Notification

Shri Raj Kanojia, IPS (RR;1982), presently posted as Director General of Police and Commandant General, Home Guards, West Bengal & Director General of Police, Coastal Security, West Bengal has prayed for voluntary retirement from Indian Police Service.

Since Shri Raj Kanojia, IPS (RR:1982) has completed more than thirty (30) years of service and has attained fifty (50) years of age, he is eligible for seeking voluntary retirement under Rule 16(2) of AIS (DCRB) Rules, 1958 and the State Government is competent to accept his prayer.

In exercise of the power conferred by Sub-Rule 2 of Rule 16 of the All India Service (DCRB) Rules, 1958, the Governor is pleased to allow Shri Raj Kanojia, IPS (RR:1982), to take voluntary retirement from Indian Police Service with effect from September 30, 2018 (A.N.)

This is issued with the approval of the Competent Authority and in the interest of public service.

The above posts have been retained upto 16.03.2018 in terms of G.O. No. 1047-PL dated 16.03.2017 with reference to above and in the cited subject the undersigned is directed to say that the matter was consulted with the Finance Department and vide note dated 09.04.2018 in the Secretariat File No. PB/14M-35/17(Pt.-I). The Finance Department has opined that “The posts in question are permanent in nature, the retention of the posts is not required”.

2. Accordingly the matter was considered in this department. Sub. : Contractual engagement of Wireless Operator from the retired Wireless Personnel for Telecommunication Wing of West Bengal Police.

The undersigned is directed to refer to his Memo. No. 128-ORG dated 30.01.2018 and to say that the proposal for contractual engagement of Wireless Operator from the retired Wireless Personnel for Telecommunication Wing of West Bengal Police was under active consideration of the Government for some time past.

2. Now, the undersigned is directed to say that the Governor after careful consideration of the matter, has been pleased to approve the proposal for contractual engagement of 150 (one hundred fifty) retired Wireless Operator for Telecommunication Wing of West Bengal Police for a period of 1 (one) year w.e.f. the date of joining. Remuneraton of such contractual engagement will be fixed in terms of FD Memo. No. 10935-F(P) dated 05.12.2011 i.e. last pay minus pension of Rs. 10,000/- (Rupees ten thousand) only per month whichever is less.

3. The charge is debitable to the appropriate Head of Account in the State Police Budget.

5. This order issues with the concurrence of the Finance Department vide their U.O. No. Group P2/2018-2019/0073, dated 03/05/2018.

6. The Principal Accountant General (A & E), West Bengal is being informed.

The Governor has been pleased to declare the i) Commandant RAF Bn., Durgapur ii) Commandant RAF Bn., Dabgram and iii) Commandant RAF Bn., Barrackpore as the Drawing and Disbursing Officers for permanent basis for their establishments and to declare them competent to draw funds from Asansol Treasury-II, Siliguri Treasury-I and Barrackpore Treasury-I respectively and disburse the same and to perform all other duties relevant and necessary for a Drawing and Disbursing Officer.

2. The Governor has further been pleased to declare that the existing DDOs will continue functioning till posting of the new DDOs and activation of the new DDO code.

3. This order is issued with the concurrence of the Finance Department Vide U.O. No. Group T/2018-2019/0380 dated 05.07.2018.

Sub. : Proposal for establishment of a Police Out Post at Itaberia under Bhupatinagar Police Station in Purba Medinipur District with the creation of 18 (eighteen) regular posts in different categories under West Bengal Police.

The undersigned is directed to refer to his Memo. No. 1722-ORG dated 26.11.2002 and notes vide U.O. No. ORG-119/02 dated 29.09.2016 in the Secretariat File No. PB/4P-09/16 and to say that proposal for establishment of a Police Out Post at Itaberia under Bhupatinagar Police Station in Purba Medinipur District was under active consideration of the Government for some time past to say that the proposal for contractual engagement of Wireless Operator from the retired Wireless Personnel for Telecommunication Wing of West Bengal Police was under active consideration of the Government for some time past.

2. Now, the undersigned is directed to say that the Governor after careful consideration of the matter, has been pleased to accord sanction to the establishment of a Police Out Post at Itaberia under Bhupatinagar Police Station in Purba Medinipur District and also to the creation of 18 (eighteen) regular posts in different categories on temporary basis under West Bengal Police for a period of one year on the usual rate of pay and allowances for manning the Police Out Post at Itaberia, as detailed hereunder :-

3. The posts may be filled up on observance of extant recruitment rules.

West Bengal Police Gezette 20th July, 2018 15 MINUTES OF THE MEETING OF BOARD OF CONTROL FOR EXAMINATION AND PROMOTION HELD ON 04.07.2018. A meeting of the Board of Control for Examination and Promotion was held on 4th July’2018 in the Officer chamber of Addl. Director General of Police (Establishment) West Bengal at Bhabani Bhawan, Kolkata.

