by it. (III) As per the advice of the Advisor, work of achieving ‘Zero Pendency’ was taken up with effect from 1 October 2014. Substantial progress was made on this effort as is evident from the following figures: as on 1 October 2014 total pendency was 16180 cases; 5233 more new cases were added to this figure between 1-10-2014 and 31 March 2015; and 15376 cases were disposed of till 31-3-2015, leaving the figure of total pendency at 6037 as on 1 April 2015. (IV) An FSL Board was formed, with the Chief Secretary of the State as the Chairperson of the Board, for considering the different proposals formulated on the advices given by the Advisor and deciding on the policy to be

adopted for a thorough overhaul of the FSL set up in the State. (V) As decided by the FSL Board, Rs. 5.39 crore was sanctioned in March 2015 for a thorough renovation of the FSL building at Belgachhia by the WBPHIDCL. (V) Land for setting up a Regional FSL (RFSL) at Malda was provided to the FSL. (VI) WBPHIDCL was entrusted with the work of constructing a building for another RFSL at . (VII) FSL authority was given the green signal for procurement of latest equipments for modernization of its capacity in quicker disposal and reporting of cases.

 PRATYASHA (1) This is a unique ownership Housing Scheme meant for the welfare of Police Personnel from the rank of to the rank of Assistant Commissioner of Police and Deputy Superintendent of Police who are promoted from the rank of Inspector of Police. (2) The role of the State Government is limited to providing land for the projects free of cost. A Memorandum of Understanding has been signed between the Government in the Home Department and the West Bengal Police Housing & Infrastructure Development Corporation Limited (WBPHIDCL) for execution of the projects on no-profit-no-loss basis. The beneficiaries would be selected through lottery will be offered the option of taking house building loan for purchase of the flats. (3) Land in has already been transferred in favour of the WBPHIDCL free of cost for initiation of the pilot project at Bardhaman. Cabinet has also approved transfer of land identified by the Urban Development Department at Kalyani to the WBPHIDCL free of cost. (4) Efforts at obtaining land for the same purpose at Baruipur, Howrah, and Durgapur is under process.

 Police Public Model School

This is another unique concept being developed by the State Government for providing schooling to the children and dependant wards of Police Personnel at select locations depending availability of land and demand for such schools. As it has been decided to opt for the Public Private Partnership model, the West Bengal Police Directorate (WBPD) – which is the implementing agency of this scheme – has been asked to select the Private Sector Partner through a bidding process. The WBPD is going to advertise shortly asking for Requests for Proposal in this regard.

 Counter Insurgency and Training (CIAT) School This institute was set up in Salua, PaschimMedinipur with financial assistance of the Government of India during the 11th Plan period. Subsequently, the State Government has been running the School. Training is being imparted to Police Personnel since 1 September 2011. 11 Trainers, appointed on contractual basis have imparted training to 1587 Police Personnel so far. The desired maximum capacity of 800 trainees in 4 batches in one year has been achieved in 2014. Duration of each course is of 10 weeks. There is a demand for building some more infrastructural facilities at the School premises, which will be addressed in the coming days.

 General Compensation Schemes (1) State Government grants compensation to the next of kin @ Rs. 5 lakh per casualty in the line of duty for serving Police Personnel. During 2014-15, compensations were sanctioned in 15 cases. (2) State Government grants compensation to the next of kin @ Rs. 2 lakh for each Civilian killed in any kind of violence. (3) With effect from 1 January 2015, the State Government has introduced compensation to the next of kin @ Rs. 2 lakh for personnel working in Central Armed Police Forces when a jawan hailing from the State of West Bengal is killed in some form of action in the line of dutyanywhere in India.

(4) During Election duties similar compensations are paid, with double amounts due in case of casualty caused by violence.
