HELD ON 15.02.2008 IN THE MEETING HALL OF THE OFFICE OF THE SANTURI PANCHAYET SAMITY / DEV. BLOCK AT TALBERIA, DIST.-PURULIA, WEST BENGAL M/s. Vision Sponge Iron Pvt. Ltd. submitted an application to West Bengal Pollution Control Board for conducting Public Hearing for the proposed expansion of Steel Plant at Madhukunda, Dist.-Purulia, West Bengal. As per the EIA notification S.O. 1533 dated 14th September, 2006 of the MoEF, Govt. of India, Environmental Clearance of the said project is required to be obtained from the MoEF, Govt. of India after conducting the Public Hearing. Accordingly, West Bengal Pollution Control Board after observing all formalities held a Public Hearing on 15th February, 2008 at 12.00 Hrs in the Meeting Hall of the office of the Santuri Panchayet Samity / Dev. Block at Talberia, Dist.-Purulia. The panel members were present in the hearing. A considerable gathering was also present in the hearing. List of the panel members and the others present in the public hearing are enclosed. The hearing started with welcome note from Mr. Shyamal Sarkar, Additional District Magistrate (Dev), Purulia who presided over the hearing. Sri Anjan Fouzdar, Asstt. Environmental Engineer, WBPCB explained about the provisions of the above stated MoEF notification. The ADM (Dev) then requested the Project Proponent to explain the details about the proposed project for discussion among the panel members and others present in the hearing.

Most of the tribal people uses the fishery resources in the water bodies as an essential part of their daily life pattern. A statistical modelling of the involved parameters of the culture as input variables indicate the problems and pattern hidden within. The methodology indicates the point of importance. After the study,the following problems are being identified, viz. small and medium water-bodies get dried up due to prevalent draught situations and early withdrawal of rainy seasons make the prospect of fisheries bleak. In general tribal peoples are mostly under BPL level. For this, technological and financial help along with proper training and monitoring are being required to accelerate the income process by means of which the livelihood condition will be changed.. Government’s intervention not only from fisheries, but also from other like departments is necessary in implementing a proper planning and management oriented marketing strategies in a cohesive manner. It has a strong impact among the audience as the appeal of Bengali folk-drama is undeniable. ‘Bolan’ is a traditional folk drama of Bengal which is mainly celebrated in the month of ‘Chaitra’ (march-april). Geographically, it is prevalent in the mid- northern rural and semi-urban regions of Bengal (Rar Banga area) – mainly in Murshidabad district and some parts of Nadia, Birbhum and Bardwan districts. Although it follows the theatrical procedures, yet it is different from the same because it has no female artists. The male actors impersonate as females and play the part. Like other folk drama ‘Bolan’ is in direct contact with the audience and is often interacted and modified by them. Primarily it narrates mythological themes but now-a-days it narrates contemporary socio-politico-economical and natural issues. As it is performed different contemporary issues of immense interest audiences is deeply integrated with it and try to assimilate the messages of social importance from it. And in this way Mass (traditional) media plays an important role in shaping public opinion and forming a platform of exchange between the administration and the people they serve.