Shri Sanjay Chander, IPS, Addl. Director General of Police (Counter Insurgency Force) West Bengal holding addl. Charge of Addl. Director General of Police (Establishment) West Bengal and Chairman of the Board, presided over the meeting. The following members of the Board attended the meeting.

1. Shri Anuj Sharma, IPS ADG & IGP (Law & Order), WB & holding addl. Charge of IGP(HQ), WB.

2. Smt. Damayanti Sen, IPS, IGP (Administration), WB.

The following points were discussed in the meeting of BOC for Examination & Promotion.

1. To examine and approve the Result of final examination of Pre-Promotional Training Course of SI (UB) of Batch No. 23/18 and Supplementary Examination of Batch No. 21/17 and 22/17

Director SVSPA, WB has sent under Memo. No. SVSPA/Exam Cell/PPT/SI(UB)/01(1)/2018- 979 dated 28.03.2018 the result of the final examination of PPT Course of SI(UB) of Batch No. 23/18 and Supplementary Examination of Batch No. 21/17 and 22/17.

It revealed from the result sheet that 57 SIs (UB) of different dists./units reported to SVSPA, WB to undergo the aforesaid training. One SI (UB) Debanjan Bhattacharjee of Hooghly Rural dist. Could not complete the training on medical ground and he was released from SVSPA on 06.02.2018. The other 56 SIs (UB) have completed the training and appeared in final examination in all the subjects and qualified successfully.

Supplementary Examination was also held with the final examination of PPT Batch No. 23/18 in which 8 SIs (UB) of earlier batches (4 of PPT Batch 21/17 and 4 of PPT Batch 22/17) appeared in different subjects of the examination. Out of them 6 officers have qualified successfully in the respective subjects and 2 officers of Batch No. 21/17 could not qualify the exam.

Thus out of 65 SIs (UB), 62 officers have qualified successfully.

Decision :- The Board examined the result and approved the same for next course of action.

2. To examine and approve the Result of final examination of Pre-Promotional Training Course of SI(AB) of Batch No. 10/18

Director SVSPA, WB has sent under Memo. No. SVSPA/Exam Cell/PPT/SI (AB)/02/2018-978 dated 28.03.2018 the result of the final examination of PPT Course of SI (AB) of Batch No. 10/18.

It revealed from the result sheet that 24 SIs (AB) of different dists./units reported to SVSPA, WB to undergo the aforesaid training. Out of them one SI(AB) Ajoy Kumar Acharjee has expired on 21/02/2018. 3. Unwillingness prayer of 3 Constables to take promotion to the rank of ASI (AB)

C/1293 Binoy Kumar Ghosh of Bankura DPF, C/585 Amir Ali Mondal of Kharagpur GRP and C/279 Tapas Chandra Barman of 1st IR Bn. Durgapur have expressed their unwillingness to take promotion.

These Constables were earlier declared fit for promotion to the rank of ASI (AB) through Departmental Examination 2016 in the meeting of BOC for Examination and Promotion dated 26.04.2017.

Decision : After discussion the board members has accepted the unwillingness prayers of the Constables and decided that the Constables will not claim promotion in this regard in future and written declarations will be obtained from them by the concerned unit in charge.

4. Consideration of social category of C/884 Ranjit Das of BDN PC

Deputy C.P. (HQ) Bidhannagar under his Memo. No. 522/RO BDN PC dated 21.03.2018 has informed that the social category of C/884 Ranjit Das of BDN PC may be treated as “Scheduled Caste” in place of “General” category. C/884 Ranjit Das of BDN PC was declared fit for promotion to the rank of ASI (UB) in the meeting of BOC for Examination and Promotion dated 26.04.2017 as a ‘General’ candidate.

The copy of the relevant caste certificate and Commissionerate Order No. 875 dated 16.03.2016 of CP Bidhannagar PC were placed for consideration in the Board.

Decision : The Board has decided to treat the social category of C/884 Ranjit Das of BDN PC as Scheduled Caste.

5. Holding Part – II Length-cum-Record of Service of C/982 Sanjit Kr. Paul of SAP 2nd Bn. for promotion to the rank of ASI (AB)

It is intimated by CO, SAP 2nd Bn through DIG(AP), Barrackpore under his Memo. No. 339/RO dated 11.04.2018 that the name of C/982 Sanjit Kr. Paul of SAP 2nd Bn. was skipped inadvertently from the Broad Sheet. As a result his name was not considered in the final Length cum Record of Service Board in respect of Departmental exam candidates in the meeting of BOC for examination & Promotion held on 26/04/2017.

DIG(AP), Barrackpore under his Memo. No. 373/F.302-2017 dated 12.06.2018 has furnished a Broad-Sheet in respect of C/982 Sanjit Kr. Paul of SAP 2nd Bn. after holding Range Board and he has been declared fit by the Range Board.

The matter was placed before the member of BOC.

Decision : The Board considered the length-cum-record of service e of C/982 Sanjit Kr. Paul of SAP 2nd Bn. in terms of G.O. No. 4638/PL DATD 01.12.2018 OF Home Police Deptt. Govt. of WB and declared him ‘fit’ for the promotion to the rank of ASI(UB). It is decided that his position in the original merit list will be placed according to the marks obtained by him.

6. Length-cum-Record of Service Board of 36 Wireless Operators (ASI rank) to the rank of Supervisor (Technical) Grade – II after completion of Pre-Promotional Training Course.

ADG, Telecom, West Bengal has sent under Memo. No. 22/RO dated 30.05.2018 the length cum record of service Broad-Sheet of 36 Wireless Operators.

West Bengal Police Gezette 20th July, 2018 17 Decision : The Broad-Sheet containing marks obtained by the candidates in the pre-promotional Training Course, Length-cum-Record of Service and relevant records were placed before the members of the Board for consideration.

The members of the Board are of the opinion that out of 36 Wireless Operators (ASI rank), 35 Officers are declared fit. In case of one Wireless Operator namely Samir Saha of Telecom (HQ) West Bengal the Board decided to adopt ‘Sealed Cover’ procedure due to pendency of the Departmental Proceeding vide Proceeding No. 1/2018 dated 18.05.2018 of Telecom, West Bengal.

7. Holding Part-II Length-cum-Record of Service Board of Constables to the rank of ASI (UB)/(AB) after completion of Pre-Promotional Training Course.

Decision : The Board decided that since a Screening Committee has been formed for scrutiny of the Length-cum-Records of Service of Constables received from different Range Boards, the decision of the Board will be given after perusal of the report of the Screening Committee.

 A Broad Sheet of 859-Constables was prepared on the basis of reports received from concerned Range DIGs / Range IGPs / Commissioner of Police, Howrah for taking final decision.

DECISION –The Broad Sheet containing marks obtained by the candidates in

the Pre-Promotional Training Course, Length-cum-Record of Service and other

relevant records were placed before the members of the Board for consideration.

Out of a total of 859 Constables, 789 Constables are declared ‘Fit’. A total of 48

Constables are declared ‘Unfit’. One Constable has already retired from service on

superannuation and not been considered by the Board. In case of 20 Constables

against whom Criminal Case / Departmental Proceeding is pending, the Board

decided to adopt ‘Sealed Cover’ procedure. C/2637 Tapas Modak of Chandannagar

Police Commissionerate has not completed the PPT Course but his name was

entered in Range Board Broad Sheet of Howrah Police Commissionerate, hence

the Board decided to strike off his name from the Broad Sheet (Sl. No- 275). The

details of the candidates are shown hereinafter.

A meeting of the Board of Control for Examination and Promotion was held on 9th July, 2018 at 11.00 hrs. in the office chamber of the Addl. Director General of Police (Establishment), West Bengal at Bhabani Bhawan, Kolkata-27.

DECISION –The Broad Sheet containing marks obtained by the candidates in the Pre-

Promotional Training Course, Length-cum-Record of Service and other relevant records

were placed before the members of the Board for consideration. Out of a total of 859

Constables, 789 Constables are declared ‘Fit’. A total of 48 Constables are declared

‘Unfit’. One Constable has already retired from service on superannuation and not been

considered by the Board. In case of 20 Constables against whom Criminal Case /

Departmental Proceeding is pending, the Board decided to adopt ‘Sealed Cover’

procedure. C/2637 Tapas Modak of Chandannagar Police Commissionerate has not

completed the PPT Course but his name was entered in Range Board Broad Sheet of

Howrah Police Commissionerate, hence the Board decided to strike off his name from the

Broad Sheet (Sl. No- 275). The details of the candidates are shown hereinafter.
